Greetings to all Chesterfield residents.
I hope your summer has gone well as we approach another fall and exciting time of the year!
Because of the timing for the publication, editing and printing of the newsletter, I am writing my message in mid-July, although you are not receiving this until late August.
Just a few days ago, my wife and I attended one of the free concerts the City provides at our amphitheater. With the weather cooperating and a popular band, the crowd was overflowing, and everyone seemed to be enjoying the event. Unfortunately, just an hour or so before the concert began, an attempt was made in another state to assassinate former President Donald Trump. So, we have two extremes of human behavior—one of appreciation and togetherness, and the opposite of destruction.
left, right, liberal, conservative, etc. I acknowledge that I have a preference, and a strong one at that, but I must at least attempt to restrain myself from expressing myself too forcefully.
There are times when I happen to see something on one or the other “news” channels and am either outraged or recognize that the side I am biased toward is exaggerating the truth. During these times, I am able to reflect for spiritual guidance to give me relief from the feeling of outrage. When I am able to do this, I gain a peaceful state of mind that prevents me from saying or doing something I may later regret. I tend to think that most who may be reading this newsletter don’t need to have this concept suggested to them, but maybe it is helpful to have it reinforced. Yes, call it prayer, meditation or some introspection that gives us the strength and wisdom to do and say (or not say) the right thing. What is just as important, or more important, is the relief and peace that this conscious decision to ask for help in dealing with real-life situations can bring.

In the known history of the world, mankind does not have a good track record of treating each other with civility and respect, let alone living in peace. For myself, I say a prayer for our country and all of humanity. Let us not self-destruct!

While acknowledging what is known as separation of church and state—which comes from the First Amendment of our Constitution and states, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof…”—I am willing and inclined to share something with my fellow residents.
My personal observation is that in our world that has become so politically polarized, many of us have lost our ability to have an objective attitude toward issues we face. This is made even more
difficult because of the deliberate exaggeration and misinformation put forth by both sides, be it

Calling all subdivision trustees! The City is hosting its annual symposium to help you better serve your neighborhood and arm you with information to help during your term as a trustee. City department heads will present information on services provided by all areas of the operation. Some of the topic areas include:
• Police – Vacation checks for homeowners and speakers at subdivision meetings on various topics such as home safety, identity theft, soliciting, deer hunting, neighborhood watch programs and code enforcement.
• Public Works – Sewer lateral, street trees, sidewalk repair/replacement, street repair/replacement and snow removal programs.
• Planning – Permit process for decks or home remodeling, Planner of the Day and how to search for development projects.
• Parks – Programs available including older adult programs, park amenities and how to search for events and activities.
The City’s website contains much information, but it can sometimes be challenging to navigate. You will learn the basics and how to easily find the most searched-for information.



Important Updates for Subdivision Trustees
The City of Chesterfield continuously updates its comprehensive list of subdivision trustees. Trustees are provided notices of public hearings and upcoming projects that affect your subdivision. Recently adopted ordinances and resolutions, which may be of interest to residents, are also provided.
Please be advised that trustee contact information is public information and routinely provided when requested.
If you are a new trustee or know of any changes in your subdivision, download the Trustee Information Form from the City’s website at www.chesterfield.mo.us

• Complete the form and return via mail or email as instructed.

Chesterfield Police Department to Host the AARP Smart Driver Course and Smart DriverTEK Workshop
The Chesterfield Police Department proudly announces a cooperative effort with AARP to provide the AARP Smart Driver Course. This is a newly updated, research-based, four-hour course that teaches valuable defensive driving skills, provides a refresher on the rules of the road, safety strategies and tips for how to adapt one’s driving to compensate for changes that may come about with aging or new advances in vehicle technology. The course is taught in a single morning session and does not involve a test or driving. Fees are $20 for AARP members and $25 for non-members. Classes are 9 a.m.-1 p.m. at Chesterfield City Hall in the City Council Chambers. Reservations are required.

The Chesterfield Police Department has also partnered with AARP to bring you the Smart DriverTEK workshop. This course is 90 minutes and covers how to utilize the latest high-tech safety features in your current car, what technology to look for when shopping for a new car and the safety benefits of these new technologies. This course is FREE and will be held 2:30-4 p.m. at Chesterfield City Hall in the City Council Chambers. Reservations are required.

The Chesterfield Police Department will once again participate in the DEA National Prescription Drug Take Back Day on Saturday, October 26. The collection sites will be Chesterfield City Hall and Clarkson Valley City Hall.























Finance Understanding the City’s Annual Budget Process: Transparency and Community Involvement


Each year, the City of Chesterfield is required to prepare and adopt a balanced annual budget per City ordinances and the statutes of the State of Missouri. Chesterfield’s fiscal year coincides with the calendar year, running January 1 through December 31 each year. The annual budget provides the framework and priorities for the City, identifying the anticipated costs associated with specified services, purchases and contracts. Have you ever wondered what is involved with the budget process? How much time is spent creating, reviewing, discussing and ultimately adopting the budget? Are these deliberations public, and where might you find copies of the budgets once they are adopted? The annual budget review process begins in June of each year, approximately six months before its anticipated adoption and effective date.
Typically, the Finance and Administration Citizens Advisory Committee (FACAC), a group of seven appointed citizen volunteers with financial accounting or budgeting acumen, meets with staff to discuss the initial assumptions that make up the foundation of the budget. In June of this year, the FACAC met and discussed, reviewed and provided recommendations related to the revenues and expenditures assumptions used in developing the five-year forecast, and the recommendations were then included in the Finance 105 presentation held July 23. This public meeting provides an annual review and overview of the City’s financial position and identifies strengths, weaknesses, threats and opportunities. The annual finance discussion provides the foundation and creates a uniform basis of information for the upcoming budget workshops.

City staff prepares budget goals and departmental requests to align with the City’s long-range strategic plan, and initial requests are reviewed by the city administrator and director of finance prior to submission to City Council at the Finance and Administration “Committee of the Whole” budget workshop scheduled for Tuesday, October 1. During this meeting, staff will present the preliminary 2025 budget, discuss the City’s revenues and expenditures by fund and answer questions. Any Council recommendations received during this meeting will be incorporated into the revised 2025 budget presentation during the second budget workshop on Tuesday, October 29. If necessary, a third budget workshop will be held in November. The final proposed budget is submitted to City Council for approval by the last council meeting of the year, and the budget is then adopted by resolution.
During the year, a variety of financial reports and updates are posted to the City’s website in the transparency portal, including the budgets, Annual Comprehensive Financial Reports, monthly financial updates and five-year forecasts. Do You Need a Business License? Explore the New Online Portal












Do you need a business license? All commercial businesses physically located and operating out of a tenant space within the Chesterfield City limits and engaging in any business, trade or avocation are required to obtain a City business license from the Department of Finance.
In May of this year, the City of Chesterfield launched the citizen license portal that allows you to apply for and renew all licenses, including business, alarm, liquor, tobacco, trash hauling and vending. Businesses were notified via email to establish their user access at https://www.civicgov4.com/mo_chesterfield/portal
Once the user establishes access, they can apply for or renew their licenses online. This provides the business access 24/7 to initiate their requests. The business assistance coordinator reviews the information provided to ensure compliance with City ordinances prior to issuance of the license.
After the application or renewal is submitted online, it is reviewed for compliance and to ensure all supporting documentation is provided, including the No Tax Due certificate. Once processed, the appropriate license fees will be applied to the user’s account, and an invoice will be generated. The user may pay their invoice online from their secure portal account. After payment is received and posted, the license will be issued. An email will be sent to the user allowing them to print their license and display it at their Chesterfield business location. We recommend you maintain the email or save the document in case you need to re-print your license prior to the expiration date.

Did You Know These Impressive Achievements by the Finance Department?










For the thirty-fourth consecutive year, the City of Chesterfield received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA). This is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The City has received this award from 1989–2022. The City’s Finance Department excels in providing clear and transparent financial reports.

The City of Chesterfield also received its thirty-fourth consecutive Distinguished Budget Presentation Award from the Government Finance Officers Association. The award represents a significant achievement by the City’s Finance Department. Each year, the City prepares an annual budget, conducts multiple budget workshops and hosts a public hearing prior to the adoption of the budget. This award reflects the commitment of the mayor, City Council and staff to meet the highest principles of governmental budgeting, ensuring public trust. The City has received this award from 1991–2024.

Chesterfield Implements SeeClickFix for Residential Reporting Needs


Earlier this year, the City of Chesterfield implemented SeeClickFix—a new reporting system created by CivicPlus that assists with reporting problems in the community. By utilizing SeeClickFix, residents can submit the exact location of a problem, upload photos and track the status of their request. SeeClickFix can be accessed via the City’s website or by downloading the SeeClickFix application onto a mobile device. Requests can be entered through SeeClickFix at any time, but the system is typically only monitored by City staff during regular business hours. Residents with an issue that requires immediate attention should contact the Chesterfield Police Department at 636.537.3000 or 911 if it is a true emergency.
To utilize SeeClickFix, visit the City’s website at https://www.chesterfield.mo.us and select the SeeClickFix icon.
Next, follow these step-by-step instructions to submit a request:
Step 1: Click the “New Request” button.
Step 2: Choose the location of the problem. You can do this by entering the address in the search bar or using the cursor. Once the location is selected, click the “Confirm Location” button.
Step 3: Select the category that best fits your concern. If your request is identified as a duplicate, someone has already reported this problem. In this case, you can click the heart logo icon next to the comments icon to follow this request and receive updates. Otherwise, click “Next Step” to continue.
Step 4: If you wish to add a photo, you can do so at this time; if not, click “No Photo” and proceed.
Step 5: Enter details about your concern, and click “Confirm Details.”
Step 6: Choose how you would like to submit your request. To receive automatic updates on your concern and allow the City to contact you if necessary, you must select “Submit as yourself” and then click “Submit.” If you choose this option, you will be prompted to either sign in or register for an account. With your account, you will receive automated updates via the email you have provided. If you wish to remain anonymous, you can choose “Hide your identity” or “Submit as a guest” and then select “Submit.” If you choose either of these options, you will NOT receive updates, and City staff will not be able to contact you. You will still be able to check the status of your concern by returning to SeeClickFix in the future.
Additional SeeClickFix information is on the City’s website at https://www.chesterfield.mo.us/ seeclickfix.html and includes an introductory video and detailed instructions. If you do not wish to use SeeClickFix to report a problem, call City Hall at 636.537.4000, and a staff member will enter a request on your behalf.
Please remember that SeeClickFix is only used to address problems and concerns for which the City is responsible. If you have a problem with a utility company or another road agency such as MoDOT or St. Louis County, you must contact that utility or agency directly.
Public Works Department Engages In City Schools


While our street maintenance crews spend most of their days patching potholes, leveling sidewalks, placing concrete or plowing snow, we also take time, when asked, to participate in community events and present our trucks and equipment at area events and schools. The Public Works Department enjoys any opportunity






to connect with the Chesterfield community!






Construction Notifications Ensure Safety and Communication Amid City Construction Projects
The City of Chesterfield manages 184 miles of public streets and over 260 miles of public sidewalk. These assets regularly need work, such as maintenance and reconstruction, to ensure they are usable to the public. Before construction occurs, the City will typically send letters to all residents abutting a project area and to subdivision trustees. These letters explain the project and provide contact information for the City’s project manager and the contractor’s on-site representatives. In many cases, the letters also invite residents to on-site meetings where they can ask questions. The City provides this information so residents will know what to expect prior to the start of a project, including the schedule and any anticipated delays or closures.


Once a project has begun, signs will be placed to notify motorists of any work occurring in the area, such as road work ahead, one lane traffic ahead, or road closed. It is important that motorists heed these signs for the safety of themselves, other motorists, pedestrians and workers. Once a project is completed, the signs will be removed.
At the end of the project, the City sends a project survey to residents and trustees. These surveys are used to assess the contractor’s performance and determine how we can improve in the future. If you receive one of these surveys, please complete it! Road construction is almost always an inconvenience to area residents, so the City appreciates your patience and any constructive feedback you provide to enable us to perform better in the future.















How Chesterfield Upholds Water Quality Within the Community
Did you know that in order to permit grading and land disturbance activities, the City of Chesterfield—along with 58 other municipalities, St. Louis County and MSD—operates under a Municipal Separate Storm Sewer System (MS4) permit from the Missouri Department of Natural Resources? Permit requirements cover many topics that impact water quality, including posting pet waste disposal signs, ensuring that development sites contain proper silt and erosion control, and bi-annual street sweeping. Additionally, the City must operate its facilities in such a manner to minimize exposure to stormwater and train its personnel annually in proper water quality practices.
If you are wondering what you can do regarding water quality, please remember that all stormwater inlets drain to creeks and streams, so please ensure that no trash, debris or chemicals are washed or dumped into stormwater inlets. Additionally, if you are planning a grading project, contact the City’s Planner of the Day at 636.537.4733 or POD@chesterfield.mo.us to determine whether a permit is necessary.

Residential Street Tree Program Restores
Chesterfield’s Trees and Upholds Tree City USA
Designation for 33rd Year
The City of Chesterfield owns and maintains approximately 19,500 street trees. These trees, located in the public right-of-way, provide many benefits to residents, including shade, water quality and reduced runoff. Unfortunately, many trees in the right-of-way die or become hazardous each year and require removal. Should you have questions about the condition of a street tree, you can request an assessment from the City Arborist by contacting City Hall or by using the City’s problem reporting system, SeeClickFix.

Residents can request a new or replacement street tree by completing an application located on the City’s website at http://www.chesterfield.mo.us/residential-street-tree.html Each application requires a $100 fee, and the resident must choose a tree species from the City’s approved street tree list. Please note that the fee covers a small portion of the total cost of the tree, with the City paying the majority of the cost and managing the tree installation. The City Arborist will ensure there is adequate space for a tree to survive and thrive, and they will work with residents to select a tree.
In previous years, the City has completed both spring and fall plantings. However, the trees recently planted as part of the fall planting have survived at a much higher rate than those planted in the spring: therefore, beginning in 2025, the City will transition to only having a fall planting season, with all applications due by May 1, 2025.

Legacy: Our Commitment to Open Space and Tree Conservation
The City of Chesterfield has been a Tree City USA since 1998 and has received the Tree City Growth Award every year since 2001. To effectively manage the City’s public tree resources and encourage the implementation of community tree management, the City has adopted a detailed guide for preserving and planting trees within the City, found in Section 405.04.020 of the City’s Unified Development Code.
Envision Chesterfield - The Comprehensive Plan 2020 provides a long-range vision for future growth and conservation of the City’s open and green spaces and has been designed to guide the future of development and progress within the City. The preservation of open space, as defined by the City Code, is paramount to this vision. Open spaces are most prevalent in parks, recreation and conservation areas and are represented in the City’s Comprehensive Land Use Plan. Parks and recreation areas are dedicated to active recreation and leisure activities, whether community or commercial-based, including public parks, athletic fields, playgrounds and recreation trails. Conservation areas are undeveloped open space reserved for protecting natural beauty, the environment and wildlife management. Each character area has development policies to ensure the responsible development of Chesterfield’s tree resources.





In most cases, under the City Code, development and design criteria for most zoning districts require some percentage of open space to be preserved for public benefit. The code allows for variation, but most modern ordinances contain language for the required open space. Whether trees exist as a natural occurrence of native tree species or as planted trees around existing developments, their protection can only be assured when tree protection measures are utilized.
Unless specifically exempt by law, the tree preservation and landscape requirements apply to all vacant and undeveloped land and all property slated for redevelopment. The City of Chesterfield prioritizes its open and green spaces, and it remains clear through its vision and dedication to provide and protect open space for the benefit of our residents.










The City of Chesterfield has received the “Tree City USA” designation for 33 consecutive years. Chesterfield’s ISA Certified Arborist is happy to work with any resident who has a question about trees.





Understanding Conservation: Simple Steps for Preserving Our Planet’s Resources


We hear the word “conservation” and read about it in the media almost daily. Everybody tells us it is a good idea and should be practiced, but still, many of us may not understand exactly what it is and how it can be practiced. In today’s world, conservation means taking care of Earth’s natural resources like air, water, plants, soil, minerals and wildlife so they will still be around and in good condition for use by our future generations. It is a lofty goal supported by many governments, organizations and activists working in different areas of conservation. For example, the National Wildlife Federation (NWF) works for wildlife conservation which is the preservation and protection of animals, plants and their habitats. The Conservation Federation of Missouri is the largest conservation group in Missouri. It is a citizen’s organization and is a Missouri affiliate of the NWF. Locally, our City takes a leading role by working through the Parks and Recreation Department and the different citizen groups it supports.
What can you do?
Conservation requires sensible use of Earth’s valuable natural resources and to keep the environment clean and healthy. Water, land and air are all connected, so the actions people take at home have far reaching effects on the environment. Anyone can practice conservation by taking some simple actions:
• Plant native flowers and shrubs, which serve as food and shelter for pollinators.
• Reduce water wastage.
• Recycle using the City’s single-stream recycling for the conservation of resources.
• Limit or avoid fertilizer and use compost for less soil and water contamination.
• Use dark-sky friendly lighting fixtures outdoors for less light pollution, which helps wildlife.
• Join an environmental group working for conservation. The Chesterfield Citizens Environmental Advisory Committee (CCEAC) is one such group working locally in the conservation area.
