HEADS UP: Important Upcoming Items Transportation Master Plan Workshop The City of Golden Planning Commission and staff, in conjunction with our transportation consultant, are working to generate a citywide Transportation Master Plan (TMP).

The TMP will provide a long-term multimodal transportation vision for the City of Golden.

The Plan, when adopted, will function as a reliable 5-7 year road map for future policies and transportation investments throughout the City.

Participation and input from the residents of Golden is critical to the success of this project. Since September, City staff have collected and researched transportation conditions within the City of Golden and are ready to present those findings to the public.

You are invited to a workshop to discuss the TMP. Please join us from 6 to 8 p.m. on Thursday, Dec. 6 at the Golden Community Center, 1470 10th St. Food will be provided.

Recycle Your Tree By the time the holidays are over, those of you with real trees notice they are losing their needles and drying up. The City of Golden has an easy way for you to get rid of your tree, and help give it a second life, by turning it into mulch.

Drop off your trees from Dec. 26 through Jan. 24 at the former Golden Recycle site, just west of Hwy 93 and north of Golden Gate Canyon Road. Please leave trees at the south end of the site; there will be a sign there for tree recycling.

Trees must be stripped of all ornaments, hardware, strings of lights and tinsel. The trees will be turned into mulch, which will eventually be available for free at the public pickup site on 11th Street, just west of the Clear Creek History Park. For further details, contact the City of Golden Forestry office at 303-384-8141.

The Golden Community Center (GCC) will be open for the modified hours of 8 a.m. to 4 p.m. on Monday, Dec. 24 and closed on Tuesday, Dec. 25. The GCC will also have modified hours between 8 a.m. to 4 p.m. on Dec. 31 and Jan. 1. Happy Holidays!

The Spirit of Christmas Present; The Ghosts of Christmas Past

T

oday, spending the holidays in Golden is like taking up residence in a greeting card. By the time this goes to press, we will have kicked off our holiday season with the Candlelight Walk, which was on Nov. 30 this year. The tradition is to stroll and carol down Washington Avenue, candles in hand, to marvel at the sparkling lights lining the street and Santa Claus riding astride the iconic arch. Upon reaching the creek, one lucky child gets to help me flip the switch that turns on the enchanting light display along the creek and the holidays come to life.

Throughout the season, celebrations continue in our shared public spaces with parades, visits from Santa, performances, shopping opportunities, and dining experiences. In their warm and decorated homes, Golden’s contemporary families, neighbors, and friends plan their own festivities.

The holidays have not always been so merry and bright. Written records date back to the Zebulon Pike expedition. On Christmas Day in 1806, as Pike put it, the group was without any “degree of relaxation” or “extra enjoyments.” Camped near Salida, “in the most inclement season of the year,” the group was mostly “without blankets, having been obliged to cut them up for socks, etc., and now lying down at night on the snow or wet ground, one side burning whilst the other was pierced with the cold wind.”

They managed to kill eight buffalo and cook them for their Christmas dinner, “without any salt, or any other thing whatever.”

Nevertheless, they “spent the day as agreeably as could be expected.

The 1917 holiday season in Golden was dominated by the specter of our hometown boys fighting World War I in Europe.

Homemakers baked Christmas treats without wheat, flour or butter and with little sugar. They also planned meatless Christmas dinners to save vital food for the troops.

A popular Christmas card carried the message: The Christmas gift I had in view To send, dear friend, this year to you Will instead be sent to our boys far away To brighten their hearts on this Christmas day.

In 1941, Golden lived through another dark Christmas, a little more than two weeks after the attack on Pearl Harbor. As the nation prepared for war, telephone companies asked customers not to make long-distance calls on Christmas Day so that lines would remain clear for national defense matters. Churches called off midnight services to avoid having people out after dark in the event of an emergency. Fear was in the air.

Even in difficult times, Christmas in Golden meant good people, good times, good will, and the good scents of burning logs, evergreen decorations, and home cooking. Holiday generosity overshadowed the pervasive anxieties of hardship, uncertainty, and war.

During the holidays today, most people in Golden are comfortable and safe. And despite widespread concerns about social divisiveness, neighbors continue to pitch in to make a difference in the lives of each other and those who, without help, may not experience the season as a “wonderful time of the year.” Golden’s holiday spirit remains timeless, loving, and generous.

Mayor Honors 2018 Award Winners

ongratulations to the winners of the 2018 Mayor’s Awards for Excellence! The winners were picked based on their extraordinary contributions to the Golden community and to the Colorado School of Mines.

They were honored at a community event on Oct. 30. In addition to the Mayor’s Awards, Rep. Ed Perlmutter gave each awardee special Congressional recognition. The audience was also treated to the musical stylings of the CSM Strings, the a cappella group Gold Standard, and the Mines Marching Band.

After the awards ceremony, guests listened to a dynamic speaker, John O’Leary, who had an amazing tale of tragedy and triumph that he transformed into an eloquent and emotional experience for the audience. At the age of nine, O’Leary suffered severe burns on 100 percent of his body. His story of survival was just the beginning of his inspirational words that successfully motivated the audience to give back in ways big and small. During the fall and spring semesters, several hundred students from many nations and walks of life, enjoy a homemade meal in the ambiance of unconditional love and hospitality. Your Voice Matters: Help Guide the Future of Water Rates

he City of Golden’s Public Works Department plans to complete comprehensive water, sewer, and drainage rate studies in 2020. The intent of these studies is to independently analyze and assess the City’s current rate structures, determine updated costs of service, and provide recommendations regarding future costs to Golden’s water customers.

The hope is to find rates that are

reasonable but also sustainable for the City to provide each utility. Staff is in the process of selecting a consultant to perform these studies and prepare recommendations.

This is where you come in. As part of the process, the City intends to convene an ad-hoc utility rate citizen committee made up of volunteers from the Citizens Budget Advisory Committee, the Citizens Sustainability Advisory Board,

A Switch to Monthly Water Billing

T

he City of Golden is putting the plans in place to switch all of its water customers to monthly billing, beginning in January 2019. Pending approval by City Council in December, Golden will transition customers who are currently billed on a quarterly basis to monthly billing. This means, if your water bill comes from the City of Golden, you will receive 12 smaller bills instead of four large ones throughout the year.

Benefits of monthly billing include: • Consistency for planning monthly home budgets • Less fluctuation in billing amounts • M onthly billing provides customers with more frequent information about their water usage.

How will the transition to monthly billing happen?

All customers will receive a water bill in January. This bill will cover service fees and water usage from the last quarterly bill received until the billing date in January. From that point on, you will receive a monthly water bill.

• F or customers last billed in October: The January bill will cover service fees and water used from the end of the October bill through the January billing date.

• F or customers last billed in November: The January bill will cover service fees and water used from the end of the November bill through the January billing date.

• F or customers billed in December: The January bill will cover service fees and water used from the end of the December bill through the January billing date.

SAFE WAY TO DISPOSE OF OLD PRESCRIPTIONS The Golden Police Department now has an official safe disposal site for unused or expired household medications. A secure drop box is in the lobby of Golden City Hall, 911 10th St. The box is courtesy of the Colorado Household Medication Take-Back Program, administered by the Colorado Department of Public Health and Environment.

The drop box provides the best option for families to safely dispose of potentially harmful medications.

The average American household has four pounds of both prescription and overthe-counter medications. The abundance of medication creates opportunities for misuse and abuse, which can have serious or even deadly results.

Welcome to Golden’s New Fire Chief

he City of Golden is pleased to announce the appointment of Ms. Alicia Welch to the position of Fire Chief for the Golden Fire Department (GFD). Alicia is the first female to hold this position in the City’s history. She replaces John Bales, who held the position for 18 years before retiring in October.

Chief Welch was one of 60 applicants from across the nation. As a top-four finalist, she met with City staff and fire personnel in a series of interviews and meetings. “In the end, however, Alicia stood out among the group,” said City Manager Jason Slowinski. “It was her passion, her knowledge of Golden, her leadership capabilities, and her commitment to building a strong culture of service for our Fire Department.”

Chief Welch served the Los Angeles Fire Department in California for more than 26 years. She retired in June of 2017 and moved to Colorado. Before she even knew about the job, she chose to make her home in the Golden area. She lives here with her wife Rita, and they are active skiers, hikers, mountain bikers, and aspiring Pickleball champions.

A FEW WORDS FROM CHIEF ALICIA WELCH:

I looked at the job bulletin I thought it was written specifically for me, but the line that really got my attention was, ‘It will be important for the new Fire Chief to be a visible and active part of the community and be able to develop and promote effective partnerships with other local, regional, state, and federal agencies.’ I believe my strength lies in building relationships and collaborating both internally and externally with all stakeholders (including the Mayor, City Council, and the executive team). When I read the Golden Vision 2030 I knew I wanted to be part of the Golden team, given the community-driven Heart and Soul Values and guiding principles. To put it simply I believe in the values, I’m very impressed by the commitment, dedication and professionalism of the Golden Firefighters, and I want to serve beside them to enhance the quality of life for residents and visitors of Golden.”

It was like I had been called once again to serve. I came into GFD headquarters that day and got some information about the program and the department. ongratulations to Golden City Councilor Laura Weinberg, who was recently named the Elected Official of the Year by the Jefferson County Economic Development Corporation (Jeffco EDC). As a former small business owner, Councilor Weinberg has invaluable experience and insight into the challenges businesses face every day. Currently serving her second term as City Councilor for Ward 4, she also serves on many boards including the National League of Cities, the Human Development Federal Advocacy Committee, the Rocky Flats Stewardship Council, Jefferson County Transportation Action and Advocacy Group, and the Jefferson County Economic Development Corporation.

Jeffco EDC is the oldest economic development organization in Colorado. It concentrates on creating, expanding, and retaining high-paying primary jobs that fuel the economic health and vitality of Jefferson County.

One for the History Books

all it momentous… even monumental. On Nov. 11, 2018, nearly 1,000 people gathered to be a part of Golden’s history. It was on that Veterans Day that the City celebrated the 100-year anniversary of Armistice, and revealed the contents of a time capsule that was buried 50 years ago. Despite heavy snowfall on that Sunday, people packed into City Hall’s Council Chambers to participate in the ceremony. Those who couldn’t fit stood in the lobby just outside the Chamber doors. Hundreds more filled the Golden History Museum next door in anticipation of seeing the contents of the time capsule from 1968.

During the ceremony, Golden History Museum Director Nathan Richie welcomed Golden Mayor Marjorie Sloan who read a Proclamation, and Congressman Ed Perlmutter who announced he would submit the occasion into the U.S. Congressional Records. Musicians from the Colorado School of Mines played Taps and sang the National Anthem. There were a variety of remarks from CSM’s ROTC leader, the Regent from the Daughters of the American Revolution, and two Golden High School students.

Once the ceremony was complete, the crowd made their way to the Golden History Museum, where the 1968 time capsule contents were on display for all to enjoy. Also on display was the new time capsule, built by Golden-based Steelhead Composites.

The crowd had the opportunity to write notes and give ideas on what should fill the new time capsule. Once complete, it will be buried and set to open on Nov. 11, 2068. For those who could not be there, the contents of the 1968 time capsule will be on display at the Golden History Museum, 923 10th St. through Dec. 30.

The sheer number of people who participated was outstanding and a great representation of the Golden community, who are devoted to our history, preservation, and future. Thanks to everyone who helped make this an occasion worth remembering.

ith the winter holiday season rapidly approaching, the Golden Fire Department reminds everyone to keep your home safe from potential fire. Each year holiday season fires injure 2,000 individuals and cause over $500 million in damage. The Golden Fire Department recommends the following safety tips to ensure a safe and happy holiday season.

GOLDEN OPTIMISTS TREE SALE

he Golden Optimists’ annual Christmas tree sale is underway in the parking lot next to US Bank at 19th and Jackson Street. Bring the family to choose from a variety of sizes and types, and find a tree that fits your budget.

All proceeds support local Optimist projects such as the Golden High School Forensics Team, the Optimist’s bicycle recycle program, providing school supplies for several schools, and assistance to local food banks. Profits from the tree sales are shared with the local Boy Scout Troop that helps to set up the lot, greet customers, trim and load trees onto vehicles, and re-stock the stands and with local Girl Scout Troops who decorate wreaths for sale.

The best part of buying a real tree from the Optimists? When the holidays are over, the trees are recycled and turned to mulch to be used by the community in their gardens.

North Washington Set to Re-Open

he North Washington Complete Street project is progressing on schedule, despite several days lost to inclement weather.

When working to put down asphalt, road conditions must be dry. Thus, when we get snow, crews have to wait for it to melt and then the roads must dry out before continuing their work.

At the time of writing this article, the project is on track for phases one and two to be completed in mid-December. This includes the areas from Iowa to Highway 93, and from Iowa to 2nd Street.

After that, the contractor, Concrete Works of Colorado, will break for the holiday season. After the New Year, the final phase of the project will commence and is anticipated to last through April of 2019 with some minor items remaining to be completed by summer of 2019.

The purpose of the North Washington Complete Street project is to provide improvements for all modes of transportation. This means installing wider sidewalks all along North Washington, including areas that had no sidewalks before.

The project also includes a raised crosswalk across Washington Avenue at Second Street to improve safety for children walking to school at Mitchell Elementary. Additionally the project includes bike lanes for the majority of the project length. These improvements will greatly enhance bicycle and pedestrian experiences along the corridor.

A Firsthand Look at Where Our Green Waste Goes

R

ecently, Golden residents were given the opportunity to tour Alpine Waste and Recycling’s Class II Compost Facility in Bennett, CO. As the hauler of the City of Golden’s compost, Alpine processes up to 250 tons of compost a month.

This experience provided a firsthand glimpse into the path our food and yard waste takes once it leaves our homes and businesses.

First, Alpine’s compost route trucks collect the items. After a transfer in Denver, the material arrives at the main hot commercial compost site in Bennett. The compost is then placed in mixing machines, which make sure there is a right combination of nitrogen (green materials) and carbon (brown materials) to create the compost. It is then placed in approximately a dozen, 400-foot -long "windrows" where it is turned and generates internal heat until it reaches a minimum of 131 degrees. The process takes about ten weeks.

After rigorous testing, the final product of enriched compost is sold to buyers in the landscaping and agricultural industries. King Soopers is one of Alpine’s largest suppliers of compostable material and buyers of finished compost. King Soopers brings their composting effort full circle by sending spoiled produce to Alpine’s compost facility and then purchasing back the finished product and selling it as potting soil in their stores.

This bi-weekly, year-round service is directly billed to you for $9.45/month. Anyone can participate – sign up for yourself, split the costs with a neighbor, or ask your complex to sign up for a compost dumpster.

ounded in 1938, the museum turned 80 this year. By far, the major remodel was the biggest news of the year.

If you have not visited recently, now is the time. On the collection front, we continue to improve the quality of and accessibility to the permanent collection, while contributing to a growing body of research. We also collected some amazing new items. A few of my favorites for 2018 include:
