The 2023 City Council Strategic Plan identifies the initiatives for the council to move forward during the calendar year. The prioritization was voted on by all five council members and based upon numerous factors including need, budget, opportunity and timing. Prioritization scale is from highest ★★★★ to lowest ★


Pursue appropriate transit and mobility solutions for residents of a modern, growing city ★ ★ ★ ★ Utilize recommendations from ULI Study of Downtown to enhance pedestrian safety and provide linkage across major roadways ★ ★ ★ ★ Pursue alternate funding methods for transportation project needs ★ ★ ★ Support efforts of Regional Transit Authority’s commuter rail project ★ ★ ★ Widen intersection at Danforth & Kelly ★ ★ ★ Determine and implement long-term funding solution for expanded Citylink bus routes ★ ★ Continue work to fill gaps in sidewalk connections along key transportation corridors ★ ★ Continue planning with ODOT for revamping of I-35 corridor to include one-way access roads and turnarounds and appropriate beautification measures ★ ★ Widen intersection at Second & Boulevard and support corresponding Edmond Electric utility relocation ★ Implement Phase III of the Intelligent Traffic System ★ Completion of Covell Parkway development

Engage in aggressive economic development to create more local jobs and generate revenue to serve our residents ★ ★ ★ ★ Redevelop vacated city-owned properties in Downtown after office consolidation ★ ★ ★ Encourage development and growth in Downtown TIF District ★ Pursue development of indoor sport complex at I-35 & Covell ★ Pursue growth of users and revenue at Guthrie-Edmond Regional Airport Promote tourism and conference opportunities to enhance visitor experience and economic impact ★ ★ ★ Support the development and implementation of a new master plan for Arcadia Lake ★ ★ Implement enhanced system for place marking and wayfinding ★ ★ Expand tourism efforts through a potential lodging tax rate increase


Ensure the highest level of city services that are fiscally responsible, well-staffed and technologically advanced ★ ★ ★ ★ Redevelop city-owned properties to include new City Hall & parking garage ★ ★ ★ Continue support of staff needs for Water & Electric Smart Meter implementation ★ ★ ★ Support development of the revised Water Treatment Plant expansion plan ★ ★ Adopt best approach to recycling services that balances offerings and cost

The 2023 Edmond City Council Strategic Plan was drafted by the sitting city council in November 2022. A mid-year review will take place by the sitting city council in June 2023.
