Houselessness Community Meeting In June we held a community listening session about houselessness, the focus of the meeting was for the City to listen to your questions, concerns, and feedback on the topic.

The second meeting will be Tuesday, Aug. 3 from 6 to 7:30 p.m. in Council Chambers and online. The second meeting’s focus is for the City to respond and help share some of the causes of homelessness locally and what the City is doing about it. We will have a panel to speak on the topic including our Police Chief, Homeless Navigator, the City’s legal counsel, community representatives, and more. Maintaining the Vitality of Our Community

I

t’s been a difficult year and more. Through tragedy and shutdowns, Golden has persevered and remains resilient, buoyed by our tight-knit community’s positive and shared vision, and financially aided by a diversity of income sources and long-term infrastructure planning.

A heart felt thank you also goes to our dedicated City employees and volunteers who proved nimble in keeping core government functions operating during this deadly and unpredictable pandemic. While this finds us in a strong position, we are not immune to the difficulties being experienced across the Denver Metro area, with housing and food insecurity and increased crimes such as auto thefts.

LOOKING TO THE FUTURE To meet these challenges and maintain our quality of life, this summer City Council will consider opportunities to improve our financial resiliency, ensure we can manage impacts from tourism, and make Golden an even better place to live.

To prepare, we have undertaken years of public input with the Investment Task Force, surveys, and a Blue Ribbon panel. All point to significant needs to ensure a clean, safe, and thriving small-town community. One funding option has been discussed for more than a decade to support this – a lodging tax.

Were you aware that Golden is one of the few cities in the United States without a lodging tax? Hard to believe, but it’s true.

Why a lodging tax? This is a common and nearly-universal way to ask visitors to fairly and equitably contribute to what brings them to Golden in the first place.

Tourists are drawn here because of our world-class amenities and scenic environment, culturally rich downtown and historic neighborhoods, trails and parks, museums, and beautiful Clear Creek. . . all paid for by Golden residents.

It’s a matter of fairness. We pay lodging taxes in other cities, but visitors to Golden do not return the favor. Who pays a lodging tax? The lodging industry? No. Golden residents? No. Only tourists pay for overnight rentals to help support the services they use and enjoy.

THE LODGING TAX The City is proposing funds generated by a lodging tax be used to offset significant impacts of tourism and help our local businesses remain competitive, with the remainder put in a dedicated fund.

What would the Lodging Tax support?

We have always known that Golden residents have a lot of thoughtful ideas to enhance and improve our vibrant community through workforce housing and affordable living solutions, universal broadband internet access, sustainability, parks and open space, improved food security, public transit options and more.

It requires a large investment from the City to address these ideas. The tax would provide a starting place to move forward.

Let’s continue the conversation. If Council forwards this for a city-wide vote, you get to decide this November whether the tax will improve our financial security and the health, welfare, and safety of Golden.

Thanks for Distinguished Service A special recognition and thank you to three individuals who have demonstrated distinguished service to the City of Golden.

H

uman Resources Director Teresa Reilly has faithfully served the City of Golden since May 1996 and will retire at the end of June after 25 years in the position. Over the years, Teresa has been instrumental in leading the modernization and professionalization of the City’s human resources function that now serves a regular workforce of 260 employees and some 380 parttime/ seasonal employees and volunteers. Prior to her arrival, many HR functions were decentralized and lacked standardization throughout the organization. Under her leadership and guidance, the City’s human resources department has transformed into a unit that is fully capable in navigating a complex array of changing employment rules and regulations. Among her many accomplishments, she has improved the City’s recruitment and retention practices, kept the City current with respect to compensation and benefits, and introduced numerous employee recognition opportunities. The end result of all of her work has been an organization that is highly valued by its employees and verified, through numerous employee satisfaction surveys over the years, as a fantastic place to work. The City has been the fortunate recipient of Teresa’s talent for all of these years. The professionalism, dedication, loyalty, and enthusiasm that she brought to her work on a daily basis will truly be missed.

Dave has successfully represented the City in numerous court cases and various negotiations over the years.

He has also advised City staff and City Council on policy and procedural matters, always ensuring that the City’s interests are well represented. A consummate professional, his warm demeanor and friendly disposition will be missed as will his regular presence during City Council meetings.

Since her arrival in late 2018, Golden Fire Chief Alicia Welch has served the Golden Fire Department with tremendous passion, devotion, and professionalism. Chief Welch will be returning to her home state of California where she can be near and help care for her parents. The City offers its thanks and gratitude to Alicia for her service, and recognizes the accomplishments she has made. In just a few short years under her command, the Department has achieved significant progress and improvements in service, and has made strides toward more consistent staffing to serve the growing call volumes in Golden. During Alicia’s tenure, Golden welcomed four career firefighters to the Department. She also led the development of additional incentive programs to help create consistency in staffing from our volunteers. The City’s ambulance contract was revised and an enhanced service level established. And, in working with other area Fire Chiefs, Alicia helped launch a study to consider how area departments can work together to provide more consistent and improved fire Since the 1990's, City Attorney David S. The Second Draft of The Zoning Code is Open for Feedback

ity of Golden staff has been working on a project with a code consultant to review our 50-year-old code and provide recommended changes to the community for ongoing feedback. The goal of the project is to have a zoning code that allows for development that fits into the character of Golden neighborhoods. There are several ways to provide feedback and learn more: • Office Hours – Staff has virtual office hours available on several days in July, sign up with the link on Guiding Golden. You can also schedule appointments for other dates and times as well upon request, whether online or in person.

• Survey - Complete a brief survey on Guiding Golden to share your thoughts on the draft.

• City Council Study Session on Tuesday, July 20 – City Council will review comments and findings. This will be the opportunity for Planning Commission and City Council to provide staff with further direction.

• North Neighborhoods (properties north of Highway 58) • Downtown Residents (8th / 9th Street Neighborhoods & 12th Street Neighborhood) • Central Neighborhoods (East Street & CMU Neighborhoods along Jackson and Ford Street Corridors) • Future Meetings for the South Neighborhoods will be determined after this first round

Changes to the Right of Way Permit Process

T

he Right of Way, also known as the ROW, is typically considered the back of the sidewalk on one side of the street to the back of sidewalk across the street. The ROW area is a public space used for roads, sidewalks and utilities like water, sewer, natural gas, and electric. Homeowners, business owners, and/or contractors are required to have permits to utilize the space in the City’s ROW. This includes things such as utility work in the street, sidewalk replacement, placement of a dumpster, and/ or landscaping materials in front of a home. For contractors, projects may include boring for underground utilities, repairing utility poles, and/or upgrading fiber optics. The granting of a ROW permit eliminates misuse of the public space and assures that everybody follows the same rules and regulations.

Golden has recently updated our ROW regulations and fees. The changes are intended to incentivize shorter street closures and smaller closures that are less impactful. The new process encourages “digging once” which means combining projects when appropriate to minimize impacts on traffic. The updated program includes adding an additional staff person to inspect traffic control plans, street cut sizing, and the completion of jobs. Be Part of the Civic Process

ave you ever thought about running for City Council?

This year, there are four seats up for election — Golden voters will elect or re-elect Councilors for Districts One, Two, Three, and Four.

To run for office, you must be a registered voter in the City of Golden; a citizen of the United States for at least five years; and reside in the City for at least one year immediately preceding the election.* Candidates must be a resident and elector (registered voter) of the City to run for the office of Mayor and a resident of the designated district to run for those seats, when nominated and elected.

Nomination petitions may be taken out and circulated beginning Tuesday, Aug. 3. Petitions must be picked up from the City Clerk’s office, 911 10th St. Nomination petitions will be due back to the City Clerk by 5 p.m. on Monday, Aug. 23.

Candidates must obtain signatures from 25 registered electors in the Ward for which the candidate is running. You must also file a Candidate Affidavit per Golden Municipal Code Chapter 1.05 Campaign Finance within 10 days of announcing

your intent to become a candidate or getting your first signature on your nomination petition.

This will be a mail ballot election. Jefferson County will mail out the ballots in accordance with the schedule set by statute.

The deadline to register to vote through the mail, a voter registration agency, local driver’s license examination facility, or online is Monday, Oct. 25. Register at the Jefferson County Election Department or the Golden City Clerk’s office.

You may register by appearing in person at the Jefferson County Clerk and Recorder’s office at any time registration is permitted at the office, including on Election Day. LET’S CLEAR THE AIR WE SHARE!

he City of Golden, in collaboration with other municipalities, has joined Jefferson County Public Health efforts to educate the public about reducing the risks of secondhand smoke and aerosols produced from e-cigarettes and vape devices. The "Clear the Air We Share" campaign is reminding us all that with warmer weather here, people are gathering in larger numbers in outdoor public spaces as a safe alternative to indoor gatherings during COVID-19. As we have seen, COVID-19 can have particularly damaging effects on the lungs when contracted, and so it is more critical than ever to prevent exposure to anything that could compromise lung health.

Secondhand smoke is not harmless. It contains a toxic mix of more than 7,000 chemicals and chemical compounds, 70 of which are known to cause cancer in humans. Secondhand vapor emitted by e-cigarettes may expose others to harmful substances such as nicotine, heavy metals, ultrafine particulates, volatile organic compounds, and other toxicants.

As a city that values the health of our residents and visitors alike, Golden has extensive "NO SMOKING" policies on the books. Ordinance No. 1985 prohibits smoking in many public places, including our parks, trails — including the Clear Creek Trail — walking and bicycle paths and public buildings. This ordinance also includes a restrictive "No Smoking" policy for the downtown area. Our smoking policies can be found at www.cityofgolden.net/smoke-free.

Council Approves Hiring MIG to Consult on Racial Equity Plan The City received 12 proposals from firms interested in working with Golden on creating a racial equity plan. After narrowing the field and interviewing the six finalists, the JEDI Subcommittee presented their final recommendation to Council during their June 8 meeting that the City hire MIG to consult on Golden's racial equity plan. The JEDI Subcommittee preferred MIG for its community-focused approach and wide scope. Their work is broken into Phase 1: Listening and Learning: Key Issues, Opportunities, and Priorities, which will take place June-October/November.

Phase 2: Taking Action: Developing the Racial Equity Plan will take place early 2022. Look for opportunities to participate.

Lodging Tax Ballot Measure City Council is planning to place a ballot measure on the November 2021 election regarding the authorization

of a tax on overnight commercial lodging visitors to our community in hotels, motels, campgrounds and short term rentals.

If supported by the community, the Lodging Tax proceeds will be a dedicated funding source to address visitor impacts and to fund for quality of life projects to make improvements for Golden residents.

Retail Marijuana City Council is considering placing a ballot measure on November 2021 election regarding allowing a limited expansion from the one medical marijuana dispensary business in Golden today to allow retail sales of marijuana at that location and a small number of additional locations.

Social, Economic & Environmental Issues Golden Waste & Recycling Program Update

T

he City’s Waste and Recycling Program will offer new services with a new hauler starting Sept. 1. After a competitive bidding process, Republic Services will become the City’s new hauler for a five-year term. Republic was awarded the contract based on their proposal to include compost service at a competitive price, a new bulky item pickup once a year for residents, and for their potential for improved customer service. Republic will operate out of a Golden-based location in the Golden Heights neighborhood, will use smaller trucks for tight alley service and anticipates reducing the number of truck traffic to three days per week instead of five. All households will receive a mailer that will include potential changes for days of service, new alley collection locations, and opportunities for households to select a cart size for the new compost collection service.

NEIGHBORHOOD GARDEN TOURS The Community Sustainability Advisory Board is offering free inspirational garden tours on Saturday, July 24 from 10 a.m. to 2 p.m. Participants will visit eight amazing gardens in various neighborhoods throughout the Golden area. These wonderful gardeners will share their local best practices for creating gardens that are sustainable and earth-friendly.

Reservations are necessary, and each reservation will be for 20 minute tours by eight different garden owners with technical assistance provided by Jefferson County Master Gardener Program.

How do you move a 3,800 lb. safe? Very carefully!

A

t least one professional safe mover said we were crazy and that it couldn’t be done. “Old safes were not built to be moved,” he said. But a team from the City of Golden’s Streets Department proved otherwise, when on May 13, we safely transported a 120-year-old safe from Creekside Jewelers to its new home at the Golden History Museum.

Originally purchased for the Golden Post Office, the safe was mentioned in the January 22, 1903, Colorado Transcript.

"The Golden post office has received its new Diebold antidynamite safe, and has it in place. It cost $325 at the factory, weight 3,800 pounds and is a beauty."

A little worse for wear, it’s still a beauty and just as heavy.

So how did it get to Creekside Jewelers?

In 1902 the Golden Post Office moved to the newly built southern storefront of the Rubey Block (1205 Washington).

There, as part of his contract with the government, Jesse W. Rubey purchased a new post office safe. In 1914, the post office moved to the northeastern storefront of the newly completed Armory at 1301 Arapahoe and presumably this safe was left behind.

When Wendell Plummer purchased what was then Tierney Jewelry in 1948 the safe was already there. Over 50 years later when the next generation of Plummers sold their business they told the new owner (Roger and Michele Tapia) they could use the safe. Daughter-in-law Donna Plummer used to retell a story that the safe was rolled across Washington Avenue to the jewelry store at 1206 Washington. Now that sounds fun!

Thanks to everyone (Richard Gardner for helping track down post office history, the Plummer family for the donation, Roger Tapia for facilitating) who helped with information and heavy moving. For now, the safe is resting in the lobby of the museum. It’s fully functional and the original combination cards remain intact. Come by and take a look. And let me know if you have a heavy artifact you’d like to donate.

DIEBOLD SAFE & LOCK COMPANY Founded in 1859 by Charles Diebold, the Diebold Bahmann Company of Cincinnati, Ohio, manufactured safes and vaults. Twelve years later, the company received a huge boost in popularity when it was reported that all of the 878 Diebold safes involved in the Great Chicago Fire had survived with their contents intact.

Sales boomed as private individuals, businesses, and banks wanted to protect their valuables in Diebold safes.

Needing a larger manufacturing space, the company moved to Canton, Ohio, where they continued to grow in popularity.

In 1874, the Diebold Company was chosen by Wells Fargo of San Francisco to build the world's largest vault. From then on, the company which was incorporated in 1876 under the name Diebold Safe and Lock Company became a leader in the manufacture of huge vaults for commercial banks.

4th of July Festival in Lions Park

he Golden Lions Club is hosting their annual 4th of July Festival in Lions Park on Sunday, July 4th. Gates open at 1 p.m. so get there in time to claim your picnic spot, but leave the picnic basket at home because they will be firing up the grills. There will be plenty of food for purchase for all appetites, and beer provided

by Golden City Brewery and Coors to wash it all down. Wine and nonalcohoic drinks will also be available for purchase. Music starts at 3 p.m. and continues until the fireworks show at approximately 9:30 p.m. If you haven’t gotten your raffle tickets yet, don’t worry, you can buy them on the spot. The Lions Club is notorious for the wide assortment of valuable prizes they collect from local businesses to raffle off. All raffle and festival proceeds go to support the work that the Lions Club does in the community throughout the year. Due to public health concerns, there will be NO kiddie rides or bouncy castles this year, but that doesn’t mean there won’t be plenty of fun.

Parking near the festival is extremely limited. The 8th, 9th and 10th Street neighborhood will be closed to through traffic and festival parking. Plan to park downtown in the public garages on Jackson Street, at the public lot at 311 10th Street, or ride your bike down.

Remember that all fireworks are ILLEGAL in the city limits of Golden, so leave the fireworks to the professionals. You can view the show from anywhere along the creek path, near Lions Park, and the Golden History Park.

ou may have noticed some of our iconic downtown statues getting much-needed attention in the last few weeks. Golden’s public art collection is undergoing long overdue cleaning and maintenance by Pacific Coast Conservation, a company that specializes in the care and conservation of art pieces. The statues are continually exposed to elements, emissions, and environmental conditions that can take a toll on their physical structures as well as their surfaces. Careful cleaning will restore the beauty and shine that lies under surface grime and soot, and a routine maintenance schedule will correct any corrosion, cracks, or other forms of environmental or accidental damage.

The cost of the maintenance was underwritten by the Public Art Commission (PAC) along with a generous grant from the Golden Civic Foundation. The PAC is incorporating a future maintenance schedule for the collection so that we can be sure that Buffalo Bill doesn’t have to wait so long before his next spa day.

he Bicycle Cruise is back for a new season in a new location at Celebration Plaza, next to the Episcopal Church at 13th and Arapahoe Streets.
