COUNCIL WRAP UP OCTOBER 20TH, 2026

EAST SIDE WASTEWATER MASTER PLAN

Council approved a professional services agreement with Birkhoff, Hendricks & Carter, L.L.P., for the development of an East Side Wastewater Master Plan. The plan will evaluate existing and future wastewater infrastructure needs in eastern Forney, identify necessary improvements, and provide recommendations to support continued growth. The project will also update the City's existing 2019 wastewater model to help guide future infrastructure planning. The agreement is for an amount not to exceed $34,000, funded through the City's Wastewater Impact Fee Fund.

RESIDENTIAL TRAFFIC CALMING DEVICE DISCUSSION City Council discussed a proposed Traffic Calming Handbook aimed at addressing speeding concerns on residential streets. The policy would establish a formal process for residents to request traffic-calming devices, including flashing beacons, rumble strips, and digital speed display signs. Council ultimately tabled the item to allow for revisions to the policy's wording and to ensure the City would cover 100% of the cost for approved traffic-calming measures that meet all requirements, subject to available funding.

SAFE STREETS AND ROADS FOR ALL GRANT PROGRAM

City Council approved a resolution accepting federal grant funding through the Safe Streets and Roads for All (SS4A) Grant Program to develop a Safety Action Plan for Forney and key corridors. The plan will evaluate crash data, identify high-risk areas, gather public input and prioritize safety improvements aimed at reducing fatal and serious-injury crashes. The grant requires a 20% local match.

FM 1641 WASTEWATER RELOCATION PROJECT

City Council approved a resolution authorizing a State Infrastructure Bank loan to help fund wastewater utility relocations and replacement easements needed for TxDOT’s FM 1641 expansion. This financing will help the City cover upfront project costs while receiving partial reimbursement from TxDOT, helping minimize the immediate financial impact on other planned capital improvement projects. The loan is not payable from property taxes; repayment will be supported by eligible TxDOT reimbursements and net revenues from the City’s water and wastewater system.

The next council meeting will be on November 3rd. More information at forneytx.gov/meetings
