Home & Business Improvements Made Easy...with the City’s Help
The City of Paramount has offered two programs since the early 1980s to help property owners make exterior remodels on houses and businesses, with the City covering most of the costs. The upgrades include such things as new stucco and paint, various architectural details and new landscaping. Here are the financial details.
Home Improvements
Residential Rehabs assist low-to-moderateincome families in owneroccupied, single-family homes. The City pays 90% for qualifying seniors and very-low-income families (with the owner paying 10%). For low- and moderate-income families, the program pays 80%, with the owner’s contribution at 20%. The Residential Rehab Program also provides zero-interest loans, as well as help with legalizing non-permitted structures on a property and correcting code violations.
Commercial Rehabs
With the Commercial Rehabilitation Program, the City contributes 80%, with the participant paying 20%. (The City’s maximum financial contribution is $40,000.) For corner lots or 150foot street frontage properties, the City covers $400 per lineal foot of street frontage, not to exceed 80% of the total project cost. A minimum 20% contribution would be required from the property owner.

Commercial buildings with multiple suites are usually more costly to retrofit. To address these projects, the program provides $25,000 per suite, with a maximum contribution of $100,000 per project. A 20% minimum contribution would be required from the property owner.
There is also a zero-interest, five-year loan available for up to $50,000 to cover half of the participant’s financial contribution (depending on the size of the project). All loans are on a five-year payment schedule, are due upon sale, refinancing or transfer of the property and secured by a deed of trust. Lastly, the program pays for the cost of construction drawings. For more information, please call (562) 220-2036.
