Council Inauguration

Joanne Osborne, Sheri Lauritano and Bill Stipp, Goodyear’s newest council members, were sworn into office during the inaugural meeting on June 13. Osborne, who was first elected in 2007, was selected unanimously as vice mayor by the council. Lauritano was appointed in 2010 to fill a council vacancy, and was elected in the March primary. Stipp is a former firefighter and won his seat in the May run-off election. All three will serve four-year terms. Arizona Town Hall

Goodyear was well represented at the recent 98th Arizona Town Hall, “Capitalizing on Arizona’s Arts and Culture.” Vice Mayor Joanne Osborne, Public Art Specialist Dianne Cripe, and Arts and Culture Commissioner Norma Cunningham were among more than 100 attendees from all corners of the state who attended the event in Tucson in May.

Panel discussions featured Arizona’s rich cultural heritage, funding and support for the arts, and how arts and culture intersect with the economy, education, and quality of life. Arizona is currently ranked 50th in state funding, despite the fact that arts and culture have a $498 million annual impact on the state’s economy. Vigorous debate yielded a 17-page report with sweeping recommendations that include restoring funding to the Arizona Commission on the Arts, which has funded substantial grants for Goodyear’s cultural programs. Better funding for arts education in schools and several grassroots efforts were also suggested. Goodyear’s Arts and Culture Commission received the report last month, and will review details during its upcoming “advance” this fall. Arizona Town Hall is a non-profit civic organization created in 1962 to identify, discuss and solve critical policy issues facing Arizona.

I-10/Loop 303 Interchange Construction Coming This Fall

As ADOT finishes up the major West Valley makeover of 13 miles of Interstate 10, work is scheduled to begin this fall on a multi-level interchange connecting I-10 with Loop 303 near Cotton Lane. The freeway-to-freeway interchange, due for completion in 2014, will connect to a new six-lane stretch of Loop 303 between Thomas Road and Grand Avenue that will be built over the next three years. Additional project details will be available in the coming months, so check the ADOT website regularly for updated information at www.valleyfreeways.com. From the Mayor

Council Corner Goodyear’s City Council recently held its first strategic planning session in more than five years. The meeting is called an advance rather than retreat because we look forward, not backwards. It was facilitated by Judi Muller from the City of Phoenix at no cost to us. As a new council member, it was great to learn about each councilmember’s perspective on what we collectively value for the City and set strategic goals to take Goodyear into the future.

The Conversation on Economic Vitality I recently co-hosted the “Conversation on Economic Vitality using PHX DNA,” along with Chandler Mayor Jay Tibshraeny and Derek Neighbors of Gangplank. We joined more than 100 Arizona leaders, including elected officials from several Valley cities, at Chandler City Hall to discuss how we might help create vibrant city environments that will attract and retain talent and investment. It was an open conversation about our state’s future between leaders from government, business, and the community. The “Conversation” was facilitated using the Open Space Method, which allowed attendees to organize themselves into groups centered on various topics, and encouraged vigorous discussions that allowed us to build on one another’s ideas and generate action items that evolved into nearly two dozen breakout discussions. Arts and culture, along with ideas for developing entrepreneurs and communities of innovation, were among the key topics.

The City Council is responsible for setting the direction that the City Manager and his staff should take. Setting strategic goals will help the City Manager know where the Council wants to take the City. Council’s plan includes four strategic goals: 1) create a center or gathering place for all residents that promotes a sense of community; 2) continue economic development that supports small businesses and grows business centers around our hospitals, engineering, aerospace and renewable energy; 3) maintain a strong quality of life for our community, and; 4) focus fiscal and resource management to create an organization that works efficiently through streamlined processes and by using technology which manages expenditures and looks for cost savings.

As the conversation continued, we recognized the many assets of Arizona and turned our attention towards leveraging our region’s authentic story of open-space thinking, abundant invention opportunities, and extraordinary natural environment. We agreed that working together and promoting statewide engagement is essential to promoting the perception that Arizona is the place where talent thrives. Each of us embraced the ideas we are most eager to see developed, and ended the day with the satisfaction of knowing that the conversation has begun and ideas are flowing. The next step for me is to share the message of the conversation on economic vitality with all Goodyear’s residents. Every Arizonan can be part of a dynamic future filled with promise and prosperity. Mayor Proclaims June 19 Lois Truman Day

A local woman’s 100th birthday prompted Mayor Lord to proclaim June 19 as “Lois Truman Day.” Born in South Dakota in 1911, Truman has four daughters and nine grandchildren. She and her late husband moved 52 times in 45 years, living in Washington, Colorado, Arizona, Oregon, and Texas, as they travelled with the carnival working games like ring toss and penny pitch. Goodyear Shines

City Manager John F. Fischbach With more than 330 days of sunshine, Arizona is a perfect place for solar technologies to thrive. Goodyear has taken its place as a leader in the production and use of this emission-free energy in homes and businesses. PebbleCreek is the City’s leading community for residential solar installation, and more neighborhoods will surely follow. Solar electric or hot water heaters are now in 5% of Goodyear’s owner-occupied homes, earning the City its recent designation as an Arizona Solar Community by AZ SmartPower, a non-profit solar energy educational outreach organization. Macy’s Fulfillment Center flipped the switch in late May on one of the largest rooftop solar projects in the nation. This environmentally-friendly 3.5-megawatt solar power system was designed and installed by solar panel producer SunPower Corp. Arizona Public Service made the project affordable through its APS Renewable Energy Incentive Program, offering customer discounts for adding renewable energy systems to homes or businesses. Macy’s solar array offsets 3,500 tons of emissions annually, the equivalent of taking 600 cars off our highways. A smaller scale solar system was installed last year at W.R. Meadows, producer of concrete restoration products and other materials. A parking canopy was outfitted with thin-film photovoltaic flat solar panels that now provide 65% of the company’s power. The opening of Suntech Power Holdings Co. in 2010 brought global attention to Goodyear when the China-based company chose our city for its first solar-module production site in North America. Suntech keeps expanding and expects to employ 150 by the end of 2011. By harnessing the sun’s energy, we can power our businesses and homes, advance our technologies, and move into a responsible, prosperous future.

Goodyear Fire and Public Works Help Fight Arizona Fires

Arizona’s record-setting fire season reminds us to be careful with campfires, cigarettes, and anything hot. Goodyear firefighters joined the Eastern Arizona Interagency Management Team in battling the Wallow Fire last month near Alpine. Caused by an unattended campfire on May 29, the Wallow Fire burned for more than a month. The blaze scorched nearly 540,000 acres and destroyed 68 homes and buildings. Our firefighters also helped protect homes near Nutrioso and put out spot fires. Back in 2002, Goodyear’s Wildland Response team worked on the historic Rodeo-Chediski Fire, which consumed more than 468,000 acres. Goodyear residents can take comfort in knowing their city is helping the cleanup effort in the Monument Fire, which has scorched more than 30,000 acres in southeastern Arizona. Goodyear Public Works Department responded to Cochise County’s request for assistance by lending them a rolloff truck that can transport dumpsters between a transfer station, Goodyear firefighters lend a hand at Public Works provides vehicles to clean the landfill, and salvage areas impacted the Wallow Fire in northeast Arizona up the Monument Fire by the Monument Fire.

Goodyear Little League Champions

The Goodyear Little League Majors Girls Fast-Pitch Softball Dodgers won the District 2 Tournament of Champions on June 22, at Veterans Park in Tolleson with a score of 14-7 against the West End Desert Screaming Tortoises. Sabrina Cervantes was the winning pitcher and Kelsey Cook got the save, each pitching three innings with six strike outs. Five runs were scored in the first inning. Ashlyn Teran and Megan Ruppenthal both had six stolen bases and Kelsey Cook had three hits with four RBIs. The team is coached by Martin Trevizo and Adrian Lupercio, and managed by Jessica Ortega. The championship team is a member of the Goodyear Little League and all the girls are Goodyear residents. The team members are: Sabrina Cervantes, Juliette Chavez, Kelsey Cook, Torrey Gudesse, Jasmine Martinez, Breanna Querio, Megan Ruppenthal, Ashlyn Teran, Nicole Tyler. Goodyear Celebrates

National Parks and Recreation Month

July is National Parks and Recreation Month, and Goodyear’s commitment to providing quality programs, recreational opportunities, parks and open space was noted in a formal proclamation read by Mayor Georgia Lord during a recent council meeting. The City was also named a “Let’s Move” city by Goodyear in ACTION, a local organization dedicated to promoting, educating, and motivating residents to adopt healthier lifestyles. Goodyear Parks and Recreation Department has plenty of programs and activities that are sure to help residents beat the summertime blues.

Visit the website for things to do and ways to stay cool, fit, and active during these triple-digit days. Let the kids play in the Splash Pad, take a few laps in the Goodyear Swimming Pool, enjoy a free Dry Heat Comedy Night in the Park, or sign up for one of the City’s many field trips, programs, or classes. Goodyear Finance Dept. Wins Excellence Award For the third consecutive year, Goodyear’s Finance Department received the prestigious Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada. The GFOA presented this award to the City of Goodyear for its comprehensive annual financial report (CAFR). The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and earning it represents a significant accomplishment by the City of Goodyear Finance Department and its management. The CAFR was recognized for meeting the high standards of the program and demonstrating a constructive spirit of full disclosure, clearly communicating the City’s financial story and motivating potential users and groups to read the report itself. Goodyear’s Finance Department also received the Distinguished Budget Presentation Award, presented by the Government Finance Officers Association of the United States and Canada, which represents significant achievement and reflects the commitment of the City and staff to meeting the highest principals of governmental budgeting. The City’s budget was recognized for its effectiveness in serving as a policy document, a financial plan, an operations guide, and a communications device.

Goodyear’s Fleet Earns Recognition

Government Fleet Magazine ranked the City of Goodyear 37 in its recently released 100 Best Fleets for 2011, up from a ranking of 54 last year. The 100 Best Fleets awards program recognizes leading fleets from across the country.

Goodyear’s Ballpark mascot, Zizzy, joined other Cactus League mascots at Chase Field in early June to celebrate Baxter the Bobcat’s birthday, who has been the Diamondback’s mascot since Vendor applications are available for 2000. Save Water this Summer

Watering Do’s and Don’ts

Learn how homeowner associations work, and how yours can operate more efficiently during the Southwest Valley HOA Academy Fall Seminar Series. This two-part Saturday series is offered from 8:30 a.m. to noon on September 17 and 24. This program, designed for individuals living in HOAs, is presented by Goodyear, Avondale, and Buckeye. Keep plants healthy by watering deeply, not often. Watering too often triggers rapid growth and makes wood weak, brittle and easily damaged by summer’s windy storms. Trees with shallow root systems are easily toppled during stormy weather. When more than one inch of water falls, skip one watering. When temperatures creep down a bit in September, try stretching the time between waterings, a little at a time.

Save Water in Your Pool

• Balance pool chemicals carefully and often to reduce the need for backwashing, which uses 70 to 350 gallons of precious water every time. • Shade your pool from late afternoon sun by installing shade structures or landscape with trees that do not drop leaves, pollen, flowers, or debris. • If the auto-fill feature on your pool runs constantly, there may be a leak. Learn how to test for leaks with the “bucket test” described on the City’s water conservation pool page at www.goodyearaz.gov/h2o365, where you’ll also find tips for operating your pool efficiently.

Charges and Deposit Fees

for New Utility Customers South of I-10 Deposits on new utility accounts for Goodyear customers with water, sewer, and trash accounts will increase this month to $200, up from the previous $100 deposit. The fee increase applies only to new accounts for customers living south of Interstate 10 who receive both water and trash services from the City of Goodyear. Residents living north of I-10 receive water and sewer services from Liberty Water Company, not from the City of Goodyear. These customers, who receive trash collection only from the City, have not been charged a deposit when opening a sanitation account with the City and that policy remains unchanged. Customers who fall behind on utility bills or other accounts, or move away without paying off their account balances will now be charged an additional 20% fee on any debt that is referred to collections. Customers leaving unpaid debts may also be responsible for interest, fees, charges, attorney fees, court costs, and other collection expenses. The City now uses a private collection agency in such cases. Before adopting this new procedure, the City paid collection costs on delinquent accounts. Last year, Goodyear paid more than $5,400 in collection fees, a cost that was absorbed indirectly by all utility customers in the City.

Important Information Goodyear Recreation Registration If you are new to City of Goodyear Recreation, a household account (each family member’s name, address, phone numbers, e-mail, and birthday) must be established before registering for the first time. Proof of residency (if you live in Goodyear), birth certificates for all minors under 18 years old, and a photo ID for each parent or legal guardian are required when setting up a household account. Only parents or legal guardians are allowed to register minors. Registration is required for all classes. Registration may be accepted online or at the Goodyear Recreation Office located at 3075 N. Refund Policy for All Programs If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days prior to the start of the program to receive a refund. No refunds will be issued less than five days prior to the start of the program or reservation date. There are three refund options: 1) Parks & Recreation Household Account: If the customer wants the refund posted to his/her account, a credit for the paid amount minus the online convenience fee charge will be issued. This amount must be used within one year of the issue date. 2) Check Refund: If the customer paid by cash or check and would like a check issued from the City Finance Department, a 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was paid. Lifeguard Certification Course (15+ yrs)

Participants will learn the roles and responsibilities of being a professional lifeguard: swimming techniques, in-water and on-land rescue skills, CPR for the professional rescuer, First Aid, communication and decision making skills. Attendance is mandatory for all sessions and mastery of all skills and materials is required to successfully complete the course. Participants must receive a minimum of 80% on all written tests. Our adult sports programs offer excellent recreational opportunities for Goodyear adults age 18 years and older. Emphasis is placed on healthful competition in a recreational atmosphere. Leagues are organized, conducted, and administered by a professional staff with expertise in league formation and equal competition, in an effort to offer the best recreational experience possible. The registration fee pays for: officials/umpires, trophies/plaques or gift cards for 1st and 2nd place league finishers, award shirts for 1st and 2nd place tournament finishers, uniforms (Little League), game balls, equipment, marketing/advertising, lights, maintenance, field supervisors, and score keepers.

The best time to hold the election is the month of September or early October. This is because the fiscal year for Little League, Incorporated, starts on October 1 of each year. Electing a board for the upcoming spring 2012 season determines if a quorum of one-third is present. If a quorum is not present, the election cannot be held, as the 2011 Little League season will be coming to a close in July, and the youth Fall Baseball and Softball programs will be underway. Preparations for the 2012 Little League season have begun. In September/October, there will be an election for all parents of Goodyear Little League to come out and vote for the 2012 Goodyear Little League Executive Board Members. The election will take place at the Goodyear Parks & Recreation Office, date to be determined. We encourage all to show up and be a part of the first step towards a successful 2012 season. We are also looking for any and all who are interested in getting more involved and perhaps be a voting and active board member. Each year, an open election is held to appoint all 13 board positions. You can and will make a difference in not only your child’s, but everyone’s Little League experience. If you do not feel that you can make the commitment to be a member of the board, we still encourage all to attend the meeting and vote. Lifeguard Certification Course (15+ yrs)

Participants will learn the roles and responsibilities of being a professional lifeguard: swimming techniques, in-water and on-land rescue skills, CPR for the professional rescuer, First Aid, communication and decision making skills. Attendance is mandatory for all sessions and mastery of all skills and materials is required to successfully complete the course. Participants must receive a minimum of 80% on all written tests. Swimming prerequisites for the class (pre-course session conducted on first day) include: 1) swim 300 yards continuously using these strokes in the following order: 100 yards of front crawl (using rhythmic breathing and a stabilizing propellant kick), 100 yards of breaststroke (using pull-breath-kick-glide technique), and 100 yards of either front crawl or breaststroke; 2) Swim 20 yards of approach kick, surface dive to depth of 10 feet, retrieve 10 lb. brick, and swim 20 yards back to starting point keeping head above water (must be completed in less than one minute, 40 seconds). Our adult sports programs offer excellent recreational opportunities for Goodyear adults age 18 years and older. Emphasis is placed on healthful competition in a recreational atmosphere. Leagues are organized, conducted, and administered by a professional staff with expertise in league formation and equal competition, in an effort to offer the best recreational experience possible. The registration fee pays for: officials/umpires, trophies/plaques or gift cards for 1st and 2nd place league finishers, award shirts for 1st and 2nd place tournament finishers, uniforms (Little League), game balls, equipment, marketing/advertising, lights, maintenance, field supervisors, and score keepers.

The best time to hold the election is the month of September or early October. This is because the fiscal year for Little League, Incorporated, starts on October 1 of each year. Electing a board for the upcoming spring 2012 season determines if a quorum of one-third is present. If a quorum is not present, the election cannot be held, as the 2011 Little League season will be coming to a close in July, and the youth Fall Baseball and Softball programs will be underway. Preparations for the 2012 Little League season have begun. In September/October, there will be an election for all parents of Goodyear Little League to come out and vote for the 2012 Goodyear Little League Executive Board Members. The election will take place at the Goodyear Parks & Recreation Office, date to be determined. We encourage all to show up and be a part of the first step towards a successful 2012 season. We are also looking for any and all who are interested in getting more involved and perhaps be a voting and active board member. Each year, an open election is held to appoint all 13 board positions. You can and will make a difference in not only your child’s, but everyone’s Little League experience. The Girls Fast Pitch program is a cooperative venture between Goodyear Parks & Recreation and the Girls Club Fast Pitch Softball Teams.
