Movies in the Park

There has been a lot of publicity recently about our new Downtown Express Bus 562 and our temporary Park and Ride lot. I’m happy to announce that the partnership between the City and West Valley Hospital has been nominated for Valley Metro’s Clean Air Campaign Blue Sky Award for creating the temporary parking lot which made Route 562 possible.

However, when one transportation project is completed, it’s on to the next. We are just beginning a study of how circulator buses might work within our community in the next five to seven years. We must form this vision now, so we are ready as activity and employment areas multiply. People will want to get to them without being dependent upon cars. We have to become multi-modal in order for our children, teens, college students, and seniors to be able to take full advantage of all Goodyear will have to offer. For this reason, I ask you all to please take an interest in making it easy to get around within our 184-square-mile community without cars. An article on page 6 describes three public meetings that are being held soon in our community to get your input and ideas on where and when these circulator buses should travel. Think about all the new, exciting activity centers coming to our community. The new regional mall, two universities, the new ballpark, the City Center with its library, multigeneration center and performing arts center, as well as employment centers such as Airport Gateway, Goodyear Crossing and Palm Valley 303. And that’s only the beginning! Wherever you live – Estrella, Canyon Trails Centerra, PebbleCreek, Palm Valley, Historic Goodyear – this study will greatly effect you and your children. Watch for New Combined INFOCUS and Recreation Catalog

Rather than send two separate publications direct to your homes each year, the City will now combine the four annual Recreational Catalogs with the monthly INFOCUS newsletter. Combining them into one 32-page publication four times a year will result in a postage savings of about $20,000. This savings will be used in 2008 to cover costs associated with marketing the City of Goodyear as an All-America City.

Marketing efforts, including signage throughout the City and widespread use of the All-America City logo, have proven advantageous to other All-America Cities. The benefits of the award include heightened national attention, civic pride, and a proven economic impact. Several past winners have attributed economic development successes to this prestigious award which helped set them apart from their competition. The November issue of the INFOCUS will be out in early November and will include the Fall Recreational Catalog. 3

Citizens Needed for Goodyear’s Centennial Committee Purpose The State of Arizona celebrates its 100th birthday on February 14, 2012 and has asked each city to form its own committee to identify and develop legacy projects to celebrate the Centennial. Goodyear is forming a 19-member Centennial Committee that is charged with developing legacy projects that represent Goodyear. The committee will make recommendations to the City Council for planning, promoting, organizing and funding such projects. Final approval of legacy projects shall be made by majority vote of the Mayor and Council. Recruitment Process Recruiting has gone on for some time online and several people have already expressed interest in being on the committee. If you have already filled out the form, you do not need to do it again. The 19 members will be chosen to represent a wide cross-section of residents from both a demographic and geographic perspective. Applications are available online under Boards, Commissions, Committees under the Government button on goodyearaz.gov. The deadline for applying will be October 15. Members will be selected by a small internal committee with Council voting on the recommended members. Member Terms The first Committee meeting will be in early January 2009 after the holidays. All members shall remain on the committee for its three-year duration until February 14, 2012. Should any legacy projects not be completed by that date, the committee’s timeframe may be extended. 4

It’s a fun night for all that will be topped off with the 25-minute APS Spectacular Fireworks Display that was postponed from our super windy 4th of July event. Treat yourselves to this awesome experience – fireworks in nice weather instead of the blistering summer heat.

One of the highlights of the night is, of course, the costume contest for all ages. Prizes will be given for the best costumes, so put on your thinking caps and be really creative. Everyone can dance to the D.J. and buy a wide variety of food items from vendors. Adults will enjoy themselves at the Witches Brew Beer Garden.

Goodyear wants to do its part to “Go Green.” We got started in a big way back in 2006 when we began our recycling program that has resulted in 30 percent of our garbage tonnage being diverted from landfills. This is the highest level in the state – better than the 27 percent national average and much better than the 19 percent state average. Recently, we greatly expanded our program to take more plastics – #1 through #7 plastics.

We are extremely proud of the diligent recycling efforts of our residents. We are also proud of the national and local award-winning marketing campaign prepared by City employees that helped educate our residents on how to successfully implement the new program.

Goodyear joined the efforts of other towns and cities across the United States when it endorsed the U.S. Mayors’ Climate Protection Agreement in late 2007 to take steps at the local level to reduce energy needs and greenhouse gas emissions. In Goodyear, we are: 1) providing a temporary Park and Ride lot to accommodate regional express bus service to downtown Phoenix until our permanent Park and Ride lot is built next year, 2) converting over 100 of the City’s fleet of vehicles to alternative fuel, 3) applying for a grant to build a City-owned alternative fueling station, 4) reducing fuel consumption of the City fleet by maximizing routes and reducing trips per vehicle, and 5) adding dual left turn lanes where possible and retrofitting existing intersections in a partnership with Avondale, the state and the county to get traffic through quicker to better reduce emissions. We are seeking the use of clean alternative energy sources by: 1) using LED traffic control fixtures citywide which decreases electrical consumption in these units, 2) investigating adding solar panels onto existing City facilities and 3) using energy efficient lights on all of our ball parks, resulting in reimbursement dollars each year from APS.

We passed and are enforcing a Dust Control Ordinance to reduce dust in the atmosphere. We are using reclaimed rather than potable water whenever possible to wet down large areas for dust control purposes. We continue to work closely with the EPA to monitor, control and cleanup contaminated plumes within our groundwater aquifer (Superfund sites). We save about three million gallons of potable water a year by using remediated groundwater on our Goodyear Community Park landscaping from a new treatment plant that is helping clean up the Superfund site. We also use reclaimed water on the fields at the Cleveland Indians Spring Training Complex and save another three million gallons of potable water a year by using raw groundwater on the Estrella Foothills Community Park. The City is also very concerned about not wasting water, so it conducted a Leak Detection Study earlier in the year throughout the City’s system. The leaks that were fixed in our distribution pipes will result in the savings of nearly 24 million gallons of water a year, enough to serve the needs of about 247 households for an entire year. Next, we will audit water usage in all City facilities including park irrigation systems using a $25,000 grant from the Bureau of Reclamation. As you can see, we are very serious about “Going Green” in Goodyear. Your City government hopes to set an example for all the community to follow, so we can become one of the most energy efficient cities in the state.

We are planning three workshops on September 30, October 9, and October 15 to develop a vision that can be implemented as our new activity centers and employment centers come on line. The better “connected” a city is, the better its quality of life. For this reason, Goodyear has contracted with URS Corporation, Inc. to do a long-range transportation assessment and plan for using circulator buses within the City in the next five to seven years. The goal is to develop a local circulator service plan that benefits and provides seamless service to residents, people who work in Goodyear, and visitors. Please plan to join us at one of these important workshops which are in the north, south and central areas of the City to be convenient for everyone: • Tuesday, September 30 – 6 to 8 p.m. – Western Sky Middle School cafeteria, 4095 N. 144th Ave. • Thursday, October 9 – 6 to 8 p.m. – Westar Elementary School cafeteria, 17777 W. Someday there will be many more venues for activities within our City than there are today. Just look at what’s coming! City Center with City Hall, a library, multi-generational center and a performing arts center, the ballpark, the new regional mall, the two universities, and major employment centers such as Palm Valley 303, Goodyear Crossing, and Airport Gateway. All of these will bring more and more transportation demands as our families want/need to go there. • Concourse Level: Steel is being erected at the 2nd Floor Deck and 3rd Floor Party Deck. The steel joists and metal decking are being installed. The rough electrical, fire sprinklers, mechanical and plumbing installations are complete. The installation of the masonry walls is complete. • Seating Bowl: The concrete seating structure is 95% complete. The seating manifest is finalized and the seats have been ordered. • Playing Field: The field has been excavated to the sub grade level. • Dugouts: The installation of the concrete, rough electrical and plumbing is complete. • Right Field Building: The Field Level rough electrical, mechanical, fire sprinklers, plumbing and concrete floor installations are complete. The construction of the masonry walls is under way. The steel beams and decking has been installed at the Concourse Level and structural slab poured. • Parking Lots: Sprigging has been completed on Grass Parking Lots #5, #7 and #8. • Sod for the Ballpark continues to grow near Maricopa, Arizona. • Retail: The metal framing, electrical, fire sprinklers and mechanical installations are under way. • The ballpark is on schedule to be complete by February 2009.

Operations • City is working with the SW Valley Chamber of Commerce on joint marketing efforts. • Police, Traffic Services, Streets and Stadium continue to meet in to develop the spring training traffic and player transportation plan. • Correspondence was sent to season ticket seat deposit holders to begin seating section placement. To date, deposits have been secured for over 1,000 full season seats. • Staff launched the spring training sponsorship and advertising campaign in early September. This has been a coordinated effort with Procurement, Economic Development, Communications and Indians representatives. This will include website posting, news releases and collateral mailings to businesses. Staff has entered into a contract with Ticketmaster to provide an automated ticketing system for the ballpark.

Public Art • The artist has decided on the materials and is working with a fabricator. • Coordination with the plaza design and construction team continues. • Anticipated completion: February 2009.

Goodyear residents will find themselves surrounded by the “Old West” when they attend this year’s G.A.I.N. event on Saturday, October 18 from 5 to 8 p.m. in the Goodyear Community Park, 3151 N. Litchfield Rd. This fun-filled evening, when Goodyear residents come out to meet one another, promises all a “rip, roaring good time.” Fake old time gunfights, food, and faux old west store fronts will transform the park. G.A.I.N. stands for Getting Arizona Involved in Neighborhoods and is Arizona’s version of National Night Out. It is designed to have neighbors meet neighbors so they can get to know one another and watch out for each other more. Knowing all your neighbors will allow you to know when a stranger has come onto your street. Knowing when your neighbors are on vacation will allow you to watch for any strange activity while they are away. You are the front line – the eyes and ears – to helping the Police keep your neighborhoods safer. Fifteen Goodyear neighborhoods will each have their own neighborhood area in the park where their residents will gather. Each neighborhood’s entrance will be the façade of an old time western storefront. Bonnie Mostert Lewis, a member of the Goodyear Arts & Culture Commission, led other members of the commission and citizen volunteers on the “Western Façade Painting Project.” These realistic storefronts are works of art! This year’s participants are: Manuel’s Mexican Food, Mimi’s, Macayo’s, Papa John’s, Starbucks, Buffalo Wild Wings, Elly’s Bakery, Fritzi’s Heart & Soul BBQ, Ground Control, Rubios, and Macaroni Grill. A Kids Zone will feature arts and crafts tables; organized games including tug-of-war, building a “City” with cardboard boxes, and kick ball; face painting; helium balloons and bouncers. Other highlights are children’s fingerprinting by AZ MILK Group, a PIR race car, and Wildlife World Zoo animals. The Fire Department will have their station open at the site; the Billy Scott Band will perform and they will have Goodyear’s old red, fire truck and Sparky. There will be lots of City tables with information on a wide variety of subjects. One key subject will be “how to form a block watch in your neighborhood” – one of the primary purposes of G.A.I.N. night. Police will have their command van out there; they will do K-9 demonstrations and McGruff will be at the event. Blood pressure checks will be offered by Estrella Family Medical.

Receipts must show purchases of general merchandise, food, beverages, groceries or fuel, and must include the merchant name and date of transaction. Volunteer List Opens for Goodyear Ballpark’s 2010 Spring Training Season

The City of Goodyear is compiling a list of individuals 18 years of age or older interested in volunteering to help out during Goodyear Ballpark Spring Training 2010 events. Volunteers will be required to attend mandatory training sessions by the City. With our newly designed website – goodyearaz.gov – we believe we have improved our customer service by improving your 24/7 access to information about our services and by making the site much more interactive. It is also the City’s fastest way to get information to you. Hot Topics on the homepage brings you all the latest issues. I am now using the Hot Topics area to send you timely messages. I hope you will look for my “City Manager Updates.” Thanks to the many buttons on the homepage and the new drop-down menus and mouse-overs, almost everything in our site is now available directly from the homepage. Those that aren’t are usually only one click away. I don’t know about you, but for me – the fewer clicks the better. Every program and service provided by the City is listed under the green Programs & Services button on the homepage. An alphabetical listing makes them very easy to find in one click. The same is true of everything under the Forms & Applications green button. And now, many more of the forms are electronic than ever before. If you have a request of the City, you can click on the Action Request button, fill out the easy form and submit it electronically. It will be routed internally to the correct department, answered within 24 hours, and dealt with as fast as possible. As a new resident to Goodyear and the state, the “Newcomer Checklist” in the Residents section has been very helpful to me. The same is true of the Visitors section, which is new to our website. PJ Miller has volunteered with the City of Goodyear since 2006, immediately after graduating from the Goodyear Citizen’s Police Academy. PJ is an Arizona native who retired from teaching special education for 30 years.

With improved basic personal income money management and planning skills, citizens will be in a better position to own homes, raise healthy families, educate their children, and invest in small businesses. The City has partnered with Credit Union West, a not-for-profit financial resource in the West Valley, to offer four classes to help families take control of their household budgets and their future financial success. Credit Union West’s classes will be Wednesday evenings from 6:30 to 8 p.m. at Goodyear City Hall, 190 N. Litchfield Rd., Room 185. There will be a one-hour class with an additional half- hour for questions and answers. Seating is limited, so please respond early. All classes will be videotaped for public viewing at a later date on the City’s website. Information packets will be given out at the classes. Dates and description of the classes are: October 15 - Understanding Your Credit Score Your credit score is one of the keys to obtaining financial freedom. The higher your score, the more money you can be saving on the interest you pay on vehicle and home loans, insurance premiums, and utility deposits. Learn how your credit score is calculated and how it impacts the decisions that financial lenders are making. October 22 - Identity Theft Protection Arizona ranks number one in identity theft in the United States. This class will identify the various methods criminals are using today to steal your identity in order to commit fraud. Learn specific steps you can take to minimize the risk of having your identity stolen. October 29 - Attaining Financial Freedom via Budgeting Creating and maintaining a budget can assist you in achieving your financial goals. This class is designed to provide you with various tools that will enable you to develop a budget that is right for you. Learn how to identify needs versus wants, set financial goals, create and maintain a budget and shop for financial products. November 5 - Teaching Kids About Money One of the most important responsibilities parents have is to help their children learn about money. Children learn a great deal about money from observing how their parents spend and save. This class will provide parents with a variety of tools that can be used to help their children develop positive money management skills. Parents are encouraged to bring their children.

High School Students Wanted for New Youth Commission

“I was looking for a way to support first responders after visiting the World Trade Center in NYC and speaking with a firefighter who had lost a son on 9-11, had nearly lost another, and narrowly made it out himself,” PJ stated. “Stunned at what I had seen and heard that day, I asked what I could do to make a difference. He told me to return home and assist first responders in my own community.”

And that’s what she’s done ever since. PJ has logged more than 125 hours volunteering for Police. Now she is also in training in the Police Department to be a “Citizens on Patrol” Member. She graduated from CERT in 2007 and is an active member of that citizen team. She also very actively volunteers each week for the Goodyear Fire Department Community Education Division, logging over 386 hours with Fire since January 2008. Besides all her public safety volunteer hours, she still finds time to help out at Goodyear special events and with special projects like Shop with a Cop and Fill-A-Need. PJ says, “I’m very proud of my Goodyear community and our first responders. I appreciate all the wonderful opportunities that Goodyear has provided me and I’m honored to work along side the people who have committed their lives to our health and safety.” PJ Miller: The City salutes you and thanks you for your wonderful contributions.

Goodyear is looking for members for its new Youth Commission which will give students the opportunity to learn more about local government and advise City Council and staff on youth-related issues as determined by the Commission. The students will gain knowledge of how local government operates and the importance of public participation. Water is our city’s most precious resource. There are a number of ways to save water, and they all start with you. It’s about to start getting cooler, just in time for some fall planting. Here are a few tips:

• Landscape with xeriscape groundcovers, plants and trees that require less water. • Avoid planting turf in areas that are hard to water such as steep inclines and isolated strips. • Water your plants deeply but less frequently. Only water your lawn and plants when needed. You don’t need to water as much in the fall as in the summer. • Choose a water-efficient drip irrigation system for trees, shrubs and flowers. Watering at the roots is very effective. • Use organic mulch around plants to reduce evaporation and save hundreds of gallons of water a year. • Group plants with the same watering needs together to get the most out of your watering time.

Introducing the City of Goodyear’s New Community Services Director Ms. Patti Evans has joined the City of Goodyear as its new Community Services Director. Patti has over 29 years in many areas of city government. She will be overseeing citizens’ needs through the Citizen’s Advocate Office and will also be working with Neighborhood Services, Public Arts, Code Compliance and the Volunteer Program. A Florida native and graduate of the University of Florida, Patti comes to us from Deltona, Florida. However, this is not her first stint in Arizona. Previously, she worked for the Town of Prescott Valley. She loves everything to do with the great outdoors and brings with her many varied talents and interests. Patti and “Cochise,” her Arabian/quarter horse, participated in the 2005, 50-mile “Man vs. Horse” race. She has also restored a 1949 Chevy pickup and a 1951 4-door Chevy Power Glide. <ddYnZVg GZXgZVi^dcVa 8dbeaZm Celebrate the long-anticipated opening of Goodyear’s Recreational Sports Complex from 6 to 9 p.m. on Saturday, September 27th. The Grand Opening ceremonies begin at 6:15 p.m. Famous pitcher Bob Feller will be there to sign autographs along with Dave Burba, formerly a pitcher with both the Indians and the Reds. Musical entertainment, a movie, food vendors, bouncers, games and a raffle for tickets to an Indians spring training game guarantee a great evening. Soccer, whiffle ball and baseball clinics for fielding, batting and running bases will be from 6:35 to 7:20 p.m. on three of the complex’s four lighted, full-sized baseball fields. The fourth field will feature a baseball movie, “The Sandlot,” on the big outdoor screen beginning at 7:20 p.m. as soon as the sports clinics are shut down. Bring your blankets, pillows and/or chairs and settle in on the new turf to watch the movie under the stars. The sports complex also includes the Indians Clubhouse and two full-sized practice fields, batting tunnels and half fields. While these facilities were built for the exclusive use of the Indians and will not be open to the public during this event, a video tour of the inside of the building will be shown during the grand opening on the big screen. Partial funding for the recreational complex came from the Arizona Sports and Tourism Authority. 16
