Do I Need a Building Permit?

In addition to new building projects, there are smaller projects that also require permits, including:

• Interior remodeling or finishing of an area in a home that was previously unfinished

• Adding or removing walls

• Creating or expanding an opening in an existing wall

• Replacing your roof

• Replacing or adding windows, including egress windows

• Constructing a deck

• Sheds or garages over 200 square feet (lot review required for all sheds and garages)

Make Sure Sump Pumps are Disconnected from Sanitary Sewer System

It’s time for Moorhead residents to disconnect sump pump from the sanitary sewer system. Your sump pump is connected to the sanitary sewer if it is discharging to a drain or plumbing connection within your home.

Drainage should be directed to the street, backyard, or side yard (please be courteous to your neighbors when choosing where to discharge).

Residents may request a seasonal waiver to allow sump discharge into the sanitary sewer from November 1-March 31. Because the risk of significant rain events is lower during this time, the sanitary sewer system can handle this extra water.

During the spring and summer months, sump pump discharges to the sanitary sewer can overload the sanitary sewer system, which leads to basement back-ups for both you and your neighbors.

Get Ready for Cleanup Days!

Furniture, household goods, and appliances will be collected at single-family residence curbs during Cleanup Days at no additional cost on your scheduled garbage day in early May beginning at 5 am. A separate truck collects all metal and appliances, and it may arrive at a different time or day than the rest of your curbside items that week.

Apartments are not eligible for curbside pickup. Residents may bring excess garbage to the Clay County Resource Recovery Center at the times noted below, free of charge with proof of residency.

Find Your Cleanup Day

Cleanup Day will be your garbage day, May 4-15 opposite your recycling week*

To find your exact cleanup day online, go to moorheadmn.gov/CleanUpDays and enter your address.

*Exception: OAKPORT NEIGHBORHOOD, your cleanup day will be May 19, same as recycling day.

Get a Jump on Spring Cleanup

Bring furniture, household goods, and excess garbage to the Clay County Resource Recovery Center (3322 15 Ave N) from April 27-May 15 from 8am-4pm, as well as Saturdays May 2 and 16 from 8-11:30am, free of charge. (This also applies to apartments.) Fees will apply for demolition/ construction materials and tires; proof of Moorhead residency (i.e. driver’s license) required.

Clean Up Days Information

Call 218.299.5422 (option 1) from 8am-3:30pm

Do not set items out more than one day earlier than your Cleanup Day. Items set out early will be picked up and charged accordingly.

Sort items into piles; different trucks collect specific categories (appliances, furniture, household garbage, metal, etc.)

Use disposable containers such as cardboard boxes (no loose garbage please).

Crews will not return to pick up garbage set out after your garbage day.

Two appliances per household will be picked up free of charge. Remove refrigerator and freezer doors for children’s safety.

Do not place food or waste in appliances.

Keep garbage totes at least 4 feet away from Cleanup Days items.

Empty propane tanks will also be collected. (Valve needs to be removed or a hole needs to be drilled into the tank)

CREWS WILL NOT COLLECT THE FOLLOWING ITEMS CURBSIDE:

No Demolition or Construction Materials: Materials include lumber, vanities, cabinets, concrete, sheet rock, fencing material, windows, doors, and asphalt shingles.

No Residential Electronics or Household Chemicals

Paint, stain, varnish, automotive fluids, computers, computer monitors, computer peripherals, televisions, fluorescent bulbs, LEDs, cell phones, rechargeable batteries.

No Tires or Commercial Waste

Dispose of them at retail tire stores or the Resource Recovery Center for a fee.

Small loads only, no dump trailers. Loads need to be self-unloaded and fees will apply.

“Onward Moorhead: A Plan in Action!”

The City of Moorhead’s Comprehensive Plan is a roadmap that helps the City implement the community’s vision over the next 10 years. Community members, businesses and others worked with the City to create the Plan. Here is an update on recent projects and initiatives that advance the ideas outlined in the plan:

Park Signs

Starting this summer, the City of Moorhead will begin replacing existing park signs by rolling out new signs unique to Moorhead. The signs are made of high-quality recycled plastic and can be fully recycled at the end of their life. Community and Regional parks will include amenity icons to help visitors know what facilities are available in the parks.

1 Ave N Corridor Study

The 1 Ave N Corridor is being studied for future reconstruction from 12 St N to Highway 10/75. Final design will incorporate public feedback and align with the Downtown Moorhead Master Plan. Reconstruction is expected in 2027 or 2028 and timing is being coordinated with MnDOT’s Highway 10/75 reconstruction project. Stay up to date by visiting the project webpage using the QR code.

Community Garden Updates

The City of Moorhead awarded $500 Community Garden Grants to Grateful Community Garden, Salem Evangelical Free Church, and Brookdale

Baptist Church in 2025. These grants helped recipients with operations and purchasing supplies for community gardens. In total, over 5,000 pounds of food was produced which was dispersed to garden participants and donated to local organizations/individuals in need.

Natural Lawn Planting Updates

Recently adopted code changes allow natural lawns, which may consist of plantings (other than turf grass) which may exceed 8 inches in height.

Natural lawn maintenance includes:

• No vegetative overhang on the sidewalk, curb, street, or adjacent properties

• No turf grass or any noxious or invasive weeds and plants

Prior to planting a natural lawn, call 811 for a free utility locate to ensure that planting areas do not interfere with utilities.

PROTECTING OUR WATERS

Pet waste might not seem like a stormwater problem, but it is a source of pollution that can affect water quality and even human health. Pet waste adds harmful nutrients and bacteria to the waterways. The nutrients cause excessive growth of algae and weeds. The bacteria can make the waterways not swimmable, not fishable and cause illness in humans.

You Can Make a Difference!

Please clean up after your pet every time and dispose of the waste properly in the garbage. Never throw pet waste in a storm drain, stormwater pond, ditch, or the river.

The City of Moorhead is committed to improving water quality and reducing pollutants entering waterways. Many walking paths and parks around the City have courtesy bags and disposal boxes for pet waste.

How the City Protects Your Digital Services

Behind every service the City provides, whether it’s public safety, economic development, or community programs, there is a dedicated Information Technology team working to keep our digital infrastructure secure. Each day, City systems handle sensitive information and support essential operations. Protecting those systems is a responsibility we take seriously, and it starts with strong policies, routine system maintenance, and a commitment to staying ahead of emerging threats.

One of the most important parts of our work is preparing for and responding to cyber threats. The

City enforces cybersecurity policies, constant staff training, incident response procedures, and ongoing system monitoring to help prevent incidents before they occur. Our systems are managed for detection and response 24/7/365. Security vulnerabilities are reviewed and action is taken based on risk and likelihood of exploitation.

Cybersecurity is not a one time project. It’s an ongoing effort that evolves as technology changes. By planning ahead, collaborating across departments, and staying informed, the City’s IT team helps ensure that essential services remain reliable and secure for every resident. Our goal is simple: to protect the digital systems you depend on every day so they remain resilient, trustworthy, and ready to support the community.
