Eugene Recreation encouraged kids and families to “get out and go” to their favorite park last May 17, as part of Kids to Parks Day, a national celebration of outdoor play. Part of the fun was an essay contest, open to ages 5-13, inviting kids to explain what they like about parks.

The River House is the home of Eugene Recreation’s Outdoor Program. As the name implies, the vast majority of the program’s activities occur outdoors. Eugene and its environs provide the perfect setting for the wide range of activities offered by the Outdoor Program. They include hiking, biking, rock climbing, skiing, interpretive walks in local parks, snowshoeing, adaptive skiing, surfing, skateboarding, rafting, sailing and kayaking for individuals and families.

The Outdoor Program also includes the Spencer Butte Challenge Course. Programs there are

custom designed for your group, to create fun and engaging opportunities to observe group dynamics, set achievable goals, and focus on solutions. Staff designs programs for youth, families, adults, non-profits, and corporate groups.

Many of the activities offered by the Outdoor Program are focused on teaching new skills to individuals from youth to adults through experiential learning. No matter what your age, when you learn a new skill, your brain grows new neural pathways that make the skill easier the next time you do it. Experiential learning is the basis of Eugene Recreation’s motto: Building bodies and brains while having fun playing games.

This is a style of aquatic conditioning class with the emphasis on flexibility and strengthening of abdominals and lower back muscles. Any of the non-impact fitness classes can accommodate this style of exercise, just talk to one of the knowledgeable instructors and they can help you adjust the exercises to fit your needs.

Cardio Challenge ♥ Exercise to your desired intensity in deep water that will provide you with both toning and cardiovascular work. Instructors will lead you through resistance exercises, abdominal work, and help you have fun while staying fit.

SWIM LESSONS The expectations and progressions of swim lessons ensure water safety is the highest priority. Strokes come second to being able to float, bob and tread water. Classes progress based on experiential learning, and are designed to gradually increase skill and proficiency as appropriate for each swimmer’s development.

Recreation & parks have always been popular in Eugene

Parks & Rec

Looking Back –

It probably comes as no surprise that historically, the Eugene community has stepped up time and time again to preserve land for parks, playing fields, and recreation facilities, starting with a donation of land in 1846 from Eugene Skinner, himself.

Today we know that property as the Park Blocks, and it draws crowds for Saturday Market, concerts and public business at the County Courthouse.

After adopting a charter permitting it to purchase, hold and receive land for parks in 1905, the City accepted Thomas Hendricks’ donation of 47 acres in the southwest hills and purchased 31 more acres the

next year. In 1908, voters approved a bond measure to purchase Skinner Butte and that park was dedicated in 1915.

In 1927, voters approved the Public Recreation and Playground Fund, which created recreation programs for youth during the summer. Later, the UO Law School’s dean, a fellow by the name of Wayne Morse, led residents to save Spencer Butte from the logger’s axe. More than a thousand people donated money to buy the butte and then voters approved a tax levy in 1938 to finance the balance of the purchase price.

On page 61, read about the purchase of 17 swampy acres that became Amazon Park, and how residents stepped up for recreation again in wartime.

Plenty of aquatic fun and vital skills too The City’s three swimming pools are places to socialize, exercise, have fun, and learn new things. Amazon, Echo Hollow, and Sheldon pools provide safe, healthy and enjoyable recreation for all ages. The pools are available for lap swims, recreational swims, water and landbased fitness classes, competitive swimming, fitness workouts, kayaking, and rentals.

The pools also offer swim lessons that teach a vital life skill. Learning to swim is always a blast in the pools’ encouraging, fun, and safe lessons. Knowing how to swim could save your life.

Still going strong after fifty-plus years Celeste Campbell Center has provided recreation activities for adults, ages 50 and up, since 1962. The Senior and Adult Program promotes health and well-being, strengthens support networks, and assists individuals to remain independent. Research shows that just 30 minutes of daily exercise can positively impact weight, and reduce the risk of type II diabetes, some cancers and other lifethreatening diseases, and significantly improve cognitive function.

Campbell Center offers a variety of activities that make exercising fun, including walking

and biking groups, a variety of dance classes, outdoor recreation, tai chi, and more. Campbell also offers classes in art, handcrafts, computers, and Spanish, as well as social events, weekly lunch bunch, and presentations on topics ranging from estate planning to “Can the Clutter.” Day trips and woodworking in Campbell’s woodshop are other popular activities.

Campbell Center is located in Skinner Butte Park, with a view of the river and an outdoor courtyard that makes a great setting for weddings.

Patron comes alive at Campbell Center A couple months ago, a friend of 64-year-old Maryann Davis told her she was “old,” bought her a new wardrobe, and insisted she go out and do new things.

Maryann had seen the Recreation Guide in her building and came down to Campbell Center to see what was offered. Within one month, she joined three different weekly groups, took a woodworking class, listened in on a weekly music group, and signed up for computer classes. She says she “barely missed out on getting on the trip to Powell’s City of Books,” and is looking forward to joining the Wii Bowling League at Petersen Barn.

Computer Basics: How Do I Turn It On?

And, she said, there are “no strangers” at Campbell; anyone she sits down with has been easy to talk to, and she’s gotten into several intelligent, challenging conversations there.

Before coming to Campbell, she says her life had stagnated and she wasn’t having any fun.

But now, after starting so many activities, she said “every day of my life is alive!”

She is impressed by how everybody is so friendly at Campbell Center.

“I just feel at home. This is like your front room at your house.”

Something for everyone and every age Once just a barn, Petersen Barn Community Center today is home to Eugene Recreation’s Youth & Family, and Adult & Senior programs.

Pete Barn has a pre-school as well as classes for toddlers, teens, and adults. Many activities at the Barn focus on creating community, such as the annual We Are Bethel Celebration that brings West Eugene neighbors together, and First Friday Family Fun Nights that provide family activities and dinner for free. The Barn also houses the Eugene and Bethel Teen Courts that allow juvenile offenders to avoid incarceration.

Another important service at Pete Barn is out-of-school care. Law enforcement officials say that when young people are without responsible adult supervision or constructive activities, juvenile crime triples.

However, when young people have access to quality recreation programs, they have more opportunities to succeed academically, have higher aspirations, and are better prepared to enter post-secondary school and the marketplace … where they will contribute to the community.

Civic Stadium, macaroni beads & orange crates In 1938 voters also approved the purchase of 17 swampy acres near Willamette Street that City leaders envisioned as a site for an Amazon Park, with a community center and athletic grounds. Pushed by the Eugene Chamber of Commerce, the Eugene City Council agreed in principle to sell the Willamette Street parcel to the school district for the price of one dollar. The district built the sports venue – Civic Stadium – in time for the football season, but the planned swimming pool, tennis courts, running track and other recreation facilities were never built on the Civic property.

In 1944, the newly formed Eugene Recreation Commission found parks and recreation facilities woefully inadequate for the community’s 22,000 residents. And in 1945, the City Council hired Deane Seeger away from the Boeing aircraft company as Eugene’s first city manager. Though the Council’s wish list included investments in pool and park

facilities, nothing substantial could be accomplished until the war was over.

Without any levy money for playgrounds, volunteers went to work, adopting the slogan, “Anything for the kids.” Student leaders spearheaded the fundraising campaign by going directly into the neighborhoods.

And on June 18, the City’s playground program opened at six elementary schools with 1,500 children in attendance.

The Register-Guard wrote that kids were playing dodge ball, making beads from macaroni, forming rhythm bands and constructing birdhouses and boats from orange crates and scrap lumber. And that the City was organizing softball programs for both girls and boys.

Recreation creates assets for growth Sheldon Community Center provides recreation activities as part of the Youth & Family program. Home to KidCity, the center offers a pre-school, as well as day care and after school care programs.

All staff are trained in a philosophy which identifies a set of 40 developmental assets – skills, experiences, relationships, and behaviors – that help young people develop into successful and contributing adults. Developed by the Search Institute, this philosophy simply states that when young people have more of these 40 key assets in their lives, they are less likely to use drugs, be violent, or drink.

In short, the more assets a young person has, the more likely they are to succeed in many aspects of life.

Year-round out-of-school recreation is another important service. Research shows that most juvenile crime, vandalism and injuries occur between 3:00 and 8:00 p.m. – after school but before their parents get home. Sheldon Center provides a safe place for those children to be, where they are nurtured and encouraged to reach their full potential.

Sheldon also provides activities for adults and families, including day trips to regional points of interest, social events, and exercise classes.

Youth & Family Recreation Services provides recreation and education programs for children, teens, adults and families, including outdoor/ environmental activities, preschool education, out-of-school programs, free summer playground sites, seasonal camp programs, the challenge course, visual and performing arts, and peer-managed alternatives to the juvenile justice system.

LCHAY: An advocate for healthy youth Lane Coalition for Healthy Active Youth, or LCHAY, is a natural partner for Eugene Recreation.

Both organizations are working to prevent childhood obesity through advocacy and action. LCHAY is also a great resource that helped Recreation set nutrition standards for drinks and food that are available at City community centers and pools.

Guided by those standards, Recreation removed soda pop and now offers healthy drinks and water at community centers and pools, and contracted with a new food vendor, Umi Grill, at Amazon Pool. Pool patrons love Umi’s food, which is loaded with the good stuff and made to order.

Move Eugene”, part of a national campaign to help kids be healthy, active and eat nutritious foods.

This year, LCHAY and Recreation are promoting “Win with Water”, a campaign to encourage everyone to drink water instead of sugary drinks.

Adaptive program brings rec to all One of the first all-accessible facilities in the nation, Hilyard Community Center is the home of the City’s Adaptive Recreation Services.

Staff provide diverse programs and services that enhance the quality of life for people with disabilities, including a new program for injured, ill and disabled veterans.

Hilyard Center offers recreation, social events and classes on life skills, for people with developmental disabilities. Activities include dances, group outings to community events, and day trips to regional sites, which give participants a chance to have fun with friends.

Life skills classes cover cooking to jewelrymaking to learning about personal boundaries.

Recreation at Hilyard Center includes exercise classes, adaptive sports, outdoor activities, and out-of-school camps. Hilyard also rents out a variety of adaptive equipment that allows people with disabilities to get out on their own.

Recently, Hilyard began offering programs for veterans with injuries acquired in combat.

Research shows that mastering recreational

activities can help veterans recover and adjust to their new life. Activities for veterans include archery, rock wall climbing, bike riding and, new this summer, dragon boat racing.

All Eugene Recreation programs are open to everyone, regardless of ability. When accommodations are requested, a member of the Adaptive Recreation staff evaluates the individual to determine how they can be accommodated. For more information on inclusion services, please see page 96.

Unprecedented growth for Parks & Rec The term “the Sixties” conjures up many images in American history, but for Eugene Recreation the 1960s began a period of unmatched growth; and it started with a no vote. In May of 1960, voters turned down a measure that would have provided $150,000 annually for 10 years to buy or improve neighborhood, community and regional parks. Eugene Planning Commissioner Betty Niven, who chaired the Parks and Recreation Committee, didn’t accept the defeat.

Niven lobbied the City Council to appoint a Parks Study Group, which she chaired. In addition to the mayor and other powerful people, this task force included ordinary voters. The group worked hard to find out what Eugeneans wanted and would support.

with radio spots (on which Niven and others sang to guitar accompaniment) and papered the city with colorful signs saying, “Parks are for people, people are for parks.”

Following an exhaustive series of meetings and surveys, the group re-crafted the levy. And the Better Eugene Committee campaigned for the measure On May 11, 1961, Eugeneans went to the polls in record numbers. The voters agreed to a $2.4 million bond measure to construct a new City Hall. And they approved the parks levy with a 60 percent majority.

This was the first of two levies that decade which would shape the Parks and Recreation scene in Eugene for many years. Betty Niven was a driving force on the Planning Commission for 14 of those years. A small South Eugene street is named for her.

To register online you will need a VISA or MasterCard, and an account with a PIN number and

client barcode number. For information on how to set up an account online, go to www.eugeneor.gov/recenroll and click “request account.” Or, click “Start” for step-by-step instructions, Alternatively, you may call any Eugene Recreation facility during business hours and they will set up an account with you.

Policies Minimum Class Requirements In order to recover program costs, a minimum number of participants are required. Please register early. Classes and activities will be cancelled between two and five days prior to the activity start date if the minimum number of participants have not registered.

If you register for an activity that cancels due to the lack of enrollment, staff will notify you and issue a refund to you. For more about the refund and credit policy, see right.

Withdrawal/Refund Policy Withdrawals from recreation activities are subject to a withdrawal fee. A withdrawal fee of $10 will be charged for each registration under $100. A withdrawal fee of $25 will be charged for each registration $100 and higher.

A refund will be issued minus the withdrawal fee when requested at least seven (7) or more calendar days prior to the first activity meeting.

When a refund is requested six (6) or fewer calendar days prior to the first activity meeting or once a class or activity has started, a refund shall be issued only if: • You move out of town.

• You are medically unable to participate.

• Department action requires cancellation of the activity (no withdrawal fee will be charged).

Refunds will be prorated for classes already attended.

No refund will be issued if you fail to show up for a registered activity, class, or trip. No refund will be given for athletic league fees and trips that require prepayment of advanced reservation tickets or admission fees.

Some activities require a non-refundable registration fee.

Release from Liability Agreement With the exception of specific trips, City of Eugene Recreation Services does not provide medical insurance coverage for its participants. In consideration of the right to participate, each participant

must acknowledge there are risks inherent in any kind of activity, and must agree to assume those risks on his/her own behalf, releasing and holding harmless the City, its officers or agents from all claims for injury or losses suffered from participation.

An additional Release from Liability Agreement, signed by the participant or guardian, may be required for participation in some activities.

Photographs, videos and audios of participants in Recreation Services programs may be used by the City of Eugene in any medium (e.g., print publications, Internet, etc.) for publicity purposes, without compensation or permission.

Registration and/or payment of any registration fee shall be deemed an admission of agreement to the terms stated above.

Non-city residents are assessed a 20% surcharge for registered activities & rentals.

Scholarship Program The City of Eugene Recreation Services Division offers a limited number of individual scholarships to City of Eugene residents.

Applications are available in June each year for the upcoming fiscal year (July 1-June 30), and may be submitted through Dec. 31.
