s you’ll see in this issue of InFocus, the health, safety, and well-being of Goodyear residents is of paramount importance to the City Council and city staff.

Our thoughtful and strategic investments in our city’s Police and Fire departments, including the addition of another police squad, the recent opening of our Mayor new Police Operations building, Georgia Lord as well as our commitment to funding and developing new fire stations in the coming years, demonstrate our commitment to keeping Goodyear safe.

As our community continues to grow, these investments will ensure that the resources necessary to keep our citizens safe are available to us. I’m very proud of our continued commitment to public safety, and I hope that you are as well.

The city of Goodyear volunteer base is absolutely incredible!

N

ot only are our volunteers making a positive impact by donating their time and skills, but they enrich the community every day. The work produced by our volunteers reduces costs to deliver Council Member services to residents and helps to Joe Pizzillo maintain our quality of life. In fiscal year 2017, our talented volunteers dedicated more than 30,000 hours to several departments and special events, saving taxpayers over $700,000. Of those savings, over 20 percent were because of our volunteers in public safety.

There are several volunteer programs throughout the city for anyone interested in getting more involved or who just has a passion for making a difference in the community. The Fire Corps Program and the Volunteers in Police Services (VIPS), for example, both offer numerous ways to support the departments, either administratively or by participating in educational training to promote child and adult safety, or by checking in on our senior community members’ welfare; however, the list does not stop there.

The City Council cannot express enough how much we appreciate all of our passionate volunteers, whether you are an ongoing member of the team or lend a hand for a one-time special event. The city of Goodyear would not be as great of a place to live, work and raise a family without our dedicated city staff and the significant community involvement.

So, thank you all for your dedication.

Traffic Safety Tip This month: Parking Regulations

A

rizona state law and Goodyear City Code/Zoning Ordinances have regulations regarding the parking of vehicles. These laws are intended to keep the

roadways as safe as possible, as well as preserve the quality of life in neighborhoods. Please be a good neighbor and follow parking rules. To report parking violations, contact the Goodyear Code Enforcement Division or the Goodyear Police Department non-emergency line (623-932-1220).

Below are some common parking violations: City Code 13-3-1 Vehicles must be parked facing the correct direction with the right wheels no more than 18 inches from the curb.

City Code 13-3-5 Vehicles are prohibited from parking on sidewalks.

City Code 13-3-7.A2 Vehicles are prohibited to be parked within 20 feet of an intersection.

Zoning Ordinance 6-3-2 Vehicles are prohibited from being parked on a front yard. Vehicles may only be parked on concrete, masonry or asphalt.

For starters, a Neighborhood Block Watch is made up of a group of people living in the same area who want to make their neighborhood safer by working together, and in conjunction with local law enforcement to reduce crime and improve the quality of life.

Some of the benefits of starting a Neighborhood Block Watch group include: Becoming better acquainted with neighbors; partnerships with law enforcement and neighbors; a reduction in crime; a more united community; and improved communications.

Because Neighborhood Block Watch is a cooperative effort between residents and the Goodyear Police Department, it’s essential for your group to register with Goodyear Police Department Community Services Unit.

hat simple phrase is a lifeline, bringing hope and help to people during the most critical moments when seconds save lives.

With a headset tethering her to the workstation, Cara transitions from a casual chat to helping someone she will likely never meet. Her calm voice is a sharp contrast to the caller who is clearly upset. Fascinated, I silently listen in as Cara asks questions, assesses, types, and keeps track of everything happening on the seven monitors in front of her. The caller, a concerned neighbor, says an unfamiliar man is acting suspiciously in her neighborhood near a vehicle with tools. She dutifully answers Cara’s questions, describing what he is doing, what he is wearing, and why he seems to be out of the ordinary.

Commanding the keyboard and mouse, Cara swiftly translates the most pertinent information she is hearing to get the right help, to the right spot, right away. What she’s typing is coming up in real time on the screens of the dispatcher and officers on the street.

Information Flow

As Cara walks the caller through more questions, I notice the dispatcher, Victoria, sitting about five feet behind Cara, instinctively begin to verbally relay the highlights of the information she is hearing and seeing across the police radio.

At a third station just five more feet from Victoria, Tammy continues to answer the calls coming into all of the Goodyear Police phone numbers – emergency and non-emergency.

Without a word, the three women in the telecommunications center jump into action, each knowing exactly what they need from the other person in the room, on the line, and what they need to expedite and pass on to the next person in the emergency response chain.

The caller keeps talking through what she sees as the situation unfolds. She tells Cara how the man takes out more tools and, wait …it looks like he’s now wildly swinging a hammer, banging on something. Help is already on the way, but Cara keeps the conversation going. Earlier she told me, “People are great they want to help, so in emergencies, I give them something to

do.” Cara’s level voice asks, “What color vehicle is it?” The caller describes the vehicle, the type of tools, and the man’s hairstyle.

Now it makes complete sense to me what Cara told me just seconds before this call came in: “I give them little tasks to focus on to take their mind off of what’s happening.” Before she can describe the man’s hair, the caller confirms a Goodyear police officer is on scene. Cara’s role in this emergency response relay has been taken over by the officer so she disconnects, which opens the line up for the next serendipitous conversation that neither caller nor call taker could have anticipated when they woke up today.

Start With Where

Knowing about 85 percent of the calls for help come from mobile phones, Cara wants to remind residents that when you call 911, start with where. While mobile phones can present a general location to the 911 system, the accuracy is dependent on the service provider and the device. As soon as dispatch confirms a caller’s location, help can start coming even before they know what’s wrong. If you don’t know the address of where you are, anything helps. “Sometimes all we hear is screaming,” Cara tells me. “We need to start narrowing down locations, so I ask people to look out the window, describe what they see, look at a piece of mail, a street sign – anything. We need to know where first.”

In our everyday conversations, we are used to a normal back and forth banter; however, telecommunications operators are trained to set that aside, and work through a series of questions in a specific order. Cara says people can sometimes hear recorded 911 calls, and feel like the operator is being rude. “What they’re hearing is our training at play, so we can relay the most pertinent information quickly. We need a lot of information in a short amount of time to keep the lines open, so we ask: where; followed by what; when; who; weapons; why; and then finally, how.”

Tough Calls

“We always see how the situation begins, but we rarely ever find out how it ends,” Cara tells me. “But we have terrific services here for those hard calls.” The statement hits me with a dose of reality that smudges my rose-colored glasses. Just as I am about to ask the tough question, Victoria saves me by saying, “I never take a call home.” I’m in awe of the strength, courage and professionalism of this team of strong women I’ve been so fortunate to observe.

of what is happening,” Cara shares with me. “That’s when I tell myself I have to remain calm, and be the voice of reason, because somebody needs help. Our customers’ worst day is our everyday. We’re just here to help,” Victoria adds. A brief lull in calls afforded me the time to discover the exquisite level of care city telecommunications staff gives to our officers and residents. The phone rings. In the background, I can hear Tammy announce, “Goodyear Police. Do you have an emergency?”

It’s only hour three of their 12-hour shift, and the phone calls keep coming. Cara, Tammy and Victoria arrive when the sun is coming up, and they go home when darkness begins to settle.

It. Never. Ends. As I pack up my notebook, all I can feel in my heart is complete gratitude for the telecommunications team and all of their colleagues who are there every hour of every day, ready and willing to help us all in our time of need.

About Goodyear Police Telecommunications Commonly known as “911” to the public, the Telecommunications Division of the Goodyear Police Department serves as the primary answering point for emergency and non-emergency calls, as well as the radio dispatch and support for more than 100 sworn police officers. The Telecommunications Division is also the initial answering point for fire and medical calls that are transferred to Phoenix Fire Alarm, the radio dispatch for the Goodyear Fire Department.

Telecommunications is staffed around the clock every day of the year to ensure that when anyone calls for help, someone is there, trained and ready to assist.

CALL VOLUME In 2016, Goodyear Police Telecommunications answered

108,254 calls for help. Of those calls, 30,236 were 911 emergencies. There were also 78,018 non-emergency calls answered. From those requests, the Telecommunications Division handled 48,412 police calls for service in 2016 – meaning at least one officer was dispatched to a location.

Eighty-five percent of calls coming in were from mobile phones.

HIRING PROCESS Do you have what it takes to perform this job? Prior to

being offered employment, the hiring process for a police telecommunications operator includes: written and practical testing; a panel interview; polygraph testing; a psychological examination; drug testing; and a full criminal background check.

TRAINING The training program consists of 21 weeks of formal instruction and on-the-job practical experience broken into phases: 8 weeks phone training – 911 and administrative lines 4 weeks training in criminal justice database systems 7 weeks police radio training 2 weeks supervisor observation

Safe Neighborhoods

t’s hot--- so it seems reasonable to crack the garage door just a little to help cool it down. That seemingly innocent energy saving gesture turned Debra’s home into an opportunity for free stuff for a criminal. Her home and sense of safety were violated. Creating strong, connected, and engaged neighborhoods that work together to prevent crime is the goal behind the Getting Arizona Involved in Neighborhoods (G.A.I.N.) program.

“We grew up knowing all the families on the entire block,” she recalls. “There were no brick walls so you could easily run back and forth the length of a block. Nobody minded and everyone knew you.” I myself grew up in Buffalo, New York – 8

the city of good neighbors – where we never locked our doors and any mom on the block had carte blanche to feed you or scold you. But it’s not the 1980s anymore, and the world has changed. So how do we create that sense of community and safety we knew as children? “G.A.I.N. is the perfect way to start getting to know your neighbors, which is a huge part of keeping your home and community safe,” says Debra. “Those extra pairs of eyes on your home and your kids is the best way to keep everyone safe.”

Going from Talk to Action

Nancy is a busy real estate professional in the West Valley. Like many of us, she has to balance her family, friends and a career with her own health, recreation and entertainment needs. On the surface, it seems counterintuitive she would have spare time to step up and organize a G.A.I.N. event. But a closer look reveals that G.A.I.N. is really all about the convergence of all those things. Like many successful neighborhood organizers, Nancy realized she can leverage a G.A.I.N. mixer to have fun, be with her family, friends and neighbors while strengthening the community where she lives, and help other people find homes.

beginning to plan,” Nancy told me. Going from talk to action is a pivotal but easy step, because the city of Goodyear provides a helpful planning guide to keep things organized from the initial idea all the way through an after-event assessment.

G.A.I.N. Results

“Just do it,” said Jim, a block watch captain in Palm Valley, when I asked him what advice he has for people thinking about organizing a G.A.I.N. event. “Our first G.A.I.N. was a wonderful success where 147 neighbors came together to meet, share experiences, have fun, and make new friends.” For Palm Valley, the results of G.A.I.N. stretch far beyond the annual celebration.

“Following the event, there was an uptick in community spirit where neighbors wave hello as you drive by, folks watch out for each other and many exhibit more interest in the community’s well-being by getting more involved in our Homeowner’s Association and block watch.”

These dogs love to work!

Chosen for its loyalty, high energy, and swiftness offered by a slight build, the Belgian Malinois makes an ideal police canine (K-9) partner. A keen sense of smell drives them to detect substances and people in the most concealed places. Rewarded by a chomp and powerful tug on a toy for their obedience and effort, the K-9’s attention can instantly be focused on the task his or her handler calls out. Originating in Holland, the dogs begin basic training in their native country before they are imported at one to two years old. Once he is hand selected, a Goodyear Police K-9 undergoes an eight to 12 week academy.

Training is a way of life for the dog and his handler – who devotes about 25 percent of his or her time sharpening skills.

Should you ever see a K-9 unit actively working, you can help by going indoors to reduce distractions.

Unless injury or illness strikes, working police K-9s can expect to be in service for eight years before retiring from duty. At that time, the handler may officially take over ownership of his loyal partner for the tremendous value of $1.

Goodyear Recreation Refund / Cancellation Policy If a participant wishes to cancel a program/reservation, the participant must notify the Recreation Division at least five business days (excluding holidays) prior to the start date to receive a partial refund. A 20% or $5 administration fee (whichever is greater) will be applied to all refunds.

Scholarships

Youth scholarships are available to Goodyear residents 17 years of age and younger. Scholarship applications and additional submission requirements are available on-line at goodyearaz.gov/scholarships or in the Recreation Office.

YOUTH SPORTS Winter Flag Football (5-12 yrs) The Flag Football program is designed to educate youth about football while emphasizing development in teamwork, paricipation, and sportsmanship. Players learn skills and lessions that help them succeed both on and off the field. The program provides young players a fun and exciting opportunity to engage in non-contact, continuous action while developing the skills necessary to become successful players.

American Red Cross - Lifeguard Training Course Those interested in being a lifeguard MUST complete a lifeguard certification course that teaches many skills that will last a lifetime. This course provides entry-level participants the knowledge and skill to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until EMS personnel take over. Price includes books, training and both CPR/AED & Basic First Aid certification cards if student successfully passes the course. Participants must attend ALL scheduled classes. Los Cedros Arabian Horse Training Facility Tour, Scottsdale, AZ

We will take a guided tour of this fabulous facility that trains horses for the Arabian Horse show held in Scottsdale. Mesa Arizona Temple Gardens Christmas Lights & Concert, Mesa, AZ

The annual Holiday Lights shine at LDS Temple. The event features hundreds of thousands of colorful lights, a large nativity display, concerts, and holiday dioramas that blanket the garden area. BASEBALL TEAMS DONATE TO LOCAL CHARITIES Major League Baseball’s

Cleveland Indians and Cincinnati Reds helped the community members of their home away from home by collectively donating more than $119,000 to Goodyear charities. The teams’ spring training home and development campus is the Goodyear Ballpark.

WATER REUSE PROGRAM WINS NATIONAL AWARD The city was
