HEADS UP: Important Upcoming Items Paid Parking Paying Off in Availability

MOBILE PARKING APP

When the paid parking was instituted in downtown Golden, the goal was clear: to make more parking available throughout the www.parkmobile.com daytime business hours. As the community and visitors have grown accustomed to using the new pay stations downtown, the system is proving to work exactly as it was designed. Parking spaces are now more available because they turn over with greater frequency. And because parking longer than two hours comes with a cost, more people are encouraged to use alternate transportation methods which helps to meet Golden’s sustainability goals. We were able to accomplish this, while still offering free parking for the first two hours everywhere in the downtown area.

The City encourages the use of the Parkmobile app, which is a quick and convenient way to register your vehicle and pay for parking from any location. Download the app from your favorite provider.

Golden Bike Library Open

Study session

The Golden Bike Library is open for its third season! To check out a bike, visit the Golden Bike Library located at the Golden Visitors Center, 1010 Washington Ave. Bikes are available to check out Thursday through Sunday from 10 a.m. to 4 p.m.

The first two hours are free; those look-ing to rent for longer periods pay just $10 per day. A convenient key-drop box at the Visitors Center allows users to return the bikes after hours. Riders are required to sign a waiver and those under 18 must have a parent signature. A valid ID and credit card is required for rentals.

Each bike comes equipped with a lock and helmet. The bikes are 21 or 24 gears and can take you along the streets or on our trails. Reservations are available online at goldenbikelibrary.com.

Community Neighborhood Betterment Grants You have until June 22 to apply for a grant to improve your neighborhood. There are grant funds available for first-time neighborhood parties and neighborhood improvement projects.

Start planning now for a springtime neighborhood get together. Take the opportunity to plan with your neighbors! The City will reimburse up to $250 for your expenses, all spent within City limits.

There are also funds available for improvement projects that you think would benefit your neighborhood. Up to $750 can be reimbursed for larger projects.

T

JUST SOME OF THE REASONS I LOVE GOLDEN here are so many reasons to love our city. Whether I go out in the morning to pick up the Post, play a round at Fossil Trace, or just sit on our front porch, I am in awe of the beauty that surrounds us. As I read the City of Golden Weekly Digest, Goldentoday News Blog, Golden Business News, The Front Ranger, Your Hub and the Transcript, I continue to

be amazed at the many activities going on here every day. Special events are just one aspect I love about our special city.

One of my very favorites events is the Colorado Cowboy Gathering. We host it every January at the American Mountaineering Center. The music and poetry are truly awesome, especially for those of us that have lived or enjoy ranch and rural life.

The musicians, songsters and poets really make me laugh, reflect or even mourn. Doc Mel is an example of one the very exceptional talents that visits Golden each year. Doc’s song “Stupid Dog” strikes the hearts of dog lovers to their core.

He spins this story about good times where the stupid dog gets in his owner’s road and wants attention. The song then leaps to hard times for the owner when he realizes that he is the stupid human. Doc is just one of the outstanding stars at the three-day event.

Then in February, there is the Environmental Film Festival also at the Mountaineering Center. Award-winning films from around Colorado, the nation and the world are shown to enthusiastic audiences. Examples of this year’s selections included the ecology of a reviving Salmon River, urban farming, and dying coral. Additionally, displays with advocates, vendors and Golden City beers were available in the great hall for the enjoyment of all that attended.

Skipping forward to the summer, Buffalo Bill Days, the Lion’s 4th of July Festival at their namesake park, and the Fine Arts Festival enliven folks of many tastes. The quality of the entertainment, fireworks and art are wonders to behold for locals and visitors alike. Whether one stays at these events for minutes or hours, great fun is the hallmark of these venues.

It is always very exciting to wrap up the year with our wonderful Candlelight Walk. Thousands come out for this spectacular event and parade down Washington Avenue to Parfet Park with the sounds of Christmas carols, laughter, and joy ringing into the night. The finale of the evening is the lighting of our beautiful holiday lights.

Are there more great events to be enjoyed here in Golden? Absolutely. These are but a few of my very favorites. Also, I really enjoy the Miner’s Alley Playhouse, our many museums, and our great parks and trails. There are just too many to list including concerts, Movies & Music in the Park, the car cruises, etc. All in all, these are just some of the many reasons that Golden is where I love to live, work, and play.

The State of Our City

C

ities are constantly in a state of evolution and change.

Never static, they are living, breathing creatures that change organically over time and with the influence of its citizens. Golden is no different.

The Golden of today is different than the Golden of last month. Maybe only slightly, but different. The Golden of today is certainly different from the Golden of 2010, or 2000, or the 1990’s. It is far different from the Golden that existed in the 1970’s and 1980’s. In fact, Golden existed before there was an “M” adorning the mountainside and before a Welcome Arch proudly spanned Washington Avenue. Now, we admire both as local landmarks.

I often hear from residents that they love Golden and don’t want Golden to change. The reality is that Golden has been changing for a long time and will continue to change in the future. What makes Golden stand apart, however, is how we deal with the changing environment around us. We rely on our values as set forth in Golden Vision 2030 and we work together to manage and direct the change around us. As a community, we care. Not only about our community but about each other.

We help each other work through change, making decisions together that are right for our community. Working through this process collaboratively and relying on our core values, we arrive at change we can accept. Change that will move our City forward and ensure its successful future. That is why we are so unique.

We’ve accomplished so many admirable things for our community this past year. We completed the much anticipated Linking Lookout project. We launched GuidingGolden.com, a unique online engagement tool. And, we were able to purchase a key property on 23rd Street that will eventually serve as a much-needed neighborhood park.

During the course of this year, we will continue to make improvements on how we engage with the community. We will work on advancing Smart City technology in Golden, which will allow our citizens to better understand their community in real time and at their convenience. We will begin work on a complete streets project on North Washington Avenue, making essential improvements for the safety of pedestrian and bicycle users. And, finally, we will work with the community to identify long-term funding priorities for new capital projects in an effort we call the Golden Investment Forum.

Outdoor Burning – What You Need to Know

t’s that time of year when our yards welcome us with fresh grass and warmer weather. Outdoor fire pits and grills are two common examples of fires for which the Golden Fire Department (GFD) gets many questions and many calls for service. Here are the do’s and don’ts of outdoor fires in the City of Golden.

OPEN BURNING • Bonfires are considered open burning (large) of anything other than rubbish for ceremonial purposes.

• All open burning requires a GFD and Jeffco Health Department permit for air quality.

• The permit holder must have the permit on site and follow all permit requirements.

RECREATIONAL FIRES • Defined as burn materials other than rubbish or vegetation not in an incinerator, established outdoor fireplace, portable outdoor fireplace, or BBQ grill.

• Limited to a maximum fuel pile of three feet in diameter and two feet in height; are used only for pleasure, religious, ceremonial, cooking, warmth, or similar purposes.

Open Invitation to Participate in Budget Process

T

o get a position on nearly all of the City’s various Boards and Commissions, you must apply, go through interviews with City Council, and then be chosen to participate. There is one exception that gives you the chance to make a difference without going through the appointment process… the Citizens Budget Advisory Committee (CBAC).

CBAC was created by the City Manager to advise City staff on the development, implementation and evaluation of the annual City budget. Participation in CBAC is your opportunity to discuss philosophical and strategic budget issues, give feedback on the prioritization of how City tax dollars are spent, and advise our policymakers in their decisionmaking process.

Many members of CBAC have gone on to make an impact in our city in a variety of ways. Paul Haseman, a former member of CBAC, is now our newest City Council member.

“My CBAC experience provided a greater understanding of City operations - from parks and solar gardens, to street repair costs and budget priorities,” said Councilor Haseman.

Many of CBAC’s long-standing members have recently moved on, so now it is more important than ever to get new volunteers involved. The City would like to encourage residents from every cross-section of our community to come to a meeting and see what CBAC is all about. n their continued commitment to reducing noise pollution in Golden and increasing is quality of life for our residents, the Golden City Council recently passed an ordinance prohibiting the use of air compression braking systems. These brakes, frequently known by their trademark name “Jake Brakes,” are used by trucks to help reduce their speed without using the primary brakes installed in their wheels.

Ride & Drive Community-Friendly Jake Brakes are primarily helpful for truckers when going down steep or hilly areas. The systems reduce overheating and potential failure of manual brakes when prolonged braking is required. However, air compression systems are loud. They produce a loud, staccato-sounding noise, similar to a vehicle being shifted into a lower gear, but much more amplified.

City Council, in conjunction with the Golden Police Department, worked for several years with local gravel companies to educate truck drivers about the noise pollution created on our local highways near residential areas. Unfortunately, the education had little impact on reducing the noise, which led to the decision to prohibit the braking systems altogether.

Fines for the use of air compression braking systems will be enforced by GPD in a similar manner to illegal mufflers on cars and motorcycles. Fines range from $200 to $400 based on the number of previous offenses. For questions about enforcement of these noise pollution regulations, contact Traffic Sergeant Matt Porter at 303-384-8059.

Travel Then and Now in Golden, Colorado

E

ven though we weren’t there at the time, many Golden residents are likely familiar with the Castle Rock Mountain Railway funicular line that took visitors up South Table Mountain in railcars to the Castle Rock Pleasure Resort. Boasting an ice cream shop and refreshment stand, a dance hall and a telescope offering views of the Golden valley, it was the place to visit.

This was Golden’s first move towards putting itself on the map as a visitor destination in the early 1900’s; an important time of growing tourist trade. The Castle Rock Pleasure Resort is now gone. However, established attractions like Coors Brewery, the Colorado School of Mines Geology Museum, Buffalo Bill’s Grave and Museum and the Lariat Loop Scenic Byway continue to lure tourists to Golden as well as our stunning landscape and the plethora of activities it provides.

Though tourism may bring more crowds and lines; one in nine Americans depend on travel to and within the U.S. for their employment. It supports 15.3 million jobs and is a $2.3 trillion U.S. industry.

Travel is powerful for cities and states, and Golden is no exception.

Check out the infographic (to the left) that depicts the impact of travel and tourism on Jefferson County’s economy. Although this graphic shows job and revenue related influences specifically, consider the effect it has on property value and downtown vitality.

Imagine how travel to Golden looked for a visitor in 1908. Now reenvision 2018: the clothing styles may have changed, but the strength of small businesses supported by travel has not. It’s these small businesses that make up 84 percent of travel and travel-related businesses.

That’s why it’s so important to keep visitors coming to Golden—and why our industry is highlighting “Travel Then and Now” during National Travel and Tourism Week (NTTW) 2018, May 6-12. We encourage you to join us in observing NTTW this year, and celebrate all that travel does for Golden and for our country as a whole.

STAMP OUT HUNGER FOOD DRIVE

ou don’t have to go any further than your mailbox to help Golden residents in need. The National Association of Letter Carriers (NALC) holds its annual Stamp Out Hunger food drive on Saturday, May 12 from 3 to 8 p.m. About a week prior to the food drive, blue bags will be delivered to most Golden neighborhoods. Just put any non-perishable food you are able to donate in the blue bag and set it next to your mailbox on the morning of May 12. If you do not receive a blue bag, you can still put your donated items in any sort of bag by your mailbox.

Postal carriers will collect the food and then volunteers will sort and deliver the food to local food banks. What you donate in Golden stays in Golden. Residents donated more than 26,000 pounds of food in 2017!

Volunteers are also needed to help sort and shelf the donated food items.

Rebates on Residential Solar Building Permit Fees

he City of Golden is now making it more affordable than ever to install solar on residential homes by providing a rebate of fees for solar photovoltaic building permit applications. City Council recently adopted a resolution to rebate the Permit Fee and the Plan Review fees paid for residential solar photovoltaic projects, back to the property owner.

Adopting a recommendation made by

the Community Sustainability Advisory Board, City Council stated the rebates will encourage renewable investment

by Golden homeowners and help make progress toward the City’s 20 percent renewable energy goals. The fee rebate program will be available to all residential permits for a period of two years and will be provided upon project completion.

Currently, the average cost of owning a solar PV project in Golden is about $12,000 for a 4.5 kilowatt system (about 23 panels) and is typically paid off in 6-7 years. he RENU Loan program is a statewide residential loan program sponsored by the Colorado Energy Office (CEO), in partnership with Elevations Credit Union. Distinguished Dedication to Golden he Golden Landmarks Association (GLA) honors individuals and organizations each year for their long history of commitment to Golden. On May 4, the GLA will host its 17th annual Living Landmarks Dinner to recognize the following people, places and events that have made a positive impact on the City and the greater Golden Community.

JOY & JACK BRANDT Through the years, these two long-time Golden residents have served on the Boards of the Golden Chamber of Commerce and Leadership Golden. They were fundraisers for the construction of the Golden Visitors Center, with Jack on the Board of Directors since its inception. Additionally, Jack served on the Foothills Art Center Board and Joy on the boards for the Jefferson Symphony and Golden Civic Foundation. She has also volunteered for and assisted with the Golden Civic Foundation Auction since the mid-1970’s.

CALVARY CHURCH GOLDEN This church was founded in 1867, just eight years after the town of Golden was established. Now in its 151st year, members of the Calvary community and church leadership routinely serve and work for the benefit of the Golden community. The church supports organizations such as the St. Francis Center, the Golden Neighborhood Rehab Project, the Golden Rescue Fund and the Calvary Food shelf just to name a few.

BUFFALO BILL DAYS This celebration began in the 1950’s and evolved into what is now a four-day, family-friendly festival which draws more than 30,000 visitors to Golden each year. Buffalo Bill Days is a nonprofit that gives back to the community with scholarships for Golden High School students and support for the Golden Backpack Program, Christian Action Guild, Lions Kidsight and the Be-A-Tool community rehab program.

Conrad served the Golden community for over 50 years as an attorney and as a leader of the Jefferson County Library and Golden Landmarks Association. He enjoyed a long life of service to the law, the U.S. Armed Forces, a variety of charities, the government, and historic preservation in Golden. Conrad will be honored posthumously, having passed away since his selection as a Living Landmark of Golden.

The Golden Landmarks Association is dedicated to preserving Golden’s history and educating both residents and visitors about the Golden area. Its efforts helped achieve the restoration and preservation of many local landmarks including the Astor House Museum, Burgess House, and buildings within the Clear Creek History Park.

A

Magic Mountain Findings Revealed

t the base of Apex Canyon, along the cool, spring-fed waters of Lena Gulch and buried beneath layers of sediment, lie the ruined remains of an ancient human settlement. For at least 6,000 years, Paleoamericans built semipermanent camps all along the Front Range. These camps were often located near sandstone outcroppings for shelter and protection. The settlement of Magic Mountain—located on Golden’s south side and named for a short-lived nearby amusement park—is one of the most famous and important ancient sites of the Denver Basin.

While relatively little is yet known about these people, artifacts recovered by scientists are beginning to shed light on Colorado’s earliest inhabitants.

Golden’s first settlers were seminomadic people who hunted game and gathered wild herbs. Artifacts discovered at Magic Mountain show signs of routine daily work: butchering meat, preparing hides, making weapons and cooking food. Burials, beads, and other objects discovered nearby give tidbits of information about the Paleoindians’ culture and world view.

This summer, Golden History Museum & Park will partner with the Denver Museum of Nature and Science (DMNS) to exhibit artifacts discovered at the site.

The GHM&P exhibit will coincide with an excavation of the Magic Mountain site led by DMNS curator of anthropology, Dr. Michele Koons. This will be the first public viewing of these fascinating

artifacts. Once again, for this second year of our partnership, visitors will be able to tour the archaeological dig and try their hands at excavation.

The Magic Mountain exhibit opening will coincide with the Golden History Museum’s Grand Reopening on Saturday, June 23. The museum closed in late December to undergo a major renovation of its public spaces. The renovated museum will feature new displays, a hands-on gallery for families with young children, a multipurpose program space, and a public research library and artifact lab. Territorial Capital Historic District

G

olden was the capital of the Colorado Territory from 1862 until 1867, before it moved to Denver. It is commonly known that the territorial legislature met in the building that is now home to the Old Capitol Grill restaurant. The neighboring Astor House is also known for housing Territorial Legislators and Supreme Court officials during this time. However, several other lesser-known buildings with a connection to this era are still standing in Golden today.

The Golden Historic Preservation Board is working to honor these buildings by designating a historical district to recognize the Territorial Capital Era. Golden currently has three historic districts – the 12th Street Historic District, the 8th and 9th Street Historic District, and the East Street Historic District. Unlike these districts, which are organized geographically, the new Territorial Capital district will be non-contiguous and organized thematically based on the buildings’ historical significance.

A well-known example of this is the Downtown Denver Historic District, a non-contiguous district in the downtown area consisting of 43 buildings identified as architecturally or historically significant and worthy of preservation.

The places that would be included in Golden’s Territorial Capital District are those that share a tangible direct or indirect connection to the Territorial government itself. In addition to the Loveland Block (the location of the Old Capitol Grill) and the Astor House, other thematically relevant structures include

the Loveland Cottage (717 12th St.) and Charles Residence (916 9th St.), which were homes of Territorial legislators at the time they served in office in Golden. Similarly, the Kelly Residence (914 12th St.) was home to a former legislator. Several of the Calvary Episcopal Church’s founding officers and members were Territorial legislators including both the President of the Council and Speaker of the House. The Capital Restaurant (1101 Washington Avenue), was a favorite hangout of the Territorial legislators while Golden was capital. A grand legislative ball was held at the Burgess House (1015 Ford St.) in 1866. The Historic Preservation Board has gathered a list of around thirty places that are thematically relevant to the Territorial Capital.

Owners of homes in the newly proposed historic district will be contacted by the City and asked if they wish to participate, beginning with a Structure of Merit, and later as a contributing structure to the proposed Territorial Capital Historic District.

et your costumes ready and pump up your tires! The Golden Bicycle Cruise is back for another fun season of music, beer, food, and the always popular costume-themed cruise rides around Golden. The family friendly event, sponsored by the Golden Community Commons group, takes place on the last Tuesday of the month, May through September.

Gather at 6 p.m. in the parking lot next to the library for music, food and beer. Ride starts at 7 p.m. and ends back at the library lot where the fun continues until 9:30 pm.
