Message from the Mayor I am immensely proud of the work Council has undertaken over the past three months to bring our new Councillors up-to-speed so we can move forward quickly and confidently in 2020.

I must also thank our CEO Rhonda Hardy and her staff for assisting with this goal. Staff genuinely care about our City and this is evident in the way they deliver services and the effort they put in to improving outcomes for our community.

Across my time as a Councillor and more recently as Mayor, I have been impressed by the ease in which the team collaborates to develop strategies and policies, scrutinising the management of Council and advocating for their community.

As I look forward to 2020 I can’t help but feel enthusiastic. Our City is not only ready to take the opportunities that come our way, but more importantly, we are working together to create and drive those exciting opportunities too.

We have a number of significant capital works projects underway and more expected to start including

the new Kalamunda Community Centre build predicted to break ground shortly and the near-to-endphase of the Forrestfield Station and airport link.

Also, our community can look forward to having their say on some new projects including a fenced dog park and holding funerals in local parks.

The City will also be reviewing sentiment regarding a future aquatic facility and issue updates regarding the Stirk Park playground vision and anticipated schedule of works.

Over the next six months, we have a huge number of events planned including our FREE Summer Series Movie Festival which runs until 27 March. This year’s program caters for families with young children, teenagers and adults too with films like Shazam! and Disney’s 2019 live action remake of The Lion King sure to delight the crowds. The seven movies will screen on Friday nights at sunset at various locations across the City – full details are listed on the City’s website.

And again, we look forward to the

community coming together as we celebrate the 2020 Corymbia Multicultural Festival on 7 March.

Looking ahead, I challenge you to stay involved with your local community. The City of Kalamunda is already a great place to live, work and visit but with your ongoing support and fresh ideas our community will consistently be reinvigorated and revitalised!

New Kalamunda Community Centre The City has awarded the contract to deliver the construction of the Kalamunda Community Centre at Jorgensen Park to Pindan Contracting following a competitive tender process. The contract covers the building, car parking improvements and associated infrastructure.

City of Kalamunda Mayor Cr Margaret Thomas JP said, “The new Kalamunda Community Centre will be a significant asset for the Community. I am extremely excited to see this project come to fruition and thank Lotterywest, the State Government and the Federal Government for their commitment to the project.

“I must also acknowledge the tireless work of the Kalamunda Community Learning Centre, who advocated for a new community centre for many years.”

The request for tender was issued mid-2019 with the City receiving six tenders by the closing date, 21 October 2019.

An evaluation panel then assessed each tender in a staged process moving from tender compliance to qualitative criteria to price.

The panel’s recommendation was endorsed by Council at its 17 December 2019 Ordinary Council Meeting ensuring a timely start for the build.

“Construction is set to commence early next year replacing the Jorgensen Park Pavilion, which has reached its end of life, and will be demolished as a part of the project.”

Mayor Thomas said.

Council adopted the centre’s design in June 2019, following extensive consultation with the Kalamunda

Community Learning Centre and Community Reference Group.

Key features of the new building include seven activity rooms, two halls, office space, a kitchen, bathrooms, outdoor play areas and a viewing deck.

Timber and stone design textures will give the building a natural feel, paying tribute to its surrounds.

The project is funded from the Federal Government ($1 Million), Lotterywest ($2.5 Million) and the State Government of Western Australia ($3 Million) with a $150,000 contribution from the Kalamunda Community Learning Centre.

Safer, connected cycling High Wycombe residents will soon be able to view the proposed improvements to footpaths and cycling routes which will provide better connections to community amenities.

The HWLR will feature a series of shared paths and on-road cycling facilities which will provide a safer, convenient and connected route to the new train station and will also serve three primary schools located in the area. The HWLR will commence in Kiandra Way in High Wycombe, pass through John MacLarty Park and cross Newburn Road.

LED lighting for reserve

Link WA created

The Scott Reserve sports floodlighting project will get underway early 2020 with upgrades made to the floodlights on the northern reserve.

The main football oval and smaller training oval will have new LED lighting installed, with lighting to 100 lux on the main oval to allow for night matches to occur.

Both football clubs have significant female participation with most of the women’s matches scheduled during the evening.

The new lighting will allow for the teams matches to be scheduled at home which could not previously occur and facilitate a greater sense of community by encouraging more spectators.

With a vision to be a best practice freight and logistics precinct, the Cities of Kalamunda, Belmont, Canning and Swan have formed Link WA - a four member council alliance.

The City is pleased to see a greater focus being placed on the Freight and Logistics industry which is a significant contributor to employment and gross regional product across Perth Eastern region. Link WA will facilitate a collaborative approach to supporting this vital sector.

Forrestfield North latest Residential Precinct Local Structure Plan After a review of the draft Forrestfield North Residential Precinct Local Structure Plan (LSP), the Department of Planning, Lands and Heritage (DPLH) and the City have identified a series of proposed modifications to improve the precinct layout and ensure the environmental conservation areas are appropriately protected. The modifications are expected to be approved in early 2020.

Transit Oriented Development Precinct The City and consultants, Element, are continuing to focus on finalising the draft Transit Oriented Development (TOD) LSP. Draft plans and technical reports are being prepared for further input from State Government agencies.

‘METRONET East’ Redevelopment The Minister for Transport; Planning is yet to make a decision on the boundary alignment for the METRONET East Redevelopment Area. Further information will be provided as it becomes available.

Forrestfield North Naming Competition The City sent a report to Landgate and the Geographical Naming Committee detailing the results of community consultation regarding a preferred suburb name for the area known informally as Forrestfield North. The report is accompanied by a letter stating Council’s preference for the suburb names to remain.

Community garden for all The Kalamunda Community Garden’s A BOY beautiful Book & Seed Library is delighting the community and Monty inspiring green thumbs!

Reroofing goes ahead at Kalamunda Library Reroofing of the Kalamunda Library will start in early February 2020 with a staged roll out to minimise any inconveniences to library users.

The $130,000 maintenance project will start on 3 February and is expected to be complete within four-weeks.

The new roofing will future proof the building for a significant solar panel upgrade (as recommended for inclusion in upcoming capital works programs) to mitigate the electricity consumption of the Library.

The City warns residents and library users to expect some noise during the month-long works program.

“The library provides significant services to our community, so being able to provide continuity, combined with the fact that the staff and equipment don’t need to be moved out of the buildings while works take place is definitely a plus for

us,” City of Kalamunda CEO Rhonda Hardy said.

“The City apologises for any inconvenience to our library users during this time as there will be restricted access to some areas of the library however we will update communications as works progress.”

During the project works, regular updates will be published on the City’s website Kalamunda.wa.gov.au, Facebook page and on public notice boards detailing specific areas affected and duration of work.

The City’s other three libraries will be open as usual.

Good news for Schmitt Road In November 2019 the City received confirmation from the State Government that the proposed Land Sale of a number of blocks owned by the state and zoned urban along Schmitt Road, that form part of the Railway Heritage Trail, would not proceed.

City Mayor Cr Margaret Thomas JP thanked local Member Matthew Hughes, former Mayor John Giardina, along with passionate community members for their work to preserve the site.

Seniors’ lifestyle programs Upgrades completed

Senior residents can access a range of classes to boost fitness levels while making new friends!

The classes include Living Longer Living Stronger, Stretch and Tone, Yoga Gold, Zumba Gold, Table Tennis, Live Active and a Young at Heart class.

Classes are held in Forrestfield, High Wycombe and Lesmurdie and are $8.00 each.

In addition, as part of the Active Seniors program, there are free information sessions offered to participants twice per year.

These Train the Brain sessions deliver helpful tools for various subjects

regarding health and fitness for older adults. The subject matter is determined through participant suggestions and needs of the community.

New flooring has been installed at the Forrestfield Hall (pictured below) and the Hartfield Park Recreation Centre has been fitted with new carpet to the ground floor entrance and the squash courts have received new glass, LED light upgrade and the timber floors have been repaired and recoated.

First Reconciliation Action Plan launched

The City took an historic step launching its Innovate Reconciliation Action Plan (2019-2021) to the community at Hartfield Park, Forrestfield.

More than 80 people attended the significant event including Aboriginal Elders Neville Collard, Nick Abrahams and Sharron Yarran, Forrestfield MLA Stephen Price, City of Kalamunda Mayor Cr Margaret Thomas, Councillors and staff. Elders led the event, with speeches and stories.

The City’s first Reconciliation Action Plan (RAP) was developed over the past 18 months and outlines 19 actions and 88 deliverables for the next two years.

Mayor Margaret Thomas JP said, “One of the rewarding aspects of creating a RAP is that it is not a solo effort; it’s a team effort. The process was a fantastic collaboration, summed up beautifully by local elder and Wattle Grove Resident Sharron Yarran – who

Heidelberg named potential aged care site The recent State Government announcement confirming the preferred location for a new aged care facility within the City of Kalamunda has been welcomed.

The site, located on the borders of Lesmurdie, Walliston and Carmel, was formerly an orchard and is currently owned by the State Government.

In early 2019, the City asked the local community for its vision for the vacant site on the corner of Pomeroy and Canning Road, with an overwhelming majority proposing the site is used to deliver aged care services.

Specifically, feedback shows strong

support for the site to be developed to better meet the needs of the community, including development of an aged care facility, an integrated area for all ages and community members; and the retention of nature, trees and vegetation.

The City’s Kalamunda Aged Care Advisory Committee has been briefed on the community’s vision, which aligns with relevant technical studies.

City of Kalamunda Mayor, Cr Margaret Thomas JP said the City has been working closely with State Government for more than a decade to advocate for the provision of aged care services and facilities to address

the critical shortage in the region.

“We’ve led these discussions for a number of years and I thank the many committee members and City staff who have been involved in advocating and keeping aged care at the forefront of the agenda for so long,” Mayor Thomas said.

The City will continue to ensure the views of the community are represented in any future development discussions regarding the site including the potential for an intergenerational community space to be created for the benefit of all.

Microbats keep mozzies away Road rehab on the way Did you know there are more than 70 species of microbats in Australia and 37 live right here in WA? Unfortunately most are vulnerable or endangered, particularly in city areas where urbanisation robs them of their hollow tree homes.

Recently the City held an information workshop at Walliston Primary School to show students how they can support microbats and assist with increasing their population.

The workshop focussed on the importance of providing roosting boxes or alternative homes where the bats can breed in the tops of trees.

The City hopes by reducing local mosquito population numbers it will limit the spread of blood borne diseases ultimately improving the local community’s public health.

In addition, the City has started a pilot

study to determine the effectiveness of increased microbat housing on reducing mosquito numbers in problem areas.

The City is keen to present at local schools to share with students more about microbats and mosquitos.

The City has announced a number of road maintenance projects to get underway in 2020.

Sites earmarked for repair in the area are: • Welshpool Road East in six sections, two on the hill, three between Lesmurdie Road and Pomeroy Road, and one at the intersection with Canning Road • Lesmurdie Road just uphill from the intersection with Welshpool Road East The sites show similar types of faults, being areas of significant cracking, crocodile cracking, and deformation of the surface such as rutting. The repairs include foam bitumen stabilisation and new asphalt surfacing.

Sports Stars shine bright

The City presented a whopping $14,850 in grants to 70 Kalamunda Sports Stars at a local reception in December 2019.

The annual awards event recognises the achievement of local athletes selected to represent WA or Australia in their chosen sport. Athletes under 18 are eligible to receive up to $250 while athletes aged 18 to 25 can apply up to $150.

City of Kalamunda Mayor, Cr Margaret Thomas JP, congratulated the recent recipients for their exceptional commitment and skill.

“I am constantly impressed with the efforts and achievements of our local sporting stars and I look forward to hearing of their ongoing success,” Mayor Thomas said.

The awards night recognised local athletes from eight suburbs and 25 sports including softball, gymnastics, soccer, swimming, athletics, tennis, taekwondo, water skiing, cross country and mountain biking.

“The City is proud to have so many local sporting clubs committed to developing the talents of our future stars,” Mayor Thomas said.

“We recognise the importance of developing and supporting talented junior athletes in our area and will continue to encourage young athletes to prioritise their health and fitness.”

Total fire ban status shuts WTS Residents are reminded when a total fire ban is declared the Walliston Transfer Station is closed.

Total fire bans are set by the Department of Fire and Emergency Services and are issued on days when weather conditions would make fires difficult to control or when there are a number of fires burning across the State, stretching firefighting resources.

Activities not permitted during a total fire ban include any hot works such as grinding, welding, cutting or heating in the open air.

Also, on days when a total fire ban is declared, the City’s bushfire control officer can impose a harvest and vehicle movement ban.

City pilots innovative WayFairer Project The Kalamunda WayFairer Project is gaining momentum following its launch in November 2019.

The innovative program addresses two important community issues directly related to belonging in the City of Kalamunda.

1. The ageing population being better connected, contributing and having a greater sense of

belonging in the Kalamunda community 2. Addressing the gaps and pressures across community based organisations. 40 community based organisations have already completed the community gap analysis.

The WayFairer Project strategically utilises the knowledge, talents, skills,

experience and interests of residents aged 50 and above (WayFairers).

Upcoming youth activities and events The Youth Services team has been busy putting together a massive program for 2020 - here’s a snapshot of what we’re rolling out: Skate, Scooter BMX Clinic with Freestyle Now! 24 January 2020, 4:00pm-6:00pm Kalamunda Skate Park Come along to one of our free skate clinics, facilitated by Freestyle Now. They are open to anyone wanting to improve their skills, learn tricks, improve certain moves and watch some of the pros do their stuff.

In the Mix Program February-March 2020 This FREE program provides an opportunity for aspiring young musicians, song-writers and producers, to work hand-in-hand with industry professionals to learn and improve their skills and knowledge of the industry.

Working together with Focus Music, this program features a series of skill development workshops leading up to a final live performance at the City of Kalamunda’s Corymbia Multicultural Festival.

This year, we’re switching up the program a little by offering the

opportunity to learn digital recording!

Participants will have the opportunity to record their own songs, and learn the process of uploading them online for digital audiences. Registrations open January 2020. Applicants between 10-13 are welcome to apply for this program. However, 14-25 year olds are given priority when booking.

They are open to anyone wanting to improve their skills, learn tricks, improve certain moves and watch some of the pros do their stuff.

Amazing ‘vollies’ celebrated Local friends groups unite If you’re passionate about the environment have you thought about joining one of the amazing friends groups that operate locally?

The invaluable contribution volunteers have made and continue to make to the local community was celebrated at the City’s ‘Thank a Volunteer’ lunch.

City of Kalamunda Mayor Cr Margaret Thomas JP addressed the 120 volunteers at the lunch event, thanking them for their time, energy and commitment before

acknowledging the 2019 – Young Local Hero of the Year – Tomas Kerslake Sweeney; Community Local Hero of the Year – Colin Robinson and Senior Community Local Hero of the Year – Tony Fowler.

Nominations for next year’s Local Heroes open 1 January 2020 with winners selected each month.

Free plants for residents The City’s Plants for Residents program has given away over 220,000 plants to residents over 22 years!

The program is all about providing habitat for local wildlife in residential backyards and improving the City’s urban canopy.

In 2020 each residential property can receive 10 free plants from a selection of local, waterwise native species.

All you have to do is come along!

Residents should bring their ID and/ or a utility bill (as proof they live in the City) plus a bag or box to take their plants back home.

This year the City will be giving away around 15,000 plants, but it’s first-in first-choice, so get there early to get your plants.

There are a variety of extremely active groups that assist with the maintenance of City-vested reserves, and larger Catchment Groups that look after particular landscapes and tend to cross vestings and tenure.

Perth Hills tourism win The City‘s designated Tourism Brand Experience Perth Hills secured Gold for the second year in a row at the Perth Airport Tourism Awards for 2019. The award category Excellence in Local Government recognises the creativity of the City of Kalamunda in its innovative stance in producing a standalone tourism brand recognising that visitors do not understand local government boundaries.
