Friends,

Summer is here! And it's still Sunny in La Marque. This spring saw wonderfully successful events such as our 2nd Annual Senior Safety Summit, where our focus was on preparing seniors for hurricanes and significant weather events. We also participated in our inaugural Small Business Summit, educating and empowering small businesses for success while recruiting them to provide goods and services to the residents of the great City of La Marque.

We have welcomed new businesses such as HOTWORX and another battery storage business, projected to be a huge boom to our economy. We are also inviting our high-school and college interns for another summer of work and earning as they learn to work and serve fellow citizens in government.

On council, we say goodbye to Councilmember District D James Ross and hello to Councilmember Tonia Griffin, a long-time volunteer and member of our parks board. ◊ What are you especially proud of in your district?

I’m especially proud of the rich history of Historic District D and the incredible people who call it home. The 1st and Laurel Downtown Streetscape Revitalization Project has brought transformative improvements to the area, especially around Bayou Road. I’m deeply grateful to the businesses, churches, organizations, and small business owners who help make District D such a vibrant community. Let’s never forget the fun of Fair on the Square—or grabbing a snow cone from Snow King!

◊ About our New Council Member

I've proudly called La Marque home for over 20 years. I’m a Texas City High School graduate and a retiree from the University of Texas Medical Branch, where I served as the Assistant Director for Financial Aid and Veterans Benefits.

◊ What are your top three priorities for your district?

Based on feedback from District D residents, my top priorities are improving our streets, addressing drainage issues, and maintaining the health and safety of our trees.

◊ Why did you decide to run for council?

Serving as Vice Chair of the La Marque Parks Board inspired me to get more involved. I realized I could do more for the city I’ve grown to love and support.

◊ Why do you love La Marque?

La Marque is an All-America City—the Hub of the Mainland and Gateway to the Gulf. It's a growing and diverse community with unlimited potential, and I’m proud to be a part of its future.

Welcome Interim Deputy City Manager

With over 25 years of experience in municipal government, Amy Miller has dedicated her career to public service. Since 2015, Amy has served as the Library Director for the City of La Marque, where she brings expertise in strategic planning and policy development aligned with state and local regulations.

Before moving to La Marque, Amy held leadership roles in branch libraries across San Antonio and coordinated continuing education for staff in 46 libraries throughout South Central Texas. Amy holds a Master’s in Library and Information Science from the University of Texas at Austin and is a Certified Public Manager through the University of Houston's Hobby School of Public Affairs.

Outside of work, Amy enjoys hiking, roller skating, and catching live theater performances whenever she can.

AMY MILLER

What are your immediate goals during your time as Interim Deputy City Manager, and how do you plan to build on the work already in progress?

The main part of my role will be supporting Mr. Pritchett with the city's day-to-day operations. I will check in regularly with all departments to get a better sense of priorities across the city and learn how I can help. I'm interested in finding ways to improve communication between departments and perhaps identifying some training opportunities to help our staff work more effectively together.

What aspects of your new role are you most looking forward to?

I'm looking forward to being more involved in the budget process. After spending the last several years at the library, I've seen how things work at the department level. Taking on this broader role will give me a deeper understanding of how everything fits together City-wide.

40 Years of Park and Recreation Month

This July marks the 40th anniversary of Parks and Recreation Month — a time to recognize the vital role that parks and recreation departments play in building healthier, more connected communities. Since 1985, this national celebration has honored the professionals and volunteers who create and care for the spaces where we play, learn, and grow.

This year’s theme, “Build Together, Play Together,” highlights how our parks bring people together through inclusive programs and well-maintained green spaces. From yoga classes to playground adventures, parks help us create memories that last a lifetime.

Right here in La Marque, we’re proud of the incredible local spaces that serve our community — like 230 acres at Mac McGaffey Highland Bayou Park, a favorite for fishing, kayaking, and festivals; Carbide Park, perfect for family gatherings and youth sports; and Jaycee Park, a neighborhood gem with shady spots for picnics and play.

Let’s take time this month to appreciate these spaces, thank the people who care for them, and celebrate all the ways we build and play together.

us a bit about your background.

I have been working in Public Works for over 12 years. I started my career in utilities as an operator trainee and quickly worked my way up to Chief Plant Operator in Galveston, overseeing multiple treatment plants and lift stations. That early promotion helped set the tone for the rest of my career. Since joining the City of La Marque, I’ve continued to grow, first serving as Superintendent of Utilities, then stepping into the role of Interim Public Works Director, and now serving as the full Public Works Director. Over the years, I’ve taken on everything from managing daily field operations to leading large capital projects and overseeing multiple divisions, including water, wastewater, streets, drainage, stormwater, and parks. My focus has always been on improving operations, supporting my team, and delivering high-quality service to the community.

What aspects of your new role are you most looking forward to?

When I first started in this industry, my mentor always reminded me that in Public Works, we are public servants—our job is to serve the community. That stuck with me. What I’m most looking forward to in this role is continuing to make a difference in the city that I not only work for, but also live in. I truly enjoy being part of something that improves people’s daily lives, whether it's cleaner water, safer streets, or stronger infrastructure. It means a lot to know that the work we do directly supports the community around us.

What motivated you to become a Public Works Director?

During my time here in La Marque, I’ve learned a lot, especially by listening to our citizens. I know the challenges we face in Public Works won’t be solved overnight, but what motivates me is the desire to see a better La Marque. A better city for my wife and two daughters, for the employees who work under me, and for every resident who calls this place home. I’ve made it my mission to rebuild the trust between Public Works and the community. That trust is the foundation of real progress, and I’m committed to earning it every day.

Employee Spotlight

Davion Watts, a dual Class C Texas Commission on Environmental Quality (TCEQ)-licensed operator, has become an essential part of the City of La Marque’s Public Works team. Recently, Davion has led with professionalism, deep operational knowledge, and a strong commitment to environmental compliance. His efforts have contributed significantly to improving plant performance, streamlining daily operations, and strengthening team coordination.

In recognition of his outstanding service and dedication to the industry, Davion was honored as the 2024 Texas Water Utility Association Operator of the Year. His passion for public service and continuous improvement reflects the high standards we strive for in La Marque.

PUBLIC WORKS

Stormwater Preparedness:

As hurricane season approaches, the City of La Marque Public Works Department is working hard to reduce flood risks and keep our stormwater system flowing properly. But we can’t do it alone, residents play a vital role in stormwater preparedness.

Here’s how you can help this Hurricane Season:

Keep Storm Drains Clear

Remove leaves, trash, and debris from storm drains near your home. Clogged drains can cause localized flooding during heavy rain.

Secure Loose Items in Your Yard

Trash bins, lawn furniture, and other items can block drainage ditches or become dangerous projectiles during a storm.

Avoid Dumping Anything in Ditches or Drains

Pouring oil, grass clippings, or chemicals into storm drains pollutes our waterways and can block the system. Only rain should go down the drain.

Report Blockages or Illegal Dumping

If you see a blocked ditch, storm drain, or illegal dumping, call Public Works at (409) 938-9280 so we can address it quickly.

Follow Local Alerts and Weather Updates

Stay informed through official City of La Marque communications for updates during storm events.

Preparedness is a community effort. When residents and Public Works work together, we can help protect our streets, homes, and environment from the effects of severe weather.

Mosquito Control Heats Up in La Marque

Peak mosquito season is here, and the City of La Marque is stepping up its efforts to keep our neighborhoods comfortable and bite-free. We're excited to announce the launch of La Marque’s very own Mosquito Patrol Truck, giving us more flexibility to treat hot spots between the county's scheduled sprayings. Spraying will take place every Sunday, Tuesday, and Thursday at 8 PM.

In response to community feedback, the city is working to ensure our trucks move at an appropriate pace to provide better coverage. Our certified and licensed staff are ready to respond more quickly than ever.

A spray request option will soon be available through the City’s Request Tracker system. In the meantime, residents can submit a request by selecting “General Inquiry > Streets/Drainage” or by calling 409-938-9280.

Please remember: Galveston County Mosquito Control is still the primary contact for service requests. Call them at 1-800-842-5622 to report issues in your area.

Together, we can help keep mosquito populations in check this summer!

POLICE DEPARTMENT

La Marque Police Department Revives “Old Downtown Community Watch”

OnFriday, May 30, the La Marque Police Department held a kickoff meeting at Family Unity Baptist Church on Cedar Drive to relaunch the “Old Downtown Community Watch.” This marks the 13th Community Watch group to be reestablished in the city over the past three years, reflecting a strong, ongoing commitment to neighborhood safety and resident engagement.

Special thanks go to LMPD Chaplain and Pastor Richard Scott and his secretary, Patsy Steamer, for graciously hosting the meeting and providing a warm welcome, complete with refreshments.

Among those in attendance was Kathy Hernandez, the original Community Watch Chairperson when the group was first formed in 2010. She was joined by Ben Phinney, a former LMPD officer who served under Chief Walter Feigle. Also in attendence were Lieutenant Forrest Gandy, who now serves as the Community Policing Officer for the area; Chief Randall Aragon; and Delon Delafosse, who has stepped up as the current Community Watch Chairperson.

With continued support from law enforcement and local leadership, the revitalized Old Downtown Community Watch is set to strengthen neighborhood connections and enhance public safety for years to come.

Zuandra “Z” Monnat Honored with LMPD’s Employee Excellence Award

La Marque Police Department’s (LMPD) Evidence Custodian, Zuandra “Z” Monnat, was honored with the April 2025 Employee Excellence Award, presented by her immediate supervisor, Cold Case Detective and Community Policing Officer Matt Cypert.

Zuandra has consistently demonstrated top-tier performance and an exceptional commitment to “doing the right things right” in managing evidence and property room operations. Her diligence and attention to detail have been key factors in LMPD’s steady progress toward accreditation through the Texas Best Practices Accreditation Program, progress that also reflects the strong oversight and support of Detective Cypert.

Congratulations to Zuandra for her well-earned recognition and for serving as a true ambassador for the City of La Marque. (A fun department tradition: each award recipient proudly displays the award at their desk for the entire month!)

Tyrone officially began working for the city on February 8, 1994, but he worked with the city during the summer programs several years prior. He started out as the night janitor and eventually transferred to the Wastewater Treatment Plant as a Chlorine Operator.

◊ What is the favorite part about working for the City of La Marque?

I love my job and take pride in working alongside the dedicated staff at the City of La Marque.

◊ People would be surprised if they knew:

Many may not know that I am an avid roller skater. I enjoy going to the rink whenever I get the chance. I also have a green thumb and love to garden.

◊ How do you spend your free time?

In my free time, I volunteer regularly at my church. I am passionate about giving back through community outreach efforts.

◊ How do you define success?

My success isn’t just about my commitment it is rooted in my work ethic.

◊ Where do you see yourself in 5 years?

I plan to retire in five years, but that doesn’t mean I’ll stop giving back. I hope to work parttime at the local food bank to stay connected and continue to give back to the community.

Inclusive Playground Coming to Highland Bayou Park

The City of La Marque is proud to announce a major step forward in park accessibility and community wellness. With the City Council’s approval, we have secured a GameTime Grant to help fund the installation of a fully inclusive playground at Mac McGaffey Highland Bayou Park—designed to serve children ages 2–12, including those with disabilities. Once completed, it will be the only inclusive playground within a 15-mile radius, offering children of all abilities a safe, engaging, and equitable place to play side by side.

This project is made possible in part by not only the Grant, but by the Park User Fee Fund—an important resource generated by park usage and rentals. These funds allow us to reinvest directly into our parks, improving amenities without burdening the general budget. The inclusive playground represents not just a new play space, but a lasting investment in community health, equity, and access for all La Marque families.
