The Seven Step Traffic Stop by your Police Chief Sam Urbanski

Traffic stops are a vital part of an officer’s daily responsibilities. They are also the second leading cause of officer deaths in the line of duty. It is necessary for an officer to be able to perform a traffic stop effectively and safely. During my 17 year career as a police officer, one thing has remained the same. That is the 7 step contact during a traffic stop. Below I will list the steps a police officer takes during a “routine traffic stop” 1. Greeting and Identification: Good afternoon, I’m Chief Urbanski with the Lancaster Police Department. 2. Statement of Violation Committed: The reason you are being stopped is for speeding 45 mph in a posted 30 mph. 3. Request for the driver’s Identification: May I see your driver’s license and proof of insurance. 4. Statement of Action Being Taken: At this time you are being issued a citation for speeding 45 mph in a posted 30 mph. 5. Take the Action: Issue the citation. 6. Explain the Citation: Explain what actions need to be taken. 7. Closing Contact: Please drive safely. Although this is only used during routine traffic stops there may be variations to the seven step contact as circumstances dictate.

In Texas, mosquito bites are more than just an annoyance. Mosquitoes can transmit diseases that can make you and your family sick. Some mosquito-borne diseases can cause birth defects and others can be fatal. Mosquitoes may become infected when they bite an animal, bird, or person who is infected with a virus or parasite. Infected mosquitoes can then spread the illness to people through bites.

Prevent Mosquito Breeding

Did you know that mosquitoes can breed in as little as a tablespoon of water? Prevent mosquitoes from breeding on your property by taking these steps: • At least weekly, empty or remove trash cans, buckets, old tires, pots, plant saucers, and other containers that hold water. • Keep gutters clear of debris and standing water. • Remove standing water around structures and from flat roofs. • Change water in pet dishes daily. • Rinse and scrub vases and other indoor water containers weekly. • Change water in wading pools and bird baths several times a week. • Use mosquito dunks with larvicide for water that can’t be emptied or covered. • Keep backyard pools and hot tubs properly chlorinated and free of debris. • Cover trash containers. • Water lawns and gardens carefully so water does not stand for several days. • Screen rain barrels and openings to water tanks or cisterns. • Treat front and back door areas of homes with residual insecticides if mosquitoes are abundant nearby. www.cdc.gov/zika/prevention/control• If mosquito problems persist, consider pesticide ling-mosquitoes-at-home.html applications for vegetation around the home. • See the CDC's website on Controlling Mosquitoes at Home for more information. About the Academy Have you ever wondered how potholes are repaired or how the fire department is able to respond so quickly to emergencies? How does the City of Lancaster prepare its budget or decide where a park should be located? Citizens are welcome to learn the answers to these questions and more during our annual Civic Leadership Academy. Civic Leadership Academy is an 8-week program that teaches Lancaster residents about City of Lancaster operations.

Mission

Structure • Nine week class begins September 5, 2019 • Weekly 2 hour classes (Thursdays from 6:30 p.m. to 8:30 p.m.) • Participants will hear presentations from representatives of City departments and elected representatives • Light meal provided at each class for participants only from 6:10 p.m. to 6:30 p.m. • Free to participants • Graduation Ceremony at a designated City Council Meeting

Board and Commissions Openings Seeking interested citizens to serve on BOARDS AND COMMISSIONS The City of Lancaster needs people who have a strong interest in the community to serve on one of the City's many boards and commissions. Current openings: Historic Landmark Preservation Committee This Committee is composed of five members and one alternate who are appointed to staggered terms by the Planning and Zoning Commission (P&Z) and confirmed by the City Council. Meetings are conducted on the 4th Tuesday of the month at 7:00 p.m. The purpose of the Committee is to become familiar with the buildings, land, areas, and districts within the City that may be eligible for designation as historic landmarks. The Committee serves in an advisory capacity to P&Z. Parks and Recreation Advisory Board This board is composed of five members and one alternate serving in an advisory capacity to advise City Council in regards to all matters relating to the City’s Parks and Recreation Department, to study the City’s parks and recreational programs, and the future acquisition development, enlargement and use policy of the parks and recreation system, including an annual review of the City’s Master Parks Plan. Storm Water Tips

There is an enormous amount of chemicals and yard waste associated with the spring season. Spring is the season when lawn care professionals and homeowners fertilize lawns to make them more healthy and attractive. While you’re improving your yard this spring, you could be harming our environment. Consider the following to protect the quality of our water. Also, encourage your friends and neighbors to do the same. • Do Not Over-Fertilize Your Yard: Over-fertilization will not increase plant growth, but the excess will wash off your yard and down the storm drain, polluting the stormwater. Fertilizers, herbicides, and pesticides, pollute the stormwater and endangers wildlife. Your fertilizer nourishes algae that grows in creeks, lake, and rivers; depleting oxygen in the water, which can kill fish and other aquatic wildlife. • Do Not Put Leaves or Grass Clippings into the Storm Drain: Covered or clogged drains significantly contribute to street and yard flooding. Storm drains are not meant to accept debris or garbage, but to take away overflow rainwater to prevent flooding of home and property.

• Remember– the Storm Drainage System is Different from the Sanitary Sewer System: The storm drainage system is a separate system from the sanitary sewer system. Any material that flows into the storm drainage system flows directly to our local rivers and streams, whereas the sanitary sewer system takes wastewater from our homes and businesses and purifies it before returning the water to the river. Please help the City in its fight against stormwater pollution. Whenever it rains, all of the rain water flows to our local rivers and streams, carrying any pollutants that are picked up along the way. We are the solution to stormwater pollution.


Water Conservation Tips Living in Texas means that we are ALWAYS at a watchful level of Water Conservation. The state as a whole remains in a constant state of Water Conservation.

With spring upon us our Water Conservation is currently on “seasonal restrictions� which limits the City residents to landscape watering twice a week from April 1st - October 31st at this time. City Ordinance allows residents to water twice per week; residents are encouraged to only water as needed. This watering schedule excludes the hours of 10:00 a.m. to 6:00 p.m. on any given day (no watering between 10:00 a.m. to 6:00 p.m.) Hand watering and soaker hoses will be permitted at any time.

Transportation Code Sec. 545.303 The Texas State Transportation Code States: An operator who stops or parks on a two-way roadway shall do so with the right-hand wheels of the vehicle parallel to and within 18 inches of the right-hand curb or edge of the roadway. An operator who stops or parks on a one-way roadway shall stop or park the vehicle parallel to the curb or edge of the roadway in the direction of authorized traffic movement with the right-hand wheels within 18 inches of the right-hand curb or edge of the roadway or left-hand wheels within 18 inches of the left-hand curb or edge of the roadway. Code Compliance Connection No Parking in Alley

Ordinance No. 2018-02-01 Prohibits parking in any paved alley within the city limits. Any person, firm or corporation violating any of the provisions or terms of these ordinances shall be subject to the same penalty as provided for in the Code of Ordinances of the City of Lancaster, Texas, as heretofore amended, and upon conviction shall be punished by a fine not to exceed the sum of five hundred dollars ($500.00) for each offense; and each and every day such violation shall continue shall be deemed to constitute a separate offense. Do you need to schedule a special bulk pickup?

What if the bulk is on a vacant lot?

Special bulk pick up requests are needed in writing from the account holder. Please send this request to communityrelations@ lancaster-tx.com with a subject title “Special Pickup”.

Vacant lots generally do not have active water accounts with the City. If your brush/ bulk is on your vacant lot we cannot take payment. You will need to contact CWD customer service at 972-392-9300 and you will be able to pay CWD directly for the special brush/bulk pickup service.

What is the minimum fee for a special bulk pickup? There is a $66.95 minimum fee on every special bulk pickup; price may increase depending on the size of the bulk/brush. The charge is added to your next water bill.
