A MESSAGE FROM THE CITY MANAGER Dear Miramar Residents and Businesses, For over 60 years, the City of Miramar has proudly served the community by providing solutions to the City’s growing necessities. On behalf of the City of Miramar, I am pleased to present the 2017 Annual Water Quality Report, which reflects the efforts of the dedicated City employees that work continuously to provide a safe and dependable supply of drinking water. Miramar will always be committed to providing safe and reliable drinking water that meets all Federal, State and local water quality standards.

You will be pleased to know that Miramar continues to develop the City’s infrastructure in order to meet the current and future needs with reliability and sustainability in mind. Our Capital Improvement Program (CIP) allows us to maintain and improve the water, wastewater, and water reuse infrastructure. The CIP projects are designed to replace aging equipment at our treatment facilities, expand treatment capacity to accommodate population growth, improve treatment processes, and rehabilitate water and sewer piping systems. In 2017, the City made improvements to the utility system with the following capital projects.

With the use of an innovative technology called advanced acoustic survey, the City and outsourced contractors surveyed approximately 90 miles of water distribution pipes, and were able to detect 220 leaks. City staff repaired all the leaks saving the City approximately 420,000 gallons per day of drinking water.

The Construction of Historic Miramar Transmission and Distribution Fire Hydrants and Water Main Improvement Project began in January 2017.

The project focused on the replacement of undersized water mains, installation of new fire hydrants, and distribution mains. In the near future, the residents of this area will enjoy the benefits of having a new centralized water distribution system with new fire hydrants to provide fire protection.

In June 2017 the City commenced the design to expand the reclaimed water system, which will increase the reclaimed water production capacity from 4 to 6 million gallons per day. The project also includes the design of additional reclaimed water distribution piping to support future reuse deliveries within the defined service area west of I-75 via a new pipeline crossing under the I-75 corridor.

The Flamingo Road Reclaimed Water Main Installation Project was completed, adding approximately 9,000 linear feet of 8” reclaimed water main along Flamingo Road from Somerset Boulevard to Monarch Lakes Boulevard. Reclaimed water is now available for Silver Falls, Atlantic Commons, Miramar Square Shopping Plaza, Aviation Sales, the Flamingo Road median, and future development along the corridor. The project also looped the existing reclaimed water system to the north and south and provided a beneficial hydraulic pressure increase in the system.

Construction of the Historic Miramar Infrastructure Improvements– Phase 3 Project began in Fall 2017, the project consists of the installation of a new gravity sewer collection system, force mains, lift station, storm water improvements and a new distribution water system. The project is expected to be completed in September of 2019.

Construction of the East Water Treatment Plant Renovations Project began in August 2017. This improvement will replace the 1950 era lime softening system with a Nano-filtration treatment system. The project is expected to be completed in September of 2019.

Approximately 4,000 residential water meters and 200 commercial water meters were replaced in 2017 with state-of-the-art Automated Meter Reading technology.

As an on-going effort of maintaining sewer services while eliminating groundwater infiltration/inflow (I/I), the City was able to rehabilitate approximately 13,011 linear feet of gravity sewer pipe lines in the area located between Douglas Road and SW 67th Avenue. The pipe lines were rehabilitated using a trenchless technology to restore sewer services without excavation, resulting in reduced roadway construction and disruption to the residents and businesses in the area.

Also in 2017, key components to the City’s east-side wastewater collection system - Lift Station #15, located at 6900 SW 36th Street, Lift Station # 2, located at 2726 SW 66th Terrace and Lift Station # 23 located at 3302 Commerce Pkwy, were rehabilitated.

2017 WATER QUALITY REPORT

WHERE DO WE GET OUR WATER? Miramar’s drinking water comes from two underground reservoirs, the Biscayne Aquifer and Floridan Aquifer. The Biscayne Aquifer is a highly porous zone recharged primarily by rainfall and by surface water sources, mainly Lake Okeechobee and the Everglades. It is located approximately 60 to 150 feet below Miramar’s ground surface.

The Floridan Aquifer is a deeper and more confined aquifer, where water is withdrawn at approximately 1,350 feet below Miramar’s ground surface.

WATER TREATMENT The City of Miramar owns and operates two water treatment plants (WTPs), the East WTP and West WTP, which receive groundwater withdrawn from the Biscayne and Floridan Aquifers by production wells. The water passes through two different processes; at the West Water Treatment Plant, nanofiltration and reverse osmosis, and at the East Water Treatment Plant, a conventional lime softening process.

Both processes are designed for the removal of sediments, harmful bacteria and certain minerals before disinfection by chlorination. Water is also fluoridated before leaving the plants to travel through the water distribution system to our customers.

A MESSAGE FROM THE ENVIRONMENTAL PROTECTION AGENCY (EPA) To ensure that tap water is safe to drink, the EPA prescribes regulations, which limit the amount of certain contaminants in water provided by public water systems. The Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk.

More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-4264791. The sources of drinking water (both

tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include: (A) Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

(B) Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.

(C) Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.

(D) Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.

(E) Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-

426-4791).

WATER QUALITY The City of Miramar’s public water system routinely monitors for contaminants in your drinking water according to Federal and State laws, rules, and regulations. Except where indicated otherwise, this report is based on the results of our monitoring for the period of January 1 to December 31, 2017.

Data obtained before January 1, 2017 and presented in this report are from the most recent testing done in accordance with the laws, rules, and regulations.

The City of Miramar’s WTPs are in compliance with all National Primary Drinking Water Regulations. Lead, copper and radioactive tests are conducted once every three years.

Lead and copper were sampled at 68 voluntary sites in 2017. The 90th percentile value of the latest samplings for lead and copper are reported in the table herein. Even though three (3) sites exceeded the action level for lead, they were resampled and results indicated that they were in compliance.

The next lead and copper sampling will be conducted in the summer of 2020.

If present, elevated levels of lead can cause serious health problems especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of Miramar is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components.

When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods and steps you can take to minimize exposure are available from the Safe Drinking Water Hotline at 1-800426-4791 or online at www.epa.gov/safewater/lead.

INFORMATION WATER CONSERVATION OUTREACH & EDUCATION Water is an essential part of our everyday lives, and conserving water is the most costeffective and environmentally sound way to reduce demand on our natural resources. To promote environmental protection and public awareness, the Department of Utilities offers public outreach and educational programs for all who have an interest in helping reduce water consumption. We offer these programs to civic groups, homeowner associations and local schools, and are available for career day events. Our programs include facility tours, water and environmental conservation, and sewer back-up prevention. Water conservation starts with you and by becoming conscientious in reducing the amount of water your household uses, as well as finding different ways to use less, you can save money in the process. It is easier than you think. Here are a few conservation tips: •

Operate automatic dishwashers and clothes washers only for full loads.

Scrape – don’t rinse – dishes before loading. Turn off the tap when brushing your teeth.

Check every faucet in your home for leaks. Repair dripping faucets by replacing the washers inside. One drop per second wastes 2,700 gallons of water per year.

Did you know just by listening, you can check your toilet for leaks? You can also check by adding a few drops of food coloring in the tank, or placing dye tabs, which the City of Miramar offers free of charge, and watch to see if the color shows up in the bowl without flushing. If you detect color in the bowl, it means you have a leak. An average toilet leak can waste up to 100 gallons a day. Fixing a toilet leak saves up to 30,000 gallons a year.

Using your water meter to detect hidden leaks is easy. Located in the front of your home typically near the sidewalk or street, your meter has a small triangle or a digital log that moves or increases in count while consumption is in use.

Simply turn off all your faucets, wait 15 minutes then check the meter again.

If the small triangle is still moving or your log has a higher number, you have a leak. Please contact the Customer Service Response Team (CSRT) at 954602-HELP (4357) if you suspect you have a water leak.

Installing low flow aerators and showerheads is another effective method to save water. Installation usually can be done by hand or with only a wrench.

Use a broom or leaf blower instead of a hose to clean leaves and other debris off your driveway or sidewalk.

Avoid unnecessary toilet flushes.

Dispose of tissues, insects, medicines and other waste in the trash.

Replace your toilets that use 1.6 gallons per flush or more with High Efficiency Toilets (HETs) and receive up to $100 rebate per toilet. Please note two maximum HET rebates per household and that if your current toilets were purchased or installed after January 1, 1994 they are not eligible for rebates. Visit.

SOURCE WATER ASSESSMENT In 2017, the Florida Department of Environmental Protection performed a Source Water Assessment on our system. The assessment was conducted to provide information about any potential sources of contamination in the vicinity of our wells. There are eight (8) potential sources of contamination identified for this system with low susceptibility levels. HELPFUL INFORMATION Super-chlorination is a common utility practice that the City of Miramar employs to maintain water quality in the distribution system. YEAR-ROUND LANDSCAPE IRRIGATION RULE City of Miramar Year-Round Landscape Irrigation Rule Lawn watering is limited all year in South Florida by the South Florida Water Management District’s Year-Round Landscape Irrigation Rule and local ordinances. Miramar is required to follow the Broward County schedule located at http://www.broward.org/waterresources/ WaterConservation/Pages/Outdoor-Water-Conservation.aspx and described below.

ALL LANDSCAPING • Watering is allowed only before 10 a.m. or after 4 p.m.

• Residents and businesses with odd-numbered street addresses may water lawns and landscapes on Wednesdays and Saturdays before 10 a.m. or after 4 p.m.

• Residents and businesses with even-numbered street addresses, no street address or irrigate both even and odd addresses within the same zones, which may include multi-family units and homeowners associations, may water lawns and landscapes on Thursdays and Sundays before 10 a.m. or after 4 p.m.

2017 WATER AND WASTEWATER PROJECTS UPDATE NEIGHBORHOOD IMPROVEMENTS

The City of Miramar Utilities Department continues our commitment in providing water and wastewater improvements throughout the City.

LEAK DETECTION PROGRAM To promote conservation efforts, the City of Miramar initiated the Citywide Water Leak Detection Program. A contractor was hired to perform an advanced acoustic survey of the water system for leaks not visible at ground surface. In 2017, the survey of over 90 miles of pipelines and thousands of service connections resulted in the discovery of 220 leaks. City staff repaired all the leaks saving the City approximately 420,000 gallons per day of drinking water.

METER REPAIR AND REPLACEMENT This project endeavors to maintain all meters and components through timely replacements to ensure continued accuracy in readings and billing.

The replacement meters have Automated Meter Reading (AMR) technology, which allows more accurate and timely reads than the old meters which had to be manually read each month. In 2017, 4,000 residential meters were purchased to replace outdated meters. Staff installed all 4,000 - 5/8” meters, as well as approximately 200 commercial meters.

EAST WATER TREATMENT PLANT (EWTP) RENOVATION The EWTP has been in service for over 50 years, and the lime-softening technology it employs has since been improved by advanced treatment technologies including nanofiltration membranes. In July 2017, the City Commission approved Resolution 17-173 for the $26 million Renovation Project to install nanofiltration membrane treatment at the EWTP. This modification to the existing facility commenced in August 2017 and will allow the City to standardize its operation with common processes already employed at the West Water Facility. Once completed in September 2019, the Project will improve finished water quality reliability, provide a higher treatment reliability, maximize treatment capacity of the existing site, and ultimately eliminate solids handling of lime softening treatment byproducts at the facility, potentially decreasing truck traffic in a residential neighborhood.

WASTEWATER COLLECTION SYSTEM REHABILITATION The City of Miramar’s wastewater collection system provides sewer services to the residents and businesses of Miramar. Due to aging and normal deterioration, the sewer pipes that were constructed in the 1950’s need to be repaired and/or replaced as they have reached the end of their useful life.

As an on-going effort of maintaining sewer services while eliminating groundwater infiltration/inflow (I/I) the City was able to rehabilitate approximately 13,011 linear feet of gravity sewer pipe lines in the area located between Douglas Road and SW 67th Avenue. The pipe lines were rehabilitated using a newly developed trenchless technology to restore sewer services without excavation, resulting in reduced roadway construction and disruption to the residents and businesses in the area.

Also in 2017, key components to the City’s east-side wastewater collection system: Lift Station #15, located at 6900 SW 36th Street; Lift Station # 2, located at 2726 SW 66th Terrace; and Lift Station # 23, located at 3302 Commerce Pkwy, were rehabilitated.

RECLAIMED WATER CUSTOMER CONNECTIONS From the expansion of the reclaimed distribution system in 2017, the City of Miramar was able to connect two commercial customers for a grand total of 138 acres, irrigated with reclaimed water.

As part of our conservation efforts, the City of Miramar will continue to implement its reclaimed water program and extend water services to more communities and businesses. The benefits of connecting more customers to the reclaimed water system helps to promote water conservation, encourage efficient and effective use of reclaimed water and assist in keeping utility rates down.

The City of Miramar continues to collaborate with the State of Florida, the Florida Department of Environmental Protection, Broward County Environmental Protection and Growth Management Department, and the South Florida Water Management District in promoting water reuse and conservation.

HISTORIC MIRAMAR REDEVELOPMENT TRANSMISSION & DISTRIBUTION FIRE HYDRANT & WATER MAIN IMPROVEMENTS In January 2017, construction began in Historic Miramar (east of University Road) to replace over 55,000 feet of under-sized water mains with upgraded and upsized pipes and to install new fire hydrants. Residents will enjoy increased capacity and improved fire protection. The project area is generally bounded by Pembroke Road to the north, Tarpon Drive and Utopia Drive to the west, Embassy Boulevard and SW 36th Street to the south and SW 68th Avenue to the east. By the end of 2017, construction was approximately 80%. The scheduled completion is for July 2018.

HISTORIC MIRAMAR INFRASTRUCTURE IMPROVEMENTS- PHASE III (CONSTRUCTION) This $21 million Project consists of construction of a gravity sewer collection system, pumping station, a force main and storm water drainage improvements in the area generally bounded by Pembroke Road to the north, SW 64th Ave to the east, SW 25th Street to the south, and the Turnpike to the west, within the public right-of-way. Broward County, the water provider in this area, has partnered with the City on this Project to upgrade and replace under-sized and outdated water mains. Once completed in September 2019, the project will eliminate the need for septic tanks and residents will enjoy centralized wastewater collection system, as well as positive stormwater drainage infrastructure, and upgraded water service.

RECLAIMED WATER SYSTEM EXPANSION Currently, the City’s Wastewater Reclamation Facility (WWRF) has 4.0 million gallons per day (MGD) of reclaimed water capacity and distribution pipeline that serves reuse customers east of I-75. The WWRF has a permitted wastewater treatment capacity of 12.7 MGD. The one-year design phase of this project commenced in June 2017 at a cost of $500,000, with the objective to increase the reclaimed water capacity to 6.0 MGD, and support future service within the defined region west of I-75 via new pipeline crossing under the I-75 corridor. This project incorporates additional treatment capacity within the filtration system, chlorination system and storage system.

The project is in line with the City’s mandate to offset the withdrawals from the local aquifers with alternative water supplies (reclaimed water). Once completed, up to 2.0 MGD reclaimed water will be provided to users west of I-75 who are currently using or plan to use groundwater or surface water for irrigation.

FLAMINGO ROAD RECLAIMED WATER MAIN INSTALLATION This $1.2 million Project consisted of construction of approximately 9,000 linear feet of 8 inch reclaimed water main along Flamingo Road that connected the existing reclaimed water network at Somerset Boulevard and Flamingo Road to Monarch Lakes Blvd. Reclaimed water is now available for Silver Falls, Atlantic Commons, Wal-Mart property, Miramar Square Shopping Plaza, Aviation Sales, and the Flamingo Road median. The extension to Monarch Lakes Blvd completed the hydraulic loop of the reclaimed water distribution system.
