A LETTER FROM OUR MAYOR Happy New Year, Golden!

As we begin 2026, City Council will soon discuss and adopt a Strategic Plan to identify City priorities for the year ahead. In the meantime, I’d like to share the key areas I’ll be focusing on in my work for the City this year.

Welcoming New Council Members Three new members will be joining City Council, and I remember how overwhelming that first year can feel. My priority is to ensure they have the support and information they need to be effective representatives for our community from day one.

Continuing Community Engagement 2026 marks my fourth year livestreaming Mondays with the Mayor, a weekly update of what’s happening in Golden. I’ll also continue hosting quarterly Town Halls and look forward to our newest annual tradition, the State of the City event on March 5th, a free evening event open to all. Some of my favorite opportunities are community-led, so please keep inviting me to your school, nonprofit, community group, and neighborhood meetings, events, and celebrations!

Advancing Housing Solutions Housing availability and affordability remain top concerns in Golden and across Colorado.

Addressing this challenge requires collaboration across sectors from financial institutions to home builders to state and local governments. I’ll continue my work with the Jefferson County Housing Executive Committee, Colorado Housing Consortium, Mayors and CEOs for Housing, and Colorado Municipal League Housing Committee. I am also excited to serve as the municipal member for the new Regional Planning Roundtable Commission this year.

Supporting Economic Development Golden’s business community is vital to our City’s vibrancy. I’ll continue working with the City’s Economic Development department and the Jefferson County Economic Development Corporation (JEDC). I also participate in the Metro Mayors V.I.B.E. (Vitality in Business and Economy) task force and support Golden’s entrepreneurs and business community through programs and organizations such as the Golden Startup Coffee, Golden Chamber of Commerce, and Beck Venture Center.

Representing Golden at State and National Levels I am honored to serve as the Vice President of the Colorado Municipal League (CML) and to have been re-elected to the National League of Cities (NLC) Executive Board. CML and NLC are our City’s lobbying organizations at the state and federal level, and I’ll ensure Golden’s unique character and needs are well represented in legislative discussions.

Golden has many exciting projects underway, and I am eager to see them come to life this year. I look forward to working with you and my fellow councilors to define our shared priorities for the year, look for opportunities for innovation, and build a brighter future for everyone in Golden.

Hello Golden!

Welcome to the New Year!

I am both thrilled and grateful to be starting 2026 as your new Ward 1 Representative. The other incoming councilors and I have been quite busy over the last few weeks since the election, meeting City staff and getting to know the operational details of how Golden runs. This has been a huge learning experience, but I firmly believe that being as informed as possible is the best way to hit the ground running to serve our community. We have some exciting projects ahead, and I am eager to hear what you think and feel about them.

First let me introduce myself. I am your incoming Ward 2 Councilor. I am a retired geophysicist/manager, married with two grown children plus a deerhound. Alice and I (along with the deerhound) live in the Beverly Heights neighborhood.

Before we officially begin our term on January 13, I will be taking some much-needed relaxation time to visit family for the holidays in the Caribbean (which absolutely includes some fishing and diving!). The planning for Golden won't stop though, so feel free to get in touch with me if you are as eager as I am to provide feedback and improve the City.

As we kick off the new year, I look forward to meeting and speaking to more of you. Please don't hesitate to reach out and share your ideas; the more opinions you share, the better I can assist. You can always text, email, or call me to set up some time for a meeting or a quick chat. Both in person and virtual are fine by me!

I plan to use emails to send out updates and as a way for you to let me know what issues you may have. I plan on setting up ‘office hours’ at a variety of locations/days/times to give you a chance to sit down with me over coffee or drinks – please stay tuned to my emails for details. I am available for one-on-one meetings, HOA meetings, etc. please email or call to setup a time. I can’t promise I’ll be able to answer every question or solve every problem…but I want to hear what’s on your mind.

I’d like to end by featuring Golden’s FIX IT! Online reporting system. You can find it at: www.cityofgolden.gov/services/ public_service_request.php or use your favorite search engine by searching for ‘City of Golden Fixit’. I used it for the first time last year when a resident pointed out some barbed wire fencing that was a hazard in one of our parks. I went to FIXIT, created an account, described the issue, located the issue on a map, and included a photo. The fencing was removed within a couple days. It is a great tool to let the City know about low priority problems that need to be fixed.

Artificial intelligence, or AI, is becoming part of our daily lives incredibly fast. It's hard to even do a simple Google search without AI being involved. You've probably heard about how AI uses a lot of electricity. While Xcel Energy says they're raising rates to prevent wildfires, their new power plan also mentions they need to build more power plants because of AI data centers.

Happy New Year, Golden! I’m starting 2026 with excitement for what’s ahead and am honored to be your new Ward 4 City Councilor. I’m optimistic and motivated about moving into my new role on this team of seven.

But is AI all bad news—just using more energy and making searches fancier? I don't think so. I believe we can really benefit from AI if we use it the right way.

I've personally used AI from a company called Anthropic to help edit and rewrite things for me. I've also used it to summarize huge documents for my work on City Council.

Imagine turning a 500-page document into just 20 pages that focus only on what I needed to know—AI made that easy. These AI tools, called large language models or LLMs, are really good at writing clearly and getting to the point.

City workers can use AI to quickly create documents, proposals, contracts, or emails. I once asked an early AI model for ideas about what skills a new City employee should have, and the suggestions were smart, clear, and useful. I recently read that up to one-third of office jobs might be replaced by AI tools within 10 years.

Golden will definitely feel these changes. We have some factories here, but we also have lots of service jobs—writers, engineering firms, offices—and many of those jobs could be taken over or replaced by AI. Just hoping things work out isn't a plan. We need to actively support people who will need to learn new skills and find new job opportunities as AI changes the way we work. Over the last few months, I’ve had tons of great conversations with folks around Golden. Both during the election and most recently while working on onboarding with our City leadership. These chats and tours have given me perspective on the many topics on people’s minds. Finding the right balance between quality of life for residents amidst development and tourism, tackling traffic and parking challenges, supporting critical community services and programs, and making housing more accessible and affordable. These concerns and others are significant long-term matters that I believe require attentive engagement, consideration, and ongoing partnership. Throughout, I’m really grateful for the positive, thoughtful exchanges I’ve had. They’ve reinforced for me just how much our community cares about engaging and shaping a bright future together.

Since the election, my schedule’s been busy in new ways, meeting with fellow councilors and City leaders so we could get off to an efficient and smart start in January. I was also able to participate in some of the Olde Golden Holiday events like the Candlelight Walk and attending a Miner’s Alley show and a Jefferson Symphony Orchestra performance.

There will always be new opportunities and challenges, but I believe our real strength is in how we stay connected and work together. If you ever want to chat or share ideas, please don’t hesitate to reach out! I love hearing from folks.

HEADS UP CHRISTMAS TREE RECYCLING Give your Christmas tree an environmentally conscious second life as mulch! From December 26, 2025, through January 26, 2026, drop off your tree at the City’s new collection site at The Splash (3151 Illinois St.), open daily from 8:00 a.m. to 4:00 p.m. Please remove all ornaments, lights, tinsel, and hardware before dropping off. Only live Christmas trees are accepted—no wreaths, branches, bags, or other wood materials. Collected trees will be turned into mulch, available later for free pickup at the public site on 11th Street, just west of Clear Creek History Park.

HIGHWAY 93 PROJECT UPDATES For more than 20 years, Golden has worked toward a longterm vision for the Highway 93 corridor—one that balances the needs of nearby neighborhoods with those of regional travelers. As construction costs rise and funding realities shift, the City is taking a fresh, practical look at that vision.

With design funding now secured, the City is beginning the next phase: evaluating options for improving the corridor and identifying short- and long-term goals.

Community input will play an important role in shaping those recommendations, and public engagement will restart in early 2026.

POLCO SURVEY COMPLETED The City of Golden received the final data from our community-wide Polco survey, which closed earlier this fall. Staff are reviewing and analyzing the results in detail, including trends, key themes, and community priorities.

This analysis will help inform upcoming planning efforts and guide future policy conversations. A full report, including detailed findings and an executive summary, will be presented to City Council this winter. Thank you to the many Golden residents who took the time to participate.

COMPREHENSIVE PLAN UP FOR PLANNING COMMISSION ADOPTION The City’s Planning Commission will consider adoption of the updated Draft Comprehensive Plan on Wednesday, January 21, at 6:00 p.m. in City Council Chambers (911 10th St.). The plan reflects an 18-month community engagement process, including public review periods in August and December 2025, and outlines proposed policies, goals, and actions to guide future growth and land-use decisions. TRANSPORTATION DEMAND MANAGEMENT PROGRAM KICKS OFF The City is developing a voluntary transportation demand management (TDM) program to provide solutions and strategies for reducing single-occupancy vehicle trips to, from, and within Golden. The plan will initially focus on supporting employers and employees, property managers, developers, and schools in central Golden, including downtown Golden, the Colorado School of Mines campus, and South Golden Road.

A NEW CHAPTER FOR ARTS & CULTURE IN GOLDEN Golden is entering an exciting new stage with the creation of the Arts & Culture Commission (ACC).

Transitioning from the Public Art Commission to the ACC strengthens the City’s commitment to arts and culture by bringing public art, cultural planning, and the Golden History Museum under one umbrella. The ACC now develops artsfocused policies, recommends public art acquisitions, awards grants, and works with City departments, boards, and commissions to elevate arts and culture across Golden.

A major priority for the ACC is making the arts more accessible to all residents, regardless of ability to pay. In 2026, the Commission will award $350,000 in grants to support organizations and Golden-specific programs to meet that goal. The Golden History Museum is also receiving renewed support and advocacy through this expanded structure.

Community feedback plays an important role in the ACC’s work. At an open house in October, residents

shared their thoughts on the new strategic plan, and the Commission is using this input to guide its upcoming strategic planning efforts.

New public art is popping up across the City as well. Recent installations include Forest Follies by Eric Lynn along Clear Creek, Dandelion by Kenneth McCall at Ulysses Park, two bike corrals by Mitch Hoffman and Mark Rane near Foothills Art Center, Yucca Pod/Seeds for Culture by Robert Tully at Triangle Park, and Mountain Wildlands by Tom Benedict at DeLong Park.

All these artworks were installed in 2025!

Looking ahead, the ACC is helping shape the Heart of Golden project by ensuring art is included in future building plans, supported by the City’s 1% surcharge on eligible capital construction. The Commission is also exploring ways to participate in the 2027 Sundance Film Festival.

With a clear mission and strong community partnerships, Golden’s ACC is poised to help the City grow creatively and make arts and culture a vibrant part of everyday life.

A YEAR OF PROGRESS Golden’s 2025 Accomplishments and What’s Ahead

With 2026 at our doorstep, Golden is taking stock of the work completed in 2025 and progress underway for the coming year. Much of the City’s effort last year happened behind the scenes, updating codes, improving systems, strengthening infrastructure, and coordinating across departments. Other improvements were visible throughout the community, from upgraded parks to new safety initiatives.

Together, these projects advanced long-term priorities in safety, sustainability, mobility, and day-to-day City services. Below are key highlights from 2025 that are shaping the foundation for Golden’s work in 2026.

Building a Safer, More Sustainable Golden Last year, the City continued major steps toward a cleaner, safer, and more resilient community. Forestry teams discovered Emerald Ash Borer (EAB) in Golden for the first time, but thanks to a decade of planning, the City was ready. Preventative treatments and carefully planned removals mean Golden can respond quickly while protecting the community’s canopy for years to come.

One of the most significant safety investments in 2025 was securing major grant funding for the Lena Gulch project. This funding allows the City to advance longplanned flood mitigation work along a corridor that has experienced repeated impacts during heavy storms.

The grant supports design and construction of critical improvements that will reduce flood risk, protect homes and businesses, and strengthen Golden’s overall resilience. While much of the work will continue behind 12

the scenes in early phases, this accomplishment marks a major step toward long-term community safety.

The Fire Department also expanded wildfire mitigation and home-safety work, completing more than 75 detailed home assessments and launching a Smoke Alarm Blitz with Xcel and the American Red Cross. A new Type 2 Brush Engine improved mutual-aid partnerships, and a data-driven strategic plan prepare the department for the future.

Sustainability and Facilities teams accelerated the City’s shift away from fossil fuels, installing new electric mechanical systems, converting fleets to electric vehicles, and adding six new public EV charging stations. The new Police and Municipal building's geothermal loop installation marks another major milestone in Golden’s commitment to efficient, forward-thinking energy systems.

Investing in Parks, Recreation, and Community Spaces Golden’s parks and recreation systems saw big movement this year, both behind the scenes and out in the community. Volunteers contributed more than 1,400 hours caring for parks and the creek corridor, and Parks & Recreation completed key updates with the Open Space Master Plan and Parks and Recreation Master Plan that will guide investments for years to come. Public Engagement on the Heart of Golden East End Amenities also led to the final recommendations to help plan for the future of the east corridor with more connectivity, and resident-centered amenities.

All the while, work was being done on the ground with a brand-new playground at Heritage Dells, major improvements to the Ulysses Sports Complex scheduled to open Spring 2026, and a rebranding of the preschool program to Rooted Beginnings, helping to foster a new future for the preschool. Fossil Trace also celebrated record Golf Shop sales and launched a redesign of its irrigation system to improve long-term water efficiency.

Housing, Mobility, and Planning for the Future Golden continued making progress on housing affordability, supporting the Calvary Flats affordable homeownership project, preserving six local families’ homes through property acquisition, and assisting dozens of households with eviction prevention. Twenty-four residents experiencing homelessness moved into stable housing, supported by expanded case management, co-responder services, and regional partnerships that strengthen long-term care.

Mobility efforts also reached major milestones. Ore Cart ridership grew by 51 percent over last year, bolstered by a new schedule and full integration into Google Maps and Transit apps. Sidewalk and shared-use path projects moved forward across town, and planning is underway for the Transportation Demand Management program and a new downtown wayfinding system launching in 2026.

Breaking ground on the new Police and Municipal Building marked another major step forward for community safety in 2025. This long-planned project replaces outdated facilities with a purpose-built, resilient building that supports modern policing, efficient municipal services, and improved emergency response. The new building will bring essential operations under one roof, enhance

accessibility for residents, and provide upgraded spaces that meet today’s safety and technology needs. While much of the early work focuses on foundational and infrastructure elements, this milestone signals the start of a highly visible investment in Golden’s future.

Strengthening Connection and Community To streamline how the City shares information and connects with residents, Golden brought Communications, Special Events, and Visit Golden together under one coordinated umbrella. The quarterly Golden Highlights launched in January 2025, delivering concise updates between Informer issues, and rebranded the Preschool Program at the Golden Community Center.

The City launched a fully seated Community Marketing Board and formally integrated Visit Golden into its broader communications and engagement structure. In 2025, the Board reviewed past work, identified emerging priorities, and began laying the foundation for future programs that align with both community values and tourism stewardship.

The City expanded its in-person engagement opportunities, hosting more than 35 in-person community meetings with digital opportunities to participate. Coffee with Councilors also broadened its schedule, offering evening and Saturday sessions to welcome residents who cannot participate on weekends, and the Mayor hosted two Town Halls in 2025 with plans to continue into 2026.

SMARTER BUILDINGS, SMARTER YARDS: Sustainable Updates to Codes and Zoning Limiting “non-functional” turf To help reduce outdoor water use, the zoning code now limits “non-functional turf” (grass that is not used for recreation, drainage, or specifically adapted to arid climates): • New definitions clarify what counts as turf and non-functional turf.

• Non-functional turf is restricted in new institutional, commercial, public right-ofway, and larger multi-household residential developments (12 or more units).

• These turf restrictions do not apply to singlehousehold homes, duplexes, or smaller multihousehold developments with fewer than 12 units.

Wildfire-resilient landscaping New rules for landscaping aim to balance the benefits of trees with smart placement that reduces wildfire risk:

In July 2025, Golden adopted the latest building codes, updating how new buildings are designed and built in our community.

These changes support the City’s sustainability goals by improving energy efficiency and encouraging electric-preferred heating and appliances in new construction.

To keep things simple and effective, some sustainability standards that used to live in the zoning code are now handled through the building code. At the same time, the City added new zoning standards for landscaping to better address wildfire safety and water conservation. These updates generally apply to new construction and redevelopment.

State law will expand non-functional turf limitations to all residential properties in 2028. Planning staff will work with the community in late 2026–2027 to develop sensible local regulations for smaller residential lots.

EMERALD ASH BORER REBATE PROGRAM COMING FOR 2026 Full details will be shared in early 2026.

To stay informed, please keep an eye on the City’s website, social media, and Weekly Digest emails early in 2026. This pilot program is an important step in helping the community proactively address the impacts of EAB, and community partnerships are very valuable through this pilot program.

The City is preparing to launch a pilot Emerald Ash Borer (EAB) Rebate Program in 2026 to support residents in managing ash trees on their properties. The program will offer rebates for either EAB treatment or the removal of atrisk or impacted ash trees.

The City is currently finalizing program requirements, eligibility criteria, and the application process.

Fire Station 24 with help from residents and staff, who participated in the traditional push into the apparatus bay.

This 2025 Type 2 fire engine replaces two end-oflife units, delivering significant savings to taxpayers while strengthening Golden’s wildland fire response capabilities. Brush Engine 24 is equipped with fourwheel drive, carries 750 gallons of water and 30 gallons of foam, and features a pump capable of delivering 1,250 gallons per minute. A front-mounted turret allows the engine to flow water while in motion—an important feature for fast-moving wildland fires.

FIRE DEPARTMENT WELCOMES NEW ENGINE The Golden Fire Department officially welcomed its new Wildland Urban Interface (WUI) fire engine on Wednesday, December 17, 2025. Known as Brush Engine 24, the new apparatus was ceremonially placed into service at

Firefighters at Station 24 cross-staff both Engine 24 and Brush Engine 24, allowing crews to choose the most appropriate apparatus based on the type of emergency. Station 24 is staffed around the clock by three firefighters and one Battalion Chief, along with a peak-time paramedic ambulance from 8:00 a.m. to 8:00 p.m., provided by Stadium Medical.

HISTORY MUSEUM SUMMER CAMP REGISTRATION IS ALMOST HERE! Summer Camp at the Golden History Museum & Park is offered for eight weeks in a flexible half-day format, Monday through Friday.

Unique themes are provided for ages 6-8 and 9-12. Activities take place at the Golden History Park and the Golden History Museum and allow campers to explore history, science, art and more through a variety of hands-on activities and games.

GOLDEN POLICE DEPARTMENT EARNS SIXTH CALEA ACCREDITATION This achievement reflects the department’s continued commitment to professionalism, accountability, and excellence in public safety.

CALEA accreditation is a voluntary program that allows public safety agencies to demonstrate compliance with internationally recognized standards. These standards require: • Comprehensive written directives that clearly define authority, performance, and responsibilities • Data-driven reports and analyses to support informed decision-making • Preparedness for natural or manmade critical incidents • Strong community relationships and ongoing engagement • Independent review by experienced subject-matter experts • A continuous pursuit of excellence through annual reviews and ongoing assessments

The accreditation process begins with a rigorous internal self-assessment, during which the department reviews its policies, practices, and procedures against CALEA’s established standards.

Independent assessors then conduct an on-site review, gather public feedback, and interview agency personnel and community partners. The final accreditation decision is made

by CALEA’s 21-member governing body following a public hearing and full review of the submitted documentation.

Accreditation Coordinator Phil Morgan brings extensive experience to this role. A retired Golden Police Sergeant who rejoined the department in 2024, Phil has worked diligently to ensure GPD maintains compliance with CALEA standards and continues to strengthen transparency and professionalism.

CALEA accreditation is an ongoing process that requires continuous evaluation and adherence to evolving public safety standards. The Golden Police Department is proud of this accomplishment and remains dedicated to serving the community with integrity, accountability, and excellence.

GOLDENS IN GOLDEN: WHAT TO KNOW IN 2026 Saturday, February 7, 2026 Goldens in Golden has become a signature winter event for Golden’s business community, drawing visitors during the off-peak season and creating an important economic boost for the City. At the same time, City event organizers recognize that large events— this one included—create real impacts for residents, from traffic and parking pressures to overall congestion.

Last year’s event was shaped by several unusual circumstances that occurred simultaneously and placed unexpected strain throughout the City: • Attendance increased dramatically, fueled by social media influencers and national and international attention.

• The short event window and higher attendance created a compressed arrival and departure surge, meaning most attendees arrived and left within the same narrow timeframe, overwhelming typical pedestrian and traffic flow.

• Two unrelated emergencies—one on I-70 and one in Clear Creek Canyon—occurred during the event, diverting regional traffic directly through downtown.

These overlapping factors contributed to significant congestion and delays for both residents and attendees. Public feedback has been carefully reviewed and incorporated into planning for 2026.

What’s Changing for 2026 Expanded Event Footprint & Longer Event Window The event footprint will expand across Parfet Park, Washington Avenue, and the Downtown Surface Parking Lot on Arapahoe between 12th and 13th. The event will now operate from 9:00 a.m. to 1:00 p.m. to help distribute attendance and reduce bottlenecks.

Stronger Focus on Golden Businesses Two Vendor Villages will feature more than 50% Golden-based vendors, with additional space reserved for Colorado-based pet nonprofits and businesses— keeping economic benefits closer to home.

Improved Coordination With Public Safety The City is working closely with Golden Police and Fire, Jefferson County, and regional partners to strengthen emergency planning, enhance real-time traffic management, and prepare for weather or incident-related contingencies.

What Residents Can Expect Residents should anticipate increased downtown activity throughout the weekend, including higher pedestrian volumes, limited parking, and temporary road closures.

Traffic control will be in place to discourage event parking in residential areas, and door hangers will be distributed in surrounding neighborhoods with additional details.
