he City of Palm Beach Gardens now qualifies to contract directly with the U.S. Department of Housing and Urban Development (HUD) for federal funding under the Community Development Block Grant program. Gardens’ Owner-Occupied Residential Rehabilitation Assistance Program will provide home repair assistance in the form of a 0% interest deferred payment loan of up to $20,000 for exterior home hardening, such as repair of roofs, replacement of exterior windows & doors, and exterior accessibility modifications.

The program is available to low- to moderate-income single-family homeowners, per HUD guidelines, on a “first-eligible, first-served” basis. See income limits below:

The uniform has changed, but the employee has stayed the same. Captain Glenn Wright recently retired and now works for the police department as a civilian. b y C a n d i c e Te m p l e

C

ounting down the days to retirement is something you’d never catch Captain Glenn Wright doing leading up to March 11, 2016. A 27-year veteran of the Palm Beach Gardens Police Department, Wright says leaving the agency wasn’t something to focus on.

started his days in K-9; eventually moving to the S.WA.T. Team. But his positive outlook on retirement may have been helped by the fact that he knows exactly what he will be doing on March 28th. Following a two-week vacation, Glenn will be right back at work for Palm Beach Gardens. This time as a civilian.

“If you’re counting down the days, then you’ve already left,” he says emphatically.

Boomerang kids may be a term that people are more familiar with these days, but Glenn is a perfect example of a national trend for retirees that is known as a “boomerang worker.” That’s when an employee leaves an organization, for whatever reason, and then returns to work for that organization at some point later on. According to the Society for Human Resource Management, three-fourths of human resources professionals and 65 percent of managers say they are more accepting of hiring boomerang workers. Next Avenue, a public media company serving America’s 50+ population, says there are even a handful of employers who actually have formal programs in place to rehire their retirees. Companies, such as Aerospace Corp., have a concerted initiative in place to capitalize on the knowledge and expertise of their retirees. (continues)

For all intents and purposes, Glenn is a local guy. He relocated to Palm Beach Gardens from Connecticut with his family around age twelve and has been a resident ever since. He was educated at local schools and was working as a salesman before he decided to give police work a try.

That initial introduction to policing came as a result of a chance breakfast encounter with then Police Chief Frazier at a local eatery. The Chief invited him to participate in his new reserve program and explained that once he became certified he could ride with full time officers. Although the job didn’t come with any pay, Glenn was just curious

Now with years of specialized training and over 200 classes to his credit, Glenn thinks his new role is a smart way for the City to continue to draw on the investment it has made in him. As a product of this community, he knows the City well. Additionally, with his years of training he holds a wealth of institutional knowledge that will be passed on to upcoming officers. His enthusiasm for being “recycled” is evident when

“It makes great business sense,” says Palm Beach Gardens Human Resources Administrator Sheryl Stewart. “Gardens has successfully done this on numerous occasions over the years. They are proven, productive, talented employees.”

enough to give it a try. He enjoyed his time at the police academy and on the job so much that he logged over 1500 hours that first year.

Before his time in the reserve program, a career in law enforcement had never crossed his mind. At age 26, he had already put ten years under his belt at his sales job. After two years working with the Gardens Police Department as a reserve officer and being well received by colleagues, Chief Frazier offered him a full-time position.

“I said, ‘I’ll give it a shot.’ Not that I was really looking for a change, but when the 8

you hear him speak about what his new job responsibilities will be.

As a training instructor, Glenn’s daily routine will be completely different. His work will include training of all of the department’s officers, not just working with the S.W.A.T. Team, and he will track each employees’ training hours to insure they stay in compliance with certification requirements. The City will open a tactical training center in Fall 2016, but until then he will work from the same office where he carried out his duties as captain.

In some ways, Glenn’s career has come full circle. He wasn’t really looking for a change, but retirement happens. Typical of his approach to life, he’s open to trying something new and decided to give it a shot. He’s enjoyed his time with the organization and when a position became available, Chief Stepp was happy to have him continue working with the force. In his new role, the entire police department will get the benefit of that Type-A personality that worked so well for Palm Beach Gardens for 27 years.

his excerpt from the iconic poem In Flanders Fields by John McCrae sets the somber scene of wartime tragedy. Since World War I, the Remembrance Poppy has been a symbol used to commemorate American soldiers who were killed at war. Palm Beach Gardens will recognize those who paid the ultimate price for our country at its annual Memorial Day Ceremony at City Hall. But each day, the sculpture titled Poppies sits at the corner of RCA Boulevard and Northcorp Parkway as a reminder of their service. The sculpture recognizes the sacrifice made by our service members and creates a sense of community support. Modeled after the artist’s uncle, Poppies depicts a WWI Veteran proudly sitting in his uniform, as if ready to stand again should the call come to serve.

POLICE TACTICAL

TRAINING FACILITY

After several years of planning, the Palm Beach Gardens Police Department has broken ground on a new training facility that will enhance the capabilities of our officers. This 10,000 square foot, state-of-the-art facility will be constructed and equipped with advanced electronic training aids. Additionally, the building will accommodate training using full size apparatus, including vehicles, and movable walls to simulate difficult law enforcement situations that are current in today’s society.

T

his facility will work in tandem with our existing classroom areas to provide some of the most contemporary methods on teaching officers to perform at the highest levels of professionalism. In effect, officers will learn about theories, policies, procedures, and techniques in class and then move to the Tactical Training Facility to perform the practical application in a controlled setting. To achieve positive outcomes, physical and intellectual abilities must come together. The Police Department regularly conducts training

that exceeds the State requirements of 40 hours every 4 years. In fact, all officers receive a minimum of 80 hours per year, although most attend advanced training that exceeds 100 hours per year.

Across the country, law enforcement officers are being increasingly confronted with dynamic and dangerous situations requiring split-second decision making. While experience is a good predictor of future performance, it must be recent to maintain perishable skill sets. Even the best experience still requires knowledge of the latest, best

practices. Apart from extensive and regular experience, training can drastically improve the knowledge, skills and abilities of an officer to respond and react properly. Advanced tactical training should be based on variable and realistic multi-faceted scenarios. The result is improved safety for both officers and citizens, higher levels of quality service and community trust.

The Tactical Training Facility is developed around three main components that include a defensive tactics area, simulator room and a firearms range. The defensive tactics area will focus on verbal and physical skills in order to react to individuals who are disorderly, resisting arrest or involved in a mental health crisis situation.

Emphasis will be placed on verbal skills to de-escalate confrontations, along with the physical skills required to make arrests and respond to resistance utilizing the least amount of force necessary.

The simulator room will have both a driving simulator and scenario-based, use-offorce simulator to replicate possible dangerous situations to which officers must

react. Depending on the response of the officer, the instructor can instantly change the scenario to better or worse. This teaches officers to rapidly consider alternatives to slow down situations. The driving simulator will be used to practice defensive driving skills, as well as emergency response and pursuit driving.

The firearms range will be used for much more than just mandated qualifications.

Less-lethal, intermediate force can be used as an alternative to deadly force encounters.

In the firearms range, officers will practice de-escalation of force and appropriate transitioning through exercises that promote communication skills, as well as teamwork.

The purpose of this training puts emphasis on the sanctity of life for all persons involved and is part of an effort to reduce deadly force encounters.

Each area can be used independently to hone specific skills or they can be used simultaneously to practice scenarios requiring a host of disparate skills. Training scenario examples include the practice of safe and legal professional traffic stops, building searches,

domestic violence calls, suspicious persons, and dangerous felony stops. All of our officers are certified as Crisis Intervention Team members and will be able to practice calming skills and teamwork to deal with mental health crisis calls. The City of Palm Beach Gardens remains at the forefront of cutting edge programs, facilities, training, technology, and service delivery. The new Police Tactical Training Facility will follow that same philosophy as we work towards continuous improvement in order to provide a high level of professional policing to those we serve.

The Police Tactical Training Facility is expected to be completed by the fall of 2016. Located at the northwest corner of the City Municipal Complex, the facility was designed by Synalovski Romanik Saye Architects and will be constructed for an approximate total cost of $3,000,000.

rs. Joan Elias has seen many cities in her lifetime. A native of the Chicago area, her experiences have taken her from Memphis to Washington, D.C. to Charlotte. It was golf that made her & husband Bernie want to settle in South Florida. They made stops throughout Florida as business & leisure trips took them around 14

the state. None made an impression on them quite like Palm Beach Gardens.

“When we stepped out of the car at PGA National, we fell in home,” Joanie quips.

With a quick wit that sometimes catches you off guard, most would agree that Joanie Elias isn’t your typical 87-year-old Floridian retiree. Perhaps the first indication of this is the vehicle she drives – a bright red muscle car.

She is not one to go peacefully into a night of knitting. There is no bridge or mahjong being played here. That’s not her style. Sharp, plainspoken, with the memory of an elephant, she is the first to tell you that when you get older, you don’t do much besides wait in doctors’ offices. There is, however, the weekly game of golf with girlfriends, and her beloved City Council meetings.

Joanie may have given up her shopping pastime years ago, but City Council meetings are a thing she holds onto. She has rare-

ly missed a meeting in her 24 years since becoming a resident and occasionally takes to the podium to address the room. Civic engagement and Joanie have been a good fit.

Involved in her community at an early age, she can remember enthusiastically stuffing campaign envelopes for the great Illinois statesman Everett Dirksen at ten years old.

“I’ve always been involved. Wherever we have moved, I’ve always been involved in either local government or the schools,” she says. “That goes back to my Mom and Dad; they were always involved.”

Her attorney father was President of the local Chamber of Commerce when she was growing up, her mother was a teacher and both were graduates of the University of Chicago. Civic Engagement is something that was modeled by her parents and once

communication with the residents of PGA National in an effort to keep them engaged with what is happening in their City.

On the first Thursday of every month, elected officials and staff gather at City Hall to conduct the people’s business. Taking their jobs seriously, they methodically work through the varied agenda of proclamations, projects and presentations. This is the same government format you see in many cities and counties across the nation.

There isn’t much room for creativity within the public meeting model but if there was ever an opportunity for such, it lies in the portion of the meeting known as “Comments from the Public”. And this is where Joanie shines. You never quite know what to expect once she stands up to speak. By her own admission, she never works from a

“When you get to a certain age you can say whatever you want,” Joanie chuckles. “People just listen to you and think, ‘Isn’t that remarkable?”

Never one to miss an opportunity to make a joke, Joanie recently opined from the podium about her long standing goal of getting a set of recliners on the front row of Council Chambers to allow her to kick her feet up

she was an adult, she felt it was her responsibility to stay engaged with whatever community she chose to live.

“It’s not just you in this world; it’s about your contribution to the world,” she offers.

Part of the way Joanie has found to make her contribution to the world, as her children grew and as she settled in retirement, has been to serve on countless boards. She has worked with school boards, POAs, HOAs and even now serves as the President of C.A.N. – Community Action Network. C.A.N. was started by concerned residents back when the airport and landfill were being built. Today the group continues to distribute regular

“Our dad said there were two courses we had to take in high school”, Joanie reflects.

“One was public speaking and the other was typing. I am so glad our daddy did that.

And my mother agreed.”

If you happen to know Joanie personally, you’ll have no trouble guessing which of those courses she’s gotten the most use out of. There probably isn’t much that Joanie

To leave Joanie speechless is no small feat, but it happened that night. To her surprise, there awaited a big, comfy recliner on the front row with a sign: Reserved for Joanie Elias.

Even if it was a onetime gag, Joanie appreciated the gesture. If you ever attend a City Council meeting, you’ll likely see Joanie.

Maybe not on the front row in that recliner, however. Her opinion? Well, it was comfortable but difficult to get in and out of.

Staff agrees. We wouldn’t want to do anything to slow Joanie down.

The center provides the highest quality early learning education maintaining the Apple Accreditation and the Gold Seal Quality certificate. In pursuit of cultural offerings for the center we developed the Art Show and Silent Auction.

Place: Burns Road Community Center Auditorium Exhibition Date: April 4-28, 2016 Reception and Silent Auction: Friday, April 8, 2016; 5:30-7:30pm Proceeds will assist with improving and increasing educational opportunities, art enrichment, special activities, and additions to the classrooms at the Youth Enrichment Center.
