This Town Hall will provide residents with information regarding the next steps of Shoreacres being integrated into the City of La Porte. City staff will be present to discuss what residents can expect moving forward, provide updates on services and transition items, and answer community questions.
As part of the consolidation, the City of La Porte Public Works Department is actively managing the transition of core municipal services for former Shoreacres residents
Streets, Drainage, and Mosquito Control
Residents will now be serviced directly by La Porte Public Works for these needs.
The City of La Porte has assumed administration of the existing solid waste collection contract with Decker Dispose-All to ensure there is no lapse in service. The collection days will remain the same. This transition period ensures uninterrupted garbage and trash collection while La Porte prepares the necessary resources to manage collection internally in the future.
Please note that curbside recycling will be discontinued soon. Residents are encouraged to utilize our drop-off facility. (Please see the enclosed Recycling Center Handout for a full list of accepted materials and guidelines).

The Utility Billing Department is excited to welcome you and support you during this transition. We are pleased to serve you as you become part of the City of La Porte community!
Meter change-outs have already begun. Please be aware that our City Meter Readers will be on your property to change your meter
Until your meter has been replaced, you will continue to be billed through Innovative Operations, LLC. (IUO), although the rates will now reflect the City of La Porte water rate structure as of May 12, 2026. Any billing questions or meter issues prior to your replacement will still need to be addressed with Innovative Operations, LLC.. They can be reached at (832) 771-4246 or toll-free at (833) CALL-IUO
Once your meter has been replaced, you will be billed directly from the City of La Porte. Upon receipt of a bill from the City of La Porte for water services, you will know your meter has been replaced by us. To expedite this process, it is important that the Utility Office begins collecting New Service Water Account Applications.
Watch your mail: The Utility Billing Department will be mailing a letter with a New Service Water Account Application enclosed.
Completion rules: Please note that only the property owner or renter may complete this form, and only one name is allowed on the account. Submission: It is very important that this application is completed and returned to us as soon as possible. Please bring the completed application - along with a copy of your driver’s license and proof of ownership, lease agreement, or electric bill verifying your name and address to City Hall.
No New Deposit Required: Current Shoreacres residents transitioning their service to the City of La Porte will not be required to pay a new deposit fee when setting up their account.
Upon submission of your application at City Hall, you will receive two rolls of garbage bags as part of your new service. These garbage bag rolls are provided to each new water service account as a courtesy to our residents

City of La Porte – Citizen Self Service (CSS) Portal
To successfully submit a residential permit application with the City of La Porte, please follow the steps below using the Citizen Self Service (CSS) Portal.
Step 1. Create a CSS Account
Before submitting a permit application, you must create a CSS account with the City. Scan the QR code to the right for instructions on how to create an account
Step 2. Select “Apply”

Once logged into the CSS Portal, select “Apply” from the home screen.
Step 3. Search for Your Permit Type
Use the search bar to locate the permit or plan you wish to apply for. Once located, select “Apply.”
Step 4. Enter the Project Location
You will be prompted to enter the address where the permit work will take place.
Enter the property address or the HCAD parcel number in the search bar.
Select the correct location using the checkbox. Click “Add ” • Once the location is added, click “Next” in the bottomright corner.
Step 5. Complete Permit Details
Fill out all required permit information fields. Once completed, click “Next.”
Step 6. Add Contact Information
Provide all required contact information by selecting the plus (+) button for each contact type After all information has been entered, click “Next ”
Step 7. Provide Additional Information
Depending on the permit type, additional information may be required. Complete all requested fields and click “Next.”
Step 8. Upload Required Documents
Upload all required documents for your permit application. Once all required files have been uploaded, click “Next ”
Step 9. Electronic Signature
Type your name to provide your electronic signature. Click “Next” to continue.
Step 10. Review & Submit
Review all entered information and uploaded documents carefully. Once confirmed, click “Submit” to complete your application Need Additional Help?

The City of La Porte is dedicated to minimizing the loss of life and property that is associated with flooding events and providing residents with a safe environment to live, work, and play. Make sure you are knowledgeable on how to protect yourself and your property for the next flooding event.
Purchase a flood insurance policy and maintain coverage on your structure Don’t delay – there is a 30-day waiting period before a policy takes effect Basic homeowner’s insurance does not cover damage from floods Flood insurance is not only for homeowners; renters should consider purchasing flood insurance to protect their contents For more information about flood insurance such as types of policies and coverage limits, contact your insurance provider
Keep trash out of ditches and avoid dumping pollutants in the sewers Stream dumping is a violation of the Chapter 50 ordinance that prohibits dumping or discharging of any pollutant into the storm drainage system Homeowners with overgrown ditches should contact the city for assistance in maintaining their drainage easements Report debris and stream dumping to the Public Works Department by calling 281-471- 9650
Contact the Associate Engineer at 281-470-5060 or email MichelM@LaPorteTX gov for advice before you construct or place anything in the floodplain The Associate Engineer can provide information on floodplain development regulations; permit application and elevation certificate requirements; Flood Insurance Rate Map zone determinations; sitespecific data on floodplain areas, historical flood information (general areas of repetitive loss), and areas of natural floodplain functions The city adopted new flood maps, so be sure to ask about the requirements in your area Citizens can also visit the FEMA website at www fema gov/flood-maps to obtain other flood-related information Any development in the floodplain without a permit is illegal, and such activity should be reported to the Building Department by submitting a completed Request for Investigation of Code Enforcement Violation at LaPorteTX gov/CodeEnforcement Hire only contractors that are registered with the city to ensure the proper regulations are followed Copies of elevation certificates are located at 604 W Fairmont Parkway and are available upon request by submitting a Request for Public Information at LaPorteTX gov/PublicRecords
Protect your home. Consider some permanent flood protection measures such as marking your fuse or breaker box to show the circuits to the floodable areas. Protect your home’s foundation from flooding by making sure your downspouts drain away from your house. The City Engineer can provide advice on how to correct drainage issues. Visit the City website at LaPorteTX.gov/Floodplain for information on grant opportunities to elevate your home and other flood protection assistance, including sources for financial assistance.
Designate a place where your family can meet after an evacuation order is issued Evacuation maps are on the City’s website at www LPOEM org The La Porte Office of Emergency Management developed an Emergency Preparedness Guide to prepare for a variety of weather disasters Register your cell phone number into the City’s AlertLP Emergency Notification System (sign up at AlertLP com) and follow the City of La Porte on Facebook to see all watches, warnings, and other weather-related information issued by the National Weather Service.

As part of the consolidation process, all municipal court services for former Shoreacres residents will now be handled by the City of La Porte Municipal Court. We are working to ensure a smooth transition of all legal and administrative court records. If you currently have a pending court date with the Shoreacres Municipal Court, your date will be reset, and you will receive an official notification from the court with your new date and time. The court is located at 3005 N 23rd Street, La Porte, TX 77571. As part of the consolidation process, the Shoreacres community is now integrated into the City of La Porte Police Department’s Patrol District 1. Our patrol division provides 24-hour, 365-day coverage utilizing three 8-hour shifts (starting at 7:00 AM, 3:00 PM, and 11:00 PM) to ensure consistent and reliable public safety services For extra patrols, including vacation watches or reporting suspicious circumstances, please contact our non-emergency line at 281-471-2141. La Porte boasts an excellent Parks & Recreation system featuring a wide array of amenities and programs. From youth and adult sports leagues and summer day camps to dedicated senior services, special needs programming, and extensive parks, pools, and splashpads, there is something for everyone to enjoy!

Amenities: Full-size gymnasium, indoor heated lap pool (currently under construction), weights/cardiovascular training rooms, aerobics/multipurpose room, locker rooms with showers. The indoor heated lap pool and wet/dry sauna are currently under construction and expected to open early fall.
Classes: We offer year-round cardiovascular and fitness classes. A walkin fee is available if you would like to try a class before joining for an entire session.
Memberships: We offer basic and deluxe memberships for individuals (16+) and families (Please refer to the enclosed Pricing Sheet for current membership fees and walk-in rates).
Note: For purchase of resident memberships, residents must present a current water/sewer bill with a valid Texas Driver's License (reflecting Shoreacress address is acceptable).

Details: This year-round program offers day camps in the summer and after-school/work programs throughout the year, as well as an adult day program for independently functioning adults. The S.P.O.R.T. (Special Populations Organized Recreation Therapy) program provides recreational activities, enhances fine and gross motor skills, and creates lasting friendships in a safe and structured environment for those with developmental or physical disabilities.

Fitness Center Members must request refunds for Annual Memberships in writing, stating the reason for the request
Refunds will be calculated as follows:
Refunds will be prorated from the date the letter requesting a refund has been received and stamped by the Parks & Recreation authorized personnel Refunds will be prorated based on the membership dates If a member must withdraw due to medical reasons (something stating you are under medical care by a doctor is required for a refund) or moving out of town, refunds will be prorated from the date the letter requesting a refund has been received by the Parks & Recreation authorized personnel Memberships may be transferred. The Senior Services Center provides year-round recreational, fitness, and educational opportunities to encourage independence and community involvement Transportation is available to and from the centers for La Porte and Morgan's Point residents! As a coastal community, preparedness is vital. The La Porte Office of Emergency Management (OEM) is dedicated to keeping our residents safe before, during, and after disasters.

During a chemical emergency, outdoor warning sirens may sound a ‘whoop, whoop’ tone indicating residents should shelter indoors, close windows and doors, turn off HVAC systems if possible, and monitor AlertLP and official city channels for instructions.
The Outdoor Warning Sirens are tested every Saturday at Noon. If you hear a siren other than at this pre-determined time, you should assume an emergency exists and Shelter in Place.

Who do I call? CenterPoint: For electrical outages, residents should report outages directly to CenterPoint Energy and monitor their outage tracker during severe weather events.
The East Harris County Manufacturers Association (EHCMA) developed CAER Online to provide information on plant activities to the community. You can download the "EHCMA CAER Online" app from the Apple or Google Play stores, or visit ehcma.org/caeronline for the latest messages. Plant operators try to post urgent messages within 15 minutes of an event, however at times it may take longer.

The La Porte Fire Department is dedicated to ensuring every home has a working smoke detector through their "Detect to Protect" program.
Schedule a Free Fire Safety Visit
You can schedule a free in-home visit from our local firefighters! During this visit, the LPFD will:
Install new smoke detectors, if necessary.
Replace smoke detector batteries, if necessary.
Advise you on the best placement for additional detectors
Educate your family on how to test alarms and what to do if they go off.
