When a police officer goes to work and kisses family members goodbye, there is always an element of the unknown which paves his or her way. Often, there is an unsettled feeling among family members as their loved one walks out that door to serve and protect the community. However, officers knowing the daily risk, forge on, true to their oath to serve and protect.

One of the most effective ways to participate in our community is through service on one of the citizen boards, commissions, or committees. Through these services, civic-minded citizens become involved in their local government and make recommendations to the Goodyear City Council.

In light of recent tragic events nationwide involving law enforcement, the Goodyear Police Department has received a tremendous outpouring of love and support from community members and for this we are very grateful!

Board and commission member positions are all voluntary and are appointed by the City Council. Once appointed, the time commitment for each board/commission varies â€“ some meet on a regular schedule, others on an as needed basis. Preparation for some meetings may require additional time obligations. Once committed, your attendance at all regularly scheduled meetings is critical.

Recently, it seems that almost on a daily basis, when officers come to work, they have been surprised by meals, treats, baked goods, flowers, cards, goodie bags and gift cards from the supportive citizens of Goodyear and neighboring cities.

BEING MAYOR REQUIRES AN ACTIVE LIFESTYLE AND TIME MANAGEMENT. A DAY IN THE LIFE…

GOODYEAR ENCOURAGES RESIDENTS TO “MAKE A DIFFERENCE.” The city of Goodyear takes pride in the contributions of its many generous citizens, businesses, and nonprofit organizations that serve our community on a daily basis. Now, more than ever, we depend on the generosity of these individuals and organizations to help our residents maintain an excellent quality of life.

Recently, I was asked by a Goodyear resident to describe what “a day in the life” is like for the city’s Mayor. While Goodyear’s Mayor is technically a “part-time” role, I can Mayor assure you that my Georgia schedule is anything but. Lord Serving as a local elected official does not follow a traditional work schedule, and the many boards and committees on which I serve often call for early mornings and late nights.

Each year, on the fourth Member Joe Pizzillo Saturday in October, the city participates in Make a Difference Day – the largest nationally recognized day of service to others. During this event, residents convene to work on projects that will benefit local neighborhoods and the surrounding community. Last year, participants assisted in painting the homes of two senior citizens, 117 fire hydrants, cleaning and weeding areas in need, and several other services projects.

Currently, I serve on the Maricopa Association of Governments’ Regional Council, Transportation Policy committee, and Economic Development Committee. I also serve on the Greater Phoenix Economic Council Board of Directors, the Abrazo West Campus Board of Trustees, the Arizona Mayors’ Education Roundtable, the WESTMARC Board of Directors and Executive Committee, the Luke West Valley Council, and the General Administration, Human Resources and Elections Committee with the Arizona League of Cities and Towns.

This year, Make a Difference Day will take place on Saturday, October 22, kicking off at 7 a.m. at Goodyear City Hall, 190 N. Litchfield Road. Volunteers will assemble playground equipment, repaint the homes of residents in need, and assist with projects at community centers, parks, and city buildings. I highly encourage you to participate in this opportunity to serve others, and to encourage your neighbors, friends, family, and colleagues to participate as well.

In addition to representing our city with these external organizations, I also participate in a number of community events on a weekly basis, including ribbon cuttings, grand openings, public forums, discussion panels, HOA meetings, and many others. I also travel across the country regularly for economic development and business recruitment activities, conferences and trainings, and meetings with our Congressional delegation. Further, I lead each of the City Council’s work sessions and regular meetings which take place on Monday evenings at the Goodyear Justice Center. And, of course, I spend quality time with my husband, Ron, our children, grandchildren, and friends whenever I have the opportunity to do so.

Finally, we continue our commitment to transparency, innovation and public safety through our many community policing programs.

The men and women of the Goodyear Police Department feel humbled by the outpouring of support and encouragement we have received from community members over that past several months. We look forward to the continued partnership with community members with the goal of keeping the city of Goodyear safe and prosperous. Focus on Community Policing As part of the President’s Task Force on 21st Century Policing, Pillar 4 focuses on Community Policing and Crime Reduction. According to the document, “Community policing requires the active building of positive relationships with members of the community.” According to Police Chief Jerry Geier, “the Goodyear Police Department not only incorporates Community Policing into its everyday practice, it holds Community Policing as a deep seeded core value, one which is a top priority of the Goodyear Police Department.” The Goodyear Police Department strives to build solid relationships with the community members we serve. One of the highlights for officers is taking the time to visit with citizens at our quarterly Coffee with a Cop event. “This is a great opportunity for the public to engage with members of the Police Department with no specific agenda. We welcome conversation, questions, concerns or just the time to visit over a cup of coffee,” said Chief Geier. Other community engagement events and programs which are ongoing include: community safety events, GAIN, the School Resource Officer Program, School/Police Substation Program, Explorer Program, Neighborhood Watch, Ride-Along Program, Teen Academy, Citizens’ Police Academy, and the Prescription Drug Disposal Program, just to name a few.

The Goodyear Police Department holds transparency as one of its core values while striving to be an exceptional law enforcement agency. By modeling best practice policies and procedures, these new cameras will help keep the community and police officers safe – a win-win situation for all.

Body Cameras come to the Goodyear Police Department As part of its community policing philosophy and in an effort to add yet another layer of transparency, the Goodyear Police Department has begun using policeworn body cameras. According to the President’s Task Force on 21st Century Policing, a document which guides law enforcement agencies toward better accountability: Implementing new technologies can give police departments an opportunity to fully engage and educate communities in a dialogue about their expectations for transparency, accountability, and privacy.

Officer Eric Webster Sergeant Eric Webster has overseen the School Resource Officer unit since October 2015. He has been with the Goodyear Police Department since 2002 when he started as a reserve officer and was hired as a fulltime officer in January 2007. He retired from the U.S. Air Force after completing 22 years of service. Sergeant Webster has served in the Training Division and most recently in the Community Services Unit. “I am excited to bring the community policing philosophies I have learned and apply them in our schools. I plan to continue to improve our outreach to the students who we serve and improve our awareness education programs,” said Sergeant Webster. “Our goal as School Resource Officers is to develop relationships with students by serving as mentors, counselors, as well as teachers. Our unit is currently standardizing a response protocol for all Goodyear schools, providing a more efficient emergency response to lockdown procedures.”

“This is an additional step by the department to build positive relationships and accountability with community members,” said Goodyear’s Police Chief Jerry Geier. “Currently, several cameras have hit the streets but within the next couple of months, all patrol officers will be wearing cameras.” The department has gone to extensive lengths to implement a comprehensive policy regarding the use of these body cameras. It takes into consideration privacy and the protection of personal information of: juveniles; sensitive and confidential information; anonymous tips; private residences; as well as police tactics and communications. In addition, staff have done extensive research on best practices in data storage and retrieval. There are considerable advantages to the use of body cameras worn by police. Evidence shows that when the public is aware that body cameras are in use by police, there is often rapid de-escalation of the situation, while capturing evidence. 6

Meet Your Goodyear Police School Resource Officers Officer Don Host Officer Ryan Konings is the school resource officer assigned to Desert Edge High School. In addition, he serves Wildflower Elementary; Desert Thunder Elementary; BASIS Academy; West Valley Christian School; Eliseo C. Felix; Copper Trails Elementary; and Harvest Prep Academy.

Officer Don Host has been the school resource officer assigned to Millennium High School since January. In addition to Millennium, he currently serves at Western Sky Middle School; Mabel Padgett Elementary; Palm Valley Elementary; and the Great Hearts Trivium Academies. He has been a Goodyear police officer since January 2008. He spent six years on patrol and performed as a field training officer. Officer Host and has been a member of the School Resource Officer Unit since February 2014.

Officer Konings has been with the Goodyear Police Department for 14 years, and this is his second assignment as a school resource officer. “I am happy to be back in the schools and I look forward to a great school year with several goals in mind,” said Officer Konings. Some of the goals Officer Konings has for Desert Edge High School this year include: working with the school’s parent liaison in order to conduct trainings; informational talks with parents; as well as working with the school to provide the best possible learning environment for the students and teachers.

According to Officer Host, “I am excited about the new school year and hope to continue visiting classrooms and developing relationships with students. In addition, my goal is to mentor students who have an interest in becoming police officers in the future, as well as engage in open dialogue with students who have a negative opinion of law enforcement.” Currently, he is presenting a Standard Response Protocol to all Goodyear schools in reference to lockdown procedures. The goal is to get all of the schools and districts in Goodyear unified on lockdown procedures and terminology. This will help simplify procedures for school administrators and improve safety for all students.

Officer Ryan Konings

Officer Michael McFadden Officer Michael McFadden has been the school resource officer assigned at Estrella Foothills High School since January, and also serves the following elementary schools: Estrella Mountain; Westar; Desert Star; Bradley Academy; and Centerra Mirage. He has been employed with the Goodyear Police Department since July 2013. Officer McFadden says, “I enjoy being a school resource officer, and feel it is one of the best assignments of a police officer. Connecting with students and watching them grow into productive adults is just one of the many perks.” He enjoys teaching and counseling with students. As a certified Law Enforcement General Instructor, he recently led a Forensic Science Class in which the students learned how law enforcement solved a homicide case using trace evidence, science and math. Some of his goals for Estrella Foothills include improving community awareness and having the students take pride in their work and community. Implementing an environment in which there is a zero-tolerance for bullying and drug-free school zone is another goal of Officer McFadden’s, as this will improve student safety, which is the top priority.

Arizona Revised Statute 28-1381. Each year, thousands of people are arrested for driving under the influence. Despite having harsh penalties and a ‘no tolerance’ approach in Arizona, this continues to be a problem every day.

Some things to consider… • Since the law states “Impaired to the slightest degree,” an individual can be arrested even if his/her blood alcohol level is below .08.

For over a decade, the city of Goodyear’s Fill-A-Need program has helped families experiencing financial and medical hardships have a merry Christmas. Each fall, the city receives referrals from schools, law enforcement, and other agencies that identify local families in need. Last year, the program assisted 55 families, including 100 children. • An arrest can be made for driving impaired not only by alcohol, but also by drugs, including prescription drugs. • Unlike most other moving violations, an arrest can be made on private property. Persons under 21 years old can be arrested and possible license suspension for any alcohol concentration in the body while operating a motor vehicle. Driving impaired is 100% preventable! The key is to have a plan before drinking: arrange for a private ride service or taxi; designate a sober driver; or call a family member or friend. Goodyear Police encourage responsible drinking… do not drive if impaired!

After hearing from many parents, we have designed this class for those children who are taught at home. Why wait until the end of day rush, this class is timely for kids who have flexible schedules. This class promotes camaraderie amongst the kids while they encourage each other to succeed. The kids will participate in basic exercise routines while building muscle, endurance and healthy habits.

Class fee: $30 per month for individuals, $100 per month for families (up to 6 participants) will be paid to instructor the first day of class.

Volunteers are an essential part of youth sports and we need your help to continue to make our programs successful. Whether you have a child in the league or simply love to coach, you are encouraged to apply to become a volunteer coach in a program where sportsmanship, teamwork and fun are our first priority. Benefits include but are not limited to: a credit for your child’s registration for a future season (one child per household) and priority selection of practice times. In addition, our staff will assist you with clinics and/or resource materials to assist you in becoming a successful youth sports coach. Get off the couch, dust off your glove, polish up those cleats and get a group of friends together to take part in our recreational adult softball program. Emphasis is placed on healthful competition, sportsmanship and fun. Leagues are organized, conducted and administered by professional staff with expertise in league formation and equal competition. The league offers both Men’s and Co-Rec division with all games being played at Goodyear Community Park. Leagues play a doubleheader, 14 game schedule with a seasonending single elimination tournament. The league is governed by official ASA rules and any amendments that are specific to the city of Goodyear’s league.

Dr. Jay Cravath Join the Goodyear Arts & Culture Commission for the final art lecture of 2016 in the classroom of Total Wine in Goodyear. Dr. Jay Cravath will be presenting Instruments and Music of Arizona’s Pioneers. The story of our state is not complete without music. This program will focus on the various genres of music that reflected the milieu and personalities of our various immigrants. Using musical instruments and stories, audience members will be presented an artistic tableau of our past: heroes, villains, and the immigrants who passed through and settled in Arizona. The lecture is free and does not require a reservation. Light refreshments will be served.

Permit Prep 101 is a free AAA AZ workshop that prepares teens for their written permit test and educates families on what they need to know before the new driver gets behind the wheel.
