Earth Day Celebration
Green living will take center stage at the City’s Earth Day Celebration
happening Saturday, April 22.
The event, which takes place 9 a.m. to 2 p.m. at the South Coast Air Quality Management District (AQMD) parking lot, will feature a variety of recycling and conservation-focused stations, activities, and information and giveaway booths.
At this event, residents can:
Bring a shovel, gloves and containers to collect free mulch to take home.
Bring up to two banker boxes, or two 13-gallon trash bags, of unneeded confidential documents and have them shredded on site.
Drive through and drop off old televisions, computers, laptops or any other electronics.
Get a free used motor oil recycling kit, and learn where to take their used oil and filters.
Get a free small recycling bin and learn how and where to recycle your glass and plastic bottles and aluminum cans
Learn about local nonprofit organizations that collect food donations and redistribute to individuals and families in in need.
For children and youth in attendance, Discovery Cube will be on site with a fun, hands-on Earth Day-themed activity.

Help for First-Time Homebuyers

If you have a low or moderate income and want to purchase your first home in Los Angeles county, you may quality for financial assistance.
The Los Angeles County Development Authority (LACDA) offers two programs to qualified first-time homebuyers. These are known as the Home Ownership Program (HOP) and the Mortgage Credit Certificate (MCC) Program.
HOP provides a second mortgage loan for first-time homebuyers with an assistance amount of up to $85,000, or 20% of the purchase price, whichever is less. This loan can be used for the down payment and/or closing costs, and has a 0% interest and deferred payment schedule, which means the borrower repays the loan when they sell the home, transfer the title, or no longer live in the home.
MCC offers a credit that can reduce potential federal income tax liability, creating additional income the homebuyer can use toward their monthly mortgage payment. This credit works by converting a portion of the annual mortgage interest into a direct dollar-for-dollar tax credit on their U.S. individual income tax returns.
To qualify for either of these programs, a homebuyer must not have owned a home in the last three years and the home must be owner-occupied.

City Launches Updated Website
The City has an updated website, www.diamondbarca.gov, that features a more modern look, increased accessibility, and improved functionality.
In addition to making the colors and graphics bolder, the redesign allowed City staff to change the way the information was organized to make it faster for visitors to find the information they need.
The homepage, for instance, now features buttons that link to the City’s most popular services based on analytics and public input. Also, the header and side menu buttons are now fixed in place to make navigating between pages easier without having to return to the homepage.
As with the previous design, the City’s website continues to have a mobile-friendly design that automatically resizes to fit different devices and screen sizes.

Topic of Next City Presentation
Law enforcement, fire protection, and animal control all form part of the City’s comprehensive public safety program.
Information about the services provided in each of these areas, statistics, and crime prevention tips will be shared at the next City Government Explained presentation taking place 6-7 p.m. Wednesday, April 19 at the Diamond Bar Center. This presentation is part of the new City Government Explained presentation series aimed at residents interested in increasing their understanding of how City government works.

Beware of Rising Catalytic Converter Thefts
Catalytic converter thefts are on the rise nationwide, and a disproportionate number of these thefts are happening in California.
According to statistics from the National Insurance Crime Bureau, California accounts for nearly 40 percent of catalytic converter theft claims nationwide.
Catalytic converters are a component found in all vehicles built in or after 1974. Their function is to convert engine pollutants into neutral gasses. The mechanism that makes this conversion possible involves precious metals that include platinum, palladium, and rhodium. This makes them valuable and tempting to thieves who profit by selling them at a scrapyard or recycler.
Free Bulky Item Pickup
Do you have a worn-out sofa or mattress, or a large appliance like a refrigerator or dishwasher that no longer works? You can get rid of it by scheduling a free pickup with your waste hauler. Both Waste Management and Valley Vista Services offer every customer up to four free bulky item pickups for items that are too large or heavy to fit in your cart or bin. Pickups must be scheduled at least 24 hours in advance of your next regularly scheduled trash collection day. One way to help deter the theft of your catalytic converter is to have it etched...
Stealing a catalytic converter is relatively easy – it takes less than a minute and involves the use of basic tools.
One way to help deter the theft of your catalytic converter is to have it etched with an identifying number such as your Vehicle Identification Number (VIN) or license plate number. If the visual deterrent does not stop a thief from taking your converter, the etched number will come in handy if it is ever recovered by law enforcement as they will be able to trace it back to the vehicle from which it was stolen, and may also support prosecution efforts.
Free Monthly Etching Events
On the third Wednesday of each month from 9-11 a.m., deputies from the Walnut-Diamond Bar Sheriff’s Station hold a free catalytic converter etching event at the parking lot of Calvary Chapel, located at 22324 Golden Springs Drive. The etching process only takes a few minutes, and is done on a first-come, first-served basis. Appointments are not available. Upcoming converter etching events are scheduled for April 19, May 17 and June 21.

Recreation Jobs with the City
If you are looking for a parttime, active job with a flexible schedule, the City’s Parks and Recreation Division might have the perfect job for you.
The Recreation team includes approximately 60 part-time employees that play an important role in providing the community with quality recreational opportunities, experiences, and facilities.

Currently, the City is hiring for three recreation positions – facility attendant, recreation leader, and senior recreation leader. Hiring is done on a continuous basis, until all openings are filled.
Facility Attendants help with event setup and breakdown at the Diamond Bar Center and other City rental facilities, ensure safe and proper use of facilities, and provide assistance and information to renters and event attendees.

Recreation Leaders act as the frontline staff for a variety of recreation activities that include sports, special events, arts and crafts, and games, and ensure participants follow safety rules at all times.
Senior Recreation Leaders serves as the lead employee to provide direction to Recreation Leaders and volunteers, monitor program expenditures, help with facility reservations and permits, schedule and plan a variety of special events and programs, and assist in resolving customer service issues.

Windmill Scavenger Hunt
April 18 marks 34 years of cityhood for Diamond Bar, and the City is celebrating with a fun month-long scavenger hunt that the whole family can participate in! The hunt for “windmill decals” will take place at various city parks, trails and facilities. There is no cost to participate but registration is required in order to receive a prize for completing the scavenger hunt. Diamond Bar teens interested in being considered for the 2023 Summer Volunteen Program are reminded that applications are due no later than Friday, April 14.

Operated by the City, the Volunteen Program is an annual summer work and leadership training opportunity for Diamond Bar residents age 13 to 17 who are interested in obtaining hands-on experience working for local government in the parks and recreation field. There is a $25 application fee. To be eligible to participate in the Volunteen Program, applicants must be available to work a minimum of 10 hours (a maximum of 30 hours) per week June 5 through August 4. Successful applicants ages 14-17 will have the choice of assisting in one of a variety of City-sponsored summer programs such as pre-school, day camp, youth sports, senior programming, or Concerts in the Park. Thirteen-year-olds may only be assigned to Concerts in the Park or senior programming.
Certificates of Recognition and letters indicating total community service hours will be issued to all Volunteens at the conclusion of the program.

Join one of Diamond Bar’s senior softball teams! All three existing teams are actively seeking female players to join their current roster, but anyone interested in playing is welcome to register. All three teams are part of the Inter-City Senior Co-ed Softball League which is made up of men and women ages 50+. Join one of Diamond Bar’s senior softball teams! All three existing teams are actively seeking female players to join their current roster, but anyone interested in playing is welcome to register. New players may be subject to a waiting period to participate based on roster availability. All three teams are part of the InterCity Senior Co-ed Softball League which is made up of men and women ages 50+. Public Safety and Crime Prevention

The budget consists of both an operating budget, used to finance day-to-day operations, and a Capital Improvement Program that funds major construction projects.
