BALANCED BUDGET FOR 2023-2024 FISCAL YEAR ADOPTED

The South El Monte City Council unanimously adopted a balanced $23.5 million budget and capital improvement plan for the Fiscal Year 2023-2024 at the June 26, 2023, City Council Meeting.

The annual budget is a City’s most vital document that outlines spending plans and priorities for the coming fiscal year, from July 1 to June 30.

The budget, as approved by the City Council, reflects resource allocations consistent with City policies, goals, and priorities. It’s a result of six months of strategic collaboration amongst City Council and staff which began early this year in January at the direction of the City Manager to prepare responsibly in the midst of our changing world, with rising costs due to inflation, rising interest rates, and a possible recession in the economy. The budget was developed to ensure that the City can continue to provide services and programs to our community in a fiscally responsible manner.

The adopted budget for the General Fund totals $23.5 million in revenues and $22.7 million in expenditures for a surplus of $864.8 thousand which will go into General Fund reserves.

The South El Monte’s fiscally solvent budget, which has allowed the City to continue to provide essential services and programs that our community needs is in great part due to the measures passed by City voters. In November 2010, the City’s voters passed Measure R, a half-percent sales tax measure, and in November 2020, the City’s voters also passed Measure ES, a quarter-percent sales tax measure. Both measures were passed to retain sales tax dollars within the City, without them going to the County or the State instead.

The priority of the South El Monte Council is the safety of its community and therefore allocated the largest portion of the annual budget to public safety. Thirty percent has been allocated to fund safety in our community with added patrol and additional safety equipment.

In addition to the budget including daily operating expenses for City programs and services, it also includes a capital improvement program with a variety of public construction and infrastructure improvements. Many of the projects will be funded by grants other than the General Fund, such as

The streetlights within the City of South El Monte are owned and maintained by Southern California Edison (SCE).

If you notice a streetlight is burned out or needs repair, please contact SCE.

How to report a streetlight outage:

• PHONE: Outages may be reported 24-hours a day, 7-days a week, at 1(800) 611-1911.

• MYSCE APP: Using your mobile device with the SCE “MySce” application available at the Apple Store and at Google Play.

DOWN POWER LINES

Electricity is dangerous. Always treat power lines as if they are live or energized, and never touch or approach a downed power line.

If you see a downed power line, call 9-1-1.

STREET SWEEPING & TRASH COLLECTION HOLIDAY SCHEDULE

In observance of Labor Day holiday, there will be no street sweeping and trash collection services on Monday, September 4, 2023.

Street Sweeping: If your regular street sweeping day falls on Monday, it will be swept on the following week. Please be advised, that all other parking regulations (i.e. red zones, blue zones/handicap, sidewalk, etc.) will be enforced.

Trash Collection: Services will resume on Tuesday and there will be a one-day delay for the remainder of the week.

GRAFFITI REMOVAL

The City of South El Monte Public Works Field Services Division oversees the Graffiti Abatement Program. The goal is to keep our community clean, safe, and an attractive place to live, work, and visit.

One way of maintaining the City’s attractiveness is by promptly removing graffiti from our community. This keeps our neighborhoods aesthetically pleasing and deters further graffiti vandalism.

HOW TO REPORT GRAFFITI SIGHTINGS

Access South El Monte App

Using a smartphone or other mobile device to submit a service request via the Access South El Monte App. To use, simply open the application, tab on “Start Request” button, enter “Graffiti”, add a photo, enter location, description of graffiti and tab submit. Our Field Services Division will immediately be notified of the service request. The FREE Access South El Monte App is available for download at the App Store and Google Play.

Visiting the City’s website at cityofsouthelmonte.org and click on the “Report An Issue Online” link, located on the home page. Enter “Graffiti”, click on the “Make a Service Request” button, provide the location and description of graffiti, upload a picture, and click on the “Submit” button. The service request will be sent directly to the Field Services Division.

Calling our Public Works Division at (626) 444-3158 and provide a location and description of graffiti.

Our City’s Graffiti Abatement crew will generally respond to the location and remove the graffiti within 24 to 48 hours of receiving your report.

Street sweeping services are performed by Athens Services on a weekly basis on City public streets to enhance the aesthetics, health, and safety of our community. The street sweepers clean our streets and reduce the amount of debris entering our storm drains, minimize the potential for flooding, and prevent pollutants from entering local rivers and the ocean.

STREET SWEEPING SCHEDULE

City streets are cleaned Monday through Friday. To view schedules and maps, visit our City website at cityofsouthelmonte.org/317/StreetSweeping-Schedule or call Athens Services at (888) 336-6100.

Additionally, street sweeping “No Parking” signs with designated days and times are posted on City main streets and at the entrances of neighborhoods.

PARKING RESTRICTIONS ON STREET SWEEPING DAYS

To ensure the street sweepers effectively clean the streets, the City has parking restrictions on street sweeping days.

Residents should inform their guests and/or service providers at their home (gardener, plumber, pool cleaner, etc.) of the street sweeping schedule and that their vehicle cannot be parked on the street.

Vehicles parked on the street during restricted parking times will be subject to a $42 citation (Municipal Code 10.16.020).

STREET SWEEPER HOLIDAY SCHEDULE

Street sweeping services will not take place on the following holidays:

New Year’s Day (January 1st)

Memorial Day (Last Monday of May)

Independence Day (July 4th)

Labor Day (First Monday of September)

Thanksgiving Day (Fourth Thursday of November)

Christmas Day (December 25th)

If your street sweeping day falls on a holiday, then street sweeping will not be performed for that day. Your sweeping will resume the following week and the other sweeping days are not affected.

STREET SWEEPING FAQS

Why does the street sweeping period need to be so long?

The street sweeper needs sufficient time to complete all the streets scheduled for each route. The sweeper also can occasionally experience delays because of other factors such as equipment maintenance.

Where am I supposed to park?

Consider parking your vehicle on your driveway or in your garage until the sweeper has finished. If your garage and driveway is full, check adjoining neighborhoods not scheduled for the same street sweeping scheduled.

May I park on the sidewalk during the street sweeping schedule?

No, sidewalks are designed to create a safe space for pedestrians to walk and avoid moving traffic. When vehicles are parked on the sidewalk, it means individuals who utilize wheelchairs, seniors, people pushing strollers, children walking to and from school are especially endangered when they must walk into the street because of blocked access.

It is also against the law, California Vehicle Code Section 22500(f) prohibits any vehicle from stopping, parking, leave standing, whether attended or unattended on any portion of a sidewalk. The citation amount for breaking the law is $46.

May I park on the street after the sweeper goes by?

You should only park on the street after the posted time on the street sweeping sign has passed. Even though you may have seen the sweeper go by once, it may need to go for a second sweeping. To avoid the $42 citation, residents must relocate vehicles to the street after posted sweeping hours.

Can I sweep yard waste (leaves, grass, etc.), and other debris into the street for the street sweeper to clean up?

No, residents must place all of their yard waste and other debris in proper trash containers. The street sweeper is not designed to remove piles of lawn waste and debris; therefore, will bypass them. Excessive debris could prevent the street sweeper from completing the scheduled street sweeping route for the day.

It’s also against the law to dump debris onto the street (Municipal Code 8.24.010). The citation for dumping debris onto the street is $1,000.
