Hello Cibolo
W
e are all excited that the school year is here and the kids have been home to enjoy the break with their families. We have had many fun events planned for our youth through the Cibolo Summer Nights event series that included a fishing tournament in June, a luau and outdoor movie hosted by the Cibolo Family YMCA in July, and concluded with our most-popular Splash Zone event in August to help beat the Texas heat. I am also very excited about the advancements city staff is making towards recruitment and staff organization as well as overseeing the Cibolo Valley Drive Reconstruction Project, which is on schedule to be finished by August 2023. FM 1103 is coming along slower than we would like, but we are seeing steady progress as TxDOT works to widen the road to five lanes and add storm sewers, bike lanes, and sidewalks on
both sides. As budget season approaches, we will be looking to determine what residential property tax relief measures can be implemented to help our citizens through these challenging inflationary times. I recently attended the International Council of Shopping Centers (ICSC) Conference to visit hundreds of retailers about opening new locations in Cibolo. We are excited to welcome more great options near our new Cibolo H-E-B and WalMart. As our infrastructure improves along our major thoroughfares, we are seeing more and more exciting shopping and dining opportunities looking our way. We are now in a great position to capitalize on these opportunities so they do not pass us by as we saw in past years. I am very happy about where we are currently as a thriving city and extremely excited about our future as we continue to shape Cibolo into the best city in South Central Texas to live, raise a family, and retire in!

The 2023 Comprehensive Plan is currently underway

n today's rapidly evolving world, it is crucial for communities and regions to have a clear vision and a roadmap for their future development. A comprehensive plan serves as a powerful tool in shaping the growth, prosperity, and sustainability of a locality. The decision to update the 2016 comprehensive plan stems from the recognition that communities are dynamic and continuously evolving. By updating the comprehensive plan, it allows for a fresh assessment of the current landscape, reevaluation of goals and strategies, and incorporation of new insights and priorities that have emerged since the previous plan was developed. This ensures that the community remains proactive and responsive to the evolving needs and aspirations of its residents, while also aligning with emerging trends and best practices in planning. Ultimately, the decision to update the comprehensive plan reflects a commitment to ongoing improvement, adaptability, and sustain-

TOWN CREEK DRAINAGE & CIBOLO VALLEY DRIVE RECONSTRUCTION PROJECT
TOWN CREEK DRAINAGE PROJECT The construction of the Town Creek Drainage Project is underway! The 550-foot bridge has been completed and will allow all-weather access to the south part of Cibolo through Town Creek. The project also includes the construction of a two-lane roadway, underground drainage structures, curbs, sidewalks, and bike lanes. As part of the construction process, traffic detours will be implemented to ensure the safety of motorists and workers. These traffic restrictions and detours are necessary to facilitate the construction activities and ensure the smooth progress of the project. We understand that this may cause temporary inconveniences, but we assure you that every effort will be made to minimize disruptions and complete the work in a timely manner. Late Summer 2023: • Installation of wall foundations leading to the bridge • Storm drainage improvements • The Town Creek Drainage Project continues within budget and on schedule. • Estimated Completion Date: December 2023
CIBOLO VALLEY DRIVE On August 1, 2022, work began on the $8.1M Cibolo Valley Drive Reconstruction Project. This project’s expenses are being covered by the Street Maintenance Tax, which is a portion of the sales tax and not the property tax that is designated for road maintenance within the city limits. From the installation of our most recent foundation pavement to the upgrading of curb and gutter concrete and moisture barriers, every step of the process brings us one step closer to the finished product. Landscapers will bring aesthetic upgrades to key areas along Cibolo Valley Drive. This project has been highly anticipated throughout our community, and we are thrilled to give our main thoroughfare the attention it deserves.

Why is Cibolo Redistricting?
T
he City of Cibolo began the redistricting process based on the results of the 2020 Census. Redistricting is the process of redrawing electoral district boundaries to ensure that each district has roughly equal population representation. During the November 2021 election, Cibolo voters approved to amend City Charter to change from seven (7) single-member districts to four (4) single-member districts and three (3) at-large members. Due to the City’s rapid growth and development, the redistricting process will fulfill the requirements of the US Constitution and Federal Law, which state that districts must contain roughly equal populations. Redistricting is of paramount importance in maintaining fair representation, protecting voting rights, and upholding the democratic ideals of equality and inclusivity. By periodically redrawing district boundaries to reflect changing populations, redistricting ensures that political power is distributed fairly and that all citizens have an equal opportunity to participate in the electoral process. At City staff’s recommendation and after a thorough interview process, City Council awarded the Professional Redistricting Consulting Services contract to Bickerstaff Heath Delgado Acosta, LLP. The expense was included in the adopted FY23 budget.
THE CHARTER AMENDMENT INCLUDED SPECIFIC TRANSITIONAL LANGUAGE: Upon the release and acceptance of the 2020 Census, but no earlier than November 15, 2022, the City shall appoint a demographer to develop the new four districts for the City, which will need to be approved by the City Council. The four Council members elected in November 2021, will continue to serve the Districts that were in place at the time of their election. The three Council members elected in November 2022 will continue to serve the Districts that were in place at the time of their election. In November 2024, elections would be for newly created Districts 1 and 4 and at-large council districts 5 and 6. In November 2025, elections would be for newly created Districts 2 and 3 and at-large council district 7 and Mayor.

In this edition of the inCibolo Magazine, we are delighted to introduce you to Stephanie Whitson! Through a partnership with the Comal County Senior Citizens Foundation, Stephanie has been the Program Coordinator for the Cibolo Senior Program since its establishment in January 2022. Stephanie has successfully nurtured the program and now has just under 250 members. Through her tireless efforts, Stephanie engages with various community partners and organizations to enrich the experiences of our active members. She has brought a diverse range of activities to the program, including invigorating yoga sessions, entertaining weekly bingo games, spirited chair volleyball matches, and the popular line dancing sessions with Demetrio. Fun Facts: • Stephanie was an elementary school teacher at SCUCISD for 5 years! • She loves to travel! One memorable vacation was a visit to Ireland with her son and daughter to honor her late husband. • She enjoys being outdoors and trying new restaurants. We extend our heartfelt gratitude to Stephanie for her invaluable contributions to our community. Her efforts have brought joy, engagement, and enrichment to the lives of our seniors, promoting a healthier and happier community for all. DID YOU KNOW? TALL Grass & Weeds Grass and weeds are not allowed to grow in excess of 12 inches on any property, whether vacant or occupied. The City may issue a notice to the property owner requesting the property be mowed or cleared. (Ordinance 930)
ILLEGAL DUMPING It is against city ordinance to dump brush, furniture, appliances, or other items at the front curb outside of the city's scheduled pick-up times or on vacant lots, rights-of-way, easements, or other prohibited disposal sites. As part of the City of Cibolo's agreement with Republic Services, twice-yearly household waste drop-off events are hosted at City Hall to safely dispose of these unneeded items. (Ordinance 1233)
ILLEGAL signs It is a violation to place, post or erect any sign on a utility pole, street sign, or in the public right-of-way. This includes garage sales and advertisement signs. Bandit signs are hereby declared to be abandoned trash at time of posting and may be removed and discarded without notice. (Ordinance 1188)

FIRE SAFETY TIPS ON FIRE SAFETY FOR THE SUMMER MONTHS • Make sure to set up your gas and/or woodfire grills away from your house and not close to your back porch or in the garage. • Many new electric grills can still cause fires after you turn them off, so unplug them after you’re done cooking. • Texas summers can get hot but make sure not to overload your electrical outlets at home with cooling appliances. This can cause the plug in the wall socket to overheat and potentially cause a fire.
• While we all enjoy the 4th of July, fireworks are prohibited in the city limits as they can cause grass fires. If you need to dispose of fireworks, please take all unwanted/unused fireworks to your nearest fire department. • Remember to drink plenty of water when working or playing outside. In Texas heat, it is easy to become dehydrated or get heat exhaustion. • Your local fire department offers free fire inspection service, so if you suspect that you need to change out your smoke detectors, give us a call on our non-emergency number.

In more than 80% of vehicle burglaries reported, the vehicle was unlocked. Any valuable items, including laptops, cash, identification documents, garage door openers, weapons, and the car itself, are sought after by thieves.
