I had the opportunity to attend the first meeting of the Active Citizens Together Improving Our Neighborhoods, in other words, A.C.T.I.O.N. Members are residents from Goodyear excited about civic involvement.

They are not affiliated with the City of Goodyear government leaders or employees. This committee is a nonpartisan group of motivated citizens who bring together Goodyear business leaders, nonprofit organizations, citizens, youth and government to make a positive impact on our community.

Inspired during the All-America City competition, a handful of citizen delegates decided to bring the excitement and energy of the program back to the City of Goodyear. The National Civic League, the organization that judges the All-America City competition, has a philosophy of addressing challenges with innovative, grassroots strategies that promote civic engagement. Communities that win the award turn negatives into positives through collaborations with others.

When these citizen delegates returned to Goodyear after winning the All-America City award, they recruited a few more friends and neighbors and began to brainstorm ideas for their own ‘grassroots’ committee called A.C.T.I.O.N. The members have come up with a few promising projects. They are kicking off a ‘Goodyear Goes Green’ campaign, working to establish a shelter for lost and abandoned animals, trying to build a special needs playground for the disabled and planning a childhood obesity campaign to help families fight the war on fat.

They have been fortunate enough to find partners for a few of the projects, but many of the ideas need financial backing and this may slow them down unless other citizens step forward.

We are so delighted to have the A.C.T.I.O.N. committee formed. They care about the City of Goodyear.

Fire Station 185 Grand Opening in PebbleCreek Stop in and help celebrate the Grand Opening of Goodyear’s newest fire station from 9 a.m. to noon, Saturday, November 15, 2008. The station is located at 15875 W. Clubhouse Drive, on the southwest corner of PebbleCreek Parkway and Clubhouse Drive.

This is the fifth fire station to be built in Goodyear, and the second station located north of Interstate 10. The new station’s primary response area starts at Bullard Avenue and Camelback Road, goes west to Perryville and south to Van Buren Street. The station will serve the new Estrella Falls Mall and surrounding commercial areas.

The 10,800-square-foot fire station cost about $3 million to build and has a 12-member crew.

Staff includes a minimum of four firefighters, all of whom are EMTs; two are also paramedics.

Like all of Goodyear’s fire stations, the newest station provides emergency coverage for the entire city, as well as other areas of the Valley when needed.

Goodyear Fire Department is one of 26 cities that are members of the Valley-wide Automatic Aid Consortium.

These fire departments work in cooperation with one another to respond as quickly as possible to emergency calls. The closest available unit will respond, even if the location is outside that city’s boundaries.

All-America City Quilt Tour The All-America City Quilt is touring America, and was on display in the lobby of Goodyear City Hall in October. Goodyear was one of 10 cities nationwide named a 2008 All-America City during the National Civic League Conference in Tampa in June. Each of the 16 All-America City 2008 finalists contributed a hand-crafted, originally designed quilt square which have now been sewn together to create this enduring symbol of civic excellence.

The All-America City finalists hosting the quilt tour include: Goodyear, Ariz.; Marana, Ariz.; Cerritos, Calif.; Aurora, Colo.; New Haven, Conn.; KissimmeeOsceola County, Fla.; Sarasota County, Fla.; Somerville, Mass.; Gladstone, Mo.; St. Louis Region; Lenoir, N.C.; Reidsville, N.C.; Akron, Ohio; Abbeville County, S.C.; Selma, Tex.; Caroline County, Va. It was an honor to host this one-of-a-kind tribute to the kind of outstanding civic spirit that makes Goodyear a true All-America City.

The Cincinnati Reds are

Coming to Goodyear!

Save the date and plan to join us for the groundbreaking ceremonies for the Reds’ new spring training development complex from 2 to 4 p.m. on Monday, November 17.

The Reds will move their training operations to Goodyear next year and join the Cactus League for the 2010 spring training season. The Reds will be the second Ohio team to relocate here, with facilities right next door to the Cleveland Indians Clubhouse and Development Complex.

The groundbreaking ceremonies will be held at the ballpark site, east of Estrella Parkway, south of Yuma Road.

Celebrate the holidays with us at Goodyear’s 7th Annual Holly Jolly Festival on Saturday, December 6 from 5 to 8:30 p.m. at Goodyear Community Park, 3151 N. Litchfield Rd. Enjoy more than 40 tons of snow while watching some great local performers. We will have plenty of food vendors and arts & crafts vendors. There will be arts & crafts projects, cookie decorating, a face painter and a balloon twister. Santa will be arriving by fire engine to visit with the kids.

Goodyear Protects and Supports Luke Air Force Base Last month I had the opportunity to join several of our West Valley colleagues on a trip to Washington D.C. where we met with Congressional and Federal Agency executives to discuss issues related to Luke Air Force Base.

The first training mission is currently assigned to Eglin Air Force Base in Florida. However, as more F-35s roll off the Lockheed Martin production line, the Air Force will need to identify a second base to assist in the huge training mission. A 2005 study recommended that Luke and Idaho’s Mountain Home Air Force Base be considered for the mission. It is likely that Hill Air Force Base in Utah will be added to the list as well.

Specifically, we visited Capitol Hill, The Pentagon and Lockheed

Martin to learn more about the F-35 Lightning II program, also known as the Joint Strike Fighter.

The Department of Defense designated the F-35 as the next generation fighter jet for the Navy, Air Force, Marines and international allies. It is designed to replace aging fighter inventories, including the F-16.

Over the coming months, we should be learning more about the potential for Luke to become home to an F-35 training mission. Should the Department of Defense decide to move forward with Luke as a candidate, a full scale Environmental Impact Study will take place to determine whether the F-35 mission is a good fit for Luke and surrounding communities. During this study, there will be numerous opportunities for public input. We will be working closely with our friends at Luke to keep our citizens informed of these events.

For many years, Luke Air Force Base has served as the nation’s largest fighter training base and is currently home to the F-16. As the F-35 mission comes to fruition early in the next decade, we would anticipate a gradual drawdown of the F-16 and the current training mission at Luke.

Without a weapon system to replace the F-16, the future of Luke as a fighter training base is jeopardized.

As a retired Air Force officer, I have witnessed several base closures as have many of my military service contemporaries.

In fact, I was the last commander at Chanute AFB in Illinois and had the honorable but unpleasant duty of representing the USAF in its final minutes of the 76 years of service Chanute offered our nation. There was then and continues to be an indescribable economic and emotional toll that base closure took not only on those who had been assigned there, but even more significantly on the local community as well.

The City of Goodyear has taken many steps over the years to protect and support Luke’s mission to train the world’s best pilots, maintainers and support personnel while deploying mission-ready war fighters. We are hopeful that the selection committee will move forward with the selection of Luke for an Environmental Impact Study for the F-35 and that this study will pave the way for a future training mission.

Too often, we take Arizona’s military industry for granted as a leading contributor to our economic well-being.

A recent study by the Arizona Department of Commerce showed that our vibrant military industry is responsible for creating nearly 100,000 local jobs and $9.1 billion annually in economic output for our state. It is estimated Luke contributes approximately 8,000 jobs and $2 billion annually to the local economy. Goodyear would be well served to guard this economic asset and preserve its viability.

That’s why I’m so interested in the possibility of Luke becoming home to the F-35 training mission.

Neighbors Get Together at the

G.A.I.N. Event More than 4,000 people turned out for the 2008 G.A.I.N. Event on Saturday, October 18 at Goodyear Community Park.

G.A.I.N. stands for Getting Arizona Involved in Neighborhoods and is Arizona’s version of National Night Out. The goal is to encourage neighbors to meet one another, strengthen communities and promote safer neighborhoods.

Hand-crafted Old-West facades brought Neighborhood Village together. Volunteers spent months creating these fanciful works of art where information was shared and smiles were exchanged. The participating neighborhoods were: Canada Village, Canyon Trails 1-4, Oasis at Canyon Trails, Centerra, Estrella, Estrella Vista, Estrella Vista HOA, Historic Goodyear, Palm Valley 2 & 3, Palm Valley 5, PebbleCreek, Rancho Mirage, Sarival Paseo, North Subdivisions, and Wildflower Ranch.

Entertainment included Ballet Folklorico Esperanza, Dance Gallery, the Kids’ Zone featuring a “city” of cardboard boxes, kick ball and other games, bouncers, and arts and crafts. Fingerprinting by AZ MILK Group, a PIR racecar, and Wildlife World Zoo animal exhibits were some of the other popular features.

“A Taste of Goodyear” featured free samples of culinary treats from local eateries, including Mimi’s, Macayo’s, Papa John’s, Starbucks, Buffalo Wild Wings, Elly’s Bakery, Fritzi’s Heart & Soul BBQ, Rubios, Macaroni Grill, Paradise Bakery, Do It Yourself Dinners, McGrath’s, and AH-SO Sushi and Steak.

Curby, Goodyear’s award-winning recycling program’s mascot was on hand for the celebration, along with McGruff and others. The K-9 demonstration was a huge success. Blood pressure checks were offered by Estrella Family Medical and Police had the command van on site. City departments gave out information about the services they provide, and Goodyear Fire Station #3 held an open house.

Guns vs. Hoses Football Game Goodyear’s Annual Guns ‘N’ Hoses Charity Flag Football Game features the Goodyear Police Officers Association against the United Goodyear Firefighters Association at 6 p.m., November 15, at Desert Edge High School, 15778 W. Yuma Rd., Goodyear, just west of Estrella Parkway.

All proceeds will benefit Phoenix Officer Barry Scott, who died on September 20 from injuries sustained during a charity boxing match to raise money for fallen officers.

Donations will also benefit the Arizona 100 Club, a nonprofit organization assisting the families of public safety employees who are injured or killed in the line of duty.

Admission is free. Donations of any amount are accepted at the gate. Gates open at 5 p.m. Kickoff is at 6:15 p.m.

Transit Improvements Public Meeting The Maricopa Association of Governments Regional Transit Framework Study will host a public meeting on Thursday, November 13, from 4:30 to 7 p.m. at The Sam Garcia Library, Main Conference Room, at 495 E. Western Ave., Avondale, AZ 85323.

The Regional Transit Framework Study was initiated to prioritize regional transit improvements such as bus, light rail, bus rapid transit, express bus, etc.

Your help is needed to identify what transit improvements you want to see in the West Valley now and in the future.

It’s Easy to Pay Bills Online from City Manager John F. Fischbach Goodyear resident Gary Stark recently asked us to create a “Pay Now” button on the City’s website homepage to pay utility bills. We couldn’t create another button just for that, but his request helped us realize that we could make the process of paying utility bills online a little easier for our residents. So, we’ve changed our website and made “pay utility bill” the first option under Online Services.

Convenience and savings are two of the best reasons to pay utility bills online. There are no stamps to buy, no envelopes to mail, no gas wasted driving to City Hall to make payments in person. Make online payments any time of the day or night – even on weekends. If you live south of Interstate 10, you can pay both your trash and water bills online. Residents who live north of I-10 can pay trash bills online. Either way, you save.

Online bill-paying helps keep City costs down, too. Bills paid online are processed electronically.

That saves on staff time and allows the City to streamline the number of employees needed to handle these tasks. The City continues to grow, even during these trying economic times. Online bill-paying will help us minimize our future hiring needs and keep down the City’s operating costs.

With all these benefits, online bill-paying is not as widely used as it could be. Since introducing the online utility bill payment option in June, more than 3,000 residents have registered to pay online – only 14 percent of Goodyear’s households.

Now is the perfect time to give online bill-paying a try. Log on. Sign up. Making water and trash payments online saves time, money, stamps and fuel! Visit www.goodyearaz.gov, click “Online Services” and choose the first option: “pay utility bill.”

Holiday Fill-A-Need Program Illness, injury, abandonment, loss of a loved one and loss of employment can impact families and individuals – and their ability to provide gifts for children during the holiday season.

The Goodyear Fill-A-Need program is gearing up and getting ready to help brighten the 2008 holiday season by helping to connect families in need with the generous gifts and donations made by City of Goodyear employees, residents and local businesses. The program traditionally provides gifts for children such as toys, clothing and school supplies.

To refer an individual or family in need of assistance through Goodyear’s Fill-A-Need program, call 623-882-7081 or e-mail your name and contact information to gyneed@goodyearaz.gov.

Fill-A-Need referral forms can be downloaded from the City website: www.goodyearaz.gov.

Referrals must be received by November 14, 2008 Interviewers will visit with those who are referred to the program to determine program eligibility and needs.

Donations will be accepted through December 15, 2008 Citizens, businesses, and civic organizations are invited to participate in the program by donating items such as new unwrapped toys, money and holiday gift wrapping supplies and services. Cash donations are especially welcome and are used to compliment discounts given by retailers. Donations of items and cash can be made in the City Hall lobby at 190 N. Litchfield Rd. (Litchfield and Van Buren). Please leave donated items unwrapped.

All donated and purchased items are wrapped and personally delivered by volunteers. In 2007, more than 80 families experiencing crisis or extreme financial difficulty were served.

Make-A-Difference Day Volunteers Shine Make-A-Difference Day, October 25, is a national day of helping others – a celebration of neighbors helping neighbors.

Goodyear volunteers tackled four projects.

With deepest gratitude, we thank the individuals, businesses and organizations that worked to Make-A-Difference in Goodyear. These projects would not have been possible without their generosity, support and participation. Special thanks go to Tammy Billman of Jaetam General Contracting and Nancy Herrington of Mr. Handyman of the West Valley for their extraordinary commitment and dedication to organizing this event and mobilizing the parties involved.

Mobile Elementary School – With donations of cash and materials valued at $6,000, volunteers painted office and kitchen walls, fixed an eroding basin, built and filled a sandbox, and purchased an assortment of new books for the school.

Arnold Manor home remodeled – Using time and resources valued at nearly $30,000, volunteers went to work giving this residence a top-to-bottom makeover, with all-new siding, paint and landscaping rock. The back and front yards were thoroughly cleaned and troublesome bees were removed.

Historic Goodyear Alleyways – The alleys were cleaned up. Trash, brush and debris were removed.

Volunteer Profile Mark Pelletier has been a volunteer with the City for a year, working in the Communications Office as an assistant to the webmaster. He and his wife moved to Goodyear in 2006 from Chicago, where Mark had a career in Information Systems as a programmer, systems analyst and IS manager.

Mark was instrumental in launching the City’s newly designed website, including new sections that cater to Goodyear visitors and residents alike, such as the Dining and Shopping Guides with special features like locator maps. Working with the City team one or two days per week, Mark helps keep the City website information current.

Mark has logged 350 miles with the PebbleCreek Hiking Club, is involved in Community TV Channel 22, and runs Agua Fria High School’s electronic board during football games. As Arizona Commissioner for the Clan Campbell Society, Mark represents the Clan at Scottish Games throughout the state.

After raising a family and building careers in Illinois, Mark and his wife say they have found the perfect place to “re-invigorate” their lives here in Goodyear.

Goodyear Recreational Complex Grand Opening

More than 2,000 people gathered during a picture-perfect evening on September 27 for the long-awaited opening of Goodyear’s Recreational Sports Complex. Music, food, bouncers, games and raffle prizes of spring training tickets to an Indians game made for plenty of fun.

Governor Janet Napolitano was on hand for the official ribbon-cutting ceremony and was joined by Goodyear Mayor Jim Cavanaugh and Council members, City Manager John Fischbach, Arizona Sports and Tourism Authority CEO Tom Sadler, Indians President Paul Dolan, the Wood family, and many special guests.

A plaque was unveiled which reads: “Goodyear Recreational Complex – Dedicated to the citizens of Goodyear in celebration of baseball, and all other sports, leagues and tournaments that will be played on these fields – September 2008.”

The sports complex features a clover-leaf design with four full-sized, lighted baseball fields. It also includes the Indians’ clubhouse and two full-sized practice fields, batting tunnels and half fields which are for the exclusive use of the team. The public had a sneak peak at the facilities through a video tour of the locker rooms, training facilities and offices, shown during the evening on the big screen.

Hall-of Famer and former Cleveland Indians pitcher Bob Feller was on hand signing autographs, along with Dave Burba, formerly a pitcher with both the Indians and the Cincinnati Reds.

Baseball Complex Construction Update Indians Development Complex

CM@Risk has provided the Goodyear Baseball approved Operation & Maintenance

manuals to the City.

The architect, Goodyear Baseball and CM@Risk have reviewed the progress of the

punch list for the site, clubhouse, batting tunnel, maintenance building and observation tower. The Indians performed a follow-up walk through of the Clubhouse. CM@Risk

notified the City of on-site training for elevator, mechanical and plumbing training.

Many of the Indians minor league coaches and players have arrived at the Development Complex for their Fall Instructional League which started on September 17.

Ballpark

Concourse Level: Structural steel has been erected and the steel canopies at the 1st Base Entry, 3rd Base Entry, Center Field and the retail areas are under way. Overhead fire sprinklers and electrical are being installed.

Retail: The metal framing, electrical, fire sprinklers and mechanical installations are under way.

Team Shop: The metal framing, electrical, fire sprinklers, mechanical and storefront window frame installations are complete.

Seating Bowl: The concrete seating structure is 95% complete.

Playing Field: The field has been excavated and the contours are complete. Trenching has started for the drainage system.

Right Field Building: The construction of the CMU masonry walls is complete. The steel beams, decking and concrete floor have been installed at the Concourse Level. The metal framing, electrical, mechanical and plumbing installations in the Locker Rooms are under way.

Ramp: Trenching is under way for the storm sewer and waste water piping.

Parking Lots: Sprigging has been completed on Grass Parking Lot #3. All parking lot surfaces are now complete.

Public Art

The artist has submitted and received approval for the foundation design. Submission of the preliminary lighting scheme has been completed. Coordination with the plaza design and construction team continues.
