ENJOY A GAME AT THE NEW BLACK HOOF PARK DISC GOLF COURSE Grab a disc and some comfortable walking shoes — two disc golf courses at picturesque Black Hoof Park are ready to open April 1.

The courses were envisioned to add valuable new amenities to undeveloped areas of the expansive park. Dynamic Discs finished the course designs in winter 2021, and in-house construction continued through 2022.

Sponsorship for the courses was provided by Henderson Engineers

(18-hole course) and the Kansas Flying Disc Association (nine-hole course).

Henderson Engineers is a national engineering and construction firm headquartered in Lenexa.

The Kansas Flying Disc Association is a not-for-profit foundation that helps grow the sport through resources, consulting and information.

Disc golf play is similar to the game of golf you’re probably more familiar with. The goal is to land a disc into

The morning will begin with a free lesson at 9:30 a.m., where you can learn the basics of the sport. Shortly after the clinic, watch some of the biggest arms in the Kansas City area demonstrate how far they can throw. Immediately following the exhibition, there will be a tournament from 11 a.m.–3 p.m. Drop by throughout the day to play various mini games. The City of Lenexa is on track to rebuild its decades-old skate park this year, located within Sar-KoPar Trails Park. Staff are working with industry leader New Line Skateparks to design and build a modern, welcoming skate park shaped by public input.

The new skate park will move slightly east of the current skate park at 87th Street Parkway and Greenway Lane to accommodate an expanded parking area and sidewalk improvements.

The 12,750-square-foot skate park layout will invite all skill levels and riding modes — from skateboards and inline skates to BMX bikes, scooters and wheelchairs.

Construction will take place this spring and summer. The City intends to keep the existing skate park open for use during as much of the construction period as possible. We anticipate opening the new skate park with a public celebration in September.

ARE YOU READY FOR A FLOOD? Spring showers bring bright green grass, colorful blossoms and the potential for floods. Here are several simple ways you can make sure you’re prepared for potential flooding.

Knowing your flood risk is hugely important to being properly prepared.

The City of Lenexa can give you helpful information including: •

Whether the property is located in a Flood Hazard Area as shown on the current Flood Insurance Rate Map (FIRM) and the site’s FIRM zone. This information from FEMA can help you understand your property’s flood risk.

•

Base flood elevation or depth.

•

Whether the property is in or near an area of historic flooding and/ or a natural functions floodplain.

You’ll find many helpful flooding resources at RainToRecreation.org.

If you have specific questions about whether your property is in a flood

plain, flood depth data or property protection measures, you can call Stormwater Engineer Tom Jacobs at 913.477.7644.

Applying for a mortgage or home loan? We can give you a handout on the flood insurance purchase requirements for properties in the Flood Hazard Area. Flood insurance is required for federally backed loans.

Keep your valuables elevated, especially items like important documents. If flooding is a concern on your property, retrofitting techniques like elevating structures or HVAC systems can provide additional protection.

Think about whether there are any flood-prone areas on routes to home, work, school and other important destinations, and plan an alternate route to those places. Never drive or walk into floodwater. Just a few inches of water can sweep away a person or vehicle.

RAIN BARRELS OR CISTERNS Enjoy a consistent supply of clean, fresh water for hydrating your garden with a rain barrel or cistern. These containers are easy to install and collect the rainwater that would normally pour off your roof or through your gutter downspouts. Rain barrels provide about 55 gallons of water, and there are many attractive options available. Cisterns are a more utilitarian option that can hold several hundreds of gallons of water above or below ground.

RAIN GARDENS These thoughtfully designed gardens combine all the advantages of native plants with additional runoff-controlling benefits. A rain garden is a shallow depression — about six to eight inches deep — that is planted with diverse native wetland and prairie vegetation. When placed in the right location, they collect the rain runoff from your property and pull the water into the soil. Visit Lenexa.com/CostShare to find sample garden plans and instructions.

THE BEST PART? All of these upgrades are eligible for up to a 75% rebate through the City of Lenexa’s Stormwater Cost Share Program. EXTERIOR GRANT PROGRAM Was your home built in or before 1977 and countyappraised at or below $292,700? The Exterior Grant Program could help you make a range of improvements that enhance the safety and appearance of your house!

Homeowners must invest at least $2,500 and are eligible for a 50% reimbursement up to $5,000. Grants available once every 10 years per property.

Applications for the 2023 program will be accepted March 1–April 15, 2023. Completed application packets must be submitted in person to Lenexa City Hall.

No need to rush — grants will not be awarded on a firstcome, first-served basis.

We anticipate making preapproval decisions by early May 2023. Everyone who applies will be notified of preapproval or denial. You must be preapproved to begin work on improvements to be reimbursed.

PLANNING A PROJECT NEAR THE STREET?

KNOW THE RULES OF RIGHT OF WAY The right of way along residential streets is usually the area from the sidewalk to the street, or about 11 feet behind the curb. It’s dedicated for public infrastructure like streets, storm sewers, sidewalks, streetlights and other utilities — but it’s the homeowner’s responsibility to maintain right of way, including mowing grass and caring for trees.

You may be interested in making some other upgrades to this area, like landscaping or drainage improvements.

Here’s what you can and can’t do — and can do with a permit — in the right of way.

BURNING BASICS: BURN BANS The Lenexa Fire Department will not issue burn permits during the month of April due to a statewide burn ban.

Recreational burning, such as home fire pits and outdoor fireplaces, does not require a permit.

Residential burning of tree limbs, leaves and other yard debris does require a permit. These must be obtained online the day of the burn and require a $25 fee.

Other types of burning including prescribed, agricultural, bonfires,

ceremonial, and commercial require a permit and a site inspection.

At other times through the year, burning may be prohibited due to high winds, dry weather, or other unfavorable conditions.

ABOUT THE PROGRAM The Pavement Management Program is an annual program dedicated to proactive maintenance of Lenexa streets. The $7-million 2023 program includes funding from the 3/8-cent sales tax, the City’s share of gas tax revenue and property taxes. The 87th Street Parkway part of the project received $827,000 from Johnson County’s County Assistance Road System (CARS) program.

LE T ’ S TA L K TORNADO SIRENS

WHEN THE SIREN SOUNDS OUTSIDE OF A TEST, ALWAYS TAKE SHELTER IMMEDIATELY HOW THEY WORK IN LENEXA Johnson County has 33 tornado sirens throughout Lenexa. The county has the primary responsibility of activating the sirens, but our public safety staff can do so if needed.

While you can often hear the sirens indoors, they’re intended as an outdoor warning system. Don’t rely on hearing a siren to know when there’s a tornado threat! Make sure you have multiple ways to get severe weather alerts, like a weather radio, local media and Notify JoCo. Sign up for this free emergency notification service at NotifyJoCo.org.

DID YOU KNOW? The U.S. Department of Homeland Security can also activate the sirens during an attack. In that case, the sirens would have a wavering tone — different from the steady tone of a tornado warning.

You always need to take tornado sirens seriously, because — outside of scheduled tests — they’re only activated during serious threats. Sirens sound when: •

The National Weather Service issues a tornado warning for Johnson County.

A trained and certified weather spotter reports a tornado.

•

Local public safety officials report a tornado.

KNOW ABOUT TESTING TIMES, AND USE DRILLS TO PREPARE Johnson County typically tests tornado sirens on the first Wednesday of each month. The County tests the sirens at 11 a.m.; then we test the sirens from city equipment at 11:15 a.m.

Tests are canceled or delayed when there’s a risk of severe weather. They aren’t usually tested in December or January, because winter weather can damage the equipment.

If you’re already indoors, go to a basement or interior room on the lowest floor away from windows, doors, outside walls and glass. Seek a small interior space. Centrally located stairwells are good shelter areas.

Sirens also sound during the annual statewide tornado drill. Mark your calendar for this year’s event: Tuesday, March 7, 2023, at 10 a.m. Whether you’re at home or work, practice taking shelter just as you would during a tornado.

If you’re outside or in your car, immediately find the nearest permanent structure or tornado shelter.

If there isn’t a place to shelter nearby, lie flat in the nearest ditch and cover your head with your hands.

Before or after your drill, take some time to make sure you have a wellstocked emergency kit. A great supply checklist and other resources to help you prepare for an emergency are available at Ready.gov/Kit.

You’ll be notified if a program has been canceled or changed. If you need to cancel, call at least five business days before the program begins. Refunds only made if cancellation does not affect minimum participant number. There will be a $5 processing fee.

Refunds take 3–6 weeks and are not granted after the activity begins. Some senior trips and programs have their own cancellation policies.

After learning the model rocket safety code, campers will build several types of rockets and launch different rockets.
