Existing Water Line

Existing Water Line • Existing 30-inch and 48-inch Water Line is part of a system by which Dallas Water Utilities supplies water to City of Irving, Cypress Waters, and DFW International Airport.

• Constructed in 1972, prior to development in area.

• Located within an existing 20-foot-wide City of Dallas Water Easement.

• Physical encroachments on and along the easement exist due to discrepancies between the actual easement location and its location as incorrectly represented on plats of Valley Ranch 16 and Valley Ranch 24.

Access Improvement Needed • Narrow easement through developed area is difficult to access.

• Several easement encroachments pose a risk to the structural integrity and maintenance/operability of the water line.

• Access for maintenance activity is likewise a potential risk to structures encroaching the easement.

• DWU needs to improve access to the pipeline for future maintenance/operability.

Alternatives Evaluation • Dallas Water Utilities and Halff Associates, in consultation with the City of Irving, performed an alternatives evaluation.

• Minimizing public impact a top priority.

• Selected alternative involves relocation of the water line around Valley Ranch 16 and Valley Ranch 24, within Ranch Trail and Ranchview Drive street rights-of-way.

Performance Assessment • The existing water line must remain in operation during construction of the proposed improvement.

• Leak and performance assessment surveys of the existing water line were performed in 2010, 2015, and 2018. No leaks were detected at those times.

• Leak and performance assessment survey was repeated in November 2020. No leaks were detected.

Install 3,140 linear feet of new 30-inch and 48-inch water line and associated valves and appurtenances.

•

Aligned primarily within: • Inner-most west-bound lane of Ranch Trail • Inside south-bound lane of Ranchview Drive

•

Associated pavement and affected utility repairs/replacements to City of Irving standards.

•

Abandon existing 30-inch and 48-inch water lines in place by filling with grout.

•

Release City of Dallas Water Line Easements following construction.

What to Expect During Construction • Contractor will use street right-of-way for trenching and water line installation, construction vehicle traffic, and equipment storage.

• Detailed Traffic Control Plan (TCP) to be developed by the Contractor.

• TCP submitted for review and approval to City of Irving.

What to Expect During Construction • Ranch Trail: • Current anticipation (specific plan to be developed by Contractor): Contractor to use west-bound lanes and median.

East-bound lanes to be temporarily converted to two-way traffic.

North-bound lanes to be temporarily converted to two-way traffic.

Project Schedule • Project Bid – June 2020 • Construction Contract Awarded – October 2020 • Start of Field Activities – Anticipated February 2021 • Complete Construction – Anticipated Winter 2021/2022 • Release of Easement – Anticipated Spring 2022, following construction completion and pending Dallas Council approval
