Town Talk with the Mayor

Greetings to my little town of Dayton! I would like to introduce myself for those of you that don’t know me. I came to Dayton 50 years ago and I am the oldest of seven kids. I’m married with four amazing kids and I have three grandkids with one currently on the way. They are my world for sure.

My Dad has been my inspiration for what I do, having him always there for me. He always said to me “money comes and goes but your friends are always there”. It's true. I feel rich here in Dayton to be part of a community that helps each other out.

As your mayor, I would like to invite anyone who would like to voice their concerns, to contact me at trinimarquez@daytonoregon.gov or call me at 503-899-0665. We can meet over a cup of tea or coffee if you are not able to attend a City Council meeting.

¡Saludos a mi pequeño pueblo de Dayton! Me gustaría presentarme para aquellos de ustedes que no me conocen. Llegué a Dayton hace 50 años y soy el mayor de siete hijos. Estoy casada, tengo cuatro hijos maravillosos y tengo tres nietos, uno de los cuales está en camino. Son mi mundo seguro.

Construction on the Footbridge will begin in May. The midspan (the area between the A-frame towers shown above) will be replaced with a prefabricated steel truss. The water and sewer mainlines which the bridge was built to support in 1980 will be upsized and mounted on the steel midspan for stability. The bridge was closed in 2018 due to damage in the A-frames creating safety concerns for pedestrians. The Dayton City Council reviewed several bridge alternatives. Design, permitting and environmental requirements by the State have taken years to complete. We are anticipating reopening the bridge in 9-12 months barring no delays due to supply chain issues.

City Manager Update

2023 has brought a lot of change to City Hall. In February, Steve Sagmiller, Public Works Director, retired after 14 years with the City and Patty Ringnalda, City Recorder, retires soon with twenty-three years in total service.

Josh Bilodeau, Public Works Supervisor, will lead the Public Works team and Melissa York has transitioned into the City Recorder role. We also have hired two new maintenance workers, Jake Taijala and Conor Culp. John Lindow recently promoted to Maintenance Operator I after completing his level one state waste water certifications. We will round out our team in June with the hiring of a Tourism/Economic Development Director.

We are very excited about the Footbridge work starting soon. The City has been working on this project since 2018 when its condition was downgraded to poor due to severe woodpecker damage in the A-frames which support the bridge and the utility lines. The City Council awarded the construction contract to Stellar J Corporation. They will start mobilizing their team to the project sight in early May to begin constructing a work bridge along side the current bridge. The City has secured a loan through the Department of Environmental Quality to be matched with a $1,000,000 grant from Yamhill County’s ARPA grant program. We are seeking additional grant funding through the State of Oregon legislature through Senator Boquist. Senator Boquist will be visiting Dayton on March 20th to view the project site and hear about our project. Total project cost: $7.5 million.

The City applied for and was awarded a $250,000 grant through ODOT’s Small City Allotment program to resurface/ overlay 7th Street from Ferry to Ash and a portion of 9th Street between Ferry and Ash that was not completed with previous school upgrades. We are hoping to complete this project this summer.

A new sewer lift station will be going in near the HWY 221 bridge headed towards Grand Island. This is a $1.2 million project funded fully through grants from the American Rescue Plan Act of 2021. The City received a $511k grant through Yamhill County’s ARPA Grant program which has been matched with

Dayton’s direct allocation of ARPA funds from the Federal government.

In May, the second annual Dayton City-Wide Spring Clean-up Week with begin with a citywide garage sale on May 12th and 13th. If you are interested in having a garage sale at your home, please call City Hall at 503-864-2221 to sign up. We will provide a map for visitors and advertising of the event in the News Register and online. Following the garage sale, the Dayton Community Free Swap begins at the Community Center (Palmer Creek Lodge) parking lot. The big white tent will be up. You are welcome to bring any items you did not sell at your garage sale to the swap. We’ll be accepting second hand items that are still useful. We are not accepting clothing at the tent this year (washed clothing can be donated at the Baptist Church). The Free Swap will run through Friday, May 19th followed by the City-Wide Clean Up on Saturday, May 20th from 8 am to Noon at Dayton City Hall. This is free for Dayton residents. City Council Update

On January 3rd, 2023, Trini Marquez was sworn in as Mayor of Dayton. Councilors Luke Wildhaber, Rosalba Sandoval-Perez and Jim Maguire (lefttorightinphotobelow) were sworn in for their new four-year terms.

With Mayor Marquez vacating her current council seat with a term ending December 31, 2024, the City Council reviewed applications and appointed Andrew Hildebrand as Councilor for the remainder of the vacant seat’s term.

City Recorder, Mellissa York, administers the Oath of Office to Mayor Trini Marquez.

Luke Wildhaber, Rosalba Sandoval-Perez, and Jim Maguire are sworn in as Dayton City Councilors.

Andrew Hildebrandt is appointed to the open council seat.

Dayton School District Superintendent Update

Dear Dayton Families

Dayton High School has exceeded the state 4-year graduation rate for the class of 2022. The DHS 4-year graduation rate was 85.33 percent which was over 4 percentage points higher than

the state rate of 81.3 percent. It takes 13 years of partnership between staff and families to help our students across the finish line. We continue to work for strategies to improve support for our students and work hard to help all of our students graduate on time. There are many instances where students finish up during a 5th year of high school.

In January the Dayton School Board approved the academic calendar for the 2023-2024 school year. The calendar includes the first day of school for students in grades PK-5, 6 and 9 on September 5. Students in grades 7, 8, and 10-12 will begin school on September 6. This givesour 6th grade and 9th grade students a day to transition into their new schools. Winter break will be from December 25 to January 5 and spring break will be from March 25 to March 29.

The annual ABC Foundation event is coming up on April 22, 2023. The foundation raises money with an online auction and dinner fundraiser to support teacher grants and scholarships for students. More information can be found here tinyurl.com/ABC-Auction.

We encourage the community to stop by our schools and visit. We especially want to see you at the events that happen throughout the year. Our staff and students work hard everyday. We are extremely thankful to the community for your continued support. Go Pirates!

Estimadas Familias de Dayton

El año escolar ha tenido un gran comienzo con los estudiantes involucrados en muchas de nuestras actividades tradicionales. Nuestros estudiantes están trabajando duro en lo académico en los salones de clase. Los estudiantes de primaria recaudaron más de $15,000 la organización de padres, maestros y estudiantes (PTSO) durante la caminata pirata de este año. Gracias a todos los que patrocinaron a nuestros estudiantes. Los cuatro equipos atléticos de la escuela preparatoria calificaron para las eliminatorias estatales. Ha sido genial ver el regreso de los deportes y even

Sabemos que el progreso académico fue menor durante la pandemia no solo en Dayton sino en todo el estado y la nación. Estamos comprometidos a ayudar a nuestros estudiantes a recuperar el aprendizaje perdido y alcanzar su máximo potencial. Agradecemos la colaboración de nuestros padres y la comunidad en este proceso.

Hay mochas fechas para recordar en noviembre y diciembre, ya que se acercan varios dÃ-as festivos y conferencias. Las conferencias se llevarán a cabo la noche del 9 de noviembre del 2022 y la mañana del 10 de noviembre del 2022. No hay clases el 11 de noviembre del 2022 por el DÃa de los Veteranos. No hay clases la semana del 21 al 25 de noviembre, por el dÃ-a feriado de Acción de Gracias. Este año no habrá clases desde el 21 de diciembre de 2022 hasta el 3 de enero del 2023 por las vacaciones de invierno.

Como probablemente ya saben, he decidido jubilarme al final de este año escolar. La mesa directiva escolar ha comenzado el proceso de búsqueda del próximo superintendente del Distrito Escolar de Dayton. Habrá oportunidades para la participación de la comunidad en el proceso y los animo a participar. Ha sido un honor servir al personal, los estudiantes y la comunidad de Dayton. Kelley (mi esposa) y yo seguiremos viviendo en Dayton y apoyando las escuelas.

From Public Works Supervisor

This year sees some changes for the Public Works Department. Steve Sagmiller, Public Works Director, officially retired on February 28th after 14 years of service. I am excited to be working for Dayton, the town I grew up in. A lot has changed since my childhood 20 years ago. I look forward to meeting today’s demands and making improvements to meet the city’s future needs. I have been working alongside Steve, learning the administrator role since January of 2022 when promoted to Public Works Supervisor. The Public Works crew also has two new maintenance workers, Jake Taijala and Conor Culp.

Several new projects are beginning soon:

• The service line replacement and center span replacement of the Pedestrian Bridge is scheduled to begin in May.

• The city has been awarded a $250k Small City Allotment grant for road paving on 7th and part of 9th Street between Ferry Street and Ash Streets. Plans are being made for this project with the goal of work being done before fall 2023.

• Plans are being finalized for a new lift station at the Highway 221 bridge, 1.2 million dollars in ARPA grant funds have already been secured to pay for the project. The next step will be to put the job out to bid.

The city has hired engineering firm Keller Associates to conduct a comprehensive Inflow & Infiltration study to determine sources of excess water entering the wastewater collection system. This excessive water which can add up to 5 times normal flow during wet events has caused problems for the storage capacity and treatment of wastewater in Dayton. Plans are also being developed to improve holding time for wastewater moving through the treatment plant that will increase solids and biological removal rates. This study is scheduled to be completed by August 2023, and will include smoke testing of the wastewater collection system, homeowners affected by smoke testing will be notified in advance with door hangers when

the dates are set.

The city has set up a self-service sandbag station this year again at the Fisher Farms property in front of the loading dock. In the event of excessive rainfall or flooding please make use of the sandbags.

2023 ha traído muchos cambios al Ayuntamiento. En febrero, Steve Sagmiller, Director de Obras Públicas, se jubiló después de 14 años con la Ciudad y Patty Ringnalda, Registradora de la Ciudad, se jubila pronto con veintitrés años de servicio total.
