Many residents have contacted Paramount City Hall with concerns about the visual and noise impacts created by recreational vehicles (RVs) and commercial vehicles in our residential neighborhoods. In response, and in an effort to enhance the quality of life throughout town, the City has a new ordinance for the parking of these vehicles.

RVs

• RVs cannot park on public streets within the City of Paramount.

• RVs can park on private property. They can also now park in back yards as long as they are parked on a slab, placed at least 5 feet from the side or rear lot line, and partially screened by a 6-foot solid fence.

• There will be limited exceptions to street parking for RVs involving loading and unloading in front of a residence and visitors staying with Paramount residents.

• To give RV owners adequate time to find alternative storage for their vehicles, temporary free waivers to allow parking on Paramount streets for one year will be available from the City for 2-1/2 months after the new law is established.

COMMERCIAL VEHICLES

• Commercial vehicles cannot park on public streets in Paramount or on private residential property.

• Commercial vehicles can park on private property that has a commercial or industrial use if the vehicles belong to the business, are servicing the business or are customers of the business.

• Also, commercial vehicles may park on a street while actively loading or unloading for a maximum of 12 consecutive hours and may park on a street or on private property during the performance of a service at a property.

• To give commercial vehicle owners adequate time to find alternative storage for their vehicles, temporary free waivers to allow parking on Paramount streets and private residential property for one year will be available from the City for 2-1/2 months after the new law is established.

• For purposes of the ordinance, a commercial vehicle is any vehicle that is painted, configured or designed for primary use in a commercial profession or trade, and meets the following specific weights or dimensions: over 6,000 pounds unladen weight or more than 19-feet in length or 7-feet in width or 7-feet in height.

• If there are any questions about whether or not a vehicle qualifies as being commercial, the City can help with the determination.

• If you have a truck, SUV or other passenger vehicle that weighs over 6,000 pounds, it is not subject to the ordinance unless it is designed or used primarily for a commercial use. If it is designed or used only as a personal vehicle, it is not subject to the law.

Briefly, RVs can no longer be parked on Paramount streets but they can be parked on private property. Commercial vehicles cannot be parked on Paramount streets or on private residential property. In both cases, however, owners of these vehicles will have a long phase-in period before the new regulations take effect. For complete details on the ordinance, please read the following:

HOW TO GET A WAIVER

• Applications for the free, one-year waiver for RVs and commercial vehicles will be available at the Paramount Sheriff’s Station at 15001 Paramount Boulevard.

• For RVs, applicants must show proof of Paramount residency and proof that the RV is registered to a Paramount residential address.

• For commercial vehicles, applicants must show proof of Paramount residency or of owning or operating a business in Paramount. (Only business owners who currently park their commercial vehicles on the street would require a waiver.)

• Waiver Application Period: March 5, 2008 through May 15, 2008. (No waivers will be given after May 15, 2008.)

• Waiver is good from May 16, 2008 until May 16, 2009.
