Strategic Planning Process As part of the strategic planning process, the accomplishments since the 2016 plan were reviewed, followed by an assessment of external factors that can affect the city. Finally, a SWOT analysis was conducted to identify the city’s strengths, weaknesses, opportunities, and threats. A summary of these analyses is included here for reference.
