Simple Recycling Update The curbside collection of soft recyclables offered to Lancaster residents through a partnership between the City and SimpleRecycling will be discontinued due to market conditions and low participation. The last day of service will be February 17, 2020. Residents are encouraged to use the blue cart for recycling. Donations of clothes, shoes, toys and other household items may be dropped off at the quarterly Trash-Off event (March 21st, July 18th, and November 7th) at 1501 N. Dallas Avenue from 8:00 a.m. to 2:00 p.m. If you have any questions, please contact the City at 972-218-1300.

The last day of service will be February 17, 2020.

2019: A Stellar Year!

Every year following elections, Council comes together for a strategic planning session. This past year, we identified key performance objectives from the categories of Professional & Committed City Workforce, Quality Development, Financially Sound Government, Sound Infrastructure, and Healthy, Safety and Engaged Community. Each year we revisit these goals to make sure every project and every program is moving forward towards our mission, and the vision of our city. My colleagues and I take the trust of our citizens very serious, and we strive to serve our community with commitment and integrity. And, beyond

We as Council set the policy and direction of the City and hold the City Manager accountable for implementing the vision.

City staff recognizes the importance of service to the community which is why many of them serve outside of their day to day responsibilities. For example, several officers at the Lancaster Police Department received the Mothers Against Drunk Driving (MADD) Appreciation Award for their efforts in combating DWI. The Lancaster Fire Department had over 525 life saves this year, that means the presence of our Fire Department extended many lives.

The city partnered with Methodist Health System’s Live Bright Program to provide wellness coaches, healthy meal plans, health training, and exercise advice. All employees were offered CPR education through the Lancaster Fire Department, where citizens were able to participate. Through these efforts, the city was recognized as a fit friendly workplace and was given a gold award from the American Heart Association.

Professional & Committed City Workforce As a Council we believe that an investment in our employees is an investment into our community. Each employee is essential to realizing the vision of Lancaster being the Shinning Star of Texas! The training and development of our workforce is important to our city in order to provide exceptional customer service to our citizens. Our employees are committed to providing services that we can all be proud of, by fostering an environment that capitalizes on the talent and capability of every employee. We are empowered and committed to lead by example in a responsible, prompt and effective manner within the community we serve.

Financially Sound Government Lancaster has long-range financial plans, polices and procedures that meet and exceed the state requirements.

Every year we update our Financial, Investment and Debt Policy. These policies provide guidance and direction for the finances of the city. Due to the hard work and dedication of our staff, we have received honorary recognition of all five transparency stars from the Texas Comptroller office! The Texas Comptroller of Public Accounts Transparency Stars program recognizes local governments for going above and beyond in their transparency efforts. The City of Lancaster received (all five) transparency stars on April 29, 2019, which include: Contracts and Procurement, Public Pension, Economic Development, Debt Obligation, and Traditional Finances.

Lancaster is one of less than 20 cities in the State of Texas to achieve this milestone.

In addition to receiving the 5 transparency stars, the City of Lancaster also received National Recognition for our excellence in finance from the Government Finance Association (GFOA). Also, this year the City of Lancaster reduced our tax rate from $0.8675 to $0.840925. The increase in assessed valuations allowed the city to decrease our tax rate.

On top of decreasing the tax rate, the city implemented a Street Maintenance Fund, which will allow for continued maintenance and reconstruction of our city’s streets and roads. The street maintenance fund is only a quarter cent from the tax rate, which will generate $765,122 in funds.

This fiscal year, the City is budgeted to spend $64, 544,796 in City wide expenditures.

The city of Lancaster is also in the process of refunding the 2010 $26.3 million dollar general obligation bond. Moody’s Investor’s Service has affirmed the City’s bond rating of Aa3, which reflects the City’s healthy tax base and financially strong policies, reserves, and management.

Sound Infrastructure

In 2019 we were blessed to address a great number of our streets and roads. As you can see by the pictures above, (and probably drove on one or two getting here today) that we have done some major streets and roads repair. Along with some major waterline projects. And we are not finished yet. I believe we have entered into what I have already named the exceptional year (2020). We as a Council have approved $3.3 million dollars worth of continued streets and roads improvements. This dollar amount includes alley maintenance, and our 50/50 sidewalk program. Plus, more major waterline projects.

In the stellar year of 2019, the city was able to work on a great number of road projects. Inclusive in that great number are the roads from: •Wintergreen Road (Between Houston School Road and Telephone Road) •Main Street (Between Bluegrove Road and Beltline Road) •Crest Street (Main Street to Redbud Street) •Redbud Street (Between Main Street and Stewart Street) •Stanford Drive (Between Suffolk Lane and 810 Stanford Drive) •Willow Creek Drive (Between Pleasant Run Road and Sprucewood Drive) In the exceptional year of 2020, council has approved 3.3 million dollars worth of road improvements. Quality Development For fiscal year 2019 there were a few new businesses to open here in Lancaster such as, Kodiak, Petmate, Global Fulfillment, ICU Medical, MARS, Ollies Distribution, QDC, Brasscraft Expansion, and Dickey’s Barbeque. Collectively, these businesses bring about 540 jobs into the City of Lancaster.

Job creation equals daytime population creation which creates and expands the opportunity for retail and hotel development. City Council updated the incentive policy to further encourage the development of meeting and convention space within the City.

Our newest hotel, Sleep Inn & Main Stay Suites offers a small conference and meeting space to accommodate the needs of the community.

We have also implemented an aggressive recruitment campaign to attract quality hotels and retail establishments along our major corridors and historic downtown.

Healthy, Safe, & Engaged Community Citizen engagement is an important component for a sustainable city. We have hosted numerous special events, training programs, recreational programs, library, senior life center and public safety activities to offer our residents a variety of options from which to choose.

Now as all of you should know, Lancaster, Texas was recently recognized as 1 of 10 AllAmerica City award winners at the national All-America City competition in Denver, Colorado. The National Civic League

The City of Lancaster ensures that all residents and stakeholders are engaged and take pride in the city. Each year, residents are engaged in the city council’s strategic planning process through an online survey circulated via a dedicated website, app, social media, and additional publications.

The Comprehensive Plan was also updated in 2016 using public input gathered through a phone survey, a community charrette, and several public meetings. The city’s Civic Leadership Academy educates citizens about city government and gives them a clear path for future appointment on boards and commissions. Additionally, on-site neighborhood block parties and bilingual communications are used to reach residents who have historically been left out of the decision-making process.

Census 2020 is Coming!

In 2020, the U.S. Census Bureau begins its once-a-decade tradition of counting every person in the United States. A census form is sent to all households in the country, with most households receiving the form in mid-March. Information collected from the census include a phone number, whether the home is owned or rented, and the number of residents in each household, including their age, gender, race/ethnicity, citizenship and relationship to one another.

Individual responses to the census are securely collected and not shared with the public or federal agencies for 72 years. The Census Bureau is making it easier than ever to respond by allowing you to submit your form online, by phone, by mail.

About the Census Every 10 years, the U.S. Census Bureau does a census to count the number of people living in the United States. The first U.S. census was in 1790. Data collected by the decennial census determines the number of seats each state has in the U.S. House of Representatives. Texas currently has 36 members, but is likely to gain additional seats after the 2020 Census.

Other uses of the data include political redistricting, distribution of federal funding, and planning for infrastructure and social services. Census data is also essential to monitor demographic changes and trends across the country.

The 2020 Census and Confidentiality Your responses to the 2020 Census are safe, secure, and protected by federal law. Your answers can only be used to produce statistics—they cannot be used against you in any way. By law, all responses to U.S. Census Bureau household and business surveys are kept completely confidential.

Respond to the 2020 Census to shape the future.

Responding to the census helps communities get the funding they need and helps businesses make data-driven decisions that grow the economy. Census data impact our daily lives, informing important decisions about funding for services and infrastructure in your community, including health care, senior centers, jobs, political representation, roads, schools, and businesses. More than $675 billion in federal funding flows back to states and local communities each year based on census data.

Your census responses are safe and secure.

The Census Bureau is required by law to protect any personal information we collect and keep it strictly confidential. The Census Bureau can only use your answers to produce statistics. In fact, every Census Bureau employee takes an oath to protect your personal information for life. Your answers cannot be used for law enforcement purposes or to determine your personal eligibility for government benefits.

By law, your responses cannot be used against you.

By law, your census responses cannot be used against you by any government agency or court in any way—not by the Federal Bureau of Investigation (FBI), not by the Central Intelligence Agency (CIA), not by the Department of Homeland Security (DHS), and not by U.S. Immigration and Customs Enforcement (ICE). The law requires the Census Bureau to keep your information confidential and use your responses only to produce statistics.

The law is clear—no personal information can be shared.

Under Title 13 of the U.S. Code, the Census Bureau cannot release any identifiable information about individuals, households, or businesses, even to law enforcement agencies.

The law states that the information collected may only be used for statistical purposes and no other purpose.

To support historical research, Title 44 of the U.S. Code allows the National Archives and Records Administration to release census records only after 72 years.

All Census Bureau staff take a lifetime oath to protect your personal information, and any violation comes with a penalty of up to $250,000 and/or up to 5 years in prison.

There are no exceptions.

The law requires the Census Bureau to keep everyone’s information confidential. By law, your responses cannot be used against you by any government agency or court in any way. The Census Bureau will not share an individual’s responses with immigration enforcement agencies, law enforcement agencies, or allow that information to be used to determine eligibility for government benefits. Title 13 makes it very clear that the data we collect can only be used for statistical purposes—we cannot allow it to be used for anything else, including law enforcement.

It’s your choice: you can respond securely online, by mail, or by phone.

You will have the option of responding online, by mail, or by phone.

Households that don’t respond in one of these ways will be visited by a census taker to collect the information in person. Regardless of how you respond, your personal information is protected by law.

Your online responses are safe from hacking and other cyberthreats.

The Census Bureau takes strong precautions to keep online responses secure. All data submitted online are encrypted to protect personal privacy, and our cybersecurity program meets the highest and most recent standards for protecting personal information. Once the data are received, they are no longer online. From the moment the Census Bureau collects responses, our focus and legal obligation is to keep them safe.

We are committed to confidentiality.

At the U.S. Census Bureau, we are absolutely committed to keeping your responses confidential. This commitment means it is safe to provide your answers and know that they will only be used to paint a statistical portrait of our nation and communities.

Laws protecting personal census information have withstood challenges.

In 1982, the U.S. Supreme Court confirmed that even addresses are confidential and cannot be disclosed through legal discovery or the Freedom of Information Act (FOIA). In 2010, the U.S. Justice Department determined that the Patriot Act does not override the law that protects the confidentiality of individual census responses. No court of law can subpoena census responses.

Residential Solid Waste Regular Trash is picked up ONCE a week. All trash must be secured in bags within your GRAY cart.

Recycling is picked up ONCE a week with trash pickup. Everything within the BLUE cart must be recyclable materials.

If at any time you do not comply within the above mentioned guidelines, your address will be documented as NO PICK UP for that week’s collection.

Place all trash items out no later than 7:00 a.m. for pickup between 7:00 a.m.

and 7:00 p.m. on your service days. Please ensure the trash receptacle and the recycle cart are separated by at least three (3) feet, and three (3) feet away from obstacles such as mailboxes, cars, fences, gas meters, and drainage ditches. Please ensure there is a 16-foot clearance above your cart. Position trash cart with the wheels toward the residence.

We provide ASSISTANCE

If you are physically unable to roll your cart or take your recycling cart to your pickup location, help is available.

Disabled individuals may qualify for a manual trash collection by submitting a manual collection form available at City Hall along with a Doctor’s note stating your need for special assistance. This special assistance program allows the driver to get out of the waste truck and pickup the trash/recycling cart from your property without it being placed by the curb.

What is Paint Reuse Program?

CWD offers free paint to residents. This is an environmentally friendly way to reuse old paint, produced by blending usable paint collected during X-treme Green Events. For more information email communityrelations@lancaster-tx.com or call 972-218-1300.

Frequently Asked Questions When do I set out my bulk/brush items?

All bulk/brush items must be set out and ready for pick up by 7:00 a.m. the Monday of your collection week.

You may begin placing your bulk/brush items out for pickup two days (Saturday) before your bulk / brush collection week.

Can I put my bulk/brush on my vacant lot?

Vacant lots generally do not have active water accounts with the City. If your brush/bulk is on your vacant lot, we cannot take payment.

You will need to contact CWD customer service at 972-392-9300 and you will be able to pay CWD directly for the special brush/bulk pickup service.

What if I have bulk/brush on the odd months of the year?

On odd months, residents may drop off up to 12 cubic yards (size of a Volkswagon Beetle) of brush/ bulk at the CWD transfer station at the following address: 2010 California Crossing Road Dallas, TX 75220 A copy of your current utility bill is required.

Charges will apply to volumes in excess of 12 cubic yards.

How do I schedule a special bulk/brush pickup?

Special bulk pick up requests are needed in writing from the account holder. Please send this request to communityrelations@ lancaster-tx.com with a subject title “Special Pickup”.

What is the minimum fee for a special bulk/brush pickup?

There is a $68.96 minimum fee on every special bulk/brush pickup; price may increase depending on the size of the bulk/brush. The charge is added to your next water bill.
