LandUseCodeEvolves

Inrecentyears,theCaliforniastatelegislaturehasadoptedchangestostate lawaimedatincreasingthesupplyanddiversityofhousingthroughout California. Theseeffortsareintendedtoincentivizetheproductionof housing.Whiletheselawsrepresentalossoflocalcontrol,theyalsopresent anopportunitytoaddresstheneedforworkingclass“missingmiddle” housingthroughoutthestate.

AttheFebruary17HealdsburgCityCouncilmeeting,theCounciladopted twoordinancesthatupdateourlocalcodestocomplywithstatelaw.TheCity hasbeensubjectallalongtotheselaws;updatingourlandusecodealigns ourregulationswithstatelaw.

OneordinancewillimplementSenateBill9(SB9),ortheHousing OpportunityandMoreEfficiency(HOMEACT).TheStateSenatebillrequires citiestoallowtwo-unitdevelopmentandurbanlotsplitsonlotsthatare zonedforsingle-familyhomes.TheCity’sordinancelimitsthesizeofthese unitsandrequiresthatprojectsmeetCitystandardsintheHealdsburg MunicipalCode.

ThesecondordinancecombinestwoCaliforniasenatebillsthatincrease densitiesbyallowingupto10unitstobebuiltonvacantresidentialparcels, andonparcelszonedformulti-familyhousing.ThisconformswithSenateBill 684andSenateBill1123,thataimtostreamlinesmall-scaledevelopment.

Healdsburgstaffdonotexpectarushofnewprojectsasaresultofthese changes.
