Vision and Guiding Principles

The vision and guiding principles were one of the first things to be developed with involvement of stakeholders and the community. In case you missed it, they are provided here again to remind readers about the direction set for the plan.

Council advanced the proposed North Gateway Redevelopment & Investment Strategy to the final round of public engagement at their meeting on May 17, 2022. The community is now invited to review the draft and share their feedback before the plan is finalized and brought back to Council for consideration at their meeting on June 21, 2022. Previously, we shared the vision and guiding principles and 10 big ideas for the future. Here, we highlight the three key layers of the plan to help you see what is envisioned for Land Use & Density, Experience and Atmosphere and Mobility and Connections. 10 Major Urban Design Changes

2. Experience & Atmosphere

In the previous update, we highlighted the 10 Big Ideas that emerged from the engagement of the community in setting the direction for the North Gateway. These ten ideas are repeated here as a reminder.

1. West Gateway - provides for an attractive and welcoming entrance including Indigenous recognition

5. South District – will become a walkable, attractive and missed use area, safe for pedestrians

2. Downtown Gateway - provides for a green and enhanced frontage on all four corners, focusing on the revitalization of the PTCC entrance façade, new mixed use developments with active frontages and green street infrastructure

6. Central District – will become the entertainment hub of the South Okanagan, focused on events, conventions, recreation and culture

3. Event Gateway - provides for a grand entrance to the events complex ensures a mix of delivery / larger event vehicles can access the loading bays

8. West Gateway Corridor – its beautifully tree-lined roadway will signal arrival to Penticton

7. North District – will become a medium-high density neighborhood supported by commercial developments

9. Green Boulevard - beautiful streetscape with mature trees, wide pedestrian thoroughfares and sharing with cyclists

4. Festival Boulevard - linking through the centre of the North Gateway and providing for a unique mobility solution. The detailed design will be undertaken as part of the transportation network analysis

10. Power Greenway - enhanced with wide pedestrian infrastructure, landscaped boulevards and continuous connections from the PTCC to Okanagan Lake

3 Placemaking Goals and Strategies The plan takes a thoughtful approach to future development and infrastructure investment and sets goals and strategies for three distinct layers based on the desired future envisioned by the community.

1. Land Use & Density

The Experience and Atmosphere Plan shows the location of future investment that will be made in wayfinding signage and public amenities that will be added to the area as it develops. This plan aims to enhance the pedestrian experience by activating the public realm celebrating our past, improving signage and enhancing landscaping.

3. Mobility & Connections

The Land Use & Density Plan provides the conceptual layout for the land uses in the area. It sets goals, strategies and targets for residential and employee housing, tourist accommodation, commercial/retail support, civic and entertainment facilities, tree and park land enhancements.

The Mobility and Connections Plan shows the conceptual road network and supportive transit and active transportation links that will be integrated into the design of future upgrades to the area. This plan supports reducing vehicle dependency by improving linkages and infrastructure for cycling, walking and transit while providing for parking and vehicle movement.
