INTERNAL AFFAIRS UNIT
OFFICE OF THE CHIEF The chief of police is the highest-ranking officer in the police department. He is responsible for providing the overall leadership and management of the police department. The chief of police directs, plans, and coordinates the enforcement of the penal divisions of the city charter, the ordinances of the city, and the laws of the state and nation for the purpose of protecting persons and property, and for the preservation of the peace of the community. The chief of police is responsible for communicating with the city commissioners, and the state and national legislative bodies on law enforcement matters of importance to the City of Miramar; as well as proposing new or amended existing legislation which could have an impact on law enforcement. The chief of police ensures the highest level of professionalism of police service. He is responsive to the concerns and expectations 7
of the community. Furthermore, he is also responsible for the management functions of controlling, planning, organizing, supervising, and staffing for the department. During a state of emergency, such as a natural disaster in the city, the chief of police, along with other city leaders, assumes a leadership role in planning, coordinating, and directing all activities aimed at returning conditions to normal. The chief of police has jurisdiction within the City of Miramar and commands authority over 228 sworn officers and 83 civilian employees. The chief of police has the responsibility and authority for the management, direction, and control of the operations and administration of the department. He ensures efficient and effective police services to the citizens of Miramar. The chief also formulates the plans and policies of all departmental operations, including fiscal management.

Internal Affairs Unit
The Internal Affairs Unit is responsible for safeguarding the integrity of the City of Miramar and the Miramar Police Department, as well as the rights of all citizens within the area of jurisdictional responsibility. The members assigned to the Internal Affairs Unit network with Internal Affairs investigators throughout the country for best practices and
proactive measures. The Internal Affairs Unit is constantly training and strives to offer the highest-quality services to the residents of Miramar. COMMUNITY ORIENTED POLICING BUREAU COMMUNITY RESOURCE UNIT
The Community Resource Unit is managed by one sergeant and is comprised of eight community resource officers. The unit is responsible for responding to community needs, evaluating the effectiveness of community programs, crime prevention activities, community concerns, community activities, meetings, presentations and attending special events. This unit is tireless in their efforts to be innovative and dedicated to our community. During 2022, the Community Resource Unit hosted or participated in many programs designed to build bridges into the community. The Community Resource Unit continued their efforts by enhancing community relations through special events. It should be noted that CDC guidelines were followed during every event. • • • • • • • • •

COMMUNITY SERVICE AIDES
The Community Service Aides Unit is a civilian component of the Community Oriented Policing Bureau. The community service aides provide an invaluable level of support to the sworn members of the Miramar Police Department. This unit is comprised of 16 community service aides. The unit responds to traffic complaints and assist, officers, and immediate supervisors. They write offense and property reports as reported by citizens, and they provide court testimony when needed. The community service aides also provide service to the Records Unit where they provide weekly delivery of correspondence to and from the South Satellite Courthouse and Broward County’s Main Courthouse. Community service aides are assigned to Miramar Police Department’s front desk, Historic Substation, and Town Center’s front lobby.
FIELD TRAINING PROGRAM
The Miramar Police Department, in keeping with community expectations for professional police services, has an established Field Training Officer Program. The purpose of the Miramar Police Department Field Training program is to prepare officers and community

service aides in training to perform essential duties and to enhance the professionalism of the patrol division through continuous quality improvement. The Field Training Program is comprised of 18 dedicated officers & community service aides who are all in excellent standing within the department. All of the field training officers undergo regular training on updates of policies and procedures and have also received instructor-level certifications to allow them to deliver the highest level quality of training to the future of the Miramar Police Department. In 2022, the department was honored to train a total of 28 officers & community service aides, 15 of whom successfully completed the Field Training Program. Three trainees are currently progressing through the Field Training Program.
CANINE (K-9) UNIT
The Miramar Police K-9 Unit is comprised of 5 specialized law enforcement officers who have amassed hundreds upon hundreds of training hours to qualify for the responsibility of using a dog for law enforcement purposes. These dogs cost over $10,000 each and are vetted by the K-9 Unit instructors to ensure they can locate and hold suspects who have committed violent and felonious crimes from gaining access to more victims. This unit is on call 24/7 and responds
whenever a significant threat to the public’s safety presents itself. In 2022 the K-9 Unit was successful in apprehending 42 suspects and assisted in the apprehension of countless others, all of which surrendered when ordered by police and therefore had no direct contact with the police dog. The K9 Unit conducted hundreds of daily businesses checks every month throughout the city Presented K-9 Unit demonstrations for the Citizen’s Police Academy and numerous public schools in Miramar.
TRAFFIC SAFETY UNIT
The primary goal of the Traffic Safety Unit is to promote the safe and expeditious flow of vehicular and pedestrian traffic within the city. This is accomplished by fair and consistent enforcement of state and local traffic laws, educating the public and traffic engineering. This year, the traffic unit implemented and supported the traffic plan for several events throughout the City.
PRIME UNIT
Preventing Repeat Incarceration through Monitoring and Enforcement (PRIME) Unit focuses its resources on juveniles and adults who are identified as repeat offenders. The PRIME Unit is comprised of four detectives and one sergeant. The unit works in conjunction with the Florida Department of Juvenile Justice, the Florida Department of Probation and Parole, the Broward County State Attorney’s Office and the judiciaries. This highly successful program has been recognized by the Commission for Florida Law Enforcement Accreditation and other entities as an exemplary program. The PRIME Unit functions include analyzing, tracking and apprehending habitual offenders who reside in Miramar. The detectives in the unit conduct home visits on offenders in Miramar who are on probationary status. They attend and provide input at judicial proceedings for both juveniles and adults as well as facilitate weekly meetings with the parents/guardians of juvenile offenders to monitor their progress and behavior in school and at home.
The PRIME detectives conduct warrant and probationary sweeps on Miramar offenders, and provide assistance to the Criminal Investigations Division and Strategic Investigations Unit with regards to violent crimes and gang related activities, as well as provide support to the Community Oriented Policing Bureau to address crime trends as they develop. The PRIME Unit also conducts a robbery prevention operation, known as Operation Silent Nights, on a yearly basis during the month of December. This operation covers the main shopping plazas and thoroughfares within the City of Miramar. During the 2022 robbery prevention operation, there were no robberies reported. In 2021 the PRIME Unit monitored 26 juvenile offenders and conducted 98 home checks.

SPECIAL OPERATIONS BUREAU The Special Operations Bureau, managed by Major Rachel Patters, supports the department’s mission and goals through specialized support to the uniformed services of the department’s Community Oriented Policing Bureau. The Special Operations Bureau consists of the Criminal Investigations Unit, General Investigative Unit (GIU), Homicide Unit, Special Victim’s Unit (SVU), Victim Services Unit, Property & Evidence Unit , Crime Scene Unit.

The General Investigative Unit is composed of four detectives who investigate all burglaries, thefts, arson, and criminal mischief cases.

There are also four detectives that are assigned to various task forces to include: the U.S. Marshal’s Florida Caribbean Regional Fugitive Task Force, FBI Child
The Special Victims’ Unit is composed of five detectives responsible for investigating child abuse/ neglect, sex crimes and missing juveniles. The detectives are also members of Internet Crimes Against Children Task Force that investigate any type of on-line child exploitation. Members of the Special

The Homicide Unit is composed of five detectives that are responsible for investigating homicides, suicides, unattended deaths, robberies, assaults, domestic violence, and missing adults. The Homicide Unit investigated five homicides this year and successfully cleared one by arrest. The unit also arrested an offender responsible for a forty-two-year-old cold case homicide that occurred in 1980, where a woman was murdered in her home. Additionally, with the use of advanced DNA technology, an armed robbery case from 2019 was solved and a suspect was identified.

provide a safe and secure environment for students and faculty. As behavioral issues continue to be a constant challenge, the school resource officers’ rapport with the school community encourages people to come forward so that these issues can be resolved. Traffic complaints were received regarding vehicle congestion for many schools. These complaints were addressed collectively by the school resource officers, motor officers and school administration.
PAL The Miramar Police Athletic League (PAL) continues its mission of building character and self-esteem in the community’s youth, fostering positive relationships that promote good citizenship through all programs, and law enforcement involvement within the community in a different role. PAL facilitates its mission through the mentoring program consisting of 25 youth and sports programs such as basketball and soccer leagues. PAL, in partnership with the department’s school resource officers, operate a summer camp program called “Hangin with 5-0”. During this free five-week camp, at-risk youth can
interact with the police officers in a non-threatening environment. The camp provides these youth the opportunity for recreation, community service, and field trips. PAL raises money through fund raising events to keep registration costs low and affordable for everyone. These fundraising events are held throughout the year, include concession stand sales, a golf tournament, and donations.

Victim Services Unit
Prevention Month, and National Domestic Violence Awareness Month. Additionally, the unit assisted with training new detectives. Also, the unit was awarded the Victims of Crime Act grant for fiscal year 20222023. Student interns volunteered in the Victim Services Unit throughout the year.
In 2022, the Victim Services Unit served 783 victims, providing intervention and preventative services. Additionally, the unit raised awareness on crime victimization in the community. This was accomplished through participation in programs such as Citizens’ Police Academy and county-wide task forces related to crime victimization. The unit engaged in various mentorship projects, as well as social media outreach related to National Crime Victims’ Rights Week, National Sexual Assault Awareness Month, National Child Abuse MIRAMAR POLICE DEPARTMENT ANNUAL REPORT 2022

SPECIALIZED SUPPORT: DIVE TEAM
TRAINING UNIT
During 2023, the Miramar Police Dive Team conducted ten training sessions. Training sessions involved underwater crime scene preservation, search patterns, emergency drills, blacked-out exercises, basic diver skills, IDARS test, and emergency diver rescue. Through the course of the year, the Dive Team was utilized in the recovery of one deceased person and one near drowning. The team also conducted one article search for a weapon in reference to a homicide.
The Miramar Training Unit is dedicated to developing the skills, knowledge, and service delivery of sworn officers and professional staff to ensure the department has the most professional staff tending to the community’s needs.
SPECIALIZED SUPPORT: PROPERTY & EVIDENCE UNIT
During the year 2022, a total of 5,310 items were entered into the Evidence Management System, Evidence on Q. The Evidence Technicians returned 562 items to their rightful owner and/ or next of kin and 1,132 items were physically destroyed in a purge of general property and evidence. The Property Unit surrendered 2,903 rounds of ammunition to the Broward Sheriff’s Office for destruction. An SR Suntour GT bicycle was donated to the VIN & Narcotics Unit and the unit attended the following trainings: Workplace Ethics Training, Diversity & Inclusion, Records Management, Workplace Violence, Run Hide Fight, Stop the Bleed, and Employee Evaluations.

SPECIALIZED SUPPORT:
In 2022, the Training Unit processed 237 training requests. Those class registrations translate into approximately 9,457 of career development training received by personnel. The Training Unit is also tasked with providing additional in-house training, both within the classroom and on the department’s own firearms range.

SPECIALIZED SUPPORT: CRIME SCENE UNIT
Miramar Crime Scene Unit processed 553 crime scenes, which is a significant increase over the past four years and 15% increase from the past year. The Crime Scene Unit achieved these increments due to the numerous cold case homicide investigations. During the year 2022, the unit achieved 11 AFIS latent fingerprint hits, and 13 CODIS DNA hits. The DNA hits were from traffic homicide investigations, an attempted murder, a vehicle, and business burglaries. One notable DNA hit was from a torn latex glove recovered on scene from the 2021 homicide of an 18-year-old student. The Crime Scene Unit assisted the Criminal Investigations Division with test firing firearms for the BrassTRAX
raise vehicles inside the Vehicle Evidence Bay for examination of vehicles from traffic homicides, crime scenes and altered VIN investigations. Two Crime Scene Investigators attended the Florida Division of the International Association for Identification Annual Training Conference. The unit attended training in Crime Scene Photography, Crime Scene Investigations, Drone Training, Photography Documentation of The Crime Scene Unit presented crime scene Bloodstain Patterns, Recording Friction Ridge presentations for the Citizens Police Academy Standards with the FDIAI Reginal training and numerous local schools KAPOW career group. Fingerprinting service for residents and days. The unit photographed new officer graduations and the employee recognition awards. non-residents at the East District Sub-Station was completed by the Crime Scene Unit. The Unit assisted CID and PRIME with various investigations by providing intelligence and crime pattern information
SWAT TEAM
In all critical situations, the protection of human life is the Miramar Police DepartmentÕs top priority. Whenever possible, the department will attempt to resolve critical situations through communication and negotiation. However, the department recognizes that the protection of human life also requires operational development, readiness and ability to respond to critical situations accordingly. The mission of our SWAT Team is to provide a highly trained and skilled special weapons and tactical team as an additional resource for responding to and handling critical situations (i.e. barricaded subjects, hostage situations, snipers, terrorist acts, suicide resolutions, high-risk searches, arrest warrants, dignitary protection, and any other unusual crisis situation). This year the Miramar Swat Team conducted 20 training
sessions.
