Helpful

Information Refunds

Full refunds may be requested three business days prior to the start of a program/season. Refunds requested within three business days prior to the start of a program/season may offer the potential for proration or a full refund. Registrations paid in cash or check will be refunded in the form of an RecTrac credit or City check; City check may take up to 30 days. Registrations paid with credit will be refunded via a personal credit refund or an RecTrac credit. The service fees and scholarships will remain nonrefundable. Satisfaction Policy: Patrons may request a refund at any time after the start of a program if they are unhappy with it. These must be submitted in writing or email and sent directly to the appropriate supervisor. The type of program will determine the amount of refund provided (this may be adjusted due to pre-advertised supplies purchased, etc.).

Accessibility The Parks and Recreation Department believes that all individuals should be provided with accessible recreation opportunities. Upon request during registration, individuals with disabilities will be provided accommodations and/or one-on-one support to better assist in program participation. There is no additional cost to the registrant for this service. For more information contact Janna Beau at 563-589-4315.

Volunteering The Parks and Recreation Department is always seeking help in providing improved services to the community. If you have a desire to volunteer time to assist with a program or clean a park, or would like to donate a tree or provide materials or money to improve a certain facility, please contact the office at 563-589-4263.

Public Transportation

The Jule provides public transportation to bus stops near many parks and recreation facilities including Flora and Sutton Pools, Carnegie-Stout Public Library, the Multicultural Family Center, Comiskey Park, and many others. Youth ages 6-18 ride for FREE if they are able to show a school ID card. If not, it’s only $1 per year to purchase a swipe card! Kids under 5 should be accompanied by an adult or guardian. Passes can be picked up at The Jule Intermodal Center (950 Elm St.) and City Hall (50 West 13th St.) during regular business hours. How to Register

Create a RecTrac Account RecTrac is our online registration system. If you haven't created an account yet, setting it up in advance will save you time when you go to register for classes, programs, activities, swim lessons, etc. Get started now and create your account today!

Step 1: Go to www.cityofdubuque.org/letsgo and click “SIGN IN / REGISTER” on the top right corner.

Step 3: Complete the “Create New Household” form. The required fields are in red. If applicable, don’t

forget to add your family members by clicking the blue “Add New Member” box. When finished, click the green “Save” button at the bottom of the form.

Step 4: Explore the RecTrac registration system! You can type in keywords, filter by age, type of

Ooey Gooey Halloween Party

Paw Patrol

Halloween is here and it’s time to explore and create a mess with us at Allison-Henderson. We will participate in sensory activities including pumpkin guts, monster stew and more as well as play games and activities. This class will be messy and fun for all as we keep active through exploration and play. Parent/caregiver and child are encouraged to come in their favorite costume as we are going to make it a party! Parent/ Caregiver & Child Class!

When trouble starts we will be there! We will be exploring the different characters associated with Paw Patrol and creating some of our own adventures to save the day! Participants will love playing games, creating crafts, and learning about all the different real-world jobs as we work on missions to protect our community. Parent/ Caregiver & Child Class!

Discovery Play

Messy Holiday Creations

It’s time to get together with your friends to play and be active. Discovery play enables children to explore and discover their environment through experimentation. Participants will be able to utilize our learning centers, engage in self-directed activities, and play with balls, trucks, dolls, play kitchen, and much more. Parent/Caregiver & Child Class!

Paint, create, and design holiday creations with wild abandon and admiration! Materials will be provided for participants to take part in creating some fun art in messy ways to share with those they love. Please be prepared to get messy! Wear clothing you don't mind getting full of paint. Let us take care of the mess as you create with your child. Parent/Caregiver & Child Class!

Youth Esports

River Museum

DBQ Esports League (DEL) is a nonprofit gaming facility that provides a safe space for youth to connect in-person and online. DEL promotes social and emotional well-being, career exploration, and STEM engagement through esports. All programs are held at DEL, located at 3220 Dodge St, Suite 109.

The National Mississippi River Museum & Aquarium’s mission is to inspire stewardship through educational experiences where history and rivers come alive. For more information about their exhibits, membership, and additional events, visit www.rivermuseum.org.

4th & 5th Grade Esports Club

Little Gym at the Mississippi River Museum

4th & 5th graders REC2096-01 $125/R, $150/NR Sat, Sept. 12 - Dec. 12 10 a.m. - 12 p.m. DEL 4th & 5th graders play interactive online games together including Minecraft, Roblox, Farming Simulator, Rocket League, Fortnite, Mario Kart, Super Smash, and Madden. Each club participant will receive a DEL Esport Club Sweatshirt. This is a drop-off class.

Middle School Esports Club

Middle schoolers students play interactive online games together. This is a non-competitive video game club designed for students who enjoy gaming in a relaxed and social environment. Attendance is casual students can attend when they are available. Cost includes a sweatshirt.

REC2020FAM-01 $30/R, $36/NR T, Dec. 1, 8 & 15 9 – 10:30 a.m. National Mississippi River Museum & Aquarium Instructor: Susan Stoppelmoor We are converting a portion of the second floor of the National Mississippi River Museum & Aquarium into a play gym! We will have a bounce house, ball pits, learning stations, balance beams, mats, and much more! This will be an opportunity for you to bring your children and enjoy use of all the equipment and activities available. Children will build important social and developmental skills and heighten their sense of wonder and discovery in this free form, fun-filled unstructured setting. Parent-child bonding is nourished as everyone has a great time! After class participants will be able to explore the rest of the museum as well! ALL children must be registered to attend. Parent/Caregiver & Child Class! The program is located in the William Woodward Mississippi River Center, the entrance with the big, red paddle wheel. Please note: Museum Season Pass holders (members) must register and pay the registration fee through the Parks and Recreation Department to participate in the program as advertised.

This intramural program meets for 90 minutes following school dismissal. Practices are held two times per week for four weeks from Sept. 14 - Oct. 8. Each participant will attend up to (8) eight practices, subject to school/ coach conflicts. The program is instructed by members of the Loras College and University of Dubuque basketball teams.

All adult athletic leagues are designed to be recreational and fun. However, in an effort to keep the games fair and competitive we have classified the leagues into different divisions. Teams can register for the league of their choice. To be considered a resident team 50% of your roster must reside within Dubuque city limits. Leagues for ages 18 and older.

Registration Deadline: Friday, Oct. 16 Leagues run from November 2 - March 10 Roosevelt Middle School $625/R, $650/NR Leagues are offered on Mondays, Tuesdays, and Wednesdays. All teams will receive a 12-game regular season. The top four teams from each league will automatically qualify for an end-ofthe-season tournament. Storytime at the library invites children birth through age 6 with a favorite adult to enjoy stories, songs, rhymes, movement, and play in a fun and welcoming setting. Outdoor Fun Park Season Schedule

City parks are open year-round. Park amenities such as restrooms, pavilions, and drinking fountains close each season on the fourth Sunday of October and will re-open on the first Saturday of May. The road gates at Eagle Point Park and Miller Riverview Park & Campground are also closed during this time. Note, while vehicles are restricted, the two parks remain open and accessible to walkers and bikers during the off-season!

Art on the River

Eagle Point Park overlooks the Mississippi River and Lock and Dam No. 11. and features the Trolley Line Trail, a rock garden and fish pond, bioretention cells and native prairie areas, picnic tables and pavilions, playground equipment, and more! Eagle Point Park is located at 2601 Shiras Ave. Admission is $1 per car, $5 per bus. Bicycles and pedestrians are free. The park is open 7 a.m. to 10 p.m., Sunday through Thursday, and 7 a.m. to 11 p.m., Friday and Saturday. The park will be open to vehicles through Sunday, Oct. 25.

Composed of untamed, wooded land, this 1,432-acre park offers hiking, hunting, paddling, picnicking, and cross-country skiing. There are six individual nature walks within the park, including those at the E.B. Lyons Interpretive Center and at the Horseshoe Bluff Site.

The Art on the River public art exhibit is located along the Mississippi Riverwalk in the Port of Dubuque. Anyone can stroll the picturesque walkway that stretches from the Star Brewery to the National Mississippi River Museum and Aquarium past the Grand River Center on the shores of the mighty Mississippi to view a juried collection of sculptures. The 2026 – 2027 exhibit theme, "Stillness in the Driftless," invites visitors to explore the quiet strength and reflective beauty of the Driftless landscape.

Recreational Trails

The City maintains a comprehensive 53-mile bike/hike trail system which includes 28 miles of on-street routes and 25 miles of paved trails for walking, hiking, and biking. The off-road network includes trails at the John G. Bergfeld Recreation Area, Eagle Point Park, Port of Dubuque, Chaplain Schmitt Memorial Island, and Peosta Channel. The on-street network includes sections of the Mississippi River Trail through the Downtown and Historic Millwork Districts, and the Washington and North End Neighborhoods. cityofdubuque.org/trails

Bee Branch Creek Greenway The Bee Branch Creek Greenway is part of our community’s infrastructure to control flooding, but it also serves as a beautiful linear park. The one-mile greenway stretches from the heart of Dubuque’s North End to the Mississippi River at Chaplain Schmitt Island. It is home to a multi-use trail, scenic overlooks, an outdoor amphitheater, benches, lighting, rest areas, a garden, and a bioswale board walk. Lights along the the multi-use trail are on from dusk to dawn.

Veterans Memorial Plaza Veterans Memorial Plaza opened in 2009 and included a curved wall dedicated to the branches of service and the wars they served. Flags flew high in the background bracketing an American flag with a POW/MIA banner below it. In the center, a 6-ton granite globe, 5-feet in diameter sat among pavers and benches, each sold to raise money for the project initially. Funded entirely by the Dubuque Racing Association, a $3.2 million improvement project was completed in 2021. The project sought to honor all veterans by unifying and enhancing all existing nearby memorials. The improvements also included a new memorial for Chaplain Schmitt composed of a decorative swirling concrete path that transforms into an elevated boardwalk extending from the Veterans Memorial Plaza over the pond. A circular landing that contains a sculpture titled "Skyward" is located at the end of the boardwalk. An opening in the sculpture allows visitors to read a poem etched on the inside. At night, subtle colorful lighting honors veterans and adds prominence to the memorial.
