Some cities have a vibe. Lake Elsinore has a roar. Skydiving over the lake. Tearing up the motocross track. Wakeboarding at sunrise. That identity isn’t accidental — it’s the foundation of something much bigger.
The Lake Elsinore City Council has officially adopted the Action Sports Industry Growth & Attraction Plan (2026–2040), a 15-year roadmap that ties into the City’s Dream Extreme 2040 plan to establish Lake Elsinore as the action sports capital of Southern California — and ultimately, the world.

The vision is straightforward: lean into what makes Lake Elsinore unique and build on it in a serious way. The city already has Lake Elsinore motorsports park, worldclass skydiving, a natural lake built for water sports, and terrain that’s practically begging for mountain bikes and BMX. The plan puts resources, strategy, and partnerships behind all of it.
Key goals include upgrading the Motorsports Park, developing a world-class skate and BMX facility, adding a new indoor hockey rink, Formula 2 track, exploring a cable wake park on the lake, building mountain bike trail systems in the surrounding hills, and attracting major events — think X-Games qualifiers, Red Bull showcases, and a signature annual Action Sports Festival that could become the Coachella of the action sports world.

The plan goes well beyond building facilities. It envisions Lake Elsinore as a hub for action sports businesses, media production, gear design, and innovation. Business incentives will help attract companies in the industry to relocate or expand here. A creative district near the lake could bring cafes, gear shops, and small studios to the waterfront.
Youth are central to the vision too — the Action Sports Industry Growth & Attraction Plan calls for school partnerships, training programs, scholarships for underserved athletes, and pathways that turn a love of riding or skating into real careers.

The plan is designed to make Lake Elsinore’s name even bigger on the map for action sports fans across Southern California and beyond. Every rider, spectator, and adventure-seeker who makes the trip supports local restaurants, hotels, and shops, fueling an economy that benefits everyone who lives here.
The plan is just getting started, and has already began to see the fruit of its labor. Lake Elsinore has always been Southern California’s playground. Now we’re just making it official.

Some places just drop you off at the water’s edge. Launch Pointe puts you in the middle of everything.
Lake Elsinore’s premier recreation destination has been a community fixture for decades — originally a state campground, later transferred to City ownership in 1993, and completely reimagined and reopened in 2019. With its thoughtful design and high-quality amenities, it’s earned a reputation as one of Southern California’s premier recreation destinations. In fact, Launch Pointe took home a 2025 Campspot Award for Top Unique Campgrounds and a 2024 award for Top Midsize Campground.
Launch Pointe is your direct access point to the lake. The onsite marina offers boat launches, slips, and rentals, making it a hub for boating, jet skiing, wakeboarding, fishing, kayaking, and paddleboarding. On site boat, pontoon, jet ski, paddleboard, and kayak rentals mean you don’t have to haul your own gear. Day visitors can grab a vehicle pass at the gate, which covers the boat launch, beach access, restrooms, and entry to The Bobber restaurant.
A resort-style pool, large splash pad, and playground keep the whole family occupied between lake runs. Launch Pointe also offers expansive green space shaded by historic pecan trees. The Bobber serves food and drinks with a lakeside view, and the on-site Bait and Tackle Shop has supplies, snacks, and whatever you forgot to pack. A large event hall makes Launch Pointe a popular spot for group gatherings, too.
Seven distinct camping areas each have their own personality — some tucked away for privacy, others wide open with unobstructed lake views. Vintage Airstream trailers and themed yurts offer a comfortable alternative to tent stakes and sleeping bags, each designed with amenities that make roughing it feel pretty smooth. All RV sites come fully equipped with electrical hookups, water, sewer, a patio pad, and a picnic table.

At Lake Elsinore, the lake is more than just a natural feature. It is a central part of the community’s identity and quality of life. In recent years, water quality challenges such as harmful algal blooms and low oxygen levels made it difficult for residents to safely enjoy the lake and raised concerns about its future.
In 2023, the City launched a Lake Management Plan focused on making real and immediate improvements to water quality. Instead of relying on one large project that could take years to complete, the City introduced a series of targeted solutions that could be implemented quickly and adjusted based on results.
One of the most important tools has been the use of nanobubble technology. Nanobubblers release extremely small oxygen bubbles into the water that are not visible to the human eye. Because these bubbles are so small, they remain in the water longer and spread more evenly throughout the lake. This process increases dissolved
oxygen levels, which is essential for fish and other aquatic life, and helps disrupt the conditions that allow harmful algae to grow.
The City also introduced additional treatments to reduce algae and limit the nutrients that feed its growth. These efforts have been supported by an eight million dollar federal investment dedicated to improving water quality, allowing the City to expand successful strategies and respond quickly to changing conditions.
The results have been staggering. Water clarity has improved significantly, oxygen levels have increased, and the lake is becoming healthier and more stable. Residents are seeing these changes firsthand, helping restore confidence and pride in the lake.
This work reflects a strong commitment to protecting Lake Elsinore and ensuring it remains a safe and healthy resource for the community now and into the future. The City of Lake Elsinore is committed to ensuring safe water conditions. As of this printing, there had been no Advisories since July 2025. Elm Grove Beach is easygoing. Open. Scenic. A place to relax, cast a line, and take in the view.
But a new chapter is coming. Starting May 2026, the beach will transform into a true waterfront destination.
The Lake Elsinore Yacht Club Association will set up shop on the lake, bringing with it events, experiences, and an energetic vibe that draws both residents and visitors.
This partnership between the City of Lake Elsinore and the Yacht Club Association is designed to activate the south shore in a new way. It will boost tourism, attract regional visitors, and create fresh momentum for local businesses.
By turning Elm Grove Beach into a year-round hub of activity, the initiative supports the City’s broader vision for a more vibrant, economically energized lakefront.
• Sailing programs and introductory on-the-water lessons
• Community festivals and seasonal events
• Youth and family-friendly water recreation activities
• Hands-on learning and educational experiences
• Regattas and competitive sailing events
• Open-water kayaking and lake exploration days
See you on the water!

As Independence Day approaches, CAL FIRE/Riverside County Fire Department reminds all residents that ALL fireworks are illegal in the city of Lake Elsinore due to the safety risks they pose to people, pets, property.

Each year, fireworks lead to thousands of preventable injuries across the United States. According to the National Fire Protection Association (NFPA), more than 10,000 people are treated in emergency rooms annually for fireworks related injuries, with burns being the most common. Even sparklers, which are often considered harmless, burn at temperatures over 1,200 degrees, hot enough to cause severe burns and ignite dry vegetation.
“Fireworks can quickly turn a celebration into an emergency,” said Division Chief Dustin Reed. “The safest way to celebrate the Fourth of July is to leave fireworks to the professionals and attend a permitted public fireworks display.”
Residents are encouraged to celebrate responsibly and help keep Lake Elsinore safe by attending a professional fireworks show and avoiding illegal fireworks.
Fireworks are epic. Fines and fires are not.
All fireworks — including sparklers — are illegal throughout Riverside County. Here’s why you should leave the booms to the pros:
• Almost 15,000 injuries occur each year from fireworks nationwide – and California accounts for 22% of them!
• Fines for illegal fireworks range from $1,000 to $50,000
• Start a fire and you can be held personally liable for suppression costs — potentially millions of dollars
• Sparklers burn at 1,200°F — hot enough to cause thirddegree burns
• Burns account for the majority of fireworks injuries, with the most common victims being children and young adults
• Dry brush and high winds make fire spread fast in Riverside County

Summer in Lake Elsinore means sunshine, adrenaline, and e-bikes everywhere — on scenic trails, along the lakeshore, and through our neighborhoods. We love the energy this season brings, and we want everyone to enjoy it safely! E-bikes are a blast — but they’re not toys. They’re powerful machines, and the rules that apply to them are real. Whether you’re cruising for fun or commuting across town, riding responsibly protects you and everyone around you. Here’s what every rider needs to know before hitting the pavement this summer.
California classifies e-bikes into three categories. Class 1 and 2 e-bikes top out at 20 mph and are generally allowed on designated bike lanes, bike paths, and trails. Class 3 e-bikes are capable of higher speeds and are typically restricted to roadways and bike lanes. Class 3 bikes are not usually permitted on multi-use trails where people are walking.
E-motorcycles and e-dirt bikes are a separate type of vehicle entirely and are often mistaken as e-bikes. They are not equipped with pedals, can have larger motors that exceed 750 watts, and can travel at speeds greater than 28 mph. If the e-motorcycle is not equipped with proper equipment (lights, mirrors, signals etc.) is not registered with the California DMV, and you are not a licensed driver with a valid motorcycle endorsement, it is illegal to ride on public streets and paths. E-dirt bikes also require California DMV registration. An OHV Sticker (Green sticker) is required, just like a gas dirt bike, in order to legally ride in OHV parks, public lands and legal riding trails — so it’s important to know what you’re riding.
• Riders under 18 must wear a helmet — no exceptions.
• Class 3 e-bike riders of any age are required to wear a helmet.
• No headphones or earbuds while riding.
• Obey all traffic signals and signs just as you would in a vehicle.
• Riders should always travel in the same direction as traffic.
• When riding on shared paths, reduce speed and use a bell or verbal signal when passing.
• Do not modify your e-bike’s motor or speed settings — tampering with your bike’s class designation is illegal under California law.
• No wheelies or stunt riding.
Summertime brings more pedestrians, kids on bikes, and distracted drivers. Slow down in high-traffic areas, make yourself visible, and give pedestrians the right of way.
Parents are encouraged to talk with younger riders about safe speeds, proper etiquette, and local regulations. E-bikes are powerful and operating them comes with a responsibility; understanding how to control them safely is essential. In addition, if your minor is on an e-bike or e-motorcycle, you may be held liable for ordinance violations or injuries that result from their riding.
By following these guidelines, we can all help ensure that our community’s streets and trails remain safe and enjoyable for everyone this summer. Ride responsibly—and enjoy the season!

A modern, 10,000-square-foot library is coming to Main Street and Sumner Avenue — funded in large part by a $10 million state grant. The facility will offer dedicated spaces for children and teens, study rooms, a community meeting room, public workstations, a theater for film and educational programming, and flexible event space. More than a place for books, it’s designed as a true community hub for students, families, and job seekers. Once complete, it will be operated by the Riverside County Library System.
One of Lake Elsinore’s most recognized Main Street landmarks is getting a new life. The historic Chimes building — originally constructed in the late 1800s — is being transformed into a business incubator, event and training center, café, and travel hub. The redevelopment creates real pathways for local entrepreneurs to launch and grow businesses, bringing new energy and jobs to downtown.

Lake Elsinore just added another powerhouse to its action sports roster. Dr.D Dubach Racing Development — a worldwide leader in aftermarket exhaust systems for dirt bikes and ATVs — has established its new headquarters here. Known for elite R&D and rapid prototyping, Dr.D works with top riders across every major brand, from Honda to KTM. Their arrival cements Lake Elsinore’s reputation as the global hub for action sports business. Welcome to Southern California’s Playground, Dr.D. For more information, please visit dubachracing.com.

Hollywood is taking notice. Lake Elsinore recently hosted a two-day film familiarization tour, inviting key industry partners and site selection agents to scout the city’s readyfor-camera locations — from Downtown Main Street and the Lake to Skydive Elsinore, Lake Elsinore Raceway, and Launch Pointe. Organized through FILM LE and regional partners, the tour is part of a broader push to attract film, TV, and commercial productions that bring jobs and revenue to the community.
Motocross is back where it belongs. Lake Elsinore Raceway has reopened under new ownership with 95% of the track redesigned and rebuilt for riders of every skill level. Coowners Jason Baker — founder of DreamTraxx — and Bryan Wallace, who grew up working this very track, have poured deep industry expertise into creating a world-class facility that honors the city’s legendary racing roots. From motocross events to mud runs and drag racing, the action never stops. For race schedules and events, visit Lake Elsinore Raceway. For more information, please visit www.leraceway.com.
Lake Elsinore is taking action sports to a whole new temperature. Ice Cave, the region’s first private indoor hockey ice rink, is opening in April 2026 off Corydon Road — bringing year-round ice hockey, skating programs, youth and adult leagues, figure skating, and tournaments to Southwest Riverside County. It’s the latest addition to a city that already dominates on land, water, and air. For updates and more information, visit icecaveentertainment.com
The Southern California Sand Drag Association brought three days of high-octane competition back to Lake Elsinore Raceway this March with the Larry Minor Memorial West Coast Shootout. The event drew racers, families, and motorsports fans from across the region for nonstop action — and served as a moving tribute to the late Larry Minor, a beloved figure in the sand drag community whose son Chris has stepped in as the Association’s new CEO. It was a powerful reminder that Lake Elsinore isn’t just the Action Sports Capital of the World in name only. For more information, please visit socalsanddrags.com
One of Lake Elsinore’s most scenic recreational amenities is getting a second wind. The Blackburn Family has taken ownership of Summerly Golf Course — The Links, an 18hole course with sweeping lake views — and is investing in serious improvements to course conditions, operations, and amenities. A fullservice restaurant is opening soon, and the course itself is set for an official relaunch in Fall 2026, with an event center expansion to follow. These videos are shared on the City’s website and social media to showcase the business and promote Lake Elsinore’s vibrant business community.

The Lake Elsinore Capital Improvement Plan (CIP) (2025-2030) is a $700M, 76 project, long-term plan for building, maintaining, and improving the community’s public infrastructure. This includes projects such as roads, sidewalks, parks, storm drains, traffic signals, and other public facilities that support daily life in our city. The CIP serves as a dynamic and evolving five-year roadmap or plan, identifying which projects the City plans to complete, when they may occur when funding is available, from which revenue streams and sources, and clearly signals what the city’s priorities and investments are in an organized way.
The CIP is an essential tool that helps the City:
• Plan for the future by prioritizing improvements that support growth and quality of life
• Use funding responsibly by coordinating budgets, grants, and other funding sources
• Maintain and enhance infrastructure such as streets, parks, and public facilities
• Ensure transparency so residents can see what projects are planned and how decisions are made
This guide provides an overview, but the full Capital Improvement Program includes detailed project descriptions, locations, timelines, and funding sources.

Through the Rediscover Downtown initiative, Lake Elsinore is working on seven projects—each in different stages of completion—to transform the downtown corridor. The effort combines infrastructure upgrades, civic investments, and public space enhancements to support our local mom -and-pop businesses and create a more walkable, connected, and vibrant downtown while preserving its historic character.
1. New City Hall
Construction is underway on a new 40,252-square-foot City Hall at Main Street and Graham Avenue. The facility will include council chambers, office space, a public lobby, and an outdoor plaza with lake views. It will also showcase the City’s original fire engine.
2. Lake Elsinore Library
This $14 million library at Main Street and Sumner Avenue will include children and teen areas, study rooms, a community meeting room, and multipurpose space designed as a central hub for learning and gathering.
3. Main Street Road Improvements
A $6.5 million upgrade from Lakeshore Drive to I-15 includes new pavement, ADA ramps, decorative crosswalks, and pedestrian lighting systems.
4. Main Street Landscaping
In progress, this $10 million effort will add gateway signage, landscaped medians, decorative paving, lighting, and street furniture to enhance Main Street’s look and feel.
5. Main Street Interchange Landscaping
This $1.5 million project will introduce new trees, shrubs, and ground cover, along with updated irrigation systems.
6. Main Street Interchange Project
Completed in October 2024, this $10.1 million project improved traffic flow and safety with widened lanes, new signals, and ramp upgrades.
7. Main Street Interchange Art Panels
Finished in September 2024, LED-backlit panels highlight local history and landmarks, adding a distinctive visual identity.
These projects reflect the City’s ongoing commitment to enhancing downtown Lake Elsinore for the community today and for generations to come.

$67.5 million. 7 projects. 1 goal:

Stay comfortable and bitefree this summer
As the weather warms up and we spend more time outdoors, it’s a good time to take a few simple steps to protect yourself and your family from mosquito bites.
Use Insect Repellent, Choose an EPA-approved insect repellent and apply as directed for effective protection while you’re outside.
Wear Protective Clothing. When possible, wear long sleeves, pants, and socks, especially during early morning and evening hours when mosquitoes are most active.
Mosquito-Proof Your Home. Mosquitoes breed in standing water. Empty items like buckets, plant saucers, and toys regularly, and make sure window and door screens are in good condition.
A few simple habits can go a long way in keeping your summer enjoyable and bite-free.

Lake Elsinore is built for the outdoors — from the shimmering lake to the open parks and gentle trails that wind through the valley, there’s no shortage of beautiful places to take it all in. We’re on a mission to help our community get out and enjoy it.
We’re working to improve the health, wellness, and quality of life of everyone in Lake Elsinore. Get inspired, access local resources, and take advantage of incentives designed to help you build a healthier lifestyle — one step at a time.
Ready to get moving? Join our free Walking and Hiking Club and explore the parks and trails that make Lake Elsinore worth living in. Fresh air, great company, and your own backyard waiting to be discovered. Walking and Hiking Club meets on the second and fourth Saturdays of every month at 8:00 am. Meeting locations vary, so visit www.lake-elsinore.org/healthyle for updated locations.
Lake Elsinore is open and ready for adventure. With 3,000 surface acres and over 14 miles of shoreline, the lake is built for fishing, boating, jet skiing, water skiing, wakeboarding, kayaking, paddleboarding, windsurfing, and swimming — and with Southern California sunshine on your side, there’s no excuse to sit this one out.
Whether you’re dropping in on a wakeboard, launching a kayak at sunrise, or letting the wind pull you across the water on a paddleboard, Lake Elsinore delivers. Public beaches offer picnic areas and shade, easy-access parking, and a four-mile levee trail for hiking, nature watching, and fishing.

No reservations required — just show up and go. On-site rentals for boats, jet skis, and paddleboards are also available through JT’s Rentals if you’d rather leave the trailer at home. For anglers, this is a bucket-list fishery. Lake Elsinore is the largest natural freshwater lake in Southern California — a nutrient-rich warmwater lake teeming with black bass, catfish, crappie, wiper, hybrid bass, and more. Rock piles, brush piles, and vegetation along the shoreline are prime spots, with catfish regularly running 2 to 10 pounds.
Three free public fishing beaches sit along Lakeshore Drive: Whiskers Fishing Beach at Townsend Street, Davis Street Fishing Beach, and Lowell Street Fishing Beach. These three beaches also feature free parking. Fishing is also available at Launch Pointe Recreation Destination & RV Park on Riverside Drive.
Fishing and parking are free at all three public beaches along Lakeshore Drive. Launch Pointe Recreation Destination & RV Park has additional fees, including parking. All anglers 16 and older must carry a valid California State Fishing License. A City of Lake Elsinore Annual Fishing Pass is also required for access to City facilities. For current pricing on both, visit wildlife.ca.gov for state license fees and lake-elsinore.org for City pass rates. State Licenses can be purchased from the Launch Pointe General Store.
