STATEMENT FROM THE CHIEF Word of the year: Adaptive. 2020 will certainly serve as a defining year for the law enforcement profession across the nation. The confluence of events of 2020 has certainly challenged communities and government to grow - all while addressing the uncertainties and compounding stresses of a global pandemic. We began 2020 by welcoming Assistant Chief Bobby Davis into the organization and into our community. Assistant Chief Davis immediately made his mark on the organization through his warm smile, genuine approach, and caring heart. He has proven to be a great partner in serving our organization and community. I am so proud of the men and women of the Elk Grove Police Department. As we attempted to better understand the complexities of COVID, they continued to serve but with a greater sense and appreciation for the fragility of our collective health and safety. We embraced innovative ways of delivering service and embraced flexibility as a need for success. This 2020 Annual Report is reflective of the work our amazing staff was able to accomplish in this unprecedented year. As we begin to emerge from COVID restrictions, we are looking forward to safely engaging again with our community in face-to-face interactions. We are eager to build new and foster existing relationships with you all.

PATROL EGPD patrol staffing is allotted 64 patrol officers and 10 Community Service Officers (CSO) who are assigned to patrol each of our five city beats. Officers are assigned the same beat for the entire year, along with the same radio identifier, with the goal of developing relationships with the community members in their beat. The pandemic brought several challenges to the role of a patrol officer, however, with Personal Protective Gear (PPE), officers remained committed to the safety of our community responding to calls 24/7.

The K9 Unit responded to 7,193 calls for service in 2020. During those calls for service, they were utilized 259 times to assist officers in safely handling calls for service. The K9 Unit was also responsible for the arrest of 75 people.
One of the teams most impressive stats was that despite the limitations placed by Breed: Malinois the current Covid-19 pandemic, the unit Age: 5 years Service: 2 years was able to employ protocols to safely & 9 months participate in 23 K9 demonstrations with the citizens of Elk Grove.
CRISIS RESPONSE UNIT SWAT
The Elk Grove PD Special Weapons and Tactics (SWAT) Team trains 20 hours per month on tactics and firearms proficiency. Many of the operators on the team are also Arrest Control and Firearms Instructors for the department. In 2020, the team served 13 search warrants for drug and weapons violations. There were 2 call-outs initiated where the team was needed to arrest non-compliant suspects. The team also worked in conjunction with the EGPD Street Crimes Unit on several undercover operations. During the beginning of 18 COVID-19 restrictions, the team was unable to Team Members train for approximately 2 months. However, training resumed and they were able to 1 participate in their annual 1-week training with Tactical an outdoor training venue.

2020 was a unique year for the Elk Grove Police Department's Hostage Negotiations Team due to the COVID-19 pandemic, incidents of civil unrest and periodic teleworking. HNT assisted with 13 incidents where search warrants were served during the year. Typically, the team conducts training once a month, however this year we were only able to train six times due to COVID.

PROPERTY & EVIDENCE The Property and Evidence Bureau is tasked with receiving, storing, tracking and disposing of property and evidence that is collected by officers. The staff maintains chain of custody for prosecution purposes and serves as a liaison to the public in the return of property. Approximately 7,250 items of property pass through the Property and Evidence Bureau each year. These items consist of bicycles, firearms, money, drugs, clothing, backpacks, checks, credit cards, audio and video equipment, furniture, tools, computers and a variety of other items. Notable in 2020: P&E cleared over 4,000 items as eligible to be released or purged, .
INVESTIGATIVE SERVICES The Investigations Bureau is divided into five units: Property Crimes, Persons Crimes, Family Services, Street Crimes, and Forensics. We also partner with several local agencies and advocacy groups, including Child Protective Services and WEAVE. The Investigations Bureau dealt with many challenges in 2020 and pursued several investigative initiatives, including gang suppression and Intelligence Led Policing.

SPECIALTY UNITS SCHOOL RESOURCE OFFICERS The SRO Unit was hard at work in 2020 and faced a couple of new challenges due to the pandemic, however, they continued Student Attendance Review Board (SARB) meetings, increased the number of home visits and assisted with school site security. The SROs made sure the students of the Elk Grove Unified School District had access to the same resources and assistance while they're at home as they would at school.
MOBILE CRISIS SUPPORT TEAM (MCST) The Elk Grove Police Department's MCST is made up of an officer and a clinician who provide dedicated services to members of our community who are experiencing a mental health crisis. They also provide follow up and wraparound services. In 2020 MCST provided 485 interventions! Officer Skelton with Mental Health Toolkits used to assist officers when contacting community members with Autism

RANGE TEAM The Range Team conducts annual training for the department during Advanced Officer Training. The team is made up of 14 officers and 3 Sergeants.

UAS - UNMANNED AIRCRAFT SYSTEMS The UAS program continues to provide a valuable resource to the community by participating in a variety of deployments. Whether searching for missing persons, illegal fireworks, or dangerous persons, the UAS program continues to provide an innovative approach to improving community safety. During 2020, the UAS Team participated in over 20 deployments and were instrumental in providing critical aerial footage for the Illegal Fireworks Task Force.

COMMUNITY OUTREACH PROBLEM ORIENTED POLICING - POP The POP and Crime Prevention Units work in collaboration with various neighborhood and community stakeholders to seek opportunities to enhance the quality of life for residents and visitors in the City of Elk Grove. These units are immersed in implementing a variety of programs designed to increase the communication and teamwork between law enforcement and the Elk Grove community.

HOMELESS OUTREACH TEAM Elk Grove PD’s Homeless Outreach Team is a collaborative effort among city staff, volunteers, faith-based organizations as well as other non-profit groups. Using a humanistic approach, homeless individuals are identified and directed to a navigator who guides the City’s outreach and intervention efforts. During this year, Elk Grove Police Department doubled down by adding a second full time officer to the Homeless Outreach Team.

REAL-TIME INFORMATION CENTER The Elk Grove Police Department’s Real-Time Information Center (RTIC) became fully operational in March 2020. RTIC utilizes cutting-edge technologies and a "video wall" to enhance community safety and support criminal investigations. The RTIC has assisted officers with:

The RTIC is staffed with two full-time employees, the RTIC Supervisor and a Communications Intelligence Specialist (CIS). Prior to the CIS appointment, RTIC was also temporarily augmented with a Dispatcher and Community Service Officer (CSO). While Northern California struggled with fighting several major wildfires and other major events, the RTIC coordinated the Elk Grove Police Department’s mutual aid response to help protect and support these regional communities and partner agencies. As a City and Police Department, we are proud to have been recognized for the innovative collaboration and implementation of technology to support our community and regional partners.
The RTIC assisted in over 400 calls for service throughout the year. During the COVID-19 pandemic, the RTIC also served as the COVID-19 Department’s Operation Center (DOC).

MOBILE COMMAND CENTER (MCC)

The MCC is an extension of the Elk Grove Emergency Operations Center and Real-Time Information Center, offering a unified command center that can be deployed expeditiously in response to tactical support and hostage negotiation operations, as well as improve catastrophic incident planning and response by providing mobile technology in the field.
FIRST 50 DAYS OF THE PANDEMIC... Throughout the COVID-19 pandemic, the Real-Time Information Center helped inform City leaders as the magnitude of the crisis unfolded. As the DOC, the RTIC helped coordinate the department's COVID-19 response, community outreach related to the pandemic, and dissemination of information as needed. The EGPD Department Operations Center (DOC) coordinated the following:
INTELLIGENCE-LED POLICING Intelligence-led policing (ILP) is a practice that leverages technological advances in both data collection and analytics to effectively fight and prevent crime. The data collection “intelligence” is used to efficiently direct law enforcement resources to the people and places where they are likely to do the most good. The Elk Grove Police Department applies a holistic approach to the ILP process. It depends upon enhanced collaboration with community members who have valuable observations and information about possible criminal activity, as well as with other law enforcement agencies. In 2020, EGPD averaged approximately two ILP meetings a month with numerous success stories. Many of our success stories were shared on our Facebook page to remind our community how important they are in the process.

ANIMAL SERVICES 2020 presented Animal Services with many challenges in how to operate during a global pandemic. Many shelter animals, however, were able to enjoy the quarantine period in the comfort of a foster family’s home. For the remainder of the year, Animal Services operated on an appointment basis so owners and adopters could continue to find their pets at the shelter and stray animals had a safe place to be housed. Animal Service Officers worked in the field with extra PPE to ensure their safety while responding to calls for service. The shelter was proud to report that 58% of stray dogs who entered its care were successfully returned to their owners, which is 28% higher than the national average for shelters. Animal Services also achieved a 91% annual live release rate for all animals entering the shelter.

VOLUNTEERS While the VIPS and Community Ambassador programs have been on pause since March 2020, EGPD’s volunteers have continued to serve the community in new ways. VIPS and Ambassadors volunteered
594.5 hours on the Great Plates Delivered program, helping to facilitate meal deliveries to Elk Grove seniors during the pandemic. The volunteers’ work on this program was recognized with a Resolution from City Council on August 26, 2020. When Elk Grove opened the cooling center at the Wackford Aquatic Complex during a particularly warm summer weekend, VIPS volunteered
24 hours welcoming guests, administering temperature checks, and passing out water and snacks. The Elder Fraud Prevention team provided its first ever virtual Power Against Fraud training on November 4, 2020. VIPS have continued to assist various departments virtually on an as-needed basis.

EMPLOYEE OF THE YEAR During our agency’s COVID-19 response Dispatcher Caity Peak was tasked to work in the Department Operations Center. Caity was an integral part of establishing clear lines of communication for all department staff. When disastrous wildfires and civil unrest were experienced in our region EGPD sent mutual aid resources. Caity created mutual aid response packets and helped to create the most efficient way to keep mutual aid resources organized. Caity's strength is her ability to take voluminous amounts of information, including procedures, and pare them down into a single-page document for mass consumption by our agency staff. Due to Caity's commitment to our department and city, Caity was selected as Employee of the year.
OFFICER OF THE YEAR Detective Glaser's work ethic combined with his investigative experience make him a valued asset to the Elk Grove Police Department. Detective Glaser's extensive knowledge and experience have led to him being selected as one of our agency’s senior detectives. He does all of his remarkable work with a smile, a sense of humor, and humility. Detective Glaser has been an integral part of our newly developed Intelligence Led Policing program (ILP) and actively collaborates with his peers and law enforcement professionals from other agencies. We are proud to announce Detective Glaser as Officer of the Year.
SILVER STAR On February 11th, 2020, Officer Houston arrived at a vehicle collision. The vehicle was engulfed in flames with the driver inside. Officer Houston broke the vehicle window and rescued the driver. Due to his bravery Officer Houston is the recipient of the Silver Star.

2020 - A YEAR OF ADAPTING TELEWORKING With the implementation of Health Orders and our priority to ensure a safe working environment, many non-sworn members of our agency began teleworking during 2020. This process was successful with the assistance of our Information Technology team who assisted members with equipment and I.T. questions, allowing for our department to continue to provide services to our community.

COMMUNITY ADVISORY BOARD (CAB)
As with many things in 2020, the CAB transitioned to virtual meetings at the onset of the pandemic. The CAB held 10 meetings throughout the year, allowing the board to discuss strategies, development of community policing concepts and increase public awareness.
EXPLORERS Our Explorer program held 16 meetings throughout 2020 both virtually and in person! Topics discussed included: traffic, use of force, investigations, CSI, the Penal Code, and resume building.
