Common Code Violations

Code Compliance works in partnership with the residents of Lancaster to promote and maintain a safe and desirable living and working environment; to improve the quality of Lancaster's neighborhoods through education, enforcement, and abatement; and to respond to community concerns and attain code compliance while maintaining high professional standards and continually seeking improvements and innovations.

Parking on Unapproved Surfaces - Ord. 2006-07-24 Section 14.09.015 (b) (19) Parking of vehicles in residential zoned areas shall be on approved surfaces of concrete or asphalt. If your particular subdivision parking pads are primarily gravel surfaces and historically have been used in your subdivision, then gravel is an approved surface if approved by the City of Lancaster Development Code.

Overhanging Trees and Shrubs or other vegetations overhanging streets or sidewalks - Ord. 2006-07-24 Section 14.09.015 (f)

It shall be unlawful for any person in control of the property to allow trees and shrubs to hang below 14 feet on roadways/alleyways or below 7 feet on sidewalks. Failure of the owner to comply with City Ord. shall allow the City of Lancaster to abate the violation at the owner's expense.

Common Code Violations Brush/ Bulk Brush - Ord. 2006-05-16 Section 24.02.009 Brush and bulk collection is provided 6 times per year to all residential properties. All brush/bulk should be placed between the curb line and the sidewalk. The maximum amount of bulk brush should be 12 cubic yards. 12 cubic yards is similar to the size of a Volkswagen Beetle. If the amount of bulk brush is more than 12 cubic yards or is blocked by any objects (vehicles, mailboxes, etc.) it will be the owners' responsibility to remove the bulk brush from the property for an additional fee.

High Weeds and Grass - Ord. 2006-07-24 Section14.09.015 (e) All premises and exterior property shall be maintained from weeds and grasses in excess of 12 inches, including rights-of-way areas between property lines and the paved street. Where alleys are not paved, it shall be the responsibility to maintain the centerline of the grass alley easement. Any weeds in excess of 48 inches in height will be abated by a City Contractor without notice of violation being sent. If you receive a notice of violation for grass under 48 inches in height, you are allowed 10 days to resolve the violation.

50/50 Program Steps: Citizen contacts City and asks to participate in the Cost Share program. If funds for the current fiscal year are not available, the citizen's name is added to a group list for the following year. When funding for the following fiscal year becomes available, city staff will contact citizens through individual authorization letters, requesting a response indicating interest in continuing with the program. For each positive response, city staff visits the property and assesses the sidewalk repair needs. City staff sends the citizen an individual quote for the cost share, a sketch of the replacement limits and a 30-day deadline for submitting payments. City staff then prepares a contract with the residential property owner. The work is completed by the city and comes with a one-year warranty.

50/50 Sidewalk Replacement Program Application

The 50/50 Sidewalk Program provides owners of residential property occupying their home with an opportunity to replace defective sidewalks in front of their parcels for half of the total cost. For non-resident property owners not occupying the home, the city manages 40% of the cost. Sidewalks that qualify are typically rated as fair to poor. Sidewalks in good condition will not qualify for the program. Work will be completed within 60 days of payment being received. Eligibility Participation is open to owners of residential properties. Process 1. The applicant completes this form, and submits it by one of the following: a. Email: rsingleton@lancaster-tx.com and psilva@lancaster-tx.com b. Mail to: Public Works Department PO Box 940, Lancaster, TX, 75146 2. The City inspects the existing sidewalk to determine if the sidewalk qualifies for the program and notifies the applicant. 3. If the sidewalk qualifies, the Public Works Department provides a letter explaining the cost of the project to the applicant, using pricing from the annual sidewalk contract that is bid by the City to a private contractor. 4. Parent University is open to all LISD Parents & Community Members. This is a free program that will take place one Saturday each month over the next four months. All Parent University sessions will take place from 10 a.m. to 1 p.m. at the Barack and Michelle Obama 9th Grade Campus located at 1109 W. Main St., Lancaster, TX 75146.
