Happy New Year to each of you! Great things are on the horizon for Goodyear in 2008. Several major projects that have been on the drawing board will finally begin to take shape this year.

Goodyear residents are invited to join Goodyear’s Mayor, City Council and staff at a brief dedication ceremony for the new Water Resources Administration Building at 3 p.m. on Tuesday, January 22. The new facility is located at 4980 South 157th Avenue, and can be reached by taking Estrella Parkway to the entrance of the City’s dog park, just north of the Gila River bridge. The public is welcome to tour the building after the ceremony.

The residential-looking, stucco building with mission tile roof was built in a Tuscan style to complement the housing being built in the area.

As just about anyone over 40 can attest, our eyesight begins to diminish as we age. This unfortunate fact of life can cause safety concerns for older drivers as they try to read street and directional signs. But a clearer future may be in store, thanks to a project being funded by the Maricopa Association of Governments (MAG).

The MAG Safety and Elderly Mobility Sign Project allocates funds to cities and towns to provide larger and easier to read street and directional signs using the Clearview font. Clearview font specifically addresses four issues: • Accommodates the needs of older drivers. • Improves word pattern recognition by using mixed case words. • Improves the speed and accuracy of destination recognition. • Controls or minimizes the “halo effect” around letters and sign legends. Sign installations will continue through April.

Conserve Water to Lower Your Sewer Bill The key to keeping your sewer rate low for the next year if you are a City of Goodyear water customer (everyone who lives south of I-10) is to conserve the amount of water you use during January, February and March of 2008. (Homes north of I-10 are served by LPSCo.) The City bases its estimate of your household’s monthly sewer usage upon your household’s average monthly water consumption during the winter (January, February and March). The City then averages your monthly water usage for those three months to determine your Winter Quarter Average (WQA). Each May, your sewer bill is adjusted based on your WQA. The average is the maximum usage you will be charged monthly for the next 12 months. If any month’s water consumption is lower than your WQA, your sewer bill will be calculated using the lower sewer usage that month. If your monthly water consumption is higher than your WQA, your sewer usage will still be based on the lower WQA and could save you money. If you have questions, please call 623-932-3015. 4

Bullard Avenue. ADOT is almost finished widening Bullard Avenue under the freeway. The road should be reopened to traffic by March 2008. ADOT is also building a full freeway interchange at Bullard to service the new regional mall and development on the south side of I-10. The interchange should be completed before the end of 2008. Construction is also underway to widen Bullard north of McDowell Road and will be completed by the end of 2008. The widening of Bullard south of I-10, between I-10 and the newly completed Van Buren Street, will begin mid-2008 as a joint project between the City and adjacent development. And, Bullard between Van Buren and Yuma Road will be paved with two lanes by summer 2008.

Water Resources Director Shawn Bradford says that the new headquarters for all water and wastewater operations will make his staff much more efficient. “Having everyone under the same roof offers greater communication capabilities and much more efficient training opportunities.” Staff moved into the building in early December.

Widening of I-10. One of the long-awaited projects is the widening of I-10 between Sarival Avenue and Loop 101 with one carpool lane and two general purpose lanes in each direction. Construction will begin with the inside lanes in February 2008. When the inside widening is complete in winter/spring 2009, one outside lane in each direction will be added, along with auxiliary lanes at each of the four interchanges along this corridor.

Estrella Falls Mall. The I-10 widening and Bullard interchange will help traffic flow to our new mall. It is anticipated that buildings will be coming out of the ground sometime this summer, leading to the mall’s much-awaited fall 2009 opening. You can already see remarkable progress on the Bullard Wash as it runs the length of the mall area from Virginia Avenue to McDowell Road. This linear park with its walking trails, public art, ramadas, lakes and amphitheater should be completed in 2008. The McDowell Road improvements between the Bullard Wash and Bullard Avenue are underway, to be completed by March 2009. (See page 9 for more details.)

Baseball. Consistent progress is being made on the Goodyear Recreational Sports Complex. We plan to hold a grand opening for the clubhouse/practice field area in September 2008. Meanwhile, construction of the ballpark is also under way and will be nearly completed by the end of 2008, since the park must be ready for February 2009 Spring Training. Cancer Treatment Center of America. Steel is already coming out of the ground on the Cancer Treatment Center of America just south of I-10 between Litchfield Road and Bullard Avenue. This asset for our city is really on the fast track and should be open by December 2008. City Center. And last, but certainly not least, is City Center. Three developers have been chosen from a national search as finalists to become the City’s partner in the design, building and marketing of Goodyear’s future City Center. The three firms will be submitting highly detailed proposals to the City by March on their vision and how they expect to accomplish this goal on the City’s 40-acre site at the northwest corner of Estrella Parkway and Yuma Road. A winner is to be named by April. One firm will be submitting a detailed proposal for a potential Performing Arts Center on the site as well. The City will evaluate the submittal in February. As a result of these proposals, it is anticipated that construction could begin as early as the end of 2008 within the 40-acre site. With so many projects on our platter, these are extremely hectic, yet gratifying times. We will keep you well informed of our progress throughout the coming year on these many projects via our website and INFOCUS. Each milestone that is met brings us closer to becoming the great city we have envisioned. May this year bring you joy, health, and comfort.

Mall Area Shopping Centers. Goodyear Centerpointe, which opened a few months ago at the southeast corner of McDowell Road and PebbleCreek Parkway, will be adding more stores and restaurants throughout the year. The Market at Estrella Falls, Westcor’s shopping center west of Bullard Wash and the mall, is under construction and will be completed in 2008. Cotton Lane Bridge. The bridge will be completed in January 2008, but will remain closed to traffic until Cotton Lane is extended through the King Ranch development towards the end of 2008. The new bridge and roadway, extending to the new Estrella Parkway roundabout, will greatly improve access to the developments south of the Gila River.

It doesn’t seem like it has been just over a year since we implemented our new automated curbside sanitation and recycling program, does it? Remember how apprehensive we all were? Based on the incredibly successful statistics from the first 12 months (shown below), it seems that this new service has been instituted very successfully. The credit goes to Goodyear residents for such excellent participation and cooperation. Congratulate yourselves on a job well done! • Approximately 20,000 tons of waste was generated by Goodyear’s curbside refuse and recycling program. - 6,000 tons of this waste was recycled and not buried in a landfill. • Goodyear residents continue to divert 30% of the waste stream which meets the national average, but is well above neighboring cities. - This high diversion rate is well above the Arizona average of 19%. • By recycling so much, residents saved the City over $190,000 in landfill tipping fees, which helps control program costs. • A recent recycling audit showed that 70% of materials recycled were paper, 8% was glass, and the remaining 22% were other recyclable materials. • Only 8% of the materials residents recycled were contaminants (materials not currently accepted in the recycling program). - The contamination rates in other West Valley cities range from 20% to as high as 35%. • Thanks to our residents reading and understanding the educational materials about what size of containers to choose based on their lifestyle, only 4% of the 19,000 households requested container size exchanges. • Approximately 300 residents are currently using an additional recycling container to accommodate their recycling volumes. • During the year, 3,700 new accounts were added. - During program implementation, approximately 2,700 new accounts signed up for sanitation services that were not paying for service before. - More than 1,000 new growth-related accounts were established in the first year. • Over 2,500 tons of bulk trash were collected, an increase of 12% over the previous year.

The $1.1 million Goodyear Historic water line replacement project is about to begin, updating this part of the city’s critical infrastructure. More than 7,400 linear feet of new, larger ductile iron piping will replace the old, brittle materials originally installed decades ago. Main line valves, fire hydrants and customer service connections will also be installed as part of this project. Sidewalks, driveways and other pavement disturbed during the work will be restored, and residents of the area will be informed by mail of any expected disruptions to traffic, etc. on their specific block. The historic area targeted for the rehabilitative work is bordered on the west by Litchfield Road and Los Robles Drive to the east, San Xavier Avenue to the north and Western Avenue on the south. Work is expected to be completed by summer 2008.

Want to Help in an Emergency? Join CERT!

The next class to teach skills that people can use to safely help their neighbors during a disaster will be held on Thursday evenings starting February 21 and ending April 17, 2008. First breakfast was served to 47 children who had been selected by Goodyear school officials to participate in the 2007 Shop with a Cop program on December 15. Next, a cavalcade of motorcycles and patrol cars with sirens screaming and lights flashing drove the children to the Goodyear Wal-Mart on Estrella Parkway where Santa arrived in a helicopter to pass out gift certificates worth $200 to each child! Then the shopping spree began! Thirty Goodyear police officers helped the kids pick out toys. The children chose gifts for themselves as well as for their families. The generosity of Wal-Mart and other community groups helped purchase the gift certificates.

Phase II of the McDowell Road Commercial Corridor includes the bulk of the project’s improvements – the remaining construction of McDowell Road east to Bullard Avenue as well as Bullard Avenue, Bullard Wash improvements and park amenities, two bridges over Bullard Wash (at McDowell Road and at Monte Vista Road), construction of Monte Vista Road and 150th Drive and improvements to Encanto Boulevard. Phase II construction is under way and will be completed by March 2009.

McDowell Road Commercial Corridor Project Over the last two years, the City of Goodyear, in partnership with developers Westcor, W. M. Grace Development Company, Evergreen Development Company, Globe Properties and Tang Realty and other partners (Arizona Department of Transportation, Flood Control District of Maricopa County and the Roosevelt Irrigation District) have begun construction on the McDowell Road Commercial Corridor Project. The public was invited to several public meetings during the design of this project which includes the construction of infrastructure for the future Estrella Falls Mall and surrounding Residents attending a McDowell Road Commercial Corridor public meeting development.

Pulice Construction was awarded the $25,261,511 construction contract for Phase II. This is the same construction company that successfully completed the Van Buren Road Project and will also be the contractor for the I-10 Widening Project. The McDowell Road Commercial Corridor Project is being completed and funded through an Improvement District (ID) An ID is a funding mechanism by which the City sells bonds to fund the ID project and the property owners within the district are assessed for these improvements. The City does not pay. This process expedites the construction of these improvements and allows for a coordinated effort between the City and property owners and developers.

Started by City employees, the program has expanded to include donations by the public, local businesses and community groups. It took three days for dozens of City employee volunteers to purchase and wrap the many gifts. Several large delivery trucks were loaded with all the presents and delivered to the joyous recipients by volunteers over a nine-hour period on December 15th. The Estrella Mountain Regional Park Rodeo Grounds will be home to three days of fast paced rodeo action February 15 – 17. Both male and female professionals will converge on the area to compete in roping, bulldogging, saddle and bareback bronc riding, bull riding, and barrel racing. Only top Senior Pro competitors compete in this sanctioned rodeo event nestled in the beautiful Sierra Estrella Mountains with incredible views of the Valley below. Slack Day is Friday from 10 a.m. to 3 p.m. This exciting rodeo competition is FREE to the public, this day only. A great time to bring the entire family! Gates open at 11 a.m. on both Saturday and Sunday. The rodeo begins at 2 p.m. and ends about 4 p.m. each day. Admission on the weekend is $8 for adults, $7 for seniors (60 and over) and military, and $4 for youngsters five to 12 years of age. Children younger than five are admitted free. Come out and celebrate the days of the Old West in Goodyear. Saturday’s intermission will have teams of local business people vying for top honors in the annual Corporate Calf Dressing Contest.
