LETTER from the

ADMINISTRATOR “Every Age, Every Season,” it’s more than a motto for LSPR, it’s a directive. The summer of 2022 will be filled with programs, special events, and experiences for all ages and all interests. Are you into fitness? This year we are celebrating the 20th Anniversary of Tour de Lakes (TDL) and expecting a large turnout for this “must attend” annual bike ride. If cycling isn’t your thing you can run a 5K at our Night Flight event, participate in over 100 fitness classes at our community centers, or join us outside for group exercise experiences like sunrise and moonlight yoga. Of course, we have Camp Summit, our popular summer day camp, but we also have a bicycling camp, a technology camp, and esports leagues and tournaments. If you are looking for water activities, Summit Waves is sure to provide relief from the summer heat. Did you know, we also have three splash pads located throughout our community? And, if you are feeling a little more adventurous you can rent a stand-up paddle board (SUP) or canoe at Legacy Lake. Maybe you are into cultural arts or large gatherings. If so, Legacy Park Amphitheater has eleven events scheduled this season and five events are free. And speaking of free events, Legacy Blast will return this summer. The event will be bigger and better, so mark your calendar for July 1 to experience the festivities. Of course, this event could not happen without the partnership and generous financial support from the City of Lee’s Summit and the day of event support from the Lee’s Summit Police and Fire Departments. This issue of the Illustrated has information on all of these activities and so much more. Take your time, explore from cover to cover and plan your summer. SPLASH PADS Miller J. Fields

Lee’s Summit has three fun-filled splash pads for you and your kids to enjoy every summer from Memorial Day weekend through Labor Day, from 10am to 7pm. The Bucket. That is the first thing you see splashing down at Miller J. Fields Park, located at 1301 SE 3rd Terr. The screams of joy as gallons of water come pouring down, a colorful archway spraying water, jets of water from spinning contraptions and more!

Lea McKeighan Our second splash pad in Lee’s Summit is at Lea McKeighan Park - North, located at 120 NE Chipman Rd. This splashpad has a water surging scorpion aimed at making your summer a blast, a flower watering you from above, a tree that pours down on anyone below and other exciting offerings! The park also has fun amenities like a shelter, pickleball courts, a playground for older children, and another for younger kids. In the winter months the park transforms to Summit Ice! Howard

Our newest Splash Pad is at Howard Park, located at 3498 NE Independence in north Lee’s Summit. It has whirling spouts, water jetting from the ground, three smaller buckets dumping refreshing water, and more! Renovated in 2020, the park also has a shelter, shade structures, a 9-hole disc golf course, and playgrounds for younger and older children!

Wildlife

White-Tailed Deer

The most common deer in the U.S. is the white-tailed deer. Did you know in summer the white-tailed deer are reddish-brown to tan above; the winter the colors are grayish to grayish brown.

egacy Park, located at 1201 NE Legacy Park Drive, covers 692 acres and has many amenities for patrons to enjoy. Whether you would like to spend the day playing on the 18-hole disc golf course, paddling a canoe on the lake, taking a class at Lovell Community Center or catching a show at the Amphitheater, Legacy Park has something for everyone. Come walk the 4.7-mile paved trail and enjoy views of the lake, native wildflowers and maybe even spot some wildlife. Bring the whole family and enjoy the all-inclusive playground, Joseph A. Dyke Playground, complete with a shelter house and fully functioning restrooms during warmer months. If you are feeling adventurous, try mountain biking or hiking the 1014 loop, a 3-mile natural surface trail which takes adventurers past ponds, over creeks and even beside a waterfall. Legacy Park is not only a wonderful place to recreate, the park provides many environmental benefits as well. All of the sports fields are irrigated using ground water runoff collected in Legacy Lake and pumped to each venue, saving taxpayer dollars and reducing water waste. Large areas of the park are native plants and wildflowers which are not only beautiful, but provide important food and habitat for the

wildlife that calls Legacy Park home. Additionally, these native plant areas reduce the need to mow, saving fuel and staff costs. Legacy Park is home to numerous wildlife. White-tailed deer, killdeer, coyote, cottontail rabbits, red-tailed hawks, cooper’s hawks, red foxes, frogs, opposum, red-winged blackbirds, and much more! Check out some of the critters who call the park their home in the column on the right.

American Bullfrog

The bullfrog is Missouri’s largest frog; it ranges from green to olive to brown. The back may have small brown spots or dark, indistinct, irregular blotches. If you ride the 1014 loop you can hear a chorus of them near a pond!

Legacy Park is a delightful escape to enjoy nature with your family. Come visit the park and see some of the natural beauty Lee’s Summit has to offer. Legacy Park is one of the many reasons Lee’s Summit is a great place to live and play.

Red-Tailed Hawk

Primarily preying on rodents and other small mammals, red-tailed hawks play a vital role in controlling their populations. They and other hawk species will occasionally prey upon small birds.

Games will be at Harris Park Community Center on Wednesday evenings. Adult Coed Kickball League- Registration deadline is April 4 and games begin Friday, April 23 at Hartman Sports Complex. League fee is $225 per team. Play with 11 players on the field and a minimum of 7 total games. Adult Summer Softball League- Coed and Men’s doubleheader leagues begin late May 2022. Games will be held at Hartman Park Sports Complex. Coed league games are Sunday nights. Men’s doubleheader league games are Thursday and Sunday nights. A to Z Artistry has small class sizes and a passion for art education. Classes will be held at Gamber Community Center. Artistic Enrichment- For ages 5-14. Using a variety of media each session to include acrylics, water colors, oil pastels, chalks, and much more. These units focuses on Perspectives. Early Childhood Art Classes- For ages 3-5. Activities are designed to engage young creatives and encourage general and fine motor skill development. Landscape Workshop for Adults- For ages 15+. This course is intended to allow participants the flexibility to work at their own pace by encouraging aspiring artists to work individually on projects at length and leisure. This program will teach all adult players how easy and successful tennis can be. We will use all stages of tennis balls to make tennis fun and accelerate the learning process. All tennis lessons take place at Summit Park. Middle School / High School- For ages 12-16. Middle and High School players will learn the basics of the game for their school season. The purpose of this class is to give young players the skills to play the rest of their life. Players will learn all the strokes, strategy, games, and playing. Players with less than 2 years of experience will learn a lot in this program. All tennis lessons take place at Summit Park. Youth- For ages 7-11. This development program will implement orange/green stage tennis balls in a fun, engaging, and learning environment. Youth will work together cooperatively while learning this lifelong recreational sport. The basics will be taught in a game like lesson plan. All tennis lessons take place at Summit Park. Mighty Stars- For ages 4-6. This little kids entry level program will teach young players: hand eye skills, tracking, spacial awareness, racket skills and tons of fun. our de Lakes is a memorial bike ride for Tom Logan, a Lee’s Summit bike enthusiast. Thanks to many passionate friends and family, Tour de Lakes has become an annual bike riding event around the many lakes in Eastern Jackson County. This year marks the 20th anniversary of the bike ride. In honor of Tom Logan and the many memories he and this bike ride bring the community of Lee’s Summit, Tour de Lakes will celebrate with our different routes: a 10mile ride around Longview Lake, a 32- mile ride that goes around Longview and Raintree Lakes, a 56-mile ride around Longview, Raintree, and Lakewood Lakes, and a 64-mile ride touring all five lakes including Longview, Raintree, Lakewood, Blue Springs, and Lake Jacomo. “Tour de Lakes is celebrating its 20th year because of the commitment of so many in the community,” Diane Logan, wife of Tom Logan and organizer of Tour de Lakes, said. “The best part of seeing the ride grow is to watch so many cyclists enjoy not only the beautiful scenery of our area, but the pure enjoyment of taking part in a ‘great bike ride.’” Registration is open for residents and non-residents of Lee’s Summit. To ensure a guaranteed t-shirt is available, order by June 9. Packet pick-up and late registration will be on Friday, June 24 from 4-7pm inside Longview Community Center. Day of registration and packet pick up will be on Saturday, June 25 from 5:45am-6:45am. The day of registration is $35 adults/$30 for ages 13 and under. Registration before Saturday, June 25 is $30 for adults and $25 for 13 and under.

Camp Info

Camp is held at Harris Park Community Center from 6:30am – 6:00pm Monday-Friday for 5-11 years old. A parent/guardian acknowledgment form and waiver will have to be signed prior to a camper attending their first day.

The enrollment fee of $115.00 holds the campers spot in Camp, gets them 3 camp t-shirts and a pass to Summit Waves.

General Info & FAQ's IN CASE OF BAD WEATHER Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening. PROGRAM DISCLAIMER LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made. LSPR PROGRAM REFUND POLICY Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/tickets that are provided by another organization or business. *We are unable to refund activities provided by other organizations or businesses (i.e., theme park tickets, etc.). 24 HOUR CANCELLATION POLICY A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, and in 2018. Only five Missouri agencies have achieved this standard of compliance (Chesterfield, Clayton, Kansas City, Lee's Summit, and Springfield-Green County), and 192 nationally.

FINANCIAL ASSISTANCE In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. INCLUSIVE STATEMENT LSPR provides recreation programs which are open to all residents in the city and seeks and supports participation by all citizens with a variety of interests and abilities. If you or a family member needs accommodations or support to participate in LSPR programs, please contact us during the enrollment process. WHY KEY FOBS? For your convenience! The Key FOB is easy to carry with you, as it slides onto your key ring. In addition, the Key FOB allows LSPR to better track attendance, to know who is using the facilities and saves time when registering for programs or swiping in at facilities. USE OF DRONES IN PARKS The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades). To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park. Dogs that exhibit aggressive behavior are not allowed in the park. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression. Handlers are responsible for any injuries caused by dog(s) under their control. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82. No dogs under 4 months of age are allowed. All dogs visiting the park must be spayed or neutered. Female dogs in heat and dogs with fresh wounds are not allowed in the Park. Dogs must be under voice control of their handler and in view of their handler at all times. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area. No dogs are allowed within the off-leash area while restrained by a leash. Spiked collars are not allowed. Children under the age of 5 are not allowed in the off-leash area. Children between ages 5-8 must be supervised by an adult. Handlers must be a minimum of 16 years old. Handlers must have possession of the dog leash at all times. Only two dogs are allowed per handler. Handlers must “scoop the poop” and dispose of waste in designated park provided container. Handlers must repair all holes and damage done by their dog under their control. No animals other than dogs shall be permitted in the area. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

Public Participation

Park Board meetings are the fourth Wednesday of each month, 6:00pm, in the Strother Conference Room at City Hall, 220 SE Green Street, Lee’s Summit, Missouri 64063. These meetings are open to the public; all citizens and interested parties are encouraged to attend. The Parks and Recreation Board strives to ensure all interested parties are afforded the opportunity to make comments in Board meetings. In order to efficiently manage Agendas and allow for sufficient time to address all business items as well as public comments, a “Comments from the Public” agenda item is included for each meeting. Members of the public who wish to speak during this portion of the meeting shall follow the procedure below to be included on the agenda: • Fill out a Public Participation Form, available online at www.lsparks. net or by contacting the Administrative Offices of LSPR. • Submit the form to the Administrator of Parks and Recreation at the meeting at which you wish to speak before the meeting is called to order.

Members of the public who follow the procedures outlined above will be placed on the Agenda in the Public Comments portion of the applicable meeting and will be allotted five (5) minutes to speak. Questions or concerns should be directed to the Administrative Offices of LSPR.
