MESSAGES FROM MIRAMAR’S CITY OFFICIALS Hello Miramar Residents, I hope the summer is going well with the kids out of school and the opportunity to enjoy a vacation. We are working diligently to ensure we are meeting the needs of our residents and businesses. Here’s an update: The Commission voted to approve an initiative I sponsored called the P.A.C.E Program for Home and Commercial Wind & Energy Efficient Improvement Financing. P.A.C.E. stands for Property Assessed Clean Energy. Home and business owners are eligible to equip their properties with wind and energy efficient improvements through special financing with approved industry leaders. The programs provide upfront capital to property owners which allows improvements to the properties with refinancing paid through a special, non ad-valorem assessment levied on the property and repaid annually on the owner’s tax bill. P.A.C.E financing can be repaid without penalty in advance or in increments of five to twenty-five years at the home or business owner’s consent, depending on the lifespan of the improvements made to the property. I will be holding a series of meetings in the community with the approved lenders to put the groups together. During the meetings, property owners will be able to get a better understanding of who is offering the program, qualifications needed and how to complete the forms. To help bridge the digital divide, we have developed another partnership program available to Miramar students called Internet Essentials™ from Comcast. This program brings affordable high speed internet to the home at a reduced price if your child is enrolled in a Miramar School and is eligible for the National School Lunch program. Let’s make sure all of our children are ready to go with the tools they need to succeed. I hope that everyone has a fun filled summer and enjoys this special time of year, but I want to also remind parents that there are potential dangers during the summer months. Remember, adult supervision is of paramount importance for water safety. Parents need to focus on their children 100% of the time. No distractions! Be cautious of your surroundings, as snakes and water moccasins are prevalent in our area this time of year. Also, be sun smart by seeking shade when necessary, wear a hat & sunglasses and be sure to use sunscreen. We are in Hurricane Season, so be sure to have your family’s plan in place and start purchasing the necessary supplies. By preparing now, you will save yourself unnecessary stress and anxiety should a storm approach. During the last several months, I have been meeting with residents, hosted 2 Fire Fighter Introductory workshops, volunteered for the KAPOW program, presented a kick-off reception for Caribbean American Heritage month and supported a local job fair. Thank you to everyone who supported and attended these events. Over the summer, in addition to ongoing responsibilities, I will be enjoying time with my family as well as working on initiatives and programs for the City’s new fiscal year. I hope you will all come out to enjoy the 4th of July Celebration at Miramar’s Regional Park from 7-9pm.

MESSAGES FROM MIRAMARâ€™S CITY OFFICIALS Over the years, I have proudly served the Miramar community as a Commissioner. This commitment to service has raised awareness of the issues and concerns of the community -- which we are dedicated to addressing from the standpoint of small businesses and residents. With this in mind, it is my goal to develop new strategies through local partnerships to provide much needed resources to small business. These efforts are meant to strengthen this critical sector of our community and to foster the development of future entrepreneurs as we groom the next generation of small business owners. The diversity of the residents in our community presents a cultural effervescence that serves to enrich all those who live, work and play here. We are committed to the provision of services that offer the convenience of living in a large city with the personal touch of a small town. These services allow for the celebration of familiar cultures and the cultivation of new ones. We invite all residents to take advantage of the opportunities to celebrate with and learn more about friends and neighbors. I am delighted to report that the Citizenship Drive held last April at the Youth Enrichment Center was a great success! The event provided residents with the opportunity to meet with qualified attorneys to prepare and submit their application so as to receive their citizenship in time to vote in all elections-- including the 2016 presidential election. The event was so successful that I would like to offer the opportunity to those residents who were not able to attend by offering another citizenship drive in the future. Dear Neighbors, As your Commissioner, I strive to keep Miramar a great place for all to live, work and enjoy. Over the summer and into the fall, you will be able to see firsthand how your Commission-Approved bond-dollars have enhanced many of our public, outdoor spaces to improve our quality of life. I encourage you to visit our beautiful parks, to see the ongoing or completed constructions and to enjoy the facilities and programs offered. This month we celebrated the opening on our Police Headquarters and in the fall we will celebrate the opening of an Adult Day Care Center to service residents in need of supervised care in a safe and supportive setting. The new facility will house services designed to improve the quality of life of some of our most vulnerable residents, including therapeutic activities, nutrition, health and personal care. These two facilities will be great additions to our community as we continue to move our beautiful city forward. Finally, this month I hosted the 2016 Reception and Roundtable for Homeowners Associations, Neighborhood Groups, Property Managers and Residents; the event allowed for open discussion on issues and a forum to develop solutions. Also featured legislative updates and an overview of our permitting process. Participants representing 35 Miramar communities included Calabria, Tropical Crime Watch, Honey Place, River Run, Riverdale, Courtyard at Nautica, Riviera Isles and Harbor Lakes. Thank you to all participants and presenters. The first half of this year has been full of excitement, and I am looking forward to what the summer will bring. During this Fiscal year, we were able to bring our First Annual Health Fair, a Faith Leaders Brunch, a Free Swim Initiative, and a Back-to-School backpack giveaway. Next Fiscal year, you can look forward to my office expanding these initiatives to include even more events across the City, with a more community outreach oriented goal, to provide additional services to you. miramar welcomes new assistant chief & police headquarters!

On June 15, 2016, the City of Miramar held a ribbon-cutting ceremony for the new Miramar Police Headquarters. The new Miramar Police Headquarters is three levels totaling 65,000 sq. ft. of floor area. The majority of the first floor of the building is programmed for future retail space, second and third floors are occupied by police department personnel. The building is situated on the southeast corner of Town Center and wraps around a five story parking garage that will provide secure parking for the staff. This new state of the art facility will centralize the major police functions as well as provide a location for emergency management operations for the City of Miramar within the Town Center Complex.

This will be the first public safety facility in the City of Miramar that achieved a “Gold” Certification from the Leadership in Energy and Environmental Design (LEED), making this a very energy efficient facility, as well as environmentally friendly for the building occupants. Here are some interesting facts about the Miramar Police Department Headquarters: • The police department was displaced 11 years ago due to Hurricane Wilma. • The building is 65,000 sq. ft. However, when you remove stairs and hallways, only 50,000 square feet is usable space. • The new facility cost 23 million, paid by a combination of bond, general, and Law Enforcement Trust Funds. • Approximately 250 employees will be housed in the new headquarters. • The new building also houses the City’s Emergency Operations Center. • The building is able to withstand winds of 150 mph. According to Police Chief Dexter Williams, “The Miramar Police family has been eagerly waiting for our new home. The day we placed shovels in the ground sparked the beginning of a new adventure. We will remember our past and celebrate our future while providing stellar police service to our community. On behalf of the men and women of the Miramar Police Department, we thank you for your continued support.”

The Miramar Police Department welcomes Leonard Burgess as its new assistant chief. Chief Burgess, who has more than 30 years of law enforcement experience, was most recently the chief of the North Miami Police Department. He also has served as Interim Director and then Deputy Director for the Miami-Dade Corrections and Rehabilitation Department, and Division Chief for the Miami-Dade Police Department. Chief Burgess’ appointment was effective on May 31, 2016.

Check out our roundup of cool tech and safety tips for family. Kids This may be a super low tech safety tip but I think its genius! A friend told me about this cool tip on our local Channel 10 WPLG Facebook page that I just had to share. While your little ones will be out and about, where they could get separated from the group. You should write your phone number on the child’s wrist and any message you’d like, and then cover with liquid Band-Aid and now you have a sweat proof way to ensure if lost, someone can reach you. Each year, the Florida League of Cities hosts the Florida Municipal Achievement Awards program which provides municipalities the opportunity to receive deserved recognition for superior and innovative efforts. The City of Miramar is proud to announce that we’ve received the City Spirit Award for the Miramar Community Garden’s Disco Soup initiative! The City Spirit Award recognizes a specific, single citywide effort to successfully address a local need. The winning cities each receive a trophy, special recognition at a commission meeting and at the League’s annual conference, be featured in the League’s magazine, City Spotlight, and on the League’s website and social media outlets.

A special thank you to staff and volunteers who spend countless hours contributing to the success of the Miramar Community Garden and everyone who attended the Disco Soup event that took place on February 20, 2016 at the Miramar Community Garden, 3700 Largo Dr, Miramar, FL 33023. Miramar Police Department

Welcome Home! Miramar’s new Police Headquarters officially opened on June 15th at Miramar Town Center. The new building features 65,000 square feet in three stories accommodating various operational functions including the Command Center, Patrol Division, Special Operations, Records and Internal Affairs. The mixed-use space will also house first-floor retail shops and restaurants. In keeping with environmental concerns and costs, the MPD building will seek Leadership in Energy and Environmental Design (LEED) certification.

Adult Day Care Center

The City’s new 3–bay, 13,958 sq ft Fire Station 107 will arrive on the north side of Miramar Parkway and east of Southwest 119 Avenue replacing a previously held temporary facility. On May 4, 2016 the project received site plan and Community Appearance Board Approval from the Commission. Fire Station 107’s new City address will be 11811 Miramar Parkway. The facility is designed to include iconic fire station bay doors, landscaping and lighting to compliment the City. The project is slated for substantial completion November 2018.

3,800 square feet and housing a covered drop-off area, a secured reception area and staff offices as well as activity activity areas, classrooms and a dining room with warming kitchen, the new Adult Day Care center broke ground in late November and is scheduled to open later this year. It will make the City of Miramar one of only four focal points in Broward County providing a full spectrum of Social Services programs and services and is a result of the city’s recognition that residents would benefit from a new alternative for families and caregivers seeking specialized care for their loved ones during the day.

Miramar Regional Park Amphitheater

The newest South Florida facility to host entertainment, sporting and cultural events. Slated for completion in early 2017, the amphitheater will feature a permanent stage and canopy cover, with a total folding seat capacity of 3,000 under cover and an additional uncovered 1,144 folding seat area. The venue marks the first construction project in Miramar green-lighted to attract tourists, corporations, promoters and organizations to visit Miramar and bring their businesses— and tourist dollars--to the City of Beauty and Progress. Once completed,Miramar will be set to host events such as live music concerts, art and book fairs, festivals, fundraising/ charity events, and outdoor plays.

FUN IN THE SUN

Ahhh…the fun days of summer here in South Florida.... Don’t you just love the 100 degree+ days, the humidity that wrecks your hair and the incessant rainstorms that feel like mini-hurricanes that come every day around 2pm during our rainy season? Yep…that is why we—and everyone else around the county—love this place we call HOME! Seriously though, there is so much to do and see if you live in Miramar and the rest of South Florida. We have world-class museums, art galleries, sporting events, concerts, water parks, zoos, cruise ships, amusement parks, libraries and restaurants galore—oh, and that little thing called the Atlantic Ocean aka “the beach.” Sure it only lasts for about three months, but summer is truly the time to get out and explore (after 6pm hopefully…just kidding. It is still hot then, too.) There is alligator watching in the Everglades, biking along A1A, spending all your money at Sawgrass Outlet Mall and so many more activities that you can find in our slice of paradise—the choices are endless!

IT’S RIGHT HERE IN MIRAMAR!

One of the activities that should be on your calendar is the Annual Miramar 4th of July Celebration Fireworks Show at Miramar Regional Park located at 16801 Miramar Parkway from 7-9pm. Sponsored by Memorial Hospital Miramar and Joe DiMaggio Children’s Hospital, it is always a family-friendly event which includes children’s activities including bounce houses, music, food trucks and the best fireworks display in South Florida! It is also a way to remember the freedoms that we have in a country as big and diverse as ours and to honor those who fight for our freedoms every day in our Armed Services! We salute you!!! Bring your flags, blankets and chairs and get to the MRP early—folks really come out for this event and you want to be in place when the BIG FIREWORKS SHOW begins. And the best part—it is a free event! Parking is also free after 4pm on July 4th. So do not spend the summer cooped up in the house. Yes, we know that is where the air-conditioning is located. But we live in a place that people spend thousands of dollars trying to get to during June/July/August and it is in our own backyard…Actually, It’s Right Here in Miramar! Just be sure to take that umbrella and your rain boots with you wherever you go!

A Message from the Miramar Fire & Rescue Department The 2016 Hurricane Season began June 1 and we encourage all residents to take the time to prepare their families and homes for hurricanes and related impacts. Hurricanes are one of nature’s most powerful and destructive natural disasters that we face. It only takes one to change your life. It’s not just major hurricanes that we need to worry about. Hurricanes such as Sandy and Isaac remind us that significant impacts can occur without it being a major hurricane at landfall. COLOR LOGO

As the season begins, now is the time to prepare. Here is what you can to do get ready: KNOW YOUR RISK To search for general information about risks in your area, visit www.ready.gov and search under State of Florida. Or check out Weather-Ready Nation’s link as well www.nws.noaa.gov/com/ weatherreadynation/hurricane_ preparedness.html Hurricanes are not just a coastal problem. High winds, heavy rainfall, tornadoes, and flooding can be felt hundreds of miles inland, potentially causing loss of life and catastrophic damage to property. Check out NOAA’s historical hurricane tracks tool to check the severity and frequency of past hurricanes in your area.

GET PREPARED As the storm approaches, it is often too late to get ready. Before hurricane season, make sure you: •

Know your zone. Evacuations are more common than people realize. Make yourself familiar with your community’s evacuation zones, so you’ll know exactly where to go. Remember, if a hurricane threatens your community and local officials say it’s time to evacuate, don’t hesitate -- go early.

•

Complete a family communication plan. Plan how you will assemble your family and loved ones, and anticipate where you will go for different situations. Get together with your family and agree on the ways to contact one another in an emergency, identify meeting locations, and make a Family Emergency Communication Plan.

•

Download the FEMA app. The FEMA app includes disaster resources, weather alerts, safety tips, and a new feature that will enable users to receive push notifications to their devices to prepare their homes and families for disasters. The app also provides a customizable checklist of emergency supplies, maps of open shelters and recovery centers, tips on how to survive disasters, and weather alerts from the National Weather Service.

Check your insurance coverage. Many states have increased deductibles for hurricanes and not all hurricane-related losses are covered under traditional policies. Most homeowner’s insurance policies do not cover damage or losses from flooding. Review your policy, ensure you’re adequately covered and understand exclusions, and contact your agent for any changes. If you’re not insured against flood, talk to your agent or visit www.floodsmart.gov. Renter’s insurance policies are also available and should be considered as a way of protecting your belongings.

STAY INFORMED Know where to go for trusted sources of information during a hurricane event. Sign up for alerts from your local emergency management office so notifications, including evacuation orders, go directly to your phone and email. Monitor local news for hurricane watches and warnings in your area and follow directions of local officials. Make sure you have a battery-operated or hand-crank radio available should the power go out. Parks and Recreation Month

This July, the City of Miramar celebrates Parks and Recreation Month by highlighting the importance of health, exercise and socialization. Public parks and recreational facilities offer countless benefits. You can get fit, learn new abilities and make new friends. In fact, studies show that living close to parks and other recreation facilities is consistently related to higher physical activity levels for both adults and youth. Parks and recreation facilities are on the frontline in the battle against the obesity epidemic and other chronic health issues. Between 2000 and 2012, more than 85 studies have been published that link parks to better physical and mental health. In effect, higher levels of green space were associated with lower symptoms of anxiety, depression and stress. So, we are challenging everyone to get healthier by discovering their local parks and recreation facilities. This month the Miramar Parks and Recreation Department has several activities planned to encourage its residents to get active, such as volleyball clinics, boot camps, strength and conditioning sessions and access to fitness centers. We will also be holding Mini-Soccer for children ages 3 to 5 at Vizcaya Park, free track access at the Ansin Sports Complex and some adult 5-on-5 basketball at the Sunset Lakes Community Center. In addition, we are proud to offer a slew of recreational amenities, such as our aquatic centers, tennis courts, basketball courts, indoor gyms, paddleball courts, athletic fields, etc. We also have 22 playgrounds throughout the City for children to enjoy. These contribute greatly to the healthy wellbeing of children, as having access to a playground results in children being five times more likely to have a healthy weight than those who do not have access to playgrounds. Parks and recreation services are vital for our communities; from protecting open space and natural resources, to helping fight obesity and providing activities and resources for all walks of life. During Parks and Recreation Month, everyone is encouraged to reflect on the exponential value parks and recreation brings to our community. To wrap up the year of fun, we invite you to fall into the fun at our upcoming special events such as the Hispanic-American Heritage Event on October 8th, the Veteransâ€™ Day Event on November 11th and the Tree Lighting Event on December 3rd.

improving your city The following Capital Improvement Program (CIP) Projects, managed by the Construction and Facilities Management Department, were successfully completed during this fiscal year:

MIRAMAR POLICE HEADQUARTERS – Ready to Roll The new Miramar Police Headquarters was completed in June and opened to the public on June 15 at the conclusion of the ribbon cutting. The Headquarters facility is three levels totaling 80,029 sq. ft. of floor area. The first floor of the facility, 11,006 sq. ft. is programmed for future retail space, and the second and third floors are occupied by the police department personnel. The building is situated on the southeast corner of Town Center and wraps around a five story parking garage that will provide secure parking for the officers.

FAIRWAY PARK – All Lit Up!

The Fairway Park Lighting project comprised the installation of 35 new light poles, including 6 poles placed around the Christmas Tree area with additional electrical outlets on the top of the poles to provide sufficient lighting during holidays, festivals and special events.

The Vizcaya Park Phase 3 construction project included the addition of a new soccer field and a grass overflow parking area, along with two new pavilions and a water splash pad area.

Residents are delighted with the new lights … “It is one of the best lit and most beautiful parks at night in the City of Miramar” stated a proud Miramar resident.

This new state of the art facility will centralize the major police functions as well as provide a location for Emergency Management Operations for the City of Miramar within the Town Center Complex. This will be the first Public Safety Facility in the City of Miramar that achieved a “Gold” Certification from the Leadership in Energy and Environmental Design (LEED), making this a very energy efficient facility as well as environmentally friendly for the building occupants.

This phase of the project also included a new decorative main entrance gate, fencing and additional landscaping throughout the park. These new features are all welcomed enthusiastically by residents as additions to the Park’s assets.
