Financial Summary:
Proponents are to submit pricing in the format of bid per acre and total price per year excluding GST in Appendix B- Leasable Lands Tender Price- Bid Form-Part 1.
Proponents may bid on one or more Parcels.
In addition to the bid price, the Lessee shall be responsible for property taxes on the leased lands.
The City will be reviewing financial summaries on an aggregate revenue base for the City and may choose lease offers in the best interest of the City.
The City has the ability to negotiate final lease offers that will be included in the lease agreements.
Crop Rotation Schedule:
The Crop Rotation Schedule can be found in Appendix C- Crop Rotation Schedule- Bid Form Part 2
A five-year crop rotation schedule that demonstrates varying crop types, avoiding the repetition of the same crop in consecutive years, indicates the proponent's awareness of soil health and adherence to best land management practices.
Value Added Component:
The Value-added component can be found in Appendix D- Value-added Component- Bid Form Part 3
Proponent may provide any value-added components, including but not limited to their experience, herbicide/pesticide application frequency, lease history, and qualifications.
Quotation Closing:
The City of Lloydminster will accept electronic quotation submissions submitted via email to the Project Owner or physical drop-off to City Hall no later December 4, 2025, unless the City has instructed otherwise by an issued Addendum. The Project Owner for this project will be Lisa Mudry, Property Leasing Agent and can be contacted by email at leasing@lloydminster.ca.
The City reserves the right to: accept or reject any Quotation, to award a Quotation in whole or in part, to award the Quotation that is in the City’s best interest and not necessarily the highest price, and the right to cancel this Quotation at any time without obligation.
The City also reserves the right to enter into discussions with one or any Proponent for clarifications.

1. General
1.1 This Addendum is issued prior to Request for Proposal closing to provide certain revisions as noted herein.
1.2 All such revisions will become part of the Scope of Work and the effects shall be included in the Proposal Price.

2.1 Question
Can the City let us know what taxes will be on each parcel?
Response
The City will provide the approximate taxes for each parcel, as shown in the attachment. Please note that these amounts are estimates based on the previous years’ taxes. Parcel areas may have been combined or altered, which could affect the values. Future taxes will vary from the amounts provided and cannot be calculated at this time.
2.2 Question
Can the City share who leased the lands and historical yields for each parcel?
Response
Unfortunately, the City cannot disclose the names of the current lessees, and the City has not obtained the yield for each parcel, to date. Attached is the information provided by the current lessees outlining the crop rotations over the past five (5) years. Please note that some parcels may have been combined or altered.
2.3 Question
Have the parcels that are marked ‘pastureland’ previously had cows on them, and is there a good water source?
Response
Parcel ‘C’, which is designated as pastureland, has supported grazing cattle in the most recent lease term. It also has accessible water sources, which can be seen in aerial imagery.
Parcel “D” has not recently been leased as pastureland. Proponents may, at their own discretion and risk, visit the Site to assess whether any water source is sufficient for their intended use, and by entering the Site they agree that the City shall not be liable for any loss, damage, or injury arising from such visits.
2.4 Question
Is the bid per cultivated acre or the acres listed in the bid form? It appears that there would be less cultivated acres as some wetlands and bush appear in the boundaries.
Response
The available farmland is to be considered as the full parcel acreage outlined in ‘Appendix A – Farmland Maps’ of the original RFQ document, and not the farmable or cultivated portions of the parcel. Proponents shall base their bid price per acre to appropriately reflect this.
