101 Workshop: Executive Summary The strength of Fort Wayne’s neighborhoods has always come from its residents— people who care deeply, show up consistently, and work to improve the places they call home. Yet for many, the path from caring to action is not always clear. Residents and neighborhood leaders often ask the same questions: Where do I start? Who can help? How do I make an impact?

The 2025 Neighborhood 101 Workshop Series was created to answer those questions.

Launched by the City of Fort Wayne’s Department of Neighborhoods, this pilot initiative provided interactive, expert-led workshops designed to equip residents with practical tools, real-world strategies, and the confidence to lead. Across five sessions held between May and October of 2025, 35 participants from all quadrants of the city engaged in hands-on learning experiences covering governance, fundraising, public service, and conflict resolution.

What emerged was more than a series of workshops—it was a meaningful shift in how participants saw themselves as leaders.

Participants reported a 98% increase in confidence and knowledge, with average self-assessments rising from 4.9 before the workshops to 9.4 afterward. Sessions were highly rated (4.6 out of 5 stars), and participants consistently highlighted the clarity, relevance, and practicality of the content. Just as importantly, many left with concrete next steps: applying for boards and commissions, pursuing funding opportunities, strengthening their associations, and approaching conflict with new tools and perspectives.

The success of the 2025 series was also made possible through strong partnerships.

Local subject matter experts, community organizations, and neighborhood leaders contributed their time and expertise, while sponsorship support enabled the program to be delivered at no cost to the City. Promotion efforts reached over 16,000 individuals, signaling strong interest and opportunity for growth.

While attendance was modest—as is common for new initiatives—the depth of impact was significant. The pilot year demonstrated that when residents are given the right tools, space, and support, they are eager to step into leadership and take action in their neighborhoods.

Looking ahead, the Neighborhood 101 Workshop Series is well-positioned to evolve and expand. With opportunities to strengthen branding, increase outreach, deepen partnerships, and align with other leadership development efforts, the program can reach a broader audience and build on its early success.

The 2025 pilot established a strong foundation. The next phase is about scaling that impact—equipping more residents, strengthening more neighborhoods, and continuing to invest in the people who make Fort Wayne thrive.

However, many residents begin their journey without a clear understanding of available resources, processes, or pathways to impact. Without support, even the most passionate individuals can feel uncertain about how to move forward.

About the Neighborhood 101 Workshop Neighborhood 101 Workshops are interactive, City staff- and community expert-led events designed to help neighborhood leaders and residents take action on projects that improve their community.

Whether participants were newly engaged residents or veteran association leaders, these sessions were designed to provide knowledge and tools they could use to take their advocacy to the next level!

Project intention: Challenge: While neighborhood association members are passionate about helping their communities, many don’t know where to start or what resources are available to them.

Overall Project Goal: 101 Presentations and Workshops provide neighborhood leaders members and residents with tools and resources they need to be well informed active agents of change within and on behalf of their communities.

Project Goals & Differentiation Differentiation: While 101 Guides will provide community members with a written starting point, 101 sessions are staff- and Subject Matter Expert-facilitated workshops that guide neighborhood leaders and members - presidents and residents- through the process of undertaking activities that can improve conditions and quality of life in their neighborhood.

Presentation Goals: Each workshop focuses on a specific topic—like Roberts Rules of Order, Fundraising and Sponsorships, and Board Governance—and features guidance from local subject matter experts who bring real-world experience and practical insights. Through these sessions, Fort Wayne residents: o

How it Worked- 2025 Pilot Project Implementation In 2025, the Department of Neighborhoods organized five (5) 90-minute workshops that took place on the last Thursday of each month between May and October. No 101 workshop was held in September. Instead, potential participants were encouraged to attend the Inspire Conference to complete the “fundraising 101” series. 2025 Workshop topics included: -

Contributions & Partner Organizations We are proud to have partnered with 12 individuals and organizations to facilitate and fund the 2025 Neighborhood 101 Workshops.

Subject Matter Experts (SMEs) and organization partners included representatives of St. Joe Community Health Foundation, Department of Planning and Policy, Department of Neighborhoods, Allen County Public Library, Fort Wayne United, Fort Wayne Plan Commission, Becker Consulting, and the Tamera Place Neighborhood Association. We were grateful to have WesBanco (formerly Premier Bank) as our project sponsor and the Allen County Public Library contribute their space.

Project Promotion: Additional support in the effort to promote and photographically document the pilot round of workshops was provided by Engage Coordinator, Kevin Cobb.

Workshops were promoted on the City of Fort Wayne Engage Website which received 800 views from 463 visitors in 2025. Social media posts including videos promoting 101 workshops had 16,277 views and a reach of 8,721. 101 workshop content was liked and shared 230 times and 65 times respectively.

Project Budget & Expenses The City of Fort Wayne provided $0 to implement the 2025 101 Workshop Pilot Initiative.

Staff projected spending $2,500 to implement the program and raised all the funds required to launch the pilot round of the project from our project sponsor.

To date, $1,391.99 was spent in 2025 to provide food for workshop participants, leaving $1,108.01 remaining in the budget. The remaining funds will be allocated to implement 101 Workshops in 2026.

Key Insights from the 2025 Workshop Series High Satisfaction Across All Sessions Participants consistently rated workshops highly, with an average score of 4.6 out of 5 stars. Facilitation, organization, and logistics all received strong marks, reflecting the quality of both content and delivery.

Confidence Nearly Doubled One of the most significant outcomes of the series was the dramatic increase in participant confidence and knowledge. Average self-assessments rose from 4.9 before the workshops to 9.4 afterward—a 98% increase, demonstrating the effectiveness of hands-on, practical learning experiences.

Practical Tools Drove Immediate Action Participants didn’t just learn—they left ready to act. Many identified clear next steps, including applying for boards and commissions, pursuing funding opportunities, strengthening internal association practices, and improving communication and conflict resolution approaches.

Small Cohort, Deep Impact We were happy to have had 35 attendees join us for the City of Fort Wayne’s 2025 Neighborhoods 101 Workshop series. As was mentioned earlier, 3 participants attended our smallest workshop while 13 attendees attended the largest. Attendees were diverse in age and race and included residents of all four quadrants of the city.

While attendance was modest, the small group setting allowed for meaningful discussion, personalized support, and strong peer connection—contributing to the depth of learning and participant satisfaction. (Outcomes for individual workshops are provided below.)

Lessons Learned & Opportunities for Growth Attendance- Building Awareness and Expanding Reach: As a new initiative, the workshop series is still in the early stages of building visibility and reaching its intended audience. Attendance grew over time, indicating increasing awareness and interest. (While our first workshop was attended by 5 participants including city staff members, the final workshop was attended by 13 total participants.) Increased social media promotion (including Facebook events) helped to recruit and remind participants of the workshops.

With more targeted outreach and strategic promotion, there is strong potential to significantly expand participation.

Strengthening Alignment with Existing Resources: 101 Guide weblinks: The transition to a new City website created challenges in linking workshop content to Neighborhood 101 Guides. This presents an opportunity to better integrate digital and in-person learning tools moving forward.

Enhancing Participant Experience : Operational challenges such as food delivery inconsistencies highlighted opportunities to refine logistics and ensure consistently high-quality participant experience.

What’s Next: Scaling Impact in 2026 Building on the success of the 2025 pilot, the next phase of the Neighborhood 101 Workshop Series focuses on strengthening identity, expanding reach, deepening impact.

Discreet recommendations are as follows: 1.

Strengthening Identity Rebranding the series to a more dynamic and inviting name—such as Neighborhood Power Lab or Community Power Lab—offers an opportunity to better reflect the energy, accessibility, and action-oriented nature of the workshops. a. While the “Neighborhood 101 Workshop” name was intended to be a nod to the connection of the workshops and “Neighborhood 101 Guide” content, it may feel intimidating or stodgy to those who have not pursued- or perhaps do not value- post secondary education. b. Implications: i. Potential cost implications include printing a new banner ii. There may be a perceived lack of continuity for residents who attended past workshops.

2. Expanding Reach Increase awareness and participation through enhanced marketing efforts, including social media campaigns, paid promotions, and targeted outreach.

Leveraging tools like Facebook events and community networks will help connect with a broader and more diverse audience. a. Facebook events seemed to be particularly effective when invitations were sent directly to individuals. b. Consider paid promotions for social media, print, radio, and/or digital media to increase awareness of the workshops. (i.e. Input Fort Wayne, Waynedale news, WBOI etc.) c. Ramifications and potential impacts: i. Paid promotion would require raising and allocating funds for project funds for marketing budget.,. ii. Increased attendance may result in increased implementation costs (specifically for food for additional attendees).

3. Deepening Impact a. Program Sustainability & Resources: Continued and new partnerships, sponsorships, and collaborations with organizations such as YLNI and Leadership Fort Wayne can contribute to sustaining the program and growing its audience. These relationships can support recruitment, content development, and resource alignment. In the future we will consider…

i. collaborating with organizations like YLNI and Leadership Fort Wayne to recruit both participants and facilitators. Partner orgs would also be welcome to suggest content that may be helpful for their target audiences and/or to augment the project budget. ii. inviting neighborhood association leaders to partner with us in our effort to facilitate workshops.

Closing Reflection: Building the Next Generation of Neighborhood Leaders The 2025 Neighborhood 101 Workshop Series demonstrated that when residents are given the right tools, guidance, and opportunities to connect, they are ready to lead.

Participants left not only with new knowledge, but with a stronger sense of agency— equipped to take meaningful action in their neighborhoods and contribute to the broader community.

As the program evolves, its potential extends beyond individual workshops. It represents an investment in people: in their ideas, their leadership, and their ability to shape the future of Fort Wayne.

By continuing to support and expand this work, the City of Fort Wayne is helping to build more connected, resilient, and empowered neighborhoods—one leader at a time.

2026 Neighborhood 101 Workshop Outcomes Overall, the 2025 workshop series successfully empowered residents with knowledge, tools, and renewed confidence to strengthen their neighborhoods. Across all workshops, attendees reported significant increases in knowledge and confidence, alongside positive feedback about facilitation quality and practical tools provided.

Participant testimonials highlight not only what they learned, but also how they plan to put it into practice— demonstrating meaningful progress toward building more connected, capable, and engaged community leaders.

Workshop 1: How to Serve on Public Boards and Commissions  Produced the largest knowledge gains (148% average increase).  Participants appreciated learning “where to start and how to get involved” and were surprised by “how many boards and commissions exist.”  Several attendees left planning to apply for boards or become more active in their current roles.  One of the strongest-received workshops, with near-perfect facilitation ratings.

Workshop 2: Governance Matters for Neighborhood Associations  Helped residents better understand board roles, collaboration, and volunteer recruitment.  Participants valued peer conversation and reflections like “be curious; think critically without criticism.”  Some attendees felt the material skewed toward newer associations and requested deeper examples or support with 501(c)(3) setup.

Workshop 3: Fundraising Preparation  Highest-rated workshop of the series (perfect facilitation scores and five stars).  Major confidence gains in grant preparation, documentation, research, and partnerships.  Participants praised the clarity and hands-on support, including comments such as “Lauren, you rock!”

Workshop 4: Fundraising Basics—Grants & Sponsorships  Equipped residents to write compelling proposals and understand funding strategies.  Attendees cited the usefulness of learning how to strengthen narratives and prepare documentation.  Many planned immediate actions, including practicing grant writing and seeking sponsors.  Suggestions included additional examples and slide handouts.

Workshop 5: Conflict Management & Resolution  Another standout workshop, with very strong facilitation ratings and significant increases in confidence around conflict styles, de-escalation, and policy development.  Participants valued interactive discussions and tools for self-reflection—planning to “think more about others’ needs” and “be honest about my own conflict style.”

Basics of public board meeting practices and procedures

Connie spent all four of her professional careers in Fort Wayne: her first as a newspaper journalist, her second running her own business as a consultant for non-profits on governance and data management, her third back in journalism but at a magazine and her fourth as executive director for a small non-profit. Along the way, she served on the boards of Friends of the Parks of Allen County, ACRES Land Trust and Quest Club, leading both Friends and Quest as president, and was president for the local Unitarian Universalist Congregation, in addition to serving as president of its district presidents association and national district presidents association.

She currently serves as a citizen volunteer on the Fort Wayne Plan Commission and Board of Zoning Appeals and has been president of the Plan Commission for several years, which places her on two other boards (the Join Governing Board and Joint Permitting Oversight Board).

Topic Summary: At this workshop, participants explored the essential roles and responsibilities of board members, gained an understanding of the difference between a Neighborhood Association and Homeowner’s Association, and learned strategies for fostering collaboration and communication. Previously, Becker held positions as Director of Investor/Stakeholder Communications and Worldwide Service Products Director for Sterling Diagnostic Imaging and, founding executive of the Children’s Museum of the Upstate in Greenville, SC. Becker, serves on the Board of Trustees and holds certificates from Ball State University’s Economic Development Academy and Center for Entrepreneurial Resources, Foundations of Consulting and Board Service and Governance from Grand Valley State University.

…a Fort Wayne native, returned in May 2025 to serve as a neighborhood planner with the City’s Department of Neighborhoods. She holds dual bachelor’s degrees in sociology and anthropology from Purdue Fort Wayne and a master’s in urban and regional planning from Ball State. Her background spans public health research, program evaluation for a homeless veterans’ shelter, and environmental activism in Blackford County. Lauren is passionate about data accessibility and helping neighborhoods connect with the resources they need to thrive.

…a lifelong Fort Wayne resident, has dedicated her career to improving community health and well-being, especially for the most vulnerable.

Since 1993, she has served with the Poor Handmaids of Jesus Christ, including roles at St. Joseph Hospital and the St. Joseph Community Health Foundation. Meg serves on several regional boards, including Ivy Tech Northeast, the Diocese of Fort Wayne–South Bend Finance Council, and co-chairs the Indiana Philanthropy Alliance’s Health Equity Workgroup. A University of Notre Dame graduate and longtime community advocate, she was named Fort Wayne’s Citizen of the Year in 2010 for her work with the Burmese refugee community.
