The following is a list of projects for which a permit is required:
Construction/Additions of a building
Accessory building (including permanent and portable storage sheds, gazebos, carports, patio covers).
Foundation repairs
Remodeling of a building requiring the addition or replacement of walls or windows
Building or replacing a deck or concrete drives, patios or walkways
Plumbing work (except for repair or replacement of lines less than one foot in length)
Water heaters (replacing or adding) and Water Softeners
Irrigation systems (lawn sprinklers)
Installing or replacing a furnace
Installing or replacing an air conditioning system
Building a swimming pool and repairing it.
Building a spa (self-contained portable plug-in type spas require an electrical permit)
Demolition of a building
Security Bars
Replacing brick on the outside of a building
Any modification to the exterior of a building in the Historic District requires a Certificate of Appropriateness. Please see a City Planner for more information.
Garage Sales - Hold a sale once every six (6) months.
Replacing water or sewer lines (repair work such as exchange of washers and faucets is exempt. Also, repair or replacement of lines less than one foot in length do not require a permit)




In November 2023, the Lancaster City Council approved a multimillion-dollar budget to address the city’s road infrastructure needs The Streets Reconstruction & Maintenance project includes the complete removal of existing pavement and base materials, followed by reconstruction with new pavement and subgrade materials that meet current city construction standards The reconstructed roads will maintain their original alignment A total of 25 streets have been prioritized for reconstruction

Adopters will agree to a minimum of a 1-year agreement, renewable upon approval Litter pick-up will be at a minimum of 1 time per month during the 1-year adoption period. One of the pick-ups must occur on the City of Lancaster's Annual Trash-Off

The Adopt-a-Spot program is a joint effort between your City government and the residents to keep our rights-of-way and neighborhoods clean and beautiful.

Highlights of Lancaster Parks include Bear Creek Nature Park, Country View Golf Course, Pleasant Run Hike & Bike Trail and 14 neighborhood parks with many different amenities.

Citizen contacts City and asks to participate in the Cost Share program.
If funds for the current fiscal year are not available, the citizen's name is added to a group list for the following year. When funding for the following fiscal year becomes available, city staff will contact citizens through individual authorization letters, requesting a response indicating interest in continuing with the program.
For each positive response, city staff visits the property and assesses the sidewalk repair needs.
City staff sends the citizen an individual quote for the cost share, a sketch of the replacement limits and a 30-day deadline for submitting payments.
City staff then prepares a contract with the residential property owner.
The work is completed by the city and comes with a one-year warranty.
