SOUTH EL MONTE’S ECONOMIC RECOVERY FROM COVID-19

The COVID-19 pandemic has presented a series of unprecedented challenges for our community as well as other communities across the world. Since the COVID-19 health emergency was declared in March, the priority of City of South El Monte officials has been the health and safety of residents, employees, and visitors; and supporting our local businesses as they weather shutdowns and other impacts.

In response to the health and economic crisis caused by the COVID-19 pandemic, the City of South El Monte has responded with initiatives to support residents and businesses, which include:

• Resources for Residents and Businesses. The City has kept the community with up to date health orders and vital resources from federal, state and county agencies on its website, newsletter, and social media platforms.

• Eviction Moratorium. In April, the South El Monte City Council adopted Urgency Ordinance 1244-U, which established protections against evictions of businesses from commercial property and residential rent deferrals during the current declared state of emergency related to the COVID-19 pandemic. The

City Council recently adopted Urgency Ordinance 1249-U to extend eviction protections until March 31, 2021 unless further extended by the Governor.

Businesses or individuals who have questions about landlord-tenant laws, may call the Housing Rights Center at (800) 477-5977 or the Neighborhood

Legal Services of Los Angeles County at (800) 433-6251 for free assistance.

• Shop South El Monte. To keep our local businesses operating, the City has continued to promote “Shop South El Monte” to encourage our residents to shop at South El Monte businesses. In support of our local economy, the City purchases various products and services from many South El Monte establishments throughout the year and during the current pandemic, the City has purchased many of its employees’ Personal Protection Equipment (PPE) from businesses in the community.

• COVID-19 Rental/Mortgage Assistance Grant. The City Council designated $130,000 in federal funds to provide help to 130 families so they can remain in their homes. The City has awarded $1,000 rental or mortgage assistance grants to South El Monte households that have been economically impacted during COVID-19 through job loss, furlough or reduction in hours or pay. The City is currently accepting applications for this grant, for more

information call (626) 652-6800.

• COVID-19 Small Business Assistance Grant. Many of the small businesses in our community are owned and/or employed by South El Monte residents.

Therefore, the City Council also utilized federal funds to help small South El Monte businesses that have been impacted by the COVID-19 pandemic, to help them continue to operate, maintain jobs, and keep our local economy moving. The City designated $120,000 in federal funds to provide a one-time $5,000 assistance grants to qualified small businesses in South El Monte. The City is currently accepting applications for this business grant, for more

information call (626) 652-6800.

• Temporary Outdoor Dining and Operations Program. In effort to help local restaurants, barbershops, and salons with the loss of indoor capacity due to COVID-19, the City provided Temporary Outdoor Dining and Operations Permits at no cost to businesses. The permit allowed businesses to expand their operations and dining service area to the sidewalk and/or parking lots as long as they followed public safety and physical distancing requirements established by the Los Angeles County Department of Public Health.

• Business Licenses Online. The City has made it accessibly easy to apply for a business license through its online portal. Despite COVID-19, almost 100 new businesses opened in South El Monte since the health emergency was declared in March. These new establishments will contribute to the economic growth and vitality of our community.

• “Open for Business” Banner Program. South El Monte is open for business and the City wants the public to know. To help small businesses in South

El Monte that have been economically impacted by the pandemic, the City in partnership with the El Monte/South El Monte Chamber of Commerce is providing complimentary 3 ft. by 6 ft. “Open for Business” banners to the first 50 qualified applicants. The goal is to promote South El Monte businesses during this fazing economic climate. South El Monte businesses that would like to request a complimentary banner may contact the Chamber at
