City officials and management lit up trees at City Hall Town Center and Shirley Branca Park in Historic Miramar to celebrate with residents, businesses, and visitors alike. The official tree lighting took place December 1st and 2nd with performances by local schools, staff and artistes signaling the beginning of the holidays and the season of joy and thanksgiving. RECLAIMED WASTER SYSTEM If driving on Miramar Parkway, you saw crews working with some very large pipes, you witnessed the City efforts to expand its Reclaimed Water System. Reclaimed water is permitted for many nonpotable uses, such as landscape, commercial and agricultural irrigation, groundwater recharge; fire protection; wetlands creation; etc. The City’s reclaimed water distribution systems give communities a more sustainable and consistent supply of irrigation water for landscaping within public and common areas.
Many communities already have access to reclaimed water, but this expansion project is specifically bringing reclaimed water to properties west of I-75. This expansion will not only benefit residential communities, but it will also benefit commercial and public properties west of I-75. The ability to use reclaimed water is an improvement over using lake water, which is oftentimes limited or unavailable during droughts and the dry season. This project will be of no impact to indi-
vidual residential household water pipes or their irrigation supply nor will there be any additional costs to users. This is totally beneficial. The project commenced in August 2023 and is expected to be completed by Spring of 2025. • This project will install new reclaimed water pipes along: • Pembroke Road between SW 160th Avenue to SW 178th Avenue • SW 172nd Avenue between

MAYOR WAYNE M. MESSAM As your Mayor, I’m filled with pride reflecting on what we’ve achieved together for Miramar in 2023. It’s truly been a year of growth, learning, and community empowerment. Here’s our year in review, capturing the strides we’ve made for our 150,000-strong family. Our efforts in economic empowerment took a significant leap forward in April. With the African American Mayors Association, I joined the Economic Mobility Leadership Institute, and Miramar was spotlighted with a $30,000 grant from the Bill and Melinda Gates Foundation. This sparked the launch of our Knowledge of Financial Education (K.O.F.E.) program,
which promises a brighter financial future for our residents and employees. We didn’t stop there. I have been working all year with the youth in our city and took our Youth Advisory Council to Atlanta to peel back the layers of governance and inspire them with a first-hand look at public service. The experience was nothing short of invaluable for our future leaders. Our cityscape is thriving, too. In November, during the State of The City address, I unveiled the future of our city under the theme ‘Your forever city’ at the Universal Technical Institute. We have everything in our beautiful city from the time you are born to when you retire. Our city’s growth is evident with new housing, businesses, and amenities, making us the 13th largest city in Florida. Voting remains at the heart of our democracy, and this year, in partnership with Broward County’s Supervisor of Elections Office, we completed four Voter Registration Drives. It’s essential that every voice has the chance to be heard at the polls, and we’re committed to making that happen. As we wrapped up the year, the 6th annual Aviation Expo was a soaring success, showcasing the vast opportunities in aerospace to our community, especially the youth, who were able to dream a little bigger about their future careers. Looking to the horizon, my commitment to you remains steadfast. We’ll continue to welcome new residents and businesses with open arms because, as you know, everything you’re looking for is “Right Here in Miramar!” Let’s fly even higher in 2024.

VICE MAYOR Greetings esteemed residents and business owners of Miramar! My commitment to the well-being of our residents and the growth of our businesses has been unwavering, and I am thrilled to share some of the exciting initiatives I have implemented this past year. First, we made history with the erection of the Usain Bolt Statue, a magnificent tribute to the world’s fastest man at our Ansin Sports Complex. This monumental piece not only marks our city’s dedication to art in public places but also stands as a testament to the spirit of achievement that defines Miramar. The coverage of the erection of the Bolt statue surpassed $1 million in publicity value, with a reach of over 34 million people worldwide. Our Ansin Sports Complex has become a breeding ground for exceptional athletes such as 14year-old Miramar resident, Arianna Woolcock, the fastest 200-meter runner in the US in her age category to the hosting the fastest woman at this year’s world track and field games, Sha’Carri Richardson who participated in the Miramar Invitational held earlier this year at Ansin. I am dedicated to implementing innovative ideas for community policing, to this end I introduced the City’s first Police Social Worker. This groundbreaking initiative, the first in our State, ensures that our law enforcement agency is equipped with the tools and resources needed to address complex social issues. Empowering our youth has always been a priority, which is why I have partnered with Honey Shine Inc. to enhance the minds, bodies, and well-being of young girls in Miramar. By investing in their future, we are building a foundation for a stronger and more inclusive society. Recognizing that our seniors make up a significant portion of our community I recently held the Annual Senior Resource Fair & Food Distribution event. This provided seniors with essential resources including access to various vendors from sectors such as housing, healthcare, and home improvements. I collaborated with State Representative Marie Woodson to bring the mobile arm of the DMV, known as FLOW to Miramar. This convenient service enables our residents to easily fulfill all their licensing needs. We have expanded my apprenticeship program and now have opportunities in IT, theater production, marketing and economic development & housing as well as more positions in public works & utilities. By investing in apprenticeships, we are
fostering a skilled workforce that will drive our city’s growth and prosperity. I partnered with the Fire Department to implement our Save A Life Day which empowered our residents with the knowledge and skills to take action and save lives. I am proud to announce the establishment of the Elderly Affairs Advisory Board and the BID Construction & Professional Services Advisory Board. These boards are a testament to my commitment to inclusivity, ensuring that the voices of our community are not only heard but represented. The state of our beloved city, Miramar is good! Together, we will continue to build a city that thrives on innovation, celebrates achievements, and supports the well-being of all its residents! As the holiday season approaches, I wanted to take a moment to extend my warmest wishes to each and everyone of you. This time of year, is a special opportunity for us to come together as a community, celebrating the joy, love, and togetherness that the holiday brings. Whether you are celebrating Christmas, Hannukah, Kwanzaa, or any other festive occasion, I hope that you find peace, happiness, and fulfillment in the company of your loved ones.

COMMISSIONER YVETTE COLBOURNE Hello Neighbors, Whether you celebrate Christmas, Hanukkah, Kwanza, from my family to yours, I extend you warm wishes for a joyous Holiday Season filled with love and community spirit. and a safe, healthy and prosperous 2024. The heart of our city beats strong because of you. Our diversity, resilience, and unity make us who we are. ‘The City of Beauty and Progress.’ I have seen our city flourish over the years, that I have been, so honored to serve as your city of Miramar Commissioner. I am happy to report that, the State of the City of Miramar is strong. In September we approved a balanced city budget of 300 million dollar. Miramar is a safe city; our police and fire departments are among the best in the State of Florida. Our Water quality, that we pro-
duce, is so good, that we have bottled it. Miramar is a sustainable city, with outstanding infrastructure. Despite heavy rains, our infrastructure work, has reduce floodings in many areas. I am honored to represent Miramar on the Broward MPO board, a transportation planning agency. Through collaboration, commitment, and advocacy, we’ve secured funding for transportation and roadway improvement projects for our cherished city of Miramar. These projects are improving the quality of life for our residents. From East Miramar where we have built New Sidewalks, pedestrian lighting, bike lanes, infrastructure, and roadway and safety improvements to University Drive, where a project to build a pedestrian crossing bridge to improve mobility, is on the way. In West Miramar, where we built new bike lanes, sidewalk and roadway improvements, as well as a roundabout to improve traffic flow. It was humbling, to be recognized with the “Complete Streets champion award” at the 2023, Safe Streets Summit. This award is a recognition of the City’s commitment and dedication to improving our streets, for vehicles, bicyclist and pedestrians. A recognition we can all be proud of. There is still more work to be done. In the spirit of unity and progress, let’s continue to work together to safeguard Miramar’s place in history as the best place to live work and play. Together, we will ensure that Miramar remains. One Miramar strong.

FISCAL YEAR 2024 MIRAMAR CAPITAL PLAN
On September 27th, 2023, the Miramar City Commission approved the City’s Five Year Capital Improvement Plan (CIP) for fiscal years 2024 to 2028. The CIP is a community planning and fiscal management tool used to coordinate the location, timing, and financing of capital improvements over a multi-year period. The plan consists of projects that address the City’s needs for improvement, expansion, maintenance, rehabilitation, and renewal. Examples include the construction of transportation, stormwater, water, wastewater projects, along with buildings like fire stations, parks, and recreation centers. The City of Miramar’s Capital Improvement Plan includes 90 projects for a total cost of $250.5 million. For this 2024 Budget Cycle, 40 of those projects were funded. Total funding approved was $35.8 million of which $17.8 million was grant funding and $9 million was utility funding. All of these projects fall under one of four categories: Park Facilities, Infrastructure Redevelopment and Improvements, Public Buildings and Capital Equipment, Vehicles & Software. Some of the new projects funded include Adding Wi-Fi to City Parks, Amphitheater Noise Reduction, Bus Shelter Installations, New Restroom Facility for Fairway Park, Ansin Track Resurfacing, Design for a new Multi-Purpose Recreational Community
Center, Bike and Pedestrian Mobility Improvements, Town Center Informational Signage, a new Vacuum Truck for the Public Works Department, and a new Valve Exercise Truck for the Utilities Department. There were several recurring projects that were also funded. Some of these include Lift Station Improvements, Canal Embankment Repairs, Water Meter Repairs and Replacements, Roof Repairs, Air Conditioning Replacements, and improvements to the Water Treatment Plans and Improvements to the Wastewater Reclamation Capacity. These projects are important because they can greatly improve quality of life with good infrastructure and services, spur growth and revitalize areas and ensure that we stay fiscally healthy, preparing in advance for large expenses rather than just reacting. We strongly believe that when a city makes smart decisions on how it uses limited public funds on capital projects, it can be a differentiating factor in its long-term success and competitiveness. This is why we strive to be a smarter city, making sound decisions for our residents, as well as making their priorities and needs our own. The Miramar Community Resource Officers along with other components in the agency, in full force, contributed various specialized units, including K-9, SWAT, Community Resource, Traffic,
Communications, Backgrounds, Police Volunteers, Explorers, and Administrative Personnel. This remarkable event brought together multiple departments from the City of
Miramar PD Captain Bucknor-Ingram making strides in Behavioral Health Captain Bucknor-Ingram was recently made the newest behavioral health officer in the Military. She is now a Military Psychologist in the Florida Army National Guard and leads the Miramar Police Department Peer2Peer mental health program. Congratulations Captain!
Miramarvels participate in “Read for the Record.” Miramarvels Early Childhood program has participated in Jumpstart’s Read for the Record since its inception in 2006. Jumpstart’s Read for the Record is the world’s largest shared reading experience and celebrates and supports children’s early language and social-emotional development. The event – a day of celebration and fun – builds an intergenerational community through reading and raises awareness around the critical importance of early literacy and access to inclusive literature that fosters belonging and connection by reflecting children’s
own experiences as well as showing the experiences of others. Each year on the 3rd Thursday of October, Miramarvels Academies invite special guest readers to celebrate this once-a-year world-wide event and the City of Miramar’s elected officials and employees never let us down with volunteers! This year’s Read for the Record selection was With Lots of Love written by Jenny Torres Sanchez and illustrated by Andre’ Colin. With Lots of Love is a beautiful story about family, food, celebrations, and finding ways to stay connected with loved ones across distances.
Miramar, each setting up informative stations within the park to showcase their ongoing programs. Representatives from the City of Miramar's Social Services, Senior Resources, Parks & Recreation,
Fire, Public Works/Utilities, Economic Development and Housing, Building, Planning & Zoning, and City Clerk's Office were present, offering valuable assistance to our residents.

The Miramar Pembroke Pines Regional Chamber of Commerce has been serving our area for 54 years, promoting local businesses, encouraging economic development, offering training resources, fostering the relationships business leaders need to grow, and being the voice of the business community. The idea of Shop Local is fundamental to ensuring a strong local economy to sustain our area in the long-term. A greater portion of each dollar spent locally tends to stay in the local economy when you spend it with a local business. Stronger local businesses are then able to hire more local employees, spend their money sourcing materials locally as well, and also support local charities more. A flourishing local business environment also increases competition and diversity of choice for consumers, which in turn promotes innovation and keeps prices competitive. In 2023, we were most proud of the opportunity to bring our signature “A Sip of Wine, a Taste of Heaven” food and wine event back to Miramar after the pandemic hiatus. We hosted this 17th annual event at the Miramar Amphitheater for the first time, and hosted dozens of restaurants and hundreds of local guests. This event is integral to supporting our local restaurants and showcasing the best flavors of Miramar, as well
as of our surrounding areas. During the pandemic, we were dedicated to supporting our local restaurants, and we are thrilled to be hosting this 18th annual event on March 16, 2024 to showcase our local flavors once again. Come out for a night under the stars to experience everything that Sip & Taste has celebrated over the years, with exquisite food, a variety of wines, and live entertainment. This past year, the Chamber published its 2023 Community & Business Guide, which is a great resource for new residents and business owners, as well as those looking to learn more about the cities we call home. BID community outreach engagement All Cities in attendance expressed their excitement to participate in what is believed to be the first and only event to gather cities located in Dade, Broward, and Palm Beach Counties to collectively work to advance small business growth and development! The economic impact generated by connecting the businesses the many Cities proved more valuable than anticipated. “Thank you for inviting the City of Pompano Beach to the City of Miramar’s abovereferenced event that was a huge success. Because of you, vendors were introduced to various municipalities to learn how to do business with cities that will assist them with any business’ goal of growing its business. City’s sharing pertinent information with communities. You did that! The City of Pompano Beach remains here to assist you and engage in any future opportunities that will educate and empower our businesses.” {General Services Director Carla Byrd, City of Pompano Beach} Minority firms were elated to be able to display their goods and services to over a dozen cities all at once! So many of these small business owners shared of the amount of time and resources the City of
Miramar saved them by extending this great agency connection opportunity. Cities came prepared to share their upcoming contracting opportunities with the local, small and minority firms in attendance. Upon hearing of the great services, the firms offered, many procurement professionals scheduled meetings to connect firms with other leaders in need of their assistance. To their surprise and delight, Cities also learned of amazing services to enhance their bottom line, and goods to improve safety. For example, the young minority owners of the Lien Library firm who showcased their innovative approach to helping cities collect outstanding liens electronically. And a female entrepreneur, Ava Williams, that introduced the cities to clear air equipment to rid the atmosphere of contaminants and ensures more protection for staff, residents and guests that visit the city facilities. PUBLIC SAFETY POLICE DEPARTMENT
Miramar Police Department recently attended the annual fire station open house. which took place at fire station 107, where an impressive array of fire trucks and firefighting equipment were showcased, complemented by a wide range of activities tailored for children of all ages. The turnout was remarkable, with over 100 families in attendance. Miramar Police Community Resource Unit received a special invitation to be part of a recent football league event taking place at the park located at 6210 SW 33 St, Miramar, Florida. Coach Shannon, overseeing the activities at the park, extended a heartfelt request to the Miramar Police Department and asked us to bring along and showcase some of our most impressive assets: the SWAT Bearcat, Community Resource Unit, and K9 Unit. This request was made especially for the children aged 7-14 who were attending the event. Coach Shannon's goal was to create an opportunity for the kids to interact with our officers to help alleviate any apprehensions they might have about law enforcement.
