Additionally, registration forms can be mailed to you by calling City Hall at 636.537.4000. The deadline to register for this election is March 9.

Chesterfield Community Center We are excited to announce that the City will soon be opening a 20,000 square foot Community Center in the 2nd floor of Chesterfield Mall. The space will focus on senior activities, but will serve all residents of Chesterfield through a variety of programs. It is the same location as the previous St. Luke’s vaccination site and includes restrooms and multiple meeting rooms.

We have outgrown the available spaces at City Hall and look forward to hosting additional senior programs including bingos, speaker series, lunch and learns, classes, health screenings and many other activities at the new space. We hope you can stop by in the spring!

THE CHESTERFIELD CITIZEN Proposition U What is it, what are the relevant facts and history surrounding the upcoming ballot issue? The term “use tax” is just another way of saying sales tax, however, the sale does not take place at a physical location. Therefore, purchasers are charged a “use tax” based on where they use or receive the item purchased from an out-of-state retailer.

The reason this is coming about is that a loophole was created in the tax laws first in 1967, and then re-affirmed in 1992, when the Supreme Court ruled in Quill Corp. versus North Dakota that sales tax could not be collected/imposed on purchases made from out-ofstate vendors. For a sales tax to apply, the retailer had to have a significant physical presence in that particular state. This originally created an advantage for catalog purchases, and subsequently for online sales. This probably was not tremendously impactful in 1992 when there was relatively little online shopping.

With the tremendous increase in e-commerce (even more so with COVID), the disadvantage it creates for local brick and mortar stores has become very significant. This consequence extends to local governments that depend heavily on sales tax revenue to pay for police, parks, public works, etc. Unlike many cities, Chesterfield receives no property tax, and is heavily dependent on sales tax revenues.

What happened In its 2018 decision of the South Dakota versus Wayfair case, the Supreme Court overturned the 1992 Quill decision, which closed the loophole and again allowed

states and local governments to impose what is called a “use tax” on out of state purchases. This Supreme Court decision cleared the way for state governments to provide enabling legislation applicable to their respective states. Missouri was the very last state in the union to pass what was called “Wayfair” (Senate Bill 153) legislation. This legislation was sponsored by State Senator Andrew Koenig, who coincidentally happens to be one of the senators representing a portion of Chesterfield. Senator Koenig is a well-respected public servant and is thought to be among the most conservative members of our legislature.

Local Voter Approval Needed In order for a “use tax” to be imposed on out-of-state purchases, a ballot measure must be passed locally for the municipal taxes and a separate ballot for the county-wide taxes. The Chesterfield ballot will be labeled Proposition U (associated with existing Parks ½ cent and Capital Improvement ½ cent taxes) and I understand that the St. Louis County ballot measure will be labeled Proposition C. The county ballot would be applicable to the existing county-wide taxes, from which Chesterfield would receive a proportionate share based on population. If the ballot measures obtain voter approval, the earliest effective date would be January, 2023. Regardless of the passage of either ballot, the state portion (4.225%) has been and will continue to be in effect. The sales tax rates will remain the same, but out of state purchases would become subject to existing rates

THE CHESTERFIELD CITIZEN of local sales taxes. Consumers would pay the same sales tax, whether it be from a local store or an out-of-state vendor.

Accessible Curb Ramps

Each year the City of Chesterfield uses Community Development Block Grant (CDBG) funding from St. Louis County to construct curb ramps that are compliant with the Americans with Disabilities Act (ADA). Over the last five years the City has replaced 93 curb ramps through this program, at no cost to City residents. This year the City will use CDBG funds to replace curb ramps within the Westfield Farm and Highcroft Estates subdivisions. The City of Chesterfield maintains an ADA Transition Plan which includes data on all sidewalk and curb ramps located within the City of Chesterfield. When any project is constructed that abuts a curb ramp, that ramp is reconstructed (if necessary) to comply with current ADA requirements. The City of Chesterfield reconstructed 41 curb ramps in 2021.

State law prohibits government from expending resources to advocate for or against ballot measures, but I am allowed to inform and educate voters in order that you may make your own decision as to if or how you will vote on the upcoming ballot measures.

The Missouri Chamber of Commerce, Missouri Retailer’s Association, and Chesterfield Regional Chamber of Commerce, have voiced their support in favor of the use tax ballots, and as you can see, I have devoted the entirety of my Mayor’s message to the subject.

Green Team Honors Vic Jost of Jost Greenhouses and Paul Wight of Remains, Inc., textiles recycler, received Green Team honors by unanimous vote of the Chesterfield Citizens Environmental Advisory Committee (CCEAC). In order to be “Green Teamed,” a person must be distinguished in their outstanding or innovative environmental efforts. They must have educated or facilitated change by either the reduction, reuse or recycling of solid waste materials destined for landfills or they must have helped enhance native/natural world conservation. Mr. Jost donated nine flats of native flora for the Butterfly-Pollinator Garden at The First Baptist Church of

Chesterfield. This further enabled a Children’s Garden through the Butterfly House and enhanced numerous other established Butterfly-Pollinator Gardens here, distinguishing Chesterfield. Mr. Paul Wight, although a ‘Green Team’ Member since the mid-90’s for establishing textiles recycling and educating about textiles recycling, has participated in 25 years of annual recycle drives here with Remains, Inc. Imagine the tonnage of textiles, shoes, etc., diverted from landfills! These gentlemen get their awards at Quarterly Education Presentations of the CCEAC. Mr. Wight received his at the January 20, 2022 presentation of Republic Services’

Recycling Presentation! Mr. Jost will be acknowledged at a Quarterly Education Presentation in May called, “Garden for Wildlife Month”. This event is to be held on May 4, 2022 at City Hall!

THE CHESTERFIELD CITIZEN Registration for the 2022 Chesterfield Police Department’s Safety Town Program Online Registration for the Chesterfield Police Department’s 2022 Safety Town Program will begin at 8:00 a.m. on Wednesday, March 9 on the City’s website (https://www.chesterfield.mo.us/safety-town. html). Walk-in applications will also be accepted at City Hall beginning at 8:00 a.m. on the same date.

Preference will be given to applicants who have not previously attended Safety Town.

Safety Town is a nationally recognized preschool safety program which teaches four to six year-olds about a wide variety of safety issues, including 911/ police, fire safety, animal safety, bicycle safety, water safety, school bus safety, playground safety, and stranger danger. The program includes classroom activities, as well as outside hands-on activities in the miniature Safety Town city. The program is hosted and staffed by the Chesterfield Police Department. The program consists of six, two-week sessions running from June 6-July 22.

Safety Town is one of the Chesterfield Police Department’s most popular programs. In addition to commissioned Police Officers, the Safety Town Staff includes teen counselors from area middle and high schools who volunteer and assist the Police Officers in leading the program. We are currently accepting Volunteer Applications at the Chesterfield Police Department, through your school SRO/ESRO, or online at https://www.chesterfield.mo.us/safety-townvolunteers.html.

Volunteers Needed Volunteers are needed as instructors for this program.

Volunteers must be at least 12 years old. They will be working along side Chesterfield Police Officers in teaching the preschoolers about safety. Each Volunteer will be responsible for managing four to six preschoolers during class instruction, play time, snack time, and coloring time.

Volunteers must be willing to commit to a full twoweek session. Their presence will be required Monday through Friday from 9:00 a.m. to 3:30 p.m. Lunch will be provided. Anyone who volunteers will receive 60 community service hours.

All of the Safety Town sessions for 2022 will be held at Chesterfield Community Church, located at 14647 Ladue Road in Chesterfield. All COVID-19 restrictions

THE CHESTERFIELD CITIZEN Chesterfield Ward Boundaries The City of Chesterfield received notification from the 2020 U.S. Census regarding population growth. The total population for the City of Chesterfield, as calculated by the 2020 Census, is 49,999.

As a result of the Census, the City is required to revise ward boundaries to create wards that are substantially equal. The City of Chesterfield approved updated ward boundaries on November 15, 2021. Below is an image demonstrating the update to the ward boundaries.

Did you know the City of Chesterfield will soon be accepting and maintaining recently constructed public streets from the Grand Reserve subdivision and the Fienup Farms subdivision. This will result in the City of Chesterfield maintaining 183 miles of public streets. Additionally, the City maintains over 260 miles of public sidewalk. All streets and sidewalks are inspected and rated on a three-year cycle. THE CHESTERFIELD CITIZEN The Second “First Lady” of Missouri Written By: Ann Chrissos France acquired the territory of Louisiana from Spain in October 1802. This was six months after Nancy Opie Ball’s birth in Virginia; both events impacted Missouri’s history. That led to the purchase of Louisiana by the United States, which culminated in Missouri statehood in 1821. Nancy became a resident of Missouri during its territorial days and its second first lady after statehood.

Alexander McNair, the first governor of Missouri, had been appointed to the position.

When he decided not to run for election at the end of his first term, the way was left open for Frederick Bates to run against William Henry Ashley, McNair’s lieutenant governor. Bates was elected as the new state’s second governor and his wife, Nancy Opie Ball Bates, became the second “First Lady” of Missouri. Forty-one-year-old Frederick married sixteen-year-old Nancy on March 4, 1819. They had three children in quick succession. Caring for their children and helping to run their Thornhill estate in Bonhomme (Chesterfield) occupied all of Nancy’s time and energy. Consequently, her role as “First Lady” was more form than function.

Nancy’s father was Reverend (Colonel) John Smith Ball (1773-1849) and her mother Nancy Opie Ball Bates, wife was Anne Nancy Opie (1779-1848). Ball, a Virginian, was a veteran of the War of of Governor Frederick Bates.

Portrait is from First Ladies of 1812. He commanded a Virginia regiment at Fort McHenry, near Baltimore, when Missouri: Their Homes and it was bombarded by the British. When the war ended in 1815, he moved his family Their Families by Jerena East to Bonhomme, Missouri where he settled on the present-day site of the Nooning Tree Giffen, 1996, 1970.

Subdivision. *His daughter, Nancy Opie Ball, born April 19, 1802 in Lancaster County, Virginia, was raised as an only child. Her sole sibling had died in infancy. Nancy was 13-years-old when she made the hard journey from Virginia to Missouri with her parents. Three years later, Nancy married the Ball’s neighbor, Frederick Bates, and moved across Olive Street Road to Thornhill.

Several years prior to his marriage, Bates had purchased approximately five-hundred acres of land from John Lewis and another five-hundred adjoining acres from Ezekiel Rogers (present day Faust Park). Some sources claim Bates had a four-room, two-story house built on the Lewis site. According to historian David Broman, however, the house had been built and lived in by Lewis. Bates added the east and west wings sometime before 1820. Bates’ land acquisition also included a barn, cleared land for crops, fruit orchards, an icehouse and a wood shed. Since Bates’ time and energy were devoted to the Territorial Government of Missouri, he needed someone to work his land. In 1812, against his mother’s counsel, he purchased a slave family – a father, mother and one child. A few years later, he acquired a slave blacksmith named Ben from his brother Edward. Thornhill prospered from the labor of these four slaves. All of Bates’ children were born at Thornhill. On January 5, 1820, Nancy gave birth to their first child, Emily Caroline. Their son Lucius Lee Bates followed fourteen months later on March 18, 1821. Their third child, Woodville, was born on February 1, 1823 and on his third birthday, February 1, 1826, his brother Frederick, Jr. was born.

Bates purchased three more female slaves to help Nancy with the house and children. When the first three children were ages four, three and one, their reclusive father won the election for governor of Missouri. Their quiet, retiring mother became the second “First Lady” of Missouri.

There is no evidence of any social affairs of state during Bates’ brief tenure as governor (August 1824-August 1825). Entertaining appears to have been restricted to family and friends. However, the Bates’ purchase of a complete set of fancy Staffordshire white china with dark blue geometric designs suggests an expectation of future social events. An opportunity presented itself when General Lafayette, a hero of the American Revolution, decided to visit St. Louis in April of 1825.

THE CHESTERFIELD CITIZEN The City’s elite residents encouraged Governor Bates to host a welcome dinner. Bates refused. He claimed the State Legislature had not appropriated funds for entertaining foreign dignitaries and he already had made plans to visit friends out of town. However, Bates was conscientious about performing his other gubernatorial duties. To get from Thornville to St. Charles, the state capitol, he would ride his horse down the bluff behind his house where he took the Lewis Ferry across the Missouri River. He would disembark about three miles from the statehouse and a carriage would be waiting to take him the rest of the way. Nancy was left behind to care for their children and the estate. Sometime between April and August, 1825, Bates developed pleurisy, an inflammation of the lining of the lungs, which took his life on August 4, 1825. Nancy, three months pregnant with their fourth child, was left a large estate to manage. The latter included 100 head of stock, a 280-volume library and several slaves as well as 1000 acres of land. Nancy continued to live at Thornhill until 1840, but her children did not. Her brother-in-law, Edward Bates**, took the children to his house, New Trail, in Dardenne Prairie. He believed he could do a better job of raising and educating them, than a single mother could.

On February 3, 1831, Mrs. Frederick Bates married Dr. Robert C. Ruby. In the next eight years Nancy gave birth to four more children: Caroline Carrie (1833- ?), Nancy Opie (1835-1905), John Ball (1837-1862), and Robert Ashley (1838-1847). Then disaster struck again. Dr. Ruby died of a spastic colon on May 30, 1839.

The next year Nancy moved to the city of St. Louis and left Thornhill to Bates’ sons. They lived there until the last one died in 1898 and the farm was sold. Nancy died in St. Louis on March 16, 1877 at the age of 75. She is buried in the cemetery at Thornhill near her first husband, Frederick Bates.

Sidewalk Projects

The City of Chesterfield will manage two sidewalk replacement projects in 2022. The first project (Project A), will address sidewalk deficiencies in the following subdivisions: Sycamore Place, The Courts, Forest Meadows and Wilson Farm Estates. The second project (Project B), will address isolated sidewalk deficiencies throughout the City including those reported through the “Report a Problem” function on the City’s website which can be found here https://www. chesterfield.mo.us/report-a-problem.html.

THE CHESTERFIELD CITIZEN Proposition U is on the Ballot April 5 The Chesterfield City Council has placed PROPOSITION U on the April 5 ballot, allowing residents to vote to close the tax loophole that was created in 1967. If passed, Proposition U will require all out-of-state retailers to remit the exact same sales tax as Missouri retailers already do. Missouri was the last state in the union to address this issue when the legislature addressed the problem in 2021. To be absolutely clear: If Proposition U is approved by voters in April, the exact same sales tax rate that is currently charged on any purchase from a local retailer, would also be applied to out-of-state retailers.

Not more, not less. Exactly the same local sales tax that you pay at the store today!

Any purchases from a Missouri retailer will be wholly unaffected. Missouri retailers currently remit sales tax for any purchases outside of Missouri, but outof-state retailers are not required to collect Missouri sales tax, which results in higher sales taxes for local retail goods. The Missouri Retailers Association, The Missouri Chamber of Commerce, and The Greater Chesterfield Chamber of Commerce all support passage of the use tax, sometimes referred to as Wayfair.

The history of how this loophole evolved goes back to 1967, when a Federal Court ruled that catalog purchases from out of state retailers would not include collection of sales taxes (National Bella Hess V Illinois Department of Revenue). That created a growing disadvantage for brick and mortar retailers as catalog

sales transitioned into online sales, now consisting of up to 22% of all retail purchases and growing rapidly.

The second issue involves the declining sales tax revenues for local taxing agencies, like the City of Chesterfield, as out-of-state sellers avoid remitting sales tax to agencies in the State of Missouri. In 2021, the State of Missouri became the absolute last state in the United States to adopt legislation to eliminate this loophole. Since 2014, the City of Chesterfield has lost more than $4.7 million in total revenues. Fortunately, voters approved County Proposition P in 2017, which has partially offset this revenue loss by roughly $2.6 million, still leaving Chesterfield with $2.14 million less net revenue than it received in 2014. This revenue loss has occurred despite significant growth throughout the City which comes with increased demand for public services; police, public works, and parks.

If Proposition U is approved, proceeds would serve to preserve and sustain the City’s law enforcement capacity as well as to support our local parks programs. Police and Parks operations are a priority for the City of Chesterfield and the costs to provide those critical services have increased significantly.

The passage of Proposition U would assist in offsetting the actual revenue losses.

International Earth Hour

International Earth Hour is for individuals, families, businesses, and communities, locally and globally, for one hour on March 26 from 8:30 p.m. – 9:30 p.m. to turn off non-essential lights. This is for consideration of nature and commitment to it. Consider how lights impact our planet and the life on it, especially at night. Check out the Chesterfield Citizens Environmental Advisory Committee (CCEAC) page on the City’s website for the ‘International Earth Hour’ flyer for family fun and youth-centered activities! THE CHESTERFIELD CITIZEN Who is Knocking at my Door?

The arrival of nicer weather often means an increase in solicitors – individuals or groups going door-to-door to sell items or services or request donations.

While this activity is legal in Chesterfield, solicitors are required to obtain a permit. Charitable and religious organizations, as well as political canvassers, are exempt from this requirement.

If someone knocks on your door with something to sell or a cause to promote, you have the right to ask to see their permit, which is a one-page document typed on official City of Chesterfield letterhead, and has the City’s raised seal affixed to the document. If they are unable produce a permit, you are encouraged to report the person(s) to the police department at 636.537.3000.

“No Solicitors, No Peddlers” stickers are available free of charge at City Hall or you can call the Customer Service Center at 636.537.4000 and request that a sticker be mailed to you.

City Speed Bumps

Did you know? Like most cities, the City of Chesterfield does not install speed bumps. Speed bumps are effective at slowing traffic in the immediate vicinity of a speed bump. However, they are ineffective at reducing overall speed and cause a number of maintenance problems. Additionally, their use is opposed by emergency response personnel, including police and fire.

DEA National Drug Take Back

Each year the Chesterfield Police Department participates in the Drug Enforement Administration (DEA) National Prescription Drug Take Back Days in the spring and fall. These events aim to provide a safe, convenient and responsible means for the disposal of unwanted/unneeded prescription medications, while also turning the public spotlight on the potential for abuse of these medications.

The fall DEA National Prescription Drug Take Back was held on October 23, 2021 and the Chesterfield Police Department collected and properly disposed of 171.5 pounds of unwanted/unneeded prescription medications.

This year’s spring DEA National Prescription Drug Take Back Day will be held on Saturday, April 30 at both the Chesterfield Police Station (690 Chesterfield Parkway West) and Clarkson Valley’s City Hall (15933 Clayton Road) from 10 a.m. - 2 p.m.

For each event, we will only accept prescription medications (nothing over the counter, please). We will not accept liquids, inhalers/aerosols, needles of any kind, or dietary supplements. All medications collected will be incinerated so there is no need to remove labels.

The department is now participating in the Drug Enforcement Administration (DEA) sponsored prescription drop box site program as well. This program allows Chesterfield citizens the option of dropping off their unused medication at our City Hall/police station lobby. The program provides an environmentally safe, accessible, alternative for unused drug disposal. A secure metal disposal box was installed allowing individuals to simply place the medication inside. THE CHESTERFIELD CITIZEN Little Free Library in Central Park On December 11, the Mary Hempstead Lisa Chapter and the Chesterfield Parks, Recreation & Arts department collaborated on the installation of a free book collection service called the “Little Free Library”.

Little Free Library is a worldwide non-profit organization that has libraries in over 100 countries. Elisa Leighton, the Chapter Librarian of the Mary Hempstead Lisa Chapter, NSDAR (National Society Daughters of the American Revolution) is the leader of this new service.

Elisa initially learned about this project back in 2017 when she heard about other DAR (Daughters of the American Revolution) Chapters building libraries. With the pandemic, they delayed starting the project, but they are happy that it has finally come to fruition.

One of NSDAR’s main goals is to promote education.

Because of this, literacy promotion and education are actively encouraged. The goal behind the library was to provide a place in the community where children and adults could have access to reading materials and Central Park became the perfect place. When you come to Central Park, the stand is located south of the playground.

The chapter has provided books for all ages. The hope is that children will find books they like that will help grow a love of reading and learning, but they also realize that adults will be at the park watching over their kids. The Chapter wanted to reach the entire community and connect people to their neighbors through books.

The goal is that the community will help keep the books stocked, but the Chapter also has a supply of books that are ready to be placed in the library to

keep it full. In fact, since the library has been open, Elisa has already gone back to refill the library. It is good to see the library getting some use even in these colder temperatures. Elisa is thrilled that the public has been embracing this project.

If you are willing and able, please feel free to donate a book in the library directly.

The Chapter is checking the supply, but also the content of the books.

If any parent is concerned about the content, just look for the Mary Hempstead Lisa sticker. That means it is one that was approved and donated by the Chapter.

Other books are welcomed and encouraged, but if the sticker is not there, that means the Chapter did not donate the book and may not have had the chance to review the contents just yet.

If you want to find more Little Free Libraries, you can search on littlefreelibrary.org. They have a world map of all the libraries and some of them tell you more about the people who placed the library. This is the only library we have placed ourselves, but you are welcome to look for more in your community. Schoettler Road Asphalt Overlay

In 2022, the City of Chesterfield will manage an asphalt overlay on Schoettler Road. This project will not change the configuration of Schoettler Road, but it will create a new driving surface and replace areas of failing curb. This project is currently scheduled for the summer of 2022.

THE CHESTERFIELD CITIZEN 2022 Concrete Slab Replacement The City of Chesterfield will manage two concrete slab replacement projects in 2022. These projects will replace approximately 34,300 square yards of concrete slabs on 16 different residential streets.

Residents adjacent to the planned replacement areas, along with subdivision trustees, will receive project notification by mail. All or portions of the following streets are scheduled for concrete slab replacement in 2022:

Vector Control Soon it will be spring, and the wet and warmer weather will bring us many of the things we love. Unfortunately, it will also bring about the return of mosquitoes. You can reduce the mosquito population by ensuring there are no areas of standing water around your home, which allows the mosquitoes to breed. Eliminating these areas is the single most effective means to reduce the mosquito population.

In the City of Chesterfield, problems with mosquitoes are addressed via contract by St. Louis County Vector Control. St. Louis County Vector Control professionals provide both larviciding and adulticiding services within the City. Larviciding is conducted by treating known mosquito breeding sites with EPA registered mosquito larvicide. Adulticiding is accomplished by spraying using truck mounted Ultra-Low Volume (ULV) machines.

Residents that maintain beehives, or do not want their property sprayed for other reasons, are able to request that their property be placed on a “No Spray” list. Additionally, residents can request to be notified via email when St. Louis County Vector Control will be spraying in their area. Those who wish to be contacted via email, or to be placed on the “No Spray” list, can do so by contacting St. Louis County Vector Control at 314.615.0680.

Residents may also contact the Vector Control “Spray Hotline” (314.614.4BUG) to find the location of where adulticiding (spraying) will occur that evening/night.

THE CHESTERFIELD CITIZEN Proposition U Goes on the Ballot What is Proposition U? The local use tax is essentially applying the same sales tax rate on out-of-state purchases. If approved, the local use tax rate will mirror the local sales tax rate.

What’s the difference between a sales tax and a local use tax?

Local brick-and-mortar stores are currently required to collect sales tax, while a local use tax would be charged for sales from out-of-state vendors. The rate of the local use tax is identical to the sales tax that they are currently avoiding, resulting in exactly the same amount being charged for local and out-of-state retailers. Sales and local use taxes CANNOT be applied at the same time.

The use tax simply requires out-of-state retailers to pay the same sales tax as a local business.

What happens if Proposition U passes?

The City does not levee a property tax.

Chesterfield receives no property tax revenue whatsoever. Sales taxes are the City’s primary source of revenue.

However, in recent years more and more sales have shifted to online from out-of-state vendors. Current estimates indicate online sales make up 22% of all purchases, and that number is expected to continue to grow in future years. A local use tax will help ensure that the City is able to keep a balanced budget in future years. Proceeds from Proposition U will sustain and preserve law enforcement and parks operations.

What happens if Proposition U fails?

The same law allowing the local use tax collection also gradually reduces another existing revenue source for the City - cable franchise fees. That is the fee you pay on your bill for cable services. Between this and the loss of sales tax revenues as online shopping continues to grow, the erosion of revenue will challenge the City to maintain current service levels. Furthermore, local brick and mortar business owners and stores will continue to be disadvantaged because they have to charge a higher rate of sales tax for the exact same consumer goods purchased online.

What will this issue look like on the ballot?

The ballot language is set by the state and will contain the following language: “Shall the City of Chesterfield impose a local use tax at the same rate as the total local sales tax rate, provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action?”

Do Other Cities Have a Local Use Tax?

Approximately half of all Missouri cities with populations of 2,000 or more already have a use tax in place. Chesterfield is one of many St. Louis entities placing a use tax on the ballot this year. For example, St. Louis County, Ellisville, Ballwin, Manchester, and Town & Country are each bringing this issue to voters on April 5. If approved by voters, Chesterfield will join more than 200 Missouri cities that currently impose a use tax, including the cities of O’Fallon, Brentwood, Clayton, Crestwood, Des Peres, Hazelwood, Kirkwood, University City, Maplewood, and Frontenac.

While not an actual scuba certification, during a Discover Scuba Diving experience you’ll learn how to use scuba equipment in shallow water and get a quick and easy introduction to what it takes to explore the underwater world. You’ll use all the basic scuba gear including a mask, snorkel and fins, a buoyancy compensating jacket that also carries your scuba tank, a scuba regulator to breathe from and instrumentation to monitor depth and air supply. You might also wear a scuba wetsuit.

Mini Crocs is a program for kids ages 4-6 with an interest in joining the Chesterfield Crocs Swim Team.

Young swimmers can gain skill and confidence by joining the pre-team program, an extension of the swim team, before joining the Crocs. All swimmers will be assessed during their first week of practice. Mini Crocs must be able to swim half the length of the pool unassisted without stopping and/or grabbing the wall during practice. We do not expect your swimmer to have the perfect stroke, this requirement is a safety precaution.

Central Park • All Ages • Free The Storybook Walk at Central Park provides an outdoor education adventure through Central Park.

This new addition to Central Park is a great way to engage families in health, literacy and environmental awareness. The walk consists of 18 stations around the Central Park lake. Each station consists of two pages out of a child’s book handpicked by staff from the St. Louis County Library. The route starts at the front end of the Central Park playground and wraps around the lake. After you complete your walk, be sure to stop at the Library to check out other fun and exciting books.

MAY’S GARDEN FOR WILDLIFE PRESENTATION City Hall Chambers • All Ages • Free Join us in the City Council Chambers from 6:30 p.m. – 8 p.m. on Wednesday, May 4, 2022, to learn about gardening for wildlife, our butterflies and pollinators. We still need three interested participants from each ward of our City who will receive a ‘native flora for butterfly-pollinator gardens kit’!

This presentation is to help assure quality nature and success for the 12 new pollinator gardens to be planted by families in their yards throughout our City! Participants who receive a kit, three from each ward, must agree to take responsibility for planting and maintaining the native florae and to send a photograph of that accomplishment within certain timeframes after planting, in May and October, because Chesterfield Citizens Environmental Advisory Committee (CCEAC) must show that it achieved its objectives. An adult family representative must be present to “Commit for the Kit.” Learn from Sue Leahy of the “Wild Ones” how to plant these gardens and maintain them, and how to include our smaller, native birds in your own native garden designs. Other native garden giveaways provided as well; supplies will be limited.

Also, Vic Jost of Jost Greenhouses will be acknowledged as a “Green Team” member at this event for his significant contributions to helping enhance native/ natural world conservation in Chesterfield!

MONARCH-CHESTERFIELD LEVEE TRAIL The Monarch-Chesterfield Levee Trail is an 11-mile long trail that encompasses the majority of commercial, industrial and recreational land uses in Chesterfield Valley. The new bridge path, completed in June 2016, connects the Monarch Levee Trail in St. Louis County to the Katy Trail in St. Charles County. The Monarch Chesterfield Levee provides an exceptional trail riding experience for over 250 miles.

Whether you are visiting the park for a serene experience with nature, celebrating the dog days of summer at the pool or looking for an exciting night of music at the amphitheater, Central Park has it all.

RIVER’S EDGE PARK - North of The District

Trails • Recreation Programs • Shelter • Picnic Benches • Lake • Fishing • Restrooms • Boardwalks This peaceful 188-acre passive park is conveniently located near the heart of Chesterfield Valley, but is tucked quietly away from the bustling retail commerce just south of the Missouri River. To access the heart of the park, visitors walk less than 1/4 mile on a crushed limestone trail before the trail opens up to a beautiful lake surrounded by a wall of mature trees on every side. The trail continues around the entire 1.6 mile circumference of the lake and branches off to one boardwalk and a mulched trail. The park offers a convenient boating dock attached to a park shelter for fishing enthusiasts.

The Parks, Recreation & Arts Department has provided the copious amount of fish that occupy the lake.

River’s Edge Park parking is in the shared parking lot on the western edge of The District. The park is open year-round from sunrise to sunset.

EBERWEIN PARK - 1627 Old Baxter Rd.

The Eberwein family used this land as a farm and their residence up until the time of purchase by the City.

To preserve the history, character, and charm of the site, the Eberwein Park was designed as a passive community park with a farm-like theme. To accomplish this, the existing large red barn, which was originally constructed in the early 1900s, has been preserved.

DOG PARK (MEMBERS ONLY) - This two-acre dog park offers pups the opportunity to explore the great outdoors, whether it’s running around with their friends or exploring the trees and bushes. There are separate areas for small and large dogs. The Dog Park is open to residents and non-residents and each dog must wear their own dog park tag. Dog tags for each dog are $45 for residents and $65 for non-residents. Please visit City Hall during normal business hours for an application. To register your dog, you will need to have documentation that the dog has been spayed or neutered, proof of residency and rabies records for each dog.

Dogs younger than four months are not allowed in the Dog Park.

CFAC POOL PARTY PACKAGES

The Chesterfield Family Aquatic Center offers Party Packages (parties only) during public swim. Below you will find the various packages offered.

Monday-Friday: 1-3 p.m. • 4-6 p.m.

Saturday/Sunday: 12:30 p.m. - 2:30 p.m. • 3:30 p.m. - 5:30 p.m.

Party reservations can be made at City Hall. Parties must be reserved at least two weeks in advance and be paid in full at time of booking. No party reservations on holidays. There are two party packages to choose from and all packages include two hours in the party area. These packages include from 12 to 16 guests and they range in price for residents/non-residents from $150 to $235.

PAVILION RENTALS

Permits for use of the pavilions may be obtained at Chesterfield City Hall or by visiting https://www.chesterfield.mo.us/pavilion-rental. html. The pavilions are available to rent seven days a week from 9:00 a.m. to dusk, March 1, 2022 through December 30, 2022.

The CVAC Party Package is a perfect fit to host your child’s next party. *The Miracle Field concourse provides additional seating, a water fountain, and additional space for your party. The playground is located just steps from the Miracle Field.

Resident individuals must present an official current Missouri driver’s license or state ID card, with valid Chesterfield address listed at the time of transactions. All Chesterfield businesses must bring a business license or a written request on company letterhead to receive the business rate.
