MESSAGE FROM THE MAYOR
Hello Friends,
As we step into the fall season, I want to thank each of you for the energy and unity you continue to bring to our city. The spirit of community is alive and well. It shows in the way we support our schools, care for our neighborhoods, and plan for a prosperous future.
With the new school year now underway, I ask all drivers to exercise caution and patience during the busy morning and afternoon hours. Please be mindful of children walking to and from school and always obey crossing guards and school zone speed limits. Safety is not just a policy — it’s our shared responsibility.
This fall is also filled with opportunities to connect and celebrate. Mark your calendars for several important upcoming events like the Unified Town Hall, Fire Prevention Week, Trunk or Treat and the Fall Sweep.
August was a month of serious work as your city council held multiple budget workshop meetings to ensure our financial decisions reflect both our community values and our long-term goals. Strategic budgeting helps us invest in infrastructure, safety, and services while maintaining fiscal discipline.

We also experienced transitions in city leadership. I want to formally welcome Mrs. Barbara Holly as our Interim City Manager. With her decades of experience and a steady hand, she can provide leadership as we continue to grow. At the same time, we extend heartfelt gratitude to Mrs. Amy Miller, our beloved Library Director, who concluded her service this summer. Her impact on our families and youth through library programs will not be forgotten.
On the economic front, I’m pleased to share that economic development is booming across our city. Several exciting announcements are on the horizon — including new business investments and job-creating projects. These developments will support local families and position our community as a regional hub for innovation and opportunity.
As your mayor, I remain committed to transparency, growth, and unity. Together, we are building more than a city — we’re building a legacy. I encourage every resident to stay engaged, get involved, and continue supporting the heartbeat of our community: one another.

Welcome Interim City Manager: Barbara Holly
The City of La Marque is pleased to announce the appointment of Barbara Holly as Interim City Manager. The City Council unanimously approved her appointment through Texas First Group at the July 28 Council Meeting.
A seasoned public administration professional, Barbara brings more than 30 years of municipal leadership and planning experience. Most recently, she served as Interim City Manager for the City of Brady from December 2024 through April 2025, overseeing a $39 million full-service operation with 105 staff members responsible for utilities, public safety, landfill management, and more.
She holds degrees from the University of Texas at Dallas and has completed doctoral coursework in Public Administration at both Florida Atlantic University and Texas A&M University. In 2024, Barbara was honored with the Texas APA Planning Legends Award and continues to be actively involved in professional and mentorship roles within the planning community.
With Barbara’s appointment, La Marque is poised to continue building momentum in delivering quality city services, advancing key capital projects, and supporting the Council’s vision with strong interim leadership.

Barbara’s extensive background includes:
Serving as City Manager in Rockdale, where she led the city’s first subdivision in 40 years, secured over $30 million in infrastructure projects, and consistently reduced the tax rate across multiple budget cycles.
Leadership roles in Tyler, Corpus Christi, Athens, Temple, and Coral Springs, focused on integrated development services, streamlined permitting, comprehensive planning, budget review, and grant administration.

We are excited to announce a Photo Contest and we want you to be part of it! This new contest will help us build a library of images that showcase the heart and spirit of our beautiful community.
Theme: Parks & Recreation
For our very first photo contest, we invite photographers of all ages and skill levels to capture the beauty of La Marque’s parks. Think of wide-open green spaces, unique park features, local wildlife, and candid shots of families and friends enjoying outdoor fun. Whether it’s a peaceful sunrise, or the vibrant colors of nature, we want to see La Marque through your lens.

• You may use any camera (digital and analog) or mobile phone to create your photos. Photos should be submitted as JPEGs. Both color and black and white photos will be accepted.
• Please include: the photographer’s name and age, the location where the photo was taken, and a short description of the image.

CITY UPDATES
City of La Marque Notice: Financial Software Upgrade Starting October 1, 2025
The City of La Marque is upgrading its financial software beginning October 1, 2025. During the transition (October 1–9), utility bill payments will not be accepted online, by phone, via auto-draft or credit card. In-person payments (cash, check, money order) at City Hall and night drop box deposits will still be accepted. No autodrafts will be processed in October; residents must re-enroll by November 5 for November drafts. Late fees and service disconnections will be suspended for October due dates but will resume in November.
This upgrade, funded by the American Rescue Plan Act (ARPA), replaces an outdated system to improve billing, communication, security, and overall service.

Bulk and Brush Collection
Pile size must not exceed 5 Cubic Yards
(Ex. 1 cubic yard = 3 ft. x 3 ft. x 3 ft.)
Branches and tree trimmings must be no greater than five inches (5”) in diameter and be cut, tied, and bundled in five feet (5’) lengths weighing no more than forty to fifty pounds (40-50 lbs.).
Brush should be placed at the curb without blocking the roadway or storm drains.
Bulk and brush items must be in separate piles one pile of bulk and one pile of brush items.

Acceptable Bulk Items:
Carpeting (cut into 4-foot bundles)


Household furniture Appliances with CFCs removed
Brush and Tree Trimmings

Branches and tree trimmings MUST be no greater than 5 inches diameter, and cut, tied, and bundled in 5-foot lengths.

Mahan Park Boat Ramp is Now Open!
The City of La Marque is thrilled to announce the grand reopening of the Mahan Park Boat Ramp, located at 2702 Woodland Street. Thanks to a generous grant from Texas Parks and Wildlife and support from the City’s Capital Improvement Fund, this long-awaited project is now a reality.
The renovations not only improve access to the scenic Highland Bayou Waterways but also create a safer, more enjoyable experience for everyone in our community.

Shannon Breaux Earns Certified Water Professional Credential
The City of La Marque is proud to recognize Public Works Director Shannon Breaux for achieving the prestigious Certified Water Professional (CWP) designation, awarded through Texas A&M. Shannon is the 432nd individual to receive this credential, which represents the highest level of professional recognition in the water utilities field.
The CWP designation is a mark of excellence, demonstrating advanced education, training, and years of hands-on experience in both water and wastewater operations. Earning this credential is no small task. Shannon has been diligently working toward it since 2012, completing numerous courses covering everything from disaster management and safety to advanced water and wastewater treatment processes.
This achievement not only reflects Shannon’s personal commitment to professional growth but also benefits the City of La Marque and its residents by ensuring our community’s water systems are managed with the highest level of knowledge and expertise. The city is proud to have supported him on this journey and congratulates Shannon on this well-deserved achievement!

La Marque Fire Department Prepares for Fire Prevention Week: October 5th–11th FIRE DEPARTMENT
The La Marque Fire Department is proud to announce its participation in National Fire Prevention Week, observed nationwide from October 5th through 11th. This annual event is dedicated to raising awareness about fire safety and prevention. Each year the National Fire Protection Association (NFPA) highlights a critical safety issue.
For 2025, the NFPA has chosen the theme: “Lithium-Ion Batteries in Your Home.”
From the smartphones in our pockets to the laptops on our desks, power tools in our garages, and even the e-bikes and scooters many families enjoy, lithium-ion batteries are everywhere. While these powerful batteries make modern life more convenient, they can also present serious fire hazards when damaged, overcharged, or improperly stored. Across the country, fire departments have responded to an increasing number of incidents involving battery-related fires, some of which spread rapidly and cause significant damage.
This year’s campaign is so important. The La Marque Fire Department is dedicated to helping residents understand the risks and learn safe practices, such as:

Local Events and Educational Opportunities
As part of Fire Prevention Week, LMFD firefighters will be visiting local schools and daycares to deliver fun, interactive, and age-appropriate presentations on fire safety. These programs give children the tools and knowledge they need to recognize fire hazards and respond safely in case of an emergency.
In addition, the La Marque Fire Department will host a special homeschool/preschool fire prevention presentation on Tuesday, October 7th at 10:00 a.m. This event will take place at the La Marque Central Fire Station and is open to homeschool families as well as families with children that are too young for school. Parents and children will have the chance to learn about fire prevention together, see safety demonstrations, and meet the firefighters who serve the city of La Marque.

A Message from Your Fire Department
Fire Prevention Week is more than just an annual campaign; it’s a reminder that fire safety starts at home. By taking simple steps, staying informed, and teaching our children what to do in case of an emergency, we can all help reduce the risk of fire in our community.

POLICE DEPARTMENT

National Night Out - October 7
The City of La Marque Police Department invites all residents to take part in the Annual National Night Out (NNO) on Tuesday, October 7, 2025, at “Mac McGaffey” Highland Bayou Park Pavilion from 6:00 p.m. to 7:30 p.m.
National Night Out is a nationwide event that promotes crime and drug prevention awareness, strengthens community spirit, and builds stronger relationships between residents and local law enforcement. It’s also a clear message to criminals that La Marque neighborhoods are organized and united.

This year’s event will feature appearances by Mayor Keith Bell, City Council members, city administration staff, Police Department officials, and Community Policing Officers. Residents can enjoy light snacks and drinks while connecting with neighbors, city leaders, and officers who serve our community.
Neighborhood Watch groups are also encouraged to participate—either by attending the citywide event at Highland Bayou Park or by gathering in their own neighborhoods with visits from their Community Policing Officers.

KELLIE STANFORD

Department: Police Department
Kellie began her career with the City of La Marque in 2010 as a dispatcher. After leaving in 2013, she returned in January 2016 and soon joined the police academy. In February 2017, she was sworn in as a Police Officer. In her role, she works to protect and serve the community, responds to calls for service, and ensures public safety. Kellie also serves as a Community Policing Officer, where she strives to build stronger connections between the community and officers.
◊ What is the favorite part about working for the City of La Marque?
I love being able to serve my community and work with a team that feels like family, while building meaningful connections within the community.

Something people might be surprised to learn about me is that I was adopted as an infant.
◊ How do you spend your free time?
In my free time, I enjoy running a book club, spending time with my husband, and making memories with our daughter.

I define success as pushing yourself to achieve your goals, serving with integrity, and making a positive difference in people’s lives.
◊ Where do you see yourself in 5 years?
In five years, I see myself continuing to grow in my law enforcement career and expanding my role in serving the community.
COMMUNITY GROWTH

La Marque High School Construction Moves Forward
Exciting progress is underway at the new La Marque High School campus. Exterior framing was completed earlier this spring, and crews have now moved inside to begin interior work. On the athletics side, the new LMHS Competition Field is also taking shape, with the track and foundation finished and permits secured to begin installing bleachers.

In addition, renovations are progressing on the baseball and softball fields, ensuring students will soon have updated facilities to match the new high school.
A special milestone was celebrated this past March during the topping-off ceremony, where the final beam was put in place—a symbolic step toward completing this long-awaited project.
The campus is scheduled to open following Spring Break 2026, and the community can look forward to a state-of-the-art facility designed to support student success both in academics and athletics.
