Summer in Coffs Harbour is a season of sunshine, celebration and connection – and this year promises to be one of our most exciting yet. As the sun shines brighter and the days stretch longer, our coast is ready to welcome locals and visitors to a calendar brimming with experiences that showcase the best of our community spirit.

Culture and creativity are in the spotlight this summer with two exciting new exhibitions at Yarrila Arts and Museum (YAM). And for those seeking festive cheer, Brelsford Park will once again transform into a magical wonderland for our muchloved Carols in the Park – complete with a special outdoor movie night the evening prior, featuring The Grinch.

I’m delighted to extend a warm welcome to our new General Manager, Murray Wood. ‘Muz’ brings a wealth of experience and fresh perspective to the role, and we’re excited to have his leadership guiding the City through the next chapter.

That’s not all – we are truly gearing up for a bumper season of events.

From Big Bash League cricket to Australia Day festivities, with extra activities the day before to ensure everyone can join the celebrations – there is something fo r all to enjoy.

His appointment comes at a pivotal time, as we launch the City’s Investment Prospectus – a bold vision for growth and opportunity that will shape the future of Coffs Harbour. This is an exciting milestone that reflects our commitment to a thriving, connected, and sustainable city.

It’s a privilege to pen my first foreword as General Manager of the City of Coffs Harbour. Julie, our two beagles and I have recently made the move from Dubbo, and we’re excited to call this vibrant coastal community home.

What drew me here? Opportunity.

Joining a growing region with bold aspirations for the future is truly energising. I am passionate about building strong teams and connecting with community to create lasting outcomes, so I’m looking forward to working with City staff, Councillors and the people of Coffs, to achieve exactly this.

As the festive season approaches, I hope you find time to relax, connect and celebrate with loved ones. I’m looking forward to joining you at Carols in the Park and cheering on the Sixers at the Big Bash League – moments that remind us what makes Coffs so special.

Coffs Harbour unlocks tomorrow Bold investment prospectus and smart tourism win Coffs Harbour is charting an ambitious course for growth, launching INVESTCOFFS, a comprehensive investment prospectus that showcases the region’s strengths and future opportunities.

Unveiled by Mayor Nikki Williams to business and community leaders, the 72-page prospectus positions Coffs Harbour as a dynamic hub for innovation and lifestyle.

“We’re home to Australia’s first ‘big thing’ (The Big Banana) and this initiative shows thinking big is in our DNA,” Mayor Williams said.

“The prospectus is a roadmap of what we have, where we’re going and a climb-on-board invitation for those looking to grow with us.”

The document highlights a $5 billion economy anchored by health and construction, with emerging sectors in advanced manufacturing, digital and creative industries, and allied health.

It points to major projects shaping the future of Coffs: The $2.2 billion Coffs Bypass, a proposed North Coast Convention and Exhibition Centre, and the privately funded $600 million Pacific Bay Resort movie studios. Add the Jetty Foreshores revitalisation and Yarrila Place cultural hub, and the message is clear: Coffs Harbour is ready for lift-off.

Complementing this economic vision is a national accolade for tourism innovation. The City has won the Economic Development Australia National Award for Excellence in Marketing & Promotion for the Coffs Coast Explorer app, a GPS-enabled digital guide transforming visitor experiences.

Since its launch in May 2024, the free app has been downloaded more than 6,000 times, offering self-guided trails like the Solitary Islands Coastal Walk, audio adventures, and an augmented reality wildlife quest in the North Coast Regional Botanic Garden. Integrated with touch-screen kiosks and the Australian Tourism Data Warehouse, the app ensures businesses can update listings seamlessly.

Intuitive and user-friendly audioguides and inclusive design features were integral to the app's design.

Mayor Williams added: “When locals use and recommend the Coffs Coast Explorer app they help their visiting friends and relatives find great experiences right across our City, towns and villages. This plays out as longer stays and more local spending.”

Together, these initiatives signal a region on the rise where innovation meets opportunity, and the future is being unlocked today.

Festive magic returns to Brelsford Get ready for carols and a family movie night Coffs is set to sparkle this December as Brelsford Park transforms into a hub of festive cheer for the 2025 Coffs Coast Carols. Promising to be “bigger, better and more dazzling than ever,” the celebrations will unfold over two magical nights, bringing the community together for a joyful season of music, movies, and merriment.

The festivities kick off on Friday 19 December, with an open-air screening of The Grinch (2018) on a giant outdoor screen, presented by Optus. This family favourite, set in the whimsical world of Whoville, is sure to delight audiences young and old. The following evening, Saturday 20 December, the main event will see the carols take center stage from 6.30pm to 9pm.

Special guest Mick Harrington, a grand finalist from The Voice 2021, will headline the entertainment alongside City of Coffs Harbour Councillor Julie Sechi as Master of Ceremonies.

Mayor Nikki Williams summed up the spirit of the event, saying: “Over two big nights this year, it’s an event not to be missed. The carols brings out the very best in all that we love about being part of the Coffs community.”

Brelsford Park will provide the perfect backdrop for an all-ages celebration.

The entertainment lineup features local talents including Imogen Daymond, Glen Price, Adelaide Robinson, Coco Fabry, Heather Rose, JRDS Dancers, James Freeman, Eva Kent, and the Coffs Carols Band with Louise Richards.

And of course, no Christmas event would be complete without Santa.

“The big bearded fella in red will sleigh by as always as it just wouldn’t be a community carols night without Santa,” said City Acting Group Leader Events, Sports, Cultural Services, Sharon McDougall.

Adding to the festive fun are interactive bubbles from HooRai Balloons, face painting, and Christmas-themed games courtesy of the Smiley Squad.

Food trucks will serve up delicious treats from Leonella Pasta, Lukey’s Loaded Potatoes, Sweet Sunny Blends, Spiral Sista, Moreish Pizza, and The Mexican Queen. The evening will conclude with a spectacular pyrotechnics display at 8.45pm.

Mayor Williams reminded attendees "to pack a picnic rug for comfort, no alcohol please, as this is a family-friendly event.”

The future of our aquatic facilities A long-term plan for healthy, connected communities The City of Coffs Harbour’s aquatic facilities play an important role in the community, and the City is planning for their future with the Draft Aquatic Facilities Strategy now on public exhibition.

The City operates four aquatic facilities, including Coffs Harbour, Woolgoolga, Sawtell and Nana Glen. The draft strategy provides a framework for planning and investment in aquatic services and programs over the next 15 years, aiming to ensure facilities meet the needs of a growing community while balancing financial and operational sustainability.

Key recommendations include redeveloping the Coffs Harbour War Memorial Olympic Pool as a regional facility, potentially at a new location south of Coff Street. Woolgoolga Pool is proposed as a district-level facility, with opportunities to co-locate other community infrastructure.

Sawtell Pool would continue as a local facility in the medium term before transitioning to a destination waterplay facility. Nana Glen’s Orara Valley Community Pool would be retained and enhanced as funding allows.

Population forecasts indicate more than 11,000 additional residents in the local government area by 2041, with strongest growth in central

and northern Coffs Harbour and limited growth in the south.

“The draft strategy recommends staged development and a review of resourcing and service levels with a view to increasing these to better align with community expectations,” City Planning and Communities Director Ian Fitzgibbon said.

“The draft strategy also notes that while aquatic facilities deliver a wide range of benefits, they are a costly ongoing investment for the community.

“Further, the report recommends maintaining opening times at a level that is financially responsible while promoting appropriate access and activation. The draft strategy advocates for an exploration of any partnership and sponsorship opportunities to reduce the cost of operations.”

Councillors will workshop proposed options, including investment and funding models, while the community is encouraged to provide feedback. The draft strategy will be on exhibition until 23 January, with an online survey available.

Understanding change, building legacy

Looking through an opportunity lens with the City’s new General Manager  Q: Give us a snapshot of your professional journey?

A: I was a horticulturist and arborist (a few decades ago) working at Taronga Zoo in Sydney where I met my wife Julie. That is important career-wise as when we were planning a family Julie was keen to move back to the country to raise our kids. With that in mind I took a manager’s role at Dubbo City Council in charge of open space and recreation back in 2003 and from there, a Director role at Council in 2011.

Come the council mergers in 2016 I took on the project manager role to deliver the merger between Dubbo City and Wellington, with a close working relationship with the overseeing Department of Premier and Cabinet.

Change at scale was a very powerful experience as that change was imposed by Government - not just on two organisations, but on communities as well.

In 2018 I left Council to join the NSW Government in the then Department of Premier and Cabinet in an economic development and investment attraction role that covered all of regional NSW – anything outside Sydney. It was great fun with a license to make stuff happen for regional NSW. In June 2021 I was asked - on an interim basis - by the then Deputy Mayor to come back and take the CEO job at Dubbo Regional Council after what is acknowledged as a period of dysfunction. That was on secondment 18

from my NSW Government role. I then applied and was successful in getting the ongoing gig soon after.

I have also served two terms on the Board of Taronga Conservation Society so a full circle there. Now ... Coffs Harbour!  Q: Who’s in the car with you as you drive from out west to Coffs and what will you most miss as you see Dubbo in the rear vision mirror?

A: My wife Julie and two beagles. It’s the people and community we will miss.

That is both in the organisation that is Dubbo Regional Council and more broadly the community we have got to know.

The big western skies and western rivers are something you don’t think about until you are away, so I’m sure there will be feelings there too.  Q: Why City of Coffs Harbour?

A: I like new professional challenges, Being a part of an organisation servicing a growing region that has an ambition to be even better is quite exciting for me. I love building teams and understanding communities in order to help build positive legacies, so I felt there was an alignment with the new role and what I like to do.

For every challenge there is an opportunity lens we can choose. I see that in Coffs.

 Q: What experience has shaped you the most in the past few years?

A: I could bang on a bit here but I will slightly stray from task and describe a couple of experiences, not one.

Firstly, the merger of two organisations being Wellington and Dubbo City taught me a lot about people and their individual responses to uncertainty and change. It was big and externally driven so how do you help people understand how you are going to tackle something together while still focusing on community outcomes. It was like a long sprint in organisational change.

Another shaping experience was my time in the investment attraction and economic development role. I learnt a lot about government processes and more importantly how critical it is not to let bureaucracy get in the way of the right outcome. It may take longer and you may have some setbacks but by focusing on the outcome and getting people inside the machine to share in the vision of the community outcome, it can get you to where you want to be.  Q: What’s something you’re proud of that many people don’t know about?

A: Covid seems such a long time ago. But in the second round of the outbreak Dubbo Regional Council was a hard lockdown area.

As CEO of Council I was immensely proud as to how well we did as a community. We incorporated the First Nations community into our emergency management processes, we had volunteers cooking food for homeless in motels, and we had Council staff helping Health with testing and traffic control at the showground which was the main testing site.

Simple things like police listening to the community and changing the wording from ‘welfare checks’ on families in need given the history of what welfare did to Aboriginal families not that long ago made a difference.

There were no egos, just a focus on community outcomes.

Our success was noted by the Australian Defence Force who met with us to understand our ‘secret sauce’: how we delivered services to more vulnerable members of the community at such scale and pace. Very proud.  Q: Initial big picture view – opportunities and challenges for the Coffs Harbour Local Government Area?

A: I am cautious about presuming anything at this stage as I want to learn from City staff, Councillors and community on what they think and understand. I want to be drinking from the metaphorical firehose learning about communities initially.

I love building teams and understanding communities in order to help build positive legacies.

That said, we have the regional NSWwide challenge of ensuring we have a diverse economy (the more diverse the more resilient to external shocks) so all people can participate. A diverse economy doesn’t mean a scattergun approach but targeting new industries where we have a niche strength and moving existing industries up the value chain.

That leads into the challenge of sustainable housing models for a wider cross-section of community. This is a wicked challenge that many are working on so how do we bring Coffs Harbour-suited solutions to what is a national conversation?

We’ll need to understand Government priorities and target these to align with our community’s needs. We also need to understand how the private and notfor-profit sector is innovating so we can bring that to the table.

There are also external factors in play – the Highway Bypass completion, the Great Koala National Park policy decision and the discussion around foreshore development by the NSW Government.

There are opportunities around issues arising from Government policy and I see councils as that important facilitator and connector to solutions.

That is very much the approach I have led regarding the energy transition in the Central West Orana region that takes in Dubbo, where we as a Council achieved some nation-leading outcomes.

 Q: Away from work, where’s your happy place?

A: Family time is best.

Being in nature and water is also a need. Kayaking and swimming in the Wambuul Macquarie River with the family have been some of my favourite memories. This includes holding the kids back in the current when I spotted a snake swimming past. We watched it get out on the bank and it was about a two metre-long brown. You see fauna like magpie geese and platypus in Dubbo so I’m excited to explore the waterways and nature in Coffs to see what they will reveal.

Physical activity like swimming laps, badly attempting water polo and being a goal keeper in hockey (again not so high in quality) all help me to feel sane.

I do also like a craft brew from time to time.  Q: What kind of impact do you hope to have on others?

A: I hope I leave them and where they live in a better place than when we first met. I like people and learning about them so moving to a new community gives me lots of opportunity for this.

Slow the f*st down, Coffs It’s a matter of life and death

Coffs Harbour drivers are being urged to ease off the accelerator in a bold new campaign tackling one of the region’s most pressing road safety issues: Speeding.

The ‘Slow the f*st down’ initiative, dreamed up by local residents and supported by the City of Coffs Harbour, is a cheeky yet hardhitting reminder that speed kills.

The campaign comes in response to alarming statistics showing the Coffs Harbour Local Government Area has the highest rate of speeding offences in Northern NSW this year to date.

Mayor Nikki Williams said the message is simple but vital: “Speeding is a big issue in Coffs Harbour and it’s a significant factor in road trauma. This campaign highlights the community’s desire to spread the message about the importance of safe speed.”

Developed through the Community Action for Safe Speeds (CASS) Study, the campaign was shaped by a local jury of 20 residents who worked with road safety experts and The George Institute for Global Health. Their recommendations led to a strategy designed to resonate with locals, using humour and visibility to spark change.

Over the next three months, the slogan will appear on bus signage, bumper stickers, social media and traditional media. It will also feature at major events, including the All One Under The Sun festival and the Big Bash cricket clash at C.ex Coffs International Stadium on 5 January.

City Planning and Delivery Section Leader David Sutton said the campaign is part of a world-first approach to road safety: “Working with The George Institute for Global Health, we were one of seven LGAs – a mix of metro and regional – to secure Federal funding to come up with a tailored road safety campaign.”

Police are backing the push, with Sergeant Jarrod Langan warning that men aged 30 to 60 are frequent offenders. “Coffs/Clarence Police District continues to have the highest speed detections in North Region, and speed continues to be a major contributing factor in injury and fatal crashes,” he said.

Locals can show support by picking up free bumper stickers at Coffs Harbour Libraries. Because when it comes to speed, the choice you make can mean the difference between life and death.

Exhibitions set to dazzle Opening this summer at Yarrila Arts and Museum This holiday season, City of Coffs Harbour’s Yarrila Arts and Museum (YAM) will host two extraordinary exhibitions that promise to challenge, inspire and immerse audiences in worlds of imagination and meaning.

Mayor Nikki Williams said of the new exhibitions: “These are major solo exhibitions by two of the country’s most exciting contemporary artists, so it’s an incredible opportunity to host them here.” Like YAM’s previous exhibitions, Sea Monsters and Modern Guru, they are extraordinary, challenging and immersive”.

ESSSENSSSE, by multidisciplinary artist HOSSEI, transforms the gallery into a surreal underwater realm inspired by the minimalist sand dollar sea creature.

Visitors will step into an entirely blue space where ocean-inspired costumes float like marine life. This multi-sensory installation invites audiences of all ages and abilities to explore art beyond sight, with tactile elements, audio descriptions for blind and low-vision visitors, and Braille QR codes for navigation.

On 22 January, the exhibition will come alive in a theatrical performance featuring dancers and musicians, bringing HOSSEI’s fantastical creations into motion.

HOSSEI’s fascination with sand dollars – once believed to be mermaid currency – sparked the concept for ESSSENSSSE.

These delicate creatures, found along Australia’s coastline, symbolise harmony with nature’s rhythm, a theme woven throughout the installation.

Complementing this is CREATION

by Deborah Kelly, an artist whose internationally celebrated practice spans four decades. Through video, animation, collage, costume, ceramics, and dance, CREATION invites audiences into a queer, climate-conscious, sciencefiction-inspired religion that celebrates possibility and collective dreaming.

Kelly’s work is a vibrant call to imagine new futures, blending art forms into an immersive experience that is as playful as it is profound.

Both exhibitions underscore YAM’s commitment to accessibility and inclusivity, ensuring everyone can engage deeply with contemporary art. From sensory-friendly features to participatory performances, these shows offer more than visual spectacle – they create spaces for connection, creativity, and conversation.

Shaping the future of Park Beach A vision for vibrant coastal living

Park Beach will continue to shine as one of Coffs Harbour’s most vibrant precincts, with plans to maintain the area as a thriving destination for locals and visitors alike into the future.

The City has opened consultation to guide growth and investment in Park Beach to inform a Movement and Place Plan, enabling the precinct to evolve into a dynamic hub for living, working, and leisure to accommodate future growth of the LGA. Mayor Nikki Williams said the plan will aim to reflect the community’s aspirations: “Park Beach has evolved considerably in the past 10 years alone and further growth is expected.

We need to plan for that and also preserve and protect the things which people treasure about the area.”

The plan will consider a collective vision for the future of Park Beach and guiding principles to achieve that ambition, ideas for safer, more functional streets and more options for moving around, and for more diverse housing and other appropriate development.

It will include ways to celebrate Aboriginal culture and local stories, establish priorities for improving parks, community spaces, paths and

infrastructure; and outline strategies to avoid or manage natural hazards, such as flooding and coastal hazards.

“We want to hear from the community and stakeholders like local businesses, motels and entertainment venues about what should change, and what must stay,” City Sustainable Places Group Leader Luke Perry said.

“The plan will address a wide range of issues: How do we best position for more housing and more housing diversity, how do we make it easier to get around the area, and how might we grow the tourism potential of Park Beach.”

Community feedback will be crucial in the development of the plan, with surveys and workshops planned before it is presented to Council next year.

Park Beach is on the cusp of an exciting transformation – one that promises economic vitality, cultural vibrancy, and a lifestyle that celebrates the unique character of Coffs Harbour.

National spotlight on Yarrila Place Community hub takes top honours for public architecture Coffs Harbour’s landmark cultural and civic space, Yarrila Place, has been recognised on the national stage, taking out the Australian Institute of Architects’ National Award for Public Architecture.

This prestigious accolade celebrates the building’s innovative design and its role as a vibrant community hub.

Mayor Nikki Williams said the award is a proud moment for the city: “This is a fantastic achievement for our community, and the vision of the City of Coffs Harbour and the architects BVN who designed a statement, practical and unique building which has already become symbolic for Coffs Harbour.”

Designed by BVN Architecture, Yarrila Place combines striking contemporary architecture with functionality and inclusivity. The name ‘Yarrila’ means “illuminate” in Gumbaynggirr language, reflecting the building’s purpose as a beacon for learning and cultural exchange.

The judges praised the design for its openness and adaptability, noting how it integrates civic services, library facilities, museum spaces, and community meeting areas under one roof. Its layered façade and light-filled interiors create a welcoming environment that encourages engagement and celebrates Coffs Harbour’s identity.

Since opening in September 2023, Yarrila Place has become a destination for locals and visitors alike. It houses Yarrila Arts and Museum (YAM), which has already hosted major exhibitions, alongside flexible spaces for events, workshops, and performances.

The building also serves as the administrative heart of the City of Coffs Harbour, bringing together essential services in a central, accessible location.

Planning and Communities Director Ian Fitzgibbon said the award reinforces the importance of investing in spaces that enrich community life: “The community can rightly feel very proud of Yarrila Place which was officially opened by the Prime Minister of Australia.

“Delivered on time and on budget, this energised community hub is a focal point in Coffs as a place of learning, entertainment, culture, local history and community services.”

The project reflects a commitment to sustainability, incorporating energyefficient systems and materials that reduce environmental impact while ensuring long-term resilience.

Winning at the national level follows earlier success at the NSW Architecture Awards, where Yarrila Place also received top honours in the Public Architecture category.

Delivered on time and on budget, this energised community hub is a focal point in Coffs as a place of learning, entertainment, culture, local history and community services.

Protecting Coffs waterways Safeguarding five ‘critically important’ estuaries A new strategy has been launched to protect and enhance the health of the region’s waterways, ensuring they remain clean, resilient, and thriving for generations to come – with a new $2.18 million revetment wall at Park Beach and refurbished boat ramps at Melittas Street and Boambee East among a raft of proposed actions stemming from a comprehensive review of five key estuaries at Coffs Harbour.

The draft Coastal Management Program for the Central Coffs Estuaries sets out a comprehensive framework to manage and improve the coastal zone of Moonee Creek, Pine Brush Creek, Jordans Creek, Coffs Creek and Boambee/Newports Creek.

These waterways are challenged by key issues such as erosion and inundation, water quality, urban development, marine litter and pollution, loss of habitat and biodiversity, impacts on Aboriginal cultural heritage, and reduced opportunities for recreational access.

According to Mayor Nikki Williams: “These estuaries may not be as large as some of the others up and down the coast but they are very important to the community from an environment and recreational perspective.”

Developed in consultation with experts and the community, the program identifies key priorities, including reducing sediment and nutrient run-off, restoring riparian 34

vegetation, and improving stormwater management. It also outlines strategies to monitor water quality and manage natural hazards such as flooding.

City Planning and Communities Director Ian Fitzgibbon emphasised the urgency of action: “The coastal zone is a complex ecosystem and critically important to Coffs Harbour – environmentally, culturally, socially and economically – as it’s a major player in our tourism offering.”

The strategy includes collaboration with landholders, businesses, and government agencies to implement best-practice management.

Education programs will also play a role, encouraging residents to adopt simple actions – like reducing litter and using water-sensitive landscaping – that collectively make a big difference.

Community feedback was integral to shaping the plan, ensuring it reflects local values and priorities.

The next phase will focus on delivering targeted projects, such as riparian restoration and improved stormwater infrastructure, supported by ongoing monitoring and reporting.

The plan aligns with broader sustainability goals for the region, reinforcing the City's reputation as a leader in environmental management. And by investing in healthy waterways, the City is also investing in tourism, recreation and the well-being of its residents.

Confidence in numbers City delivers solid financial results The latest Financial Statements for 2024/25, endorsed by Council and audited by the NSW Audit Office, confirm the City remains in a healthy position despite economic pressures such as rising costs and interest rates – reaffirming the City’s commitment to responsible management.

“It should be reassuring for residents to know their City is in a sound financial position and on a stable platform to continue to deliver the 41 services that it does for the benefit of the community,” Mayor Nikki Williams said.

“That said, we need to understand the many challenges presented by a rapidly growing City and the substantial cost of infrastructure to keep pace with that growth – both in new works and in renewals.”

A headline result was an operating surplus of $81.833 million, attained from $295.498m of income against $213.665m in expenses (including depreciation and discontinued operations).

The City’s General Fund saw a net operating result surplus of $7.509m before capital grants and contributions.

This result reflects a 5 per cent increase in income and a 3 per cent increase

in expenses compared to 2023/24.

The Water Fund net operating result was a surplus of $2.973m, and the Sewer Fund had a net operating surplus of $7.144m (both before capital grants and contributions).

The City’s total assets increased in value by $132.8m last financial year to $3.3 billion. This was driven by an $84.316m increase to Infrastructure, Property, Plant and Equipment (IPPE) and $45.895m increase in investments.

“The City is in a solid financial position and that is desirable as local government generally faces economic headwinds, including through unfunded cost-shifting imposed on councils,” noted City Acting General Manager Andrew Beswick.

Among those contributing to the bottom-line result were the City’s Coastal Works, Holiday Parks and Reserves business units. The City’s airport lease arrangement was also a significant contributor.

The audited statements are available on the City’s website and published annually in The News of the Area, providing residents with full access to detailed financial information.

It should be reassuring for residents to know their City is in a sound financial position and on a stable platform to continue to deliver the 41 services that it does for the benefit of the community.

Plan to boost sport and recreation The City is setting the stage for a healthier, more active future with the development of a 15-year Sport and Active Recreation Strategy.

This ambitious strategy will provide a framework for upgrading and expanding facilities across the Local Government Area, ensuring they meet the needs of a growing and diverse community.

Mayor Nikki Williams said the work reflects the City’s commitment to always look at how we could be doing better: “Our population has moved past 80,000 and it’s going to continue to surge. That creates challenges for our infrastructure.

“Also, people’s needs and wants in the sport and recreation space are evolving.

“For those reasons we need to develop – in partnership with the community – a comprehensive longterm plan on where to next.”

The plan identifies priorities such as upgrading existing facilities to contemporary standards, developing new spaces to cater for population growth, improving connectivity between parks, trails, and community hubs, and supporting partnerships with sporting organisations and schools.

It also considers emerging trends, including the rise in women’s sport, demand for multi-use venues, and inclusive design for people with disabilities. Sustainability is a key focus, with water-efficient designs, renewable energy options, and shareduse facilities to maximise value.

The City has engaged Otium Planning Group, national specialists in sport, recreation and leisure planning, to assist in developing the draft strategy.

“This is the first step to help us discover how our sport and rec facilities might be best managed,” City Planning and Communities Director Ian Fitzgibbon said.

“Tell us what’s working well now, what could be better, and how we can best position for the future.”

The draft strategy will set out the priorities for our facilities and identify actions over the short, medium and long term – and is expected to go to Council around April next year, when the elected body may resolve to put it out for public exhibition and feedback.

Implementation will rely on a mix of City planning, available resources and external funding opportunities through NSW and Federal Government programs.

New rubberised flooring tiles will be placed across the stairs, landings and ground floor area to make our lovely Story Space safer for all.

The Story Space will close from Monday 5 January 2026 for two weeks and is expected to reopen on Monday 19 January.

Can I contact the City about seaweed management at my beach?

Seaweed washing ashore is a natural and important part of coastal ecosystems. It provides habitat for wildlife, stabilises sand, recycles nutrients, and even helps protect the shoreline from erosion. Most of the time, the City’s preferred approach is to let nature take its course, allowing seaweed to break down or be removed by tides and waves.

The City generally does not remove seaweed unless there are exceptional circumstances, such as when emergency access is blocked, public health is at risk, or there is no alternative for safe access during peak usage. In these cases, minimal relocation may be considered, but only after all other options have been explored.

If you notice a significant build-up of seaweed that is affecting access, safety,

or a planned event, you are encouraged to first visit the City’s website and look for the ‘Seaweed Management’ page, which includes frequently asked questions and contact details.

If that doesn’t answer your question, contact the City’s customer service centre for advice or to report an issue or use the City’s online contact form to submit your enquiry, including details about the location and nature of the seaweed accumulation.

What happens next? City staff will assess the situation based on established guidelines, considering environmental, social, and safety factors. If intervention is needed, it will be carried out in line with the Seaweed Management Procedure and relevant environmental approvals.

What’s the difference between identified and registered animals?

If you’re a pet owner in the City of Coffs Harbour, you may have heard the terms “identified” and “registered” when it comes to your dog or cat. But what do these terms actually mean, and why does it matter?

Identified animals An animal is considered “identified” when it has a microchip implanted. The microchip contains a unique number linked to your contact details in a central database. This means if your pet is lost or picked up by a ranger, it can be scanned and returned to you quickly. Identification is the first step in responsible pet ownership and is required by law for all dogs and cats by 12 weeks of age in NSW.

Registered animals Registration is the next step after microchipping. Once your pet is microchipped, you must register it with your local council. Registration involves paying a one-off fee and providing your pet’s microchip details, proof of desexing (if applicable), and your contact information. Registered animals are entered into the NSW Pet Registry, which helps councils and authorities reunite lost pets with their owners and manage animal welfare in the community.

If you’re unsure about your pet’s status, check with your vet or contact the City of Coffs Harbour for guidance. Keeping your pet’s details up to date is the best way to ensure their safety and your peace of mind.

What can be done about abandoned shopping trolleys?

Abandoned shopping trolleys are more than just an eyesore. They can block footpaths, create hazards for pedestrians and vehicles, and even harm our local environment.

The City recognises that abandoned trolleys are a shared problem, and we’re committed to working with retailers and residents to find a sustainable solution.

Here’s what we’re doing in response to ongoing concerns: 1. Engaging retailers: We are communicating with major retailers to remind them of their responsibilities for containing and promptly retrieving their trolleys.

2. Compliance action: Our staff will initiate compliance action whenever abandoned trolleys are noticed or reported. This includes working with major retailers to ensure timely removal and, where necessary, taking further steps to address repeat issues.

3. Raising awareness: We raise public awareness about the impacts of trolley dumping and encourage responsible behaviour by making it easier for everyone to report abandoned trolleys.

How you can help: • Report abandoned trolleys using Trolley Tracker (Report a Trolley at trolleytracker.com.au or call 1800 641 497), or by contacting the retailer directly.

• If a trolley is not removed in a reasonable timeframe, please report it to the City on 02 6648 4000, email coffs.council@chcc.nsw.gov.au, use our online form, or report via Snap Send Solve.

Woolgoolga Library will temporarily close for a major refurbishment The City of Coffs Harbour has received a grant from the State Library of NSW for a major refurbishment of Woolgoolga Library that will modernise and brighten up this much-loved community space.

To make this happen, the library will close at 12pm Saturday 3 January until 15 March 2026.
