(Getting Arizona Involved in Neighborhoods) will be held on the front lawn of Goodyear Ballpark from 5 to 8:30 p.m. on Saturday, Oct. 20. Neighbors meet and mingle, listen to live music, learn about Neighborhood Watch programs, check out fire and police equipment displays, watch City department demonstrations, learn how to make neighborhoods safe, enjoy free food, family fun and entertainment, and more. Games, bouncies, and arts and crafts will keep little ones entertained.

From the Mayor We appreciate and support all of our Goodyear businesses. Spending money within our city helps to pay for things like police and fire protection, streets, water, parks and much more.
As we prepare to celebrate Goodyear’s annual “Getting Arizona Involved in Neighborhoods” festival, there is another upcoming City initiative that also promises to have a positive impact on our community.

On Saturday, Oct. 27, the City will host its fifth annual “Make a Difference Day,” a designated national day of service aimed at promoting volunteerism in neighborhoods and communities across the country.
Under the direction of Goodyear Volunteer Coordinator, Judi Switanek, this effort has been tremendously successful. On Make a Difference Day 2012, we expect to complete 16 City and community projects, with over 400 volunteers participating. This volunteer drive will be a total community effort, drawing volunteers from faith communities, schools and local businesses. Our volunteers will take part in a variety of tasks including painting projects, well site maintenance, landscaping work and the “You Are Not Alone” program’s door hanger distribution effort. Volunteer efforts such as these are vital in strengthening our communities and building a brighter future for our city. In 2011 alone, volunteers contributed 23,818 hours of service, saving taxpayers more than $500,000. I would like to offer my most sincere gratitude to our volunteers for their commitment and dedication to “making a difference” here in Goodyear.

There are currently over 600 small businesses in Goodyear. Longstanding small businesses like Goodale True Value Hardware are an important part of our history, while new locally-owned businesses continue to find success and pave the way for our future. To help strengthen our relationship with our small business community, we created Small Business Roundtables. Each roundtable focuses on a certain category of business, with the most recent featuring locally-owned “Mom and Pop” restaurants. During the roundtable, several of our local restaurant owners expressed their desire to showcase their unique products. Establishments like Caballero Grill, Oasis Bagels, Dino’s Greek and Italian Grill and Starpointe Café were represented at the meeting. Each of them are proud of the work that goes into their unique menu options and are excited to share their original creations with the residents of Goodyear. Shopping and dining at small and locally-owned businesses can have a particularly significant impact because it means more money recirculates throughout the community instead of being sent out of our area.

The City of Goodyear will be holding Council member elections in 2013. The primary election will be held on March 12, 2013. The general election, if needed, will take place on May 21, 2013. The Mayor and three Council seats are up for election. All candidates must be residents of the City of Goodyear for two years before the date of the election. What is important to us as a community? What do we want our community to be like in the future? How do we get there? The City is inviting residents to provide their thoughts on the direction for the future of Goodyear at a Community Visioning Workshop on Saturday, Nov. 3 at Desert Edge High School, 15778 W. Yuma Rd. (northwest corner of Yuma Road and Estrella Parkway). The day begins with an expert panel speaking on planning for the City followed by lunch and a question and answer session. The afternoon will include citizen discussions on key topics such as land use, transportation, parks and recreation, housing, and economic development. Residents are welcome to attend part or all of this workshop (childcare available). The ideas generated at this visioning session will provide a starting point for three important planning efforts that will shape our future: the Goodyear 2025 General Plan, the Transportation Master Plan and the Parks and Recreation Master Plan. The Goodyear 2025 General Plan will identify an overall vision for the community and provide a roadmap to get us there. This plan will include a wide range of topics such as economic development, parks, environmental planning, housing, transportation, and land use. The Transportation Master Plan will set the stage for how we move throughout our community and connect to regional transportation systems. It will include strategies for transit, cars, trucks, bicycles, pedestrians, and other transportation modes. The Parks and Recreation Master Plan will set standards for parks, recreation facilities including fields, courts, and community centers, as well as recreation programs. It will identify the quantities and service areas for parks and recreation facilities. Citizens’ ideas and interest in the future of the City are essential to the creation of these important plans. The Goodyear Police department is reaching out to the community in an effort to educate teens and adults on the dangers of prescription medications. If your answer to the above question was your medicine cabinet, you’re wrong. Don’t worry, you’re not alone – most people don’t know how to properly safeguard their medicine to prevent teens from abusing them. Medicine abuse is an epidemic affecting teens and families across the country. Prescription medicine abuse is considered by many to be the biggest substance abuse threat we currently face, even above cocaine and heroin. The City of Goodyear’s codes are designed to protect the public’s health and safety while ensuring every citizen the right to a clean, enjoyable neighborhood. Now that the weather is getting nice and our neighbors are spending more time outside and with their windows open, it is important that we be considerate and maintain our pets. Animals maintained or kept within the City are allowed as long as they do not cause, create or contribute to or become a public or private nuisance due to: 4
• Noise any time of the day or night Dogs will bark, but if they are barking constantly or during the night and disturbing the neighborhood, this would be a violation. Contact your veterinarian or pet store for some options you might use to alleviate this problem. • The presence of flies, insects, vermin, odors, dust or other obnoxious material The City code requires that manure or droppings be removed from the property at least twice weekly. • Dogs unrestrained Dogs are not permitted to be at large. The City code requires that dogs must be restrained by a leash, chain, rope or cord of not more than six feet in length and of sufficient strength to control action of the dog on public streets, public parks or public property. • Too many pets on the property No more than four pets permitted on any residential property. www.goodyearaz.gov
as Loop 303 Work Continues There are very, very tall pillars and segments of ramps taking shape at the future interchange of Interstate 10 and Loop 303. Meanwhile, the Arizona Department of Transportation has opened a new stretch of Cotton Lane for motorists to use between McDowell and Thomas Roads that will allow an adjacent section of the Loop 303 freeway to close for freeway expansion. This section of Loop 303 will remain closed in both directions through the end of the year. The new four-lane section of Cotton Lane runs north and south with two lanes in each direction just west of the Loop 303 work zone. Cotton Lane ramps at I-10 remain closed but I-10 will remain open in Goodyear with only the possibility of restrictions should unforeseen circumstances occur. I-10 westbound traffic has shifted slightly north between Sarival Avenue and Citrus Road. Southwest Valley HOA Academy City of Goodyear’s Neighborhood Services, through a partnership with the City of Avondale and the Town of Buckeye, provides HOA instruction every spring and fall for HOA board members and residents living in a homeowner association. Classes are designed to provide an overview of the responsibilities and challenges associated with running a homeowners association. This two-part Saturday series, taught by attorneys from Mulcahy Law Firm, P.C., is offered from 8:30 a.m. to noon, Nov. 10 and 17, at Care 1st Avondale Resource and Housing Center, 328 W. Western Ave., Avondale, in the Large Annex Room. Registration is required to attend the academy sessions. The cost is $5 per session and includes snacks. Saturday, November 10 HOAs Going Green without Seeing Red! Learn how your association can “go green” without creating association member turmoil, including solar systems for both individual homes and HOA property, pest management, xeriscape and water conservation, irrigation systems and storm water pollution. A panel discussion with an attorney from Mulcahy Law Firm, along with experts in the field, will cover all legal aspects of going green including HOA and City regulations, updating CC&Rs, and vendor contracts. In addition, individual questions will be addressed in a question and answer session with a Mulcahy attorney. Saturday, November 17 A Legal Smorgasbord Preparing for transition from developer to homeowner control and implementing Arizona’s new 2012 legislation will be covered by an attorney from Mulcahy Law Firm in an easy to follow step by step approach. This seminar will also include a round table discussion with staff from Avondale, Buckeye and Goodyear and an HOA attorney. Topics to be addressed include: enforcement of CC&Rs and City codes, CPTED (Crime Prevention Through Environmental Design), vandalism and legal liability for HOAs, police vs. private security, and parking in associations. Individual questions will be addressed in a question and answer session with a Mulcahy attorney.
It’s time again for the annual Shop Goodyear for the Holidays program. No need to wait for “Black Friday” for great deals and super winnings. Local residents, as well as winter visitors and out-of-towners, can win great prizes. Just save receipts from Goodyear merchants, restaurants, and other businesses, and enter weekly Shop Goodyear for the Holidays drawings. Terrific prizes are donated by local businesses and awards will be announced each week until Dec. 21, 2012. Entry forms for the weekly drawings will be available online at goodyearaz.gov on Shop Goodyear for the Holidays, or in person at Goodyear City Hall. Other convenient drop-off locations will be announced at a later date.
On the City’s website at goodyearaz.gov/trash, residents can click on the Sanitation Service Day Finder link and then enter their house address number to discover which day of the month will be their new bulk trash collection day. The website also includes short videos to show residents how to use the Sanitation Service Day Finder link and what items should be left at the curb on bulk trash collection days. Residents received a new Bulk Trash Pickup Zone Map in their utility bills in September and in the September/October issue of INFOCUS.

To enter weekly drawings, just mail or hand deliver entry forms, along with receipt for merchandise, food, beverages, groceries, or services. Each receipt must total $25 or more, and be from a Goodyear store or restaurant.
With the holidays approaching and the weather cooling down, there’s no better time to clean up your garage, yard and home. Goodyear residents can drop off their household hazardous waste from 8 a.m. to noon on Saturday, Nov. 3 in the parking lot at Goodyear City Hall, 190 N. Litchfield Rd. at the southwest corner of Van Buren Street. Vehicles must enter only from the driveway on Van Buren Street on the north side of City Hall. There is no charge, but proof of Goodyear residency, such as a recent Goodyear utility bill is required. This event is for residential hazardous waste only. Commercial waste will not be accepted. Please transport waste materials in a cardboard box in the trunk or truck bed of vehicles.

Fill-A-Need
Evelyn Howell is one of the City of Goodyear’s busiest volunteers. Evelyn has been a volunteer since April, 2011 and has been a driving force in spearheading programs and activities within the City’s Volunteer Program. Her efforts include coordinating the Adopt-A-Street program, planning this year’s Make A Difference Day on Oct. 27, created the new Volunteer Program page on goodyearaz.gov, regularly creates and updates pages on the City’s website, created a volunteer survey to learn about volunteers’ experiences, and she Volunteer Evelyn has conducted video Howell interviews of selected volunteers for the “Chat with Evelyn” video seen at the 2012 Volunteer Appreciation Event.

The Goodyear Fill-A-Need Program is gearing up to help brighten the 2012 holiday season by helping to connect families in need with the generous gifts and donations made available by City employees, residents and local businesses. The program provides gifts for children such as toys, clothing, and school supplies as well as household goods needed by their families (toiletries, non-perishable food items, etc.). Citizens, civic organizations, and businesses who would like to participate in the program may become involved by donating items such as new unwrapped toys and holiday gift wrapping supplies, or by making monetary contributions to the program to be used for gift purchases. Donations of items and monetary contributions can be made at Goodyear City Hall at 190 N. Litchfield Rd. (southwest corner of Litchfield Road and Van Buren Street). Please leave donated items unwrapped. All donations and purchased items are wrapped and personally delivered by volunteers. Donations will be accepted through Dec. 7, 2012. Refund Policy for All Programs If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days prior to the start of the program to receive a refund. No refunds will be issued less than five days prior to the start of the program or reservation date. Challenger Little League (4+ yrs) The Challenger Division of Little League is a program for mentally and physically disabled youth to enjoy the full benefits of Little League participation in an athletic environment structured to their abilities. However, whenever possible and with reasonable accommodations, disabled youngsters should participate in unrestricted league play provided their participation is possible and fair within the standard rules and regulations of Little League. Agility & Proper Running Mechanic Program
(boys and girls 13 - 16 yrs) This program is designed to enhance the individual athletic ability to perform efficiently and productively by the integration of isolated movement skills, that will be practiced and learned through a combination of balance, coordination, speed, reflexes, strength, endurance, and stamina drills. Instructor, Maurice Peoples, a renowned sprinter, coach and co-author of the 2005 book “Sprint Secrets: Reaching Your Olympic Dream,” brings his knowledge of collegiate and Olympic success to young athletes the fundamentals relevant for multiple sports. Maurice is the 1973 NCAA 440 yard dash champion, member of 1972 U.S. Olympic Track and Field Team, and U.S. National 400 meter champion in 1973 and 1974. Min/Max: 10/20.
Lil Kickers (3 - 4 yrs) The goal is to teach the fundamentals of tee ball and baseball by playing kickball. The basics of positions such as fielding, catching, and offense will be learned. Adult Sports Adult Softball Leagues
Goodyear Recreation Division offers adult softball in either Men’s or Co-Rec Leagues. The league is governed by official ASA rules and any amendments that are specific to City of Goodyear’s leagues. Games are played at Goodyear Community Park and officiated by professional ASA certified umpires. Men’s Softball League The men’s slow-pitch softball league plays on Monday, Tuesday and Wednesday nights. Each team’s coach needs to register his team at the lottery or at walk-in registration and pay a registration fee of $375 per team that is of Priority I status, or a fee of $450 per team that is of Priority II status. At the conclusion of the season, a single elimination playoff will be held with the brackets being based on that season’s standings after the sixth week of play. Glory Days Wood Bat League Goodyear Parks & Recreation wants to offer a fun league during the fall and winter months that is different from the regular softball program. This new softball league is starting on Thursday, Jan. 17, 2013 and sign-ups are available now. It’s the local wooden bat softball league and many of those who compete fit the mold of baseball purists. This league will prove to be one of the most unique and most fun leagues to play in. The challenge of playing the game with a wood bat will bring in teams who want to see how they can play the way our fathers and grandfathers did before the introduction to aluminum, alloy or composite bats. The best thing about it is that teams with strong defenses can come in and have a chance to win in what are usually low scoring games. If you like to hit the ball a long way and score lots of runs, the metal bat leagues are all about hitting, not defense. If you want defense, base running and that real baseball stuff, then play wood bat.

Priority I teams must consist of at least 51% or more players being Goodyear residents and/or a Goodyear business sponsored team. Rosters must be completed and signed to qualify for Priority I status – NO EXCEPTION. Priority II teams will consist of anything 50% and below that are rostered players or any incomplete rosters received during the time of registration will automatically default to Priority II status. Managers are required to collect all signatures at their first scheduled game before any player takes the field. Men’s Flag Football League
Goodyear Recreation Division offers an 8-on-8 Men’s Flag Football League. The league is governed by City of Goodyear flag football rules. Emphasis is placed on healthful competition in a recreational atmosphere. Adult Player Free Agents
If your team needs a few more players or if you are an individual looking to join a team, use our Free Agent list. Free Agent lists are available only to registered team managers in person at the City of Goodyear Recreation Office. To add a player to our Free Agent list e-mail your name, age, address, home phone, work phone, cell phone, skill level, positions played, league and night of play you are interested in and provide proof of residency that you are a resident of Goodyear. You must be at least 18 years of age. Player Free Agent forms will be distributed to all Adult Basketball, Flag Football, Sand Volleyball and Softball managers. There are no guarantees of placement on a team.

Volunteers are an essential part of youth sports and we need you to help make our programs a success. Whether you have a child on the team or not you are encouraged to apply to become a volunteer coach in our award-winning youth sports programs.
