I recently had the opportunity to see first hand how Goodyear’s Community Funding program in partnership with Junior Achievement of Arizona is reaching out to schools, teaching our youth real-world skills. Junior Achievement (JA) believes every child deserves an education in economics and finances

to inspire and prepare them for success in a global economy. Their goal is to prepare young people by showing them how to generate wealth and effectively manage it, how to create jobs which make their communities more robust, and how to apply entrepreneurial thinking to the workplace.

Two free workshops are being offered by the City of Goodyear on Feb. 17 and 19 to local businesses to help them prosper during these tough economic times. The workshops are scheduled for 6:30 to 8:30 p.m., room 117 at City Hall, 190 N. Litchfield Rd. Speakers and topics will be different each evening.

In partnership with Goodyear’s Community Funding program, Junior Achievement (JA) is providing K-12 financial literacy, workforce readiness and citizenship education to Goodyear’s children. Goodyear students participate in JA’s in-class, afterschool and experience-based programs. On October 9, 2008, two teams from Agua Fria High School participated in JA’s Stock Market Challenge at the Arizona Biltmore. After receiving classroom instruction, students compete to see who can grow their mock-stock portfolio and create the highest net worth. Agua Fria students placed 9th and 14th out of 50!

This free business success series has been organized by councilmember and small business owner Joanne Osborne who recognizes the importance of our local business community and the needs they have in today’s economy. “These workshops will provide local businesses with insights and tools they can use to maneuver through the market’s difficult conditions and stay competitive,” states Osborne.

Fifth and 6th grade students are participating in the JA BizTown™ (JABT) program. JABT is an innovative learning program that provides students with an understanding of basic economic concepts as well as “consumer” skills they will use as adults. The program combines 20 hours of in-class learning with a day-long visit to our mini-town, where students have the opportunity to run banks, manage restaurants, read utility meters, write checks and even vote. It is a fully interactive, true-to-life, simulated town where students learn the fundamental relationship between academics and life beyond school.

This year, 364 Goodyear students will participate in this exceptional program.

Education Summit Brings Schools and City Together The City of Goodyear is hosting its first “Education Summit” on January 27, 2009 with the superintendents of school districts and principals of schools serving Goodyear children. The summit’s goal is to begin a dialogue with those six school districts to add value to our children’s education and services.

By the Goodyear Mayor and Council working in partnership with our schools, it will advance Goodyear’s goal of strengthening youth and families.

Councilmember Joanne Osborne organized this seminar as part of her strategy to find ways the City can enhance the schools that serve our families.

Goodyear Breaks Ground

for Reds Spring Training Complex VIPs from the City of Goodyear, Cincinnati Reds, the Governor’s Office and the Arizona Sports and Tourism Authority turned dirt at Phase II of the Goodyear Recreational Complex on Monday, November 17. Special thanks to the Desert Edge High School Band, the Goodyear Little League and to all who attended the event. The Reds’ state-of-the-art clubhouse and practice fields will be completed next year, and the team will become part of the Cactus League in 2010.

Update on I-10 Construction and Timing

Obviously, the ongoing traffic restrictions and periodic closures haven’t been easy. Throughout the summer, during the bridge closures, ADOT and Pulice Construction worked closely with Goodyear and our neighboring cities to minimize traffic delays by extending timing on traffic signals and ensuring law enforcement was standing by to direct traffic if necessary.

When the outside widening begins next year, the same accommodation will be made for ramp closures so you are not sent more than one mile out of your way.

Last month, a temporary concrete batch plant began operation in Bullard Wash. The pile of sand and rock rising above the freeway contains the base ingredients of the new concrete that is forming the inside lanes of the freeway.

The City and the Flood Control District of Maricopa County jointly agreed to allow the batch plant to be on site in the wash to minimize night-time freeway restrictions for hauling these materials to each construction site. It also keeps the concrete trucks off city streets, minimizing excess debris on the road.

Concrete pours to form the new inside lanes of I-10 began late in October and will continue through the end of December. You can expect to see traffic shift to the new inside lanes early in 2009. The concrete barriers will be repositioned to keep traffic in the middle of the freeway to allow ADOT to begin reconstructing the existing I-10 travel lanes.

We also didn’t allow more than two consecutive freeway interchanges to be closed at the same time. If Litchfield Road was closed for bridge work, Dysart Road and Bullard Avenue were open to traffic to minimize the extent of the detour.

The pyramid of rock and sand that has taken shape just north of I-10 in the Bullard Wash marks a significant milestone in the yearlong effort by the Arizona Department of Transportation (ADOT) to widen the I-10 freeway.

In 2009, the final construction phases begin. As stated earlier, the existing outside lanes of I-10 will be reconstructed.

Additionally, one general purpose lane will be added from Sarival Avenue to Verrado Way. In the summer, the final phase of the project will start. This phase will add another general purpose lane in each direction from Dysart to Sarival and also add acceleration/deceleration lanes at all interchanges from Dysart to Sarival.

The widening project will be complete by summer 2010.

At that time, we will have five new/reconstructed lanes in each direction between Sarival Avenue and Dysart Road and three lanes each way between Sarival and Verrado Way. Not too long after the concrete is poured to form the new outside lanes, ADOT will resurface the entire stretch of the completed freeway with rubberized asphalt.

When I-10 opens in 2010 it will mark the end of six long years of effort on the part of Goodyear and its neighboring cities, the legislature, the Maricopa Association of Governments (MAG), and ADOT to get this highway widened ahead of schedule. No matter how much inconvenience the widening has caused during construction, I hope we will all agree that it will be worth it in the end.

Volunteer Profile Charlotte Glaz has volunteered for the City over the last 10 months because “my family has lived here for 47 years, so I thought it was time I gave back to my city.”

Charlotte, who lives in Historic Goodyear, works in the Communications Office helping organize newspaper clips and track the value of the publicity. Twice a week, she also fills in as front desk receptionist during the lunch hour.

Her hobby is scrapbooking and she collects tea pots. Charlotte has raised a 5-year-old black pug as a therapy dog which she takes to Sunbridge Nursing Home to cheer up all the residents. She also has two celebrity cats, Dudley and Felix, that have starred in all the PetsMart ads for the past six years. In other words, she’s a “stage mom!”

A great big thanks to Charlotte for all the help she gives the city by volunteering!

Holiday Safety Tips

At the Mall

• Shop during daylight hours. If you must shop at night, take a friend.

• Dress casually and comfortably. Avoid wearing expensive jewelry.

• Keep your purse tucked under your arm or wear a fanny pack facing the front.

• Don’t carry a lot of cash; use credit cards or checks. Keep cash in your front pocket.

• Be alert and aware of your surroundings. Beware of strangers approaching you.

• Teach your children what to do in case you get separated.

• Don’t carry too many packages. It is important to have visibility and freedom of motion.

In the Parking Lot

• Always park where there is plenty of light around your car and from your car to the store.

• Once your car is parked and locked, familiarize yourself with its location.

• Have your keys in your hand when you go to your car and be ready to press your key alarm.

• Don’t hesitate to ask for a security escort if you feel unsafe.

• Use the trunk of your car to keep your packages out of sight.

• Walk with authority. Don’t look like a victim!

Using ATM Machines

• Use ATMs in populated places and pay attention to what’s going on around you.

• If you must go at night, choose a machine that is well lit and visible.

• If anyone is lurking near the machine, pass it up and find another.

Holiday Fire Safety at Home

• Store matches and lighters out of children’s reach.

• Keep candles in sturdy holders away from combustibles like drapes and paper.

• Avoid hanging stockings near open flames.

• Burn well-seasoned, dry wood in your fireplace and use a fire protection screen.

• To avoid chimney fires, never burn paper, gift wrap or trash in a fire place.

• Check under furniture and in trash cans for smoldering cigarettes.

Lights

• Don’t allow electric bulbs to touch needles, gift wrap or flammable ornaments.

• Unplug tree lights and decoration lights before leaving home or going to bed.

• Use only UL approved indoor and outdoor lighting. Replace worn cords.

• Keep electrical cords away from doorways, carpeting and rugs.

• Never leave lights unattended.

• Never overload outlets.

Christmas Trees

• Make sure your Christmas tree is fresh. A dry tree can catch fire and ignite a room in 30 seconds.

• Make sure that trees, wreaths and cut greens are placed away from any source of heat.

• Place your tree in a large stand that holds a lot of water. Shedding needles is the sign of a dry tree.

• Make sure artificial trees are flame-retardant.

• Keep ribbons and ornaments away from small children and pets to prevent choking or poisoning.

Goodyear’s New Curbside Christmas Tree Recycling Program The City of Goodyear is offering a new curbside collection service as part of its Public Works Sanitation program. Goodyear residents are no longer required to take their Christmas trees to a drop off site. Your tree must be placed out on the curb for collection no later than 6 a.m. as scheduled below. Christmas trees must be separated from your bulk items. Weekly bulk trash will be collected as normally scheduled.

Your tree will only be collected if Christmas lights, tree ornaments, and tree stands are removed from the tree. Please do not place artificial trees out for this service.

All recycled Christmas trees are composted and chipped and spread out at a local farm.

The chips will help alleviate soil compaction caused by foot traffic, reduce soil erosion, and will provide nutrients to the soil.

Conserving Water Lowers Sewer Bills

Business Renewals All business registration permits for the City of Goodyear will expire on the last day of December, 2008. By ordinance,

it is mandatory that all those doing business in Goodyear obtain a Business Registration Permit and renew it annually.

As in the past, there is no fee charged to obtain your Business Permit; however, a penalty of $250 can be imposed for noncompliance.

If you currently are a registered business with the City, expect

your renewal notice in the mail. If you have had any changes to your business, we ask that you note those changes. If there are no changes, simply verify your business information, list your name, phone number; then sign and return it in the envelope provided. If you are no longer in business, please remember to provide us that information so you won’t be inundated with requests for renewal.

Please note: there will be one new question on this year’s renewal request – Do you have an alarm system? Your response to this question will help provide needed safety information to our Police Department.

For all City of Goodyear water customers (homes south of I-10), the key to keeping your sewer bill low throughout the entire next year is to minimize the

amount of water you use in January, February, and March.

The City bases its estimate of the amount of water your household puts down the sewer upon your average monthly water consumption in those three winter months.

Plantings require minimal watering in those months, so the City assumes the household’s sewer use throughout the year most nearly resembles the water going into your water meter in those low usage months. The City averages your use in January, February, and March to determine your Winter Quarter Average (WQA).

In May, your sewer bill is adjusted to use your new WQA. You will not be charged for more sewer usage than your WQA during the following 12 months. If your water consumption is lower than your WQA, your sewer bill may be based upon the lower usage. If water usage is higher than the WQA, your sewer charge will be based upon the lower WQA. So, water wisely in the winter quarter to save throughout 2009 and into 2010.

Conserving water is good for your community, the environment and your wallet.

About 400-500 people will be hired in Maricopa County as Census Takers, Crew Leaders and assistants. These jobs offer competitive pay ($10.50 to $16.00/hr.), a weekly paycheck, flexible hours, paid training, and will help your community have a successful 2010 census. They are testing now for positions downtown and in the Southwest Valley.

Goodyear’s City Hall, 190 N. Litchfield Rd., will be a testing site on Dec. 8, 15, and 29 at 9 a.m. You must be here by 8:30 a.m. You will take a 30-minute test with 28 multiple-choice questions. It will test your mapreading skills and your comprehensive reading skills. If you are fluent in Spanish, please let the testers know.

City Faces Budget Challenges

Last month, I reported to the City Council that Montage-Holdings is about to go through foreclosure proceedings, owing $1 million to the City for public safety services provided through June 30, 2008. This loss, coupled with the fact that Montage will no longer pay for their current year’s obligation of $2.5 million worth of public safety coverage, nor the $500,000 Environmental Impact Study for the road to Mobile, creates almost a $4 million additional shortfall the city will likely have to absorb. The shortfall each year thereafter would be in the range of $2.5 million.

The City hopes to recoup these costs when development occurs; however, the delay in development activity poses a very serious financial challenge to the City. Over the next several months we will be exploring different ways to continue public safety services to Mobile area residents in a more cost effective manner, including contracting out services.

You probably also read in the newspaper that Circuit City is pulling out of the Phoenix market as it trims stores in an attempt to stay afloat. I was extremely disappointed to read this, as this announcement is on the heels of other retail closures in Goodyear including Mervyns and Linens ‘N Things. These closures not only impact the City in terms of lost revenue, but also lost jobs.

Moreover, the retail space will likely sit idle until the economy recovers.

The closing of key businesses, in addition to the financial challenges we are facing in the Sonoran Valley, sets the stage for a very challenging budget year – not only as we plan for the next fiscal year (July 1, 2009 to June 30, 2010), but also as we balance the current budget year. The City has been conservative in its projected revenues and is evaluating different scenarios as we must be prepared to respond to the economic downturn. To its credit, the City has exercised very conservative budget practices, so budgets will be managed.

Water Wisely – Avoid Runoff • Water only as rapidly as the soil can absorb the water.

Holiday Schedule

• When watering grass on steep slopes, use a soaker hose to prevent wasteful runoff.

• Divide your watering cycle into shorter periods to reduce runoff and allow for better absorption.

• Avoid planting grass in areas that are hard to water such as isolated strips along sidewalks and driveways and steep inclines.

• Bermuda grasses are dormant (brown) in the winter. They only require water once every four weeks or less often if it rains.

• Direct downspouts and other runoff towards shrubs and trees, or collect and use for your garden.

• Check outdoor faucets, pipes, and hoses for leaks.

• Teach your family how to shut off your automatic watering systems, so they, too, can turn sprinklers off if the system malfunctions and when storms approach.

I have asked departments to review budgets and identify program reductions to be considered as part of the City’s overall long term financial strategy. Departments are being asked to identify the impact to the community’s service levels for both this fiscal year and next. This information will be reviewed as part of a comprehensive analysis of the City’s budget. At this point, this exercise is contingency planning. No decisions have been made. The information will be presented to the City Council as part of a December work session.

Reminder: Security Alarm Annual Permit Fee Security alarm permits are valid for one year from the time they were issued. If your alarm permit was issued in November or December of 2007, your permit now needs to be renewed.

If the permit is renewed within 30 days after expiration, a $20 administrative fee will be assessed. If a permit is not renewed within 30 days after expiration, the permit will be discarded by the City and you will owe for a new permit. Fine assessments up to $250 for false intrusion alarms, and up to $500 for false robbery/panic or fire alarms may be assessed if Public Safety is dispatched and you have no valid permit.

Holiday Fill-A-Need Program Illness, injury, abandonment, loss of a loved one and loss of employment can impact families and individuals – and their ability to provide gifts for children during the holiday season. The Goodyear Fill-A-Need program helps brighten the 2008 holiday season by connecting families in need with the generous gifts and donations made by City of Goodyear employees, residents and local businesses. The program provides gifts for children such as toys, clothing and school supplies.

Citizens, businesses, and civic organizations are invited to participate by donating items such as new unwrapped toys, money and holiday gift wrapping supplies and services. Donations can be made in the City Hall lobby at 190 N. Litchfield Rd. (Litchfield and Van Buren) through Dec. 15.
